Describes:
Are allowed to register for the preparation of the diploma of specialized studies in medical biology:
-the medical and pharmacy interns classified as useful in the competitions provided respectively to the Articles L. 632-2 and L. 633-2 of the aforementioned code of education;
-the medical and pharmacy interns classified as useful in the competitions provided for in Articles L. 632-12 and L. 633-4 of the Education Code referred to above, organised for the purposes of Doctors and pharmacists who are nationals of States belonging to the European Communities and the Principality of Andorra;
-medical and pharmacy interns classified as useful in competitions organised for foreign students other than Nationals of States belonging to the European Communities and the Principality of Andorra, pursuant to Articles L. 632-12 and L. 633-4 of the code of education referred to above;
-the assistants of the hospitals of the armies received in competitions Specific provisions set out in Article 50 of the Decree of 7 April 1988 referred to above and in Article 32 of the Decree of 19 October 1988 referred to above;
-pupils and former pupils of the national veterinary schools holding the end of Education of such schools in the conditions referred to in Article L. 633-3 of the above-mentioned Code of Education.
For the purposes of the provisions of this Decree, the assistants of the hospitals of the armies, pupils and former pupils of the schools Veterinarians mentioned above are regarded as internal.
Students referred to in section 2 of this Order shall annually take an administrative registration with one of the universities in the electoral district in which they are assigned for the purpose of Preparation of the diploma of specialized studies in medical biology, in accordance with the rules established jointly by the boards of the training and medical research units of the district and approved by the presidents of the Universities concerned.
The preparation of the diploma of specialized studies in medical biology is placed, in each electoral district, under the responsibility of a teacher responsible for coordinating the organisation of general training and Practical training. He is appointed for a period of three years by the Directors of Medical and Pharmacy Training and Research Unit, on the proposal of the teachers of the speciality. This responsibility is provided alternately by a teacher of medical training and research units and a teacher of training and pharmacy research units.
He is assisted by a pedagogical committee Interregional. This commission, whose members are appointed by the directors of the medical and pharmacy training and research units of the district, after the agreement of the university presidents, includes:
-the teacher coordinator of the Graduation, president; and
-at least six teachers from different training and research units in the interregion. Parity shall be ensured between the teachers of medical training and research units and those of the training and pharmacy research units.
A member of the committee, elected by the committee, shall serve as Vice-President; Is a physician if the coordinating teacher is a pharmacist and vice versa.
The Interregional Education Commission meets at least twice a year upon convocation by the coordinating teacher. It shall be consulted on all pedagogical problems relating to the application of this Decree, in particular on the validation of level 1 and the professional project of each internal referred to in Article 6 of this Decree. It guides the internal to the validation of level 2 taking into account the professional project mentioned above. It also intends, on an advisory basis, an internal medical representative and an internal pharmacy representative preparing the diploma of specialist medical studies in the electoral district, designated by the teacher Coordinator on the proposal of representative trade unions.
In level 1, the internal must be valid for one semester in approved services for this level, in each of the following specialties:
-bacteriology and virology;
-biochemistry;
- Haematology.
Another semester must be validated either in immunology or in parasitology and mycology.
Training is organised in each district and for each speciality according to the terms laid down by the units' councils Training and research of medicine and pharmacy in the electoral district, on the proposal of the coordinating teacher, and approved by the university presidents concerned.
Validation of these trainings is delivered by the person in charge of the service in which the candidate has been assigned. The decision must be reasoned and contain a document certifying that the internal has achieved the objectives of the speciality as set out in the order referred to in Article 10 of this Decree.
At the end of the fourth semester, the internal present To the Interregional Pedagogical Committee referred to in Article 4 of this Decree a professional project. It indicates in this project that it wishes to move either towards multi-purpose biology or towards specialization-oriented biology.
As a function of the professional project of the internal, the committee provided for in Article 4 above issues Recommendations on the organization of Level 2 to be validated. The follow-up to these recommendations for graduation will be taken into account.
In level 2, the internal is oriented either to general-purpose biology or to specialization-oriented biology.
For validation in multipurpose biology, the four semesters are free. However, internal cannot validate more than two semesters in the same specialty. One of these semesters can be validated in a registered clinical service. It must also validate the lessons relevant to quality assurance, organization, management and law applied to biology.
Training can also be carried out in services approved for a specialized diploma or diploma. For a diploma of supplementary specialized studies in the event of enrolment in the latter or in a registered clinical service.
The educational objectives of this training as well as the list of biological specialities mentioned in Article 9 above are set by the Minister's joint decree On the proposal of the National Committee on Medical Biology.
This committee includes:
-a representative of the Minister responsible for universities, a representative of the Minister for Defence, and a representative of the Minister responsible for universities. Representative of the Minister responsible for health;
-the inter-regional coordinators referred to in section 4 above;
-a physician and a pharmacist-practitioner hospital practitioner assigned to regional hospital facilities;
-one Physician and pharmacist practitioner biologists assigned to hospital-based general hospitals;
-a physician, pharmacist, and veterinarian of a private laboratory for medical analysis;
-an internal medicine and a physician
The members of the National Committee on Medical Biology are appointed for a renewable four-year term, by joint decree of the minister responsible for universities and the minister responsible for health. The Committee shall be chaired by the Director of Higher Education or his/her representative.
The
staff may, after the annual authorisation of the committee provided for in Article 4 of this Decree, carry out part of their training abroad, in accordance with the conditions laid down in Article 56 of the Decree of the 9 July 1984 referred to above, in Article 20 of the Decree of 12 October 1984 referred to above, in Article 33 of the Decree of 7 April 1988 referred to above and in Article 23 of the decree of 19 October 1988 afoot.
The diploma of specialized studies in medical biology, with a multi-purpose biological option or a specialized biology option, is given to the candidates mentioned in Section 2 of this Order having:
1 ° Total duration of internship or, for wizards in military hospitals, the total duration of assistantships;
2 ° completed and validated training according to professional project;
3 ° Obtained for internal pharmacies and veterinarians, before the end of level 1, the certificates of capacity corresponding to the different collection acts for the biological analyses referred to in Article 1 of the Decree of 3 December 1980 Above;
4 ° held a brief before a jury composed of at least four members, including at least one professor of medicine and a professor of pharmacy, appointed by the university presidents on the proposal of the directors of the units of Medical and pharmacy training and research in the electoral district and the commission referred to in article 4, above.
This submission may take place, for all or part of the thesis, for the state diploma of medical doctor or of the Doctor's degree in pharmacy.
Decree No. 90-810 of 10 September 1990 laying down the rules for the diploma of specialised studies in medical biology shall be repealed from the date of the implementation of this Decree, subject to Article 15 above.
The Minister of Defence, the Minister of Youth, National Education and Research, the Minister of Health, Family and Disability, and the Minister of Agriculture, Food, fishing and rural affairs shall each be responsible for the execution of this Decree, which shall be published in the Official Journal of the French Republic.
