Decree of 18 December 2003 on the General Conditions for the Assessment and Marking of Officials of the Caisse des Depots et Consignations

The Chief Executive Officer of the Caisse des Depots et Consignations,
In accordance with Law No. 83-634 of 13 July 1983, as amended bearing the rights and obligations of civil servants, together Act No. 84-16 of 11 January 1984 amending the statutory provisions relating to the public service of the State;
Having regard to Decree No. 2002-682 of 29 April 2002 on the general conditions for assessment, scoring and promotion of the State officials;
In view of the opinion of the Central Joint Joint Committee of the Caisse des Depots et Consignations dated 15 October 2003,

    Staff members of the bodies of the Caisse des Deposits and Consignations referred to in the Annex to this Order shall be subject, each year, to an evaluation which shall include an interview and shall give rise to a Report.

    The evaluation interview, conducted by the direct supervisor of the employee, focuses on:
    -the mastery of the occupied functions and the qualities actually implemented in the course of The year evaluated;
    -the professional results obtained in the previous year by the employee in relation to the objectives assigned to him and the conditions of organization and operation of the service in which he is assigned;
    -the Determination of the objectives to be attained by the official the following year and the means necessary to achieve them;
    -the training needs of the official, taking into account, inter alia, the tasks and objectives set out in it ;
    -the career and mobility career prospects of the employee;
    -for officials assessing their employees: ability to evaluate.

    The evaluation interview is devoted exclusively to the dialogue between the supervisor and the employee. At the end of the interview, the supervisor shall draw up a written and duly substantiated account to be communicated to the official. The latter shall complete, where appropriate, his observations on the conduct of the interview, his career and mobility prospects and his training needs.
    The hierarchical superior and the official shall sign the Final report no later than eight working days after the evaluation interview. Copy of this final report shall then be given to the official, without prejudice to the provisions of Article 10 of this Order.

    Staff members of the Caisse des Deposits et Consignations referred to in the Annex to this Order shall be noted each year.

    The rating authority is exercised under the following conditions:
    1 ° The Heads of Service with the rating authority at the Caisse des Depots are:
    -the Secretary General;
    -the Director Financial;
    -the Director of Savings Funds;
    -the Director of Pensions;
    -the Director of Banking Services;
    -the Director of Decentralized Funding;
    -the Director of the Network;
    2 ° The Director The staff resources of the Caisse des Depots et consignations is invested with the rating authority, on the proposal of line managers, with regard to:
    -officials belonging to an authority other than those listed in 1 ° above ;
    -employees of the Caisse des depots en position de detachment outside.

    It is established, for each employee, a notation sheet including:
    1 ° A general appreciation of the service manager with the rating authority.
    The general assessment is stopped on the basis of Criteria designed to assess mainly, taking into account the specificity of the missions and trades, professionalism, personal and relational qualities and the capacity for initiative, adaptation and work organisation And, where appropriate, the supervision and evaluation of the staff member.
    It shall be established in the light of the assessment of the staff member, which shall be taken into account;
    2 ° An encrypted note, capped, drawn up in accordance with the general assessment, and fixed By the Head of Service, under the conditions laid down in Articles 8 and 9 of this Order.

    The encrypted note is fixed by body.
    Officials rated for the first time in a body of the Caisse des Depots et Consignations see their rating based on a reference note, by Level, which is equal to the most common mark found, for the level concerned, in the previous rating campaign.
    The notation may change under the conditions set out in section 9 of this Order.

    The evolution of the note in relation to the preceding note is expressed in tenth point.
    It is framed, for the whole body, under the following conditions:
    -the maximum evolution of the note is Fixed to 1 point per notation;
    -only 20 % of employees in the same body can benefit from the maximum increase in the note. This value is, if applicable, rounded to the lowest integer;
    -only 30 % of employees within the same body can benefit from an increase in the score between 0.5 and 0.9 point by rating. This value is rounded down to the bottom.

    The marking of the official shall be adopted by the assessor, on the basis of the harmonisation work carried out for each body by a committee convened by the Director of Human Resources of Public institution and the financial group. This Committee shall be composed of all the notators referred to in Article 6 of this Order, or their duly authorised representatives.
    The Committee shall be responsible for ensuring the proper application of the Provisions of the decree of 29 April 2002 referred to above and this order.

    Article 11
    The individual scoring sheet, to which the final report of the evaluation interview is attached, is communicated to the employee by his or her direct line manager.
    The person concerned shall be aware of his or her mark and shall, where appropriate, comment on his or her marking and on his or her professional wishes and aspirations. It returns the signed individual notation card to its line manager.

    Item 12
    The provisions of this Order come into force on January 1, 2004.

    The Secretary General of the Caisse des Deposits et Consignations is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic
