ARRETE
Decree of 16 January 2002 establishing a national authority service known as the AGREEMENT for the definition and implementation of the State expenditure information system

The Minister of Economy, Finance and Industry, the Minister of Public Service and State Reform, and the Secretary of State for the Budget,
Given the Order in Council 14 November 1936 laying down a regulation for the organisation of the central administration of the Ministry of Finance;
In light of Decree No. 62-1587 of 29 December 1962 on the general regulation on public accounting;
In view of Decree No. 81-371 Of 15 April 1981 on the automatic maintenance of the accounts of the State;
In the light of Decree No. 92-604 of 1 July 1992 amending the Charter of Deconcentration;
In the light of Decree No. 97-464 of 9 May 1997 on creation and The organisation of services with national competence;
Given Decree No. 98-977 of 2 November 1998 on the Directorate-General for Public Accounts;
In view of the opinion of the ministerial Joint Technical Committee of 20 December 2001,

Item 1

A national competence service is created within the Ministry of Economy, Finance and Industry
This service is a joint responsibility of the Director of the Budget and the Director General of Public Accounts.

Article 2

The mission of the service is to ensure the control of work and the control of the development of the information system (Coordinated application of accounting, scheduling and payment of state expenditure).
It is responsible for coordinating the deployment of this information system in state services.

Article 3

The Director of Service shall be appointed by order of the Minister of Economy, Finance and Industry, on the proposal of the Director of the Budget and the The Director General of Public Accounts.
It defines the internal operation of the service that is organized in departments. It manages the resources allocated to the service and contracts for the performance of its missions.
It can be assisted by an assistant director.

Article 4

The budget of the Ministry of Economy, Finance and Industry provides the means necessary to carry out its tasks within a defined framework Jointly by the budget directorate, the Directorate-General for Public Accounts and the Directorate of Personnel, Modernization and Administration.

Article 5

The Director of the Budget, the Director General of Public Accounts and the Director of Personnel, Modernization and Administration are responsible for each Of the execution of this Order, to be published in the Official Journal of the French Republic.
