technical setup
2.1
Construction
In its design, the device corresponds to the general state of the art and is consistent with those for systems with serious damage consequences Misconduct (high criticality) established rules of technology.
The voting machine is designed in such a way that a change in the technical structure and in the case of computer-controlled devices, even the software installed by unauthorized third parties, does not go unnoticed.
2.2
Load capacity
The voting machine consists of all parts made of materials and technical Characteristics of sufficient load-bearing capacity and sufficient immutability in relation to environmental influences, so that it is adequately secured against the wear and change of design occurring when the use is properly used, as well as against the wear and wear of the Use, transport or during storage is sufficiently insensitive to any influences. This applies to mechanical, climatic and electromagnetic environmental influences (1) to be specified.
2.3
Shelf-life, functional reliability
The device can be used with adequate maintenance, maintenance, and protected storage can expect a long service life. In the case of mechanical, climatic and electromagnetic influences on the environment, in the event of disturbances in the energy supply, during normal use and in the event of errors in operation, the functions of the voting device are maintained and the functions of the device are maintained. votes cast.
2.4
Reaction freedom
When connected to components that do not belong to the design, the Optional device is free of feedback. The same applies if a simultaneous implementation of several mutually independent electoral processes is provided.
2.5
Power supply
An electrically powered elective device is against short-term power failure or voltage drop, and remains operational in the event of a prolonged power failure through the use of a substitute power source or by mechanical operation. The voting device shall be equipped with a suitable connection for a replacement power source (e.g. Emergency power unit, batteries or accumulators).
The energy consumption is so low that the operating readiness of the voting device is maintained at least for the duration of thirteen hours in operation with a suitable substitute power source without any change.
2.6
Transport and retention
The voting device can be transported well and in its own Packaging is kept safe.
3
Functioning
3.1
Function principle, usage type
The following requirements apply accordingly to the simultaneous execution of a nationwide election with a different choice.
The voting device is designed in such a way that a voter only has one vote or only one first and one second vote for Bundestag elections or in each case, an invalid voice can be cast.
The order of operation for the selection of the first and second votes from the election proposals is not predetermined by the voting machine.
In the case of separate operation for selection and delivery of the votes, the delivery of the first and second voice can be done by means of a common operating device.
3.2
Function control and error LED
The device allows you to control when you turn on its ability to function, in an electronic voting device supported by self-operating functions.
The voting device supports the display of if necessary failure of its components during the election, which may endanger or prevent proper use, and shall make it possible to diagnose problems.
3.3
Appearance of Election Suggestions, Operator Devices
The voting machine and the The control area for the voter is optically neutral.
All information contained on the official ballot papers may be clearly indicated on the front of the voting machine, e.g. B. in a horizontal or vertical arrangement.
For each election proposal for which a vote can be cast, there is a defined field with a clearly assigned operating device to select the vote. In addition, a field with an operating device for the identification is provided for the delivery of an invalid first or second voice in each case.
The controls for selecting the votes are numbered. The counter results displayed for each election proposal are unambiguously assigned to the operating devices and are numbered in the same manner. The same applies to the marking for the delivery of an invalid voice and for its count result.
The number of fields that can be used with the associated operating devices is as large as election proposals (in Bundestag elections: constituency candidates for the first vote or respectively) National lists of each party for the second vote; for European elections: list of candidates of any party or political association) are usually approved for an election.
3.4
Voice storage, count, and display
The voting device can have as many voices , as a rule, voters are generally designated to vote in a polling station, and are registered as voters.
The counting of the votes shall be carried out in such a way that only the following counter results are automatically determined and displayed by the voting device or two voting machines of the same type:
1.
the number of all issued, including the invalid First voices,
2.
the number of all issued, including the second votes that are marked as invalid,
3.
the number of initial votes that are marked as invalid,
4.
the number of invalid first votes
5.
any number of initial votes cast for each constituency candidate,
6.
each number of second votes cast for each country list.
The same applies to the figures of the votes cast for a European election.
Counting the votes cast for each election proposal, the invalid votes and the total votes cast shall be complete, clear and correct. The voice storage is carried out several times (redundant) in such a way that with certainty limiting probability no emitted voice is lost and thus the counting takes place correctly with high reliability.
Before, during, and after the election, the total number of votes cast, if applicable separately after first and second votes, for the electoral board can be read from the outside at any time.
In the secured state during the election, a reading of the number of votes cast for an election proposal or the invalid votes is not possible. The result of the vote shall be read immediately after a special act and shall be kept unchanged.
The voting machine guarantees the secrecy of the voting. No device or device can be seen as a voter chosen. The output anonymously will be allowed after the result reading for evaluation outside of the voting machine.
3.5
Lock and Backup
Before you begin the election, all the count and memory contents for the vote registration is deleted. The fact that this has been done can be controlled in a simple manner.
Before the start of the election, the effect of precisely those operating devices that are not required to select the voting for one of the election proposals can be blocked for the duration of the entire voting process.
Before the start of the election, the voting device can prevent any intervention, in particular against the filing and storage of votes and against reading, issuing and deleting registered votes, by multiple closure (at least two locks with different closures).
From the basic condition secured in this way, the voting device may be put into service for the purpose of carrying out the election in such a way that only a delivery and storage of votes controllable by the electoral head with respect to each individual voter shall be may take place.
After the election, the delivery and storage of votes can be blocked and the reading and issuance of the meter result released, while the blocking for the prevention of a deletion of registered votes will be maintained until these are separately is unlocked.
3.6
Voting of votes
The device's operating devices can only be used by the voter shall be used if the electoral head has released the vote. After the release, the votes admissible for a voter can be selected and handed over to the vote registration alone. After registration of the ballot, the voting machine will lock itself again. The release may be withdrawn after a reasonable period of time in the event that the voter has not cast a vote, by a special act of the electoral board, so that the device is locked again. The release and blocking of the device are recognizable to the electoral presumption (e.g. For example, by means of sound and/or light signals).
The vote will take place in two phases, so that after the end of the first phase, the voter will be able to review the selected, intended vote (e.g. For example, two handles or switching on of a print point).
The voter can be recognized immediately after the vote by a sound or light signal or a sign appearing on the voting device, that his vote is registered and the locking device is effective again. The sign shall return as soon as the vote has been completed.
3.7
Ergonomics, operability
The voting machine is ergonomically designed so that it can also be on average gifted voters can be served without any major difficulties.
Operating actions of the voter do not result in error messages, but if necessary Information on the course of action.
Operating actions, mishandles and deliberate-with the exception of forcible or under the use of special aids-do not result in any disturbances or even destruction.
