§ 1 Careers Offices

(1) The career of the central non-technical administrative service in the Bundeswehr administration comprises the preparatory service, the probational period and all the offices of this career. (2) The officials shall carry out the following service in the career path: Official names:

1. Government Secretary of State/Government Secretary in the preparatory service,
2. Government secretary to the position/government secretary for the job in the probaation period up to the date of delivery,
3. Government Secretary/Government Secretary at the entrance office,
4. Government Secretary-General/Government Secretary in the first transport office,
5. Government Secretary/Government Main Secretary in the second transport office and
6. Office inspector/office inspector in the third transport office

§ 2 Objective of training

(1) The training shall lead to professional qualifications. It provides the civil servants with the basic vocational training they need in order to fulfil their duties in their careers. The officials are being prepared for their responsibility in the democratic and social state of the rule of law and the importance of a stable law-abider administration for the free democratic basic order. The importance and impact of the European integration process will be taken into account; the officials will acquire European knowledge. General vocational skills, in particular for communication and cooperation, for the critical examination of their own actions and for independent and economic activity as well as social competence are to be promoted. § 3 Settings authority

Recruitment agencies are the military area administrations. § 4 Conditions of recruitment

In the preparatory service can be hired who
1.
the legal requirements for the appointment to the federal civil service relationship are fulfilled and
2.
has at least the completion of a secondary school or the successful attendance of a primary school and a completed vocational training course or an educational level recognised as equivalent in the general education sector.

§ 5 Request for tender, application

(1) Applicants are determined by job vacancy. (2) Applications must be submitted to the Federal Office of Defence Technology and Procurement, or to the Military Service Administration. The application must be accompanied by:
1.
a curriculum vitae in tabular form,
2.
a photograph that is not to be older than six months,
3.
The last school certificate and the testimonies concerning the activity since the school leaving certificate,
4.
where appropriate
a)
a declaration of consent of the legal representative or of the legal representative,
b)
a clearing of the disability card or the atrocity on equality as a severely disabled person,
c)
a clearing of the admission or inclusion certificate or the confirmation in accordance with § 10 (4) of the SoldatenSupply Act and
d)
The testimonies of the testimonies given at the end of the military service and on the military exercises.

§ 6 Selection procedure

(1) Prior to the decision on the recruitment to the preparatory service, a selection procedure shall determine whether the candidates, on the basis of their knowledge, skills and personal characteristics, are in favour of the acquisition in the Preparation service of the career path. (2) For the selection procedure, it is admitted who meets the requirements set out in the invitation to tender in accordance with the documents submitted. If the number of these applicants exceeds three times the number of traineeships, the number of participants in the selection procedure can be limited to three times the number of training places. In doing so, it is possible to ensure that those who are most appropriate in accordance with the documents submitted, in particular taking into account the grades of certificates obtained in the subjects relevant to the training, are considered to be most suitable. Severely disabled persons as well as former soldiers on time with an admission or registration certificate, if they meet the conditions set out in the call for tenders, are admitted in principle to the selection procedure. Women and men are taken into account in a balanced relationship. (3) Those who are not admitted to the selection procedure receive the application documents from the Federal Office of Defence Technology and Procurement or from the German Army Service Administration (Bundesamt für Wehrtechnik und procurement) or from the German Army Service (4) The selection procedure is carried out by an independent selection committee at the Federal Office of Defence Technology and Procurement and in the field administrations, and consists of a written and an oral Part. (5) The selection committee shall consist of an official or a Officials of the higher general administrative service as chairman or chairman and two officials of the upper non-technical administrative service as co-chairmen. The members shall be independent and shall not be bound by instructions. The selection committee shall decide on the appropriateness with a majority of votes. Abstention is not allowed. Section 7 Setting in the preparatory service

(1) The Federal Office of Defence Technology and Procurement and the Armed Forces Administrations decide on the recruitment of applicants. (2) Before the recruitment, the applicants shall have the right to: to attach the following additional documents:
1.
an official health certificate or a health certificate issued by an official veterinarian, a staff doctor, or a staff doctor from the latest, in which he also has a position on the service of civil servants is taken,
2.
a copy of the birth certificate, upon request also proof of nationality,
3.
where appropriate, a copy of the marriage certificate and the copies of the birth certificates of the children,
4.
A certificate according to § 30 of the Federal Central Register Act for immediate submission to the recruitment authority and

a statement by the applicant, whether or not it is
a)
is accused in an investigation or other criminal proceedings, and
b)
is living in an orderly economic situation.
The costs of the health certificate shall be borne by the recruitment authority. Instead of taking over the costs, the Bundeswehr administration can carry out the recruitment investigation itself. Unofficial table of contents

Section 8 Legal status during the preparatory service

(1) With their recruitment, they are appointed to government secretaries of government for government secretaries, on the basis of the civil servant relationship on revocation. § 9 Duration, shortening and extension of the preparatory service

(1) The preparatory service lasts two years. (2) A shortening of the preparatory service in accordance with § 16 (1) of the Federal Railways Ordinance is only permissible if the achievement of the training target does not appear at risk. In doing so, the appropriate design of the preparatory service may be allowed to deviate from the teaching and training plan. (3) If the training is interrupted due to illness or for other compelling reasons, it may be possible to: Training sections are shortened or extended and deviations from the teaching and training plan are allowed in order to allow for a targeted continuation of the preparatory service. (4) The preparatory service is to be extended in individual cases if: the training
1.
because of a disease,
2.
in the event of a ban on employment for the period before or after maternity leave, or on grounds of parental leave,
3.
by the performance of the basic service, a replacement service, or
4.
for other compelling reasons
(5) The preparatory service, after hearing the candidates, may, in the cases referred to in paragraph 4, be subject to the following conditions: No 1 and 4 shall be extended at most twice by no more than a total of twelve months. The extension should be calculated in such a way that the runway test can be taken together with the candidates who have been hired at a later date. § 10 Holidays during the preparatory service

Section 11 Training Act

§ 12 severely disabled persons

(1) Disabled persons shall be granted the facilities appropriate to their handicap in the selection procedure and for the provision of performance certificates and for the participation in examinations. They shall be pointed out in good time. The nature and scope of the facilities to be granted shall be discussed in good time with the severely disabled persons and the representatives of the severely disabled persons, if this is possible in time. The facilitation must not lead to the requirements being reduced. Sentences 1 to 4 are also applied to current disabilities, which do not fall under the protection of the ninth book of the Social Code. Section 13 Outline of the preparatory service

(1) The theoretical and practical training lasts twelve months each. The practical training consists of the internships, the practice-related course and the foreign language training. The individual sections of the preparatory service form a single unit and build on one another. (2) The training is carried out in the following sections:
1. Introductory internship at the training centre 1 week,
2. First training section Introduction course at a Bundeswehr administration school 5 1/2 months,
3. Second training section Practical training, of which

Practice-oriented course at a Bundeswehr administration school

Foreign language training by the Federal Language Office

4. Third section of the final training course at a Bundeswehr administration school 6 1/2 months.
(3) The first part of the training course concludes with the intermediate examination, the existence of which is a prerequisite for the continuation of the preparatory service. (4) The preparatory service concludes with the runway examination. Unofficial table of contents

§ 14 Principles of theoretical training

(1) The subject-theoretical training is carried out at a Bundeswehr administration school. It is practice-oriented and application-oriented in such a way that it requires the cooperation and co-design of the contenders. It shall be used to impart knowledge and deepen the knowledge acquired through practical training, to the knowledge and deepening of the career path. The recognition of contexts and the ability to behave in a citizen-friendly manner should be encouraged. (2) The courses are 1150 teaching hours, of which 500 teaching hours are attributable to the introductory course and 650 to the courses. Final course. (3) The Federal Armed Forces Administration Schools draw up the curricula; these require the approval of the Federal Ministry of Defence. The curricula determine the learning objectives of the teaching areas and determine the number of hours and the type of evidence of achievement. § 15 introductory course

§ 16 Final course

§ 17 Practical training

(1) In practical training, the candidates acquire professional knowledge and experience as a basis for further theoretical training, deepen the acquired knowledge in the first section of the training (§ 13 para. 2 no. 2) Knowledge and learning to apply them in practice. In addition, they should be able to communicate, cooperate and work in a team, as well as foreign language communication skills in English for the proper performance of their duties in the national and international community. § 18 Implementation of traineeships

§ 19 Training Manager, Training Officer, trainers and trainers

(1) Each recruitment authority shall appoint an official or a civil servant as a training management. The training management directs and supervises the training of the candidates. (2) The recruitment authorities appoint civil servants or civil servants as training officers for all training areas. The training officers shall, in principle, be exempted from other tasks. They direct and monitor the training of the candidates in their area and ensure careful training. The training officers regularly conduct meetings with the contenders and the trainers, and advise them on questions of training. The training officers regularly inform the training management of the level of training that has been achieved. (3) The trainers must not be assigned to more candidates than they are able to train with care. If necessary, they will be relieved of other business activities. (4) Before the start of the training, a training plan will be drawn up by the training officers for each candidate and each contender, from which the training stations will be . § 20 Practice-related course

(1) The practice-oriented course is 100 teaching hours and aims at the knowledge gained in the field theoretical training and in the internships in close relation to the practice through interdisciplinary practice simulations and projects. for more information. § 21 Performance certificates during the course of the theoretical training

(1) During the course of the subject-related theoretical training, the candidates must provide proof of performance. Performance certificates can be:
1.
written supervisory work,
2.
other written arrangements and
3.
Refereed.
In addition, performance tests can be requested in written or oral form. The results are evaluated in accordance with § 35. (2) During the introductory course, two oversight works are to be completed, the main areas of which can be found in the following teaching areas:

(3) Five supervisory work is to be completed during the closing course; the main areas of responsibility are to be found in each of the teaching areas mentioned in § 16 (2). (4) The lines of the Bundeswehr administration schools alternately determine the following tasks: reciprocal coordination of the tasks for the supervisory work to be carried out; a summary of individual teaching areas for a task is permissible. The work is to be written in all classes at the same time and with a single theme. This also applies if the course is distributed among various teaching institutes. For the tasks, a uniform evaluation scale and a processing time of three hours in each case shall be determined. (5) Each proof of performance shall be announced at least one week prior to execution. The proof of performance is evaluated by the teacher or lecturer in accordance with § 35 and submitted to the management of the respective Bundeswehr administration school. It can change points in order to ensure a uniform assessment; a change in the number of points is to be justified in writing. (6) The evidence of achievement during the introductory course is to be made no later than three weeks before the start of the Intermediate examination, in the closing course three weeks before the start of the career examination. Those who are not able to participate in a performance certificate and who cannot obtain it within the training section will be given the opportunity to provide proof of performance at a later stage of the training. If the proof of performance is not culpable until the first day of the written examination, it is considered to be "insufficient" (rank 0). § 22 Reviews during internships

(1) The benefits and qualifications of the candidates during the traineeships shall be allocated for each training area to which the candidate shall be assigned at least four weeks in accordance with the training plan, a written document shall be submitted to the Evaluation according to § 35 submitted. in the case of a location service of a Bundeswehr service centre in the field of travel and relocation costs and
3.
at a constituency replacement office in the field of Wehrersatzwesen.
(3) The assessment referred to in paragraph 1 shall be discussed on the basis of a draft with the candidates. It is to open up to the contenders. These will be given a copy of the evaluation and may give their written comments. (4) In order to complete the practical training, the training management will draw up a summary certificate, which shall be based on the assessments referred to in paragraphs 1 and 2. . Section 22a Foreign language training

(1) In foreign language training, the candidates acquire the foreign-language communication skills required for the purpose of the task in the English language. Section 22b Implementation of foreign language training

(1) Foreign language training is carried out by the Federal Language Office as a language of foreign languages and compulsory language training. Details of the training objectives, contents and language examinations as well as the hours are included in the training framework plan. (2) The candidates take part in a placement test at the beginning of the first training section. Depending on the outcome of the placement test, they are assigned to different performance groups. (3) The compulsory language training lasts two months and concludes with a language test and the recognition of an SLP. The language test can be repeated until the start of the runway examination.

Section 23 General rules on advancement

(1) The staff-processing departments shall appoint the officials responsible for the selection procedure for the ascent in accordance with § § 33 to 33b of the Federal Railways Regulation as amended by the Notice of 2 July 2002 (BGBl. 2459, 2761), as last amended by Article 15 (28) of the Law of 5 February 2009 (BGBl I). Section 24 Training ascent

§ 24a Practice ascent

(1) The staff-processing departments shall, in agreement with the Federal Ministry of Defence, organise the one-and-a-half-year introductory period. In the course of the courses, written proof of performance is to be provided; details of the curriculum are provided. The practical introduction into tasks of the higher career shall be provided in at least two different uses. The respective superiors ensure the self-responsible and independent performance of the tasks and, at the end of the respective section, provide a summary written evaluation of the performance and the level of competency. For the evaluation of the achievements during the courses and the practical introduction, § 35 shall apply. (2) The qualification for the higher career path shall be established by a committee to be formed at a central teaching institute, following an introduction of the Ascendent officer or the ascent officer on behalf of the Examination Office. § 27 (3) to (5) and § § 32 to 35 shall apply accordingly. The recognition of the qualification shall at least require the achievement of the average number of points five; the third sentence of section 36 (1) and (3) and (4) shall apply accordingly. Section 25 Interim examination
