On the basis of Section 46 (2) of the Vocational Training Act of 14 August 1969 (BGBl. 1112), the most recent of which is § 24 of the Law of 24 August 1976 (BGBl. 2525), and pursuant to Section 42 (2) of the Craft Code, as amended by the Notice of 28 December 1965 (BGBl. 1966 I p. 1), which was last amended by Section 25 of the Law of 24 August 1976 (BGBl. 2525), and taking into account Section 28 of the Training Act Promotion Act of 7 September 1976 (BGBl. 2658) is being decreed in agreement with the Federal Minister for Economic Affairs: Unofficial table of contents

§ 1 Objective of the examination and designation of the financial statements

(1) In order to prove the knowledge, skills and experience acquired through the vocational training course to the Tested Scaffold Kolonnenführer, the competent authority may carry out exams in accordance with § § 2 to 8. (2) By examination to determine whether the examination participant has the necessary knowledge, skills and experience to perform the following tasks of a scaffold-building colonnade:
1.
Professional and professional presentation of the various framework systems, types and classes, including the necessary supervision of the building, using the knowledge of the scaffold systems, types and classes;
2.
Check the scaffold components, connection and anchorage equipment;
3.
Assess the basic load-bearing behaviour and load recordings of scaffold;
4.
Reading of assembly drawings and production of assembly drawings;
5.
Carry out the work preparation, the scale and the billing in the scaffold construction;
6.
To comply with the rules on occupational safety, health and safety, accident prevention and protection of accidents in its area of responsibility, as well as the introduction and implementation of the necessary measures.
(3) The successfully completed test leads to the recognized conclusion of the approved scaffold building colonnade. Unofficial table of contents

§ 2 Admission requirements

(1) For the purpose of examination, it shall be possible to
1.
a successfully completed final examination in a relevant recognised training occupation and a subsequent one-year professional practice, or
2.
a successfully completed final examination in another recognised vocational training profession and a subsequent two-year professional practice, or
3.
a five-year professional practice
redirects. The professional practice referred to in the first sentence must be carried out in activities which serve the purpose of continuing vocational training in the framework of the staff of the scaffold staff. (2) By way of derogation from paragraph 1, it may also be admitted to the examination of who, by presenting certificates, or in any other way, believable that it has acquired knowledge, skills and experience that justify the admission to the examination. § 3 Outline of the examination

(1) The examination shall be divided into:
1.
a theoretical part and
2.
a technical part.
(2) The test parts may be tested at different test dates; in this case, the last test part shall begin at the latest one year after the first test day of the test part already filed. Unofficial table of contents

§ 4 Specialist theoretical part

(1) In the subject-theoretical part it is to be examined in the following subjects:
1.
Scaffold systems and scaffold components,
2.
the carrying behaviour of the scaffolders,
3.
Preparation of work and construction,
4.
Personnel management and occupational safety.
(2) In the examination subject "Scaffold systems and scaffold components" it is possible to examine:
1.
Knowledge of the scaffolders of the usual type according to DIN 4420, in the respective valid version,
2.
Knowledge of the scaffolders of special design according to DIN 4420 (sheet 1) in the respective valid version,
3.
knowledge of the types of work and protective scaffolders, including their classification into stress groups and minimum working widths,
4.
knowledge of the type, test, use, storage and maintenance of the scaffold components in the case of work and protective scaffold, including the requirements for these scaffold components;
5.
Knowledge of the types of scaffolders and their classification according to DIN 4421 in the respective valid version,
6.
Knowledge of the type, test, the use, the storage and maintenance of the scaffolders for load-bearing scaffolders, including the requirements for these scaffolders.
(3) In the examination subject "Load-bearing behaviour of the scaffolders" it is possible to examine:
1.
Knowledge of the load-taking measures for working and protective scaffolders,
2.
Knowledge of the traffic load measures for load-bearing scaffolders,
3.
Knowledge of the carrying behavior of tensile, pressure and bending elements in scaffold construction,
4.
Knowledge of the general impact of structural and technical deficiencies on the carrying behaviour of scaffold, in particular their risk of stability,
5.
Knowledge of anchorages, anchor forces and the attachment to the building.
(4) In the examination subject "Work preparation and construction execution" it is possible to examine:
1.
Knowledge in the reading of assembly drawings and in the production of assembly drawings,
2.
Knowledge of the installation of material lists,
3.
Knowledge of the process of assembly operations, including assembly equipment and assembly aids,
4.
Knowledge in the monitoring of scaffold work, logging of plan deviations and special incidents,
5.
Knowledge of the guidelines for awarding and invoicing (VOB DIN 18 451 in the version valid in each case),
6.
Knowledge of simple surveying work and on the performance of dimensions.
(5) In the examination subject "Personnel management and occupational safety" it is possible to examine:
1.
knowledge of operational personnel management and the productive use of personnel,
2.
Basic knowledge of labour law and knowledge of collective agreements in the framework of scaffold construction,
3.
knowledge of occupational safety and health and safety in the area of activity of the scaffold builder, in particular knowledge of the relevant legal requirements;
4.
Knowledge of personal protective equipment,
5.
Knowledge of the initiation of rescue operations in the event of accidents.
(6) The examination in the subject-related theoretical part shall be carried out in writing and orally. The written examination consists of a work to be carried out under supervision, usually one hour in duration; the duration of the examination should not exceed 4 hours in total. If the written examination is carried out, its duration can be shortened. (7) The oral examination must be carried out in at least one examination subject and usually lasts for 15 minutes, but in total no longer than 30 minutes. Minutes. In doing so, the examination participant is to prove that he is able to identify occupational situations, clarify their causes and propose appropriate solutions. (8) The examination committee may, by way of derogation from paragraph 7, be moved from the oral question to the oral question. § 5 Technical Part

(1) In the practical part, the following subjects are to be examined:
1.
Scaffold systems, scaffold components and constructional details,
2.
Construction and construction supervision.
(2) In the examination subject "Scaffold systems, scaffold components and constructional details", it is possible to examine:
1.
Skills in the construction of a scaffold of the usual type in accordance with DIN 4420 in the respective valid version,
2.
Skills in the construction of a framework of pipes and couplings according to the drawing as a framework of special construction according to DIN 4420 (sheet 1) in the respective valid version,
3.
Skills in the handling of scaffold components and connection means, in particular of couplings and support clamps,
4.
Skills in the assessment of the external equipment condition,
5.
Skills in the handling of anchor means, in particular the setting and testing of dowels.
(3) In the examination subject "Construction execution and construction supervision" it is possible to examine:
1.
Skills in the acceptance of scaffold based on checklists,
2.
skills in the proper implementation of changes to planning documents and their justification;
3.
Skills in the operation of simple surveying devices,
4.
Skills in the execution of struts, side protection and covering,
5.
Skills in the execution of corner training and access to work areas,
6.
Skills in the execution of load-introduction constructions in anchorages.
(4) The examination referred to in paragraph 1 shall be carried out in the form of practical work or exercises. The examination will usually take 2 hours for each examination subject and examination subject. § 6 Invoice of other exams

(1) From the filing of the examination in an examination subject or several examination subjects in accordance with § § 4 and 5, the examination participant may, on request, be exempted from the competent authority if he/she before a competent authority, a public or a state-approved educational institution or a state examination committee which has passed an examination whose contents correspond to the requirements of the respective examination subject. Section 7 Existence of the Examination

(1) The test parts shall be assessed separately. For each part of the examination, a note is to be made from the performance of the individual examination subjects. In doing so, the grades for written and oral examinations are to be combined in one examination subject to form a note. The services in the written and in the oral examination have the same weight. (2) The examination is passed if the examination participant in 3 examination subjects of the subject-theoretical part and in the 2 examination subjects of the subject-practical part has provided at least sufficient services. (3) The existence of the test shall be subject to a certificate in accordance with Appendix 1. At the request of the examination participant, a certificate shall be issued in accordance with Appendix 2, from which the examination notes obtained in the individual examination subjects must be produced. In the case of the exemption pursuant to § 6, the place, date and name of the Examination Body of the otherwise filed examination shall be stated. Unofficial table of contents

Section 8 Repeal of the examination

(1) A test which has not been passed can be repeated twice. (2) In the repeat examination, the examination participant must, upon request, be exempted from the examination in individual examination subjects and examination subjects if his performance in the examination is carried out in have been submitted to a previous examination and shall, within two years of the date of completion of the failure to pass the examination, register for the reexamination. § 9 Berlin clause

This regulation applies in accordance with Section 14 of the Third Transfer Act in conjunction with Section 112 of the Vocational Training Act and § 128 of the Craft Code, also in the Land of Berlin. Unofficial table of contents

Section 10 Entry into force

Annex EV Excerpt from EinigVtr Annex I, Chapter XVI, Area C, Section III
(BGBl. II 1990, 889, 1135)

Federal law shall enter into force in the territory referred to in Article 3 of the Treaty, with the following measures:
1.
The Vocational Training Act of 14 August 1969 (BGBl. 1112), as last amended by Section 19 of the Law of 23 December 1981 (BGBl I). 1 and 2, § § 25, 29 (1), § 43 (1) and (2), § 46 (2), § 76 (2), § 77 (5), § 80 (2), § 81 (4), § 82 (2), § § 93, 95 (4), § 96 (2)), and the following measures:
a)
Legal regulations pursuant to § 21 (1) of the Act require the Federal Minister of Education and Science to enact a separate entry into force by means of a regulation which does not require the consent of the Federal Council. Legal regulations according to § 29 (1) and § 43 of the Act require the separate entry into force by the Federal Minister for Economic Affairs or the otherwise responsible Minister of Trade in agreement with the Federal Minister of Education and Science by Legal regulation, which does not require the approval of the Bundesrat.
b)
Until 31 December 1995, the competent authority may grant exemptions from the training regulations in accordance with § 25 of the Act, if the requirements set out by technical regulations cannot yet be met. The exceptions are temporary. In agreement with the Federal Minister of Education and Science, the Federal Minister for Economic Affairs or the Minister for Economic Affairs may, in agreement with the Federal Minister for Education and Science, not require the approval of the Federal Council, the power of the Federal Minister for Education and Science limit or uncheck.
c)
The regulations in training regulations in accordance with § 25 of the law on training in incompany training centres (§ 27 of the law) are not applied if the competent authority determines that such training is not possible.
d)
On the entry into force of the Law on the Entry into force of the Vocational Training Act of the Federal Republic of Germany in the German Democratic Republic-IGBBiG-of 19 July 1990 (GBl. 907), existing training conditions are to be completed under the new rules, unless training under the new rules is not possible or the apprentice is a continuation under the previous rules expressly wishes. If the termination of the apprenticeship is not possible under the new training regulations in the previous establishment, the responsible employment office and the competent authority shall be obliged to support the apprentice, a new To find a training company which will continue training under the new training regulations.
e)
The training period is to be extended in accordance with § 29 (3) of the Act, to the extent that vocational training is carried out with Abitur.
f)
The application of Articles 76, 77, 80 to 82, 86, 88, 90, 92 to 96 of the Act and the regulations adopted pursuant to these provisions shall be determined by the Federal Minister of Economics or the Minister for Economic Affairs of the Federal Republic of Germany, in agreement with the Federal Minister for Economic Affairs and the Federal Minister of Education and Science by means of a decree law which does not require the approval of the Bundesrat.
g)
The companies are obliged to maintain practical vocational training appropriately, insofar as this is necessary for the fulfilment of teaching contracts which before the entry into force of the law on the entry into force of the Vocational Training Act of the Federal Republic of Germany in the German Democratic Republic-JGBBiG-of 19 July 1990 (GBl. I n ° 50 p. 907). This shall be guaranteed at least until 31 December 1990 for establishments and other institutions serving vocational education and training. At the request of the Chambers of Crabs and Chambers of Commerce and Chambers of Commerce, it is necessary to examine the extent to which existing capacities of practical vocational training (in particular training workshops) are used as over-company training centres. , or can be transferred to the above-mentioned chambers as a trustee.
h)
As long as the competent authorities referred to in § § 79, 87, 89 and 91 of the Act do not exist, the country shall determine the competent authority.
i)
Apprentices who are trained in accordance with the nomenclature of skilled workers will be examined in accordance with the previous legislation, unless the Federal Minister of Economics or the Minister for Economic Affairs or the Minister for Economic Affairs, in agreement with the Federal Minister for Economic Affairs, Federal Minister for Education and Science, by means of a regulation which does not require the approval of the Bundesrat, allows for transitional provisions on procedures and responsibilities.
k)
The examination procedures in vocational training and vocational retraining, which are taking place on the day of the accession of the European Union, will be completed in accordance with the provisions of the previous rules.
