Considering Decree No. 85-659 of July 2, 1985 amended fixing the Organization of the central administration of the Ministry of urban development, housing and transport;
Seen the Decree of 17 June 2002 appointing the Prime Minister;
Seen the Decree of 17 June 2002 relating to the composition of the Government;
See Decree No. 2002 - 983 of July 12, 2002 related to the powers of the Minister of equipment, transport, housing, tourism and the sea;
Seen the Decree of 19 December 2002 appointing the Director of maritime transport, ports and the coastline.
Given the Decree of 30 May 1997 amended on the Organization of management of maritime transport, ports and coastline;
Given the Decree of 30 May 1997 amended fixing the Organization of branches in the management of maritime transport, ports and coastal offices;
Because of the order in Council of January 20, 2003 for delegation of signature, decrees: Article 1 in the absence or incapacity of Mr. Didier Simonnet, Director of maritime transport, ports and the coastline, the delegation of signing scheduled in article 1 of the Decree of January 20, 2003 referred to above is devolved, within the limits of their powers, to Ms. Martine Bonny, head of Department Mr. Michel Meynet, head of Department, and Mr. Jean-Baptiste Maillard, civil administrator.


Article 2 in case of absence or impediment of Mr. Didier Simonnet, Director of maritime transport, ports and the coastline, delegation is given to Mr. Christian Locq, Attaché principal Central Administration, to Mr. Nicolas Péhau, Director of Maritime Affairs, to Ms. Marie-Sophie Dufau-Richet, Director, civil, and Ms. Annette Gogneau, attached to Headquarters, to the effect of sign, within the limits of their powers and on behalf of the Minister of equipment public transport, housing, tourism and the sea, all acts, orders and decisions, excluding the decrees.


Article 3 in the absence or incapacity of Mr. Didier Simonnet, Director of maritime transport, ports and the coastline, and Mr. Jean-Baptiste Maillard, civil administrator, delegation is given to Mr. Olivier Bramaud-Grattau, engineer of bridges and roadways, and Mr. Jean-Michel Abiven, divisional engineer of public works of the State, to the effect of sign, within the limits of their powers and on behalf of the Minister of equipment public transport, housing, tourism and the sea, all acts, orders and decisions, excluding the decrees.


Article 4 in the absence or incapacity of Mr. Didier Simonnet, Director of maritime transport, ports and the coast, Ms. Martine Bonny, head of service, and Mr. Michel Meynet, head of Department, delegation is given to Mr. Charles Bergano, divisional engineer of public works of the State, to the effect of sign, within the limits of its powers and on behalf of the Minister of equipment public transport, housing, tourism and the sea, all acts, orders and decisions, excluding the decrees.


Article 5 in the absence or incapacity of Mr. Didier Simonnet, Director of maritime transport, ports and the coast, Ms. Martine Bonny, head of service, and Mr. Michel Meynet, head of Department, delegation is given to Ms. Noëlle van der Hasselt, attached main central administration, to the effect of sign, within the limits of its powers and on behalf of the Minister of equipment public transport, housing, tourism and the sea, all acts, orders and decisions, excluding the decrees.


Article 6 in the absence or incapacity of Mr. Didier Simonnet, Director of maritime transport, ports and the coast, Ms. Martine Bonny, head of service, and Mr. Michel Meynet, head of Department, delegation is given to Mr. Jacques Dupendant, contract staff, for the purpose of signing, within the limits of its powers and on behalf of the Minister of equipment transport, housing, tourism and the sea, excluding the decrees, all acts, arrested, decisions, delegations and notifications of program, as well as all supporting authorities of spending.


Article 7 the Minister of equipment, transport, housing, tourism and the sea is responsible for the execution of this Decree, which will be published in the Official Journal of the French Republic.
