Signing delegation order of January 17, 2003

Prime Minister,
On the report of the Minister of Equipment, Transport, Housing, Tourism and the Sea and the Minister of Agriculture, Food, Fisheries and Rural Affairs,
In view of the Public Procurement Code;
In light of Decree No. 47-233 of 23 January 1947, as amended authorizing the ministers to delegate, by order, their signature;
In light of Decree No. 53-1169 of 28 November 1953 on the Rules of Procedure Of Public Administration for the application of the Decree of 30 September 1953 on the reform of administrative disputes, as amended by the Decree of 29 July 1957;
Having regard to Decree No. 85-659 of 2 July 1985 on the organisation of The central administration of the Department of Town Planning, Housing and Transportation;
In light of the February 27, 1997 Order in Council appointing the Director of Marine Affairs and Seafarers;
Given the Order-in-Council dated June 17, 2002. The Prime Minister;
Having regard to the decree of 17 June 2002 on the composition of the Government;
Having regard to Decree No. 2002-897 of 15 May 2002 on the powers of the Minister for Agriculture, Food, Fisheries and Rural Affairs ;
In view of the Order of 30 May 1997 amending the organization of the Directorate of Ocean Affairs and Seafarers,
Décrète:

Item 1


Standing delegation is given to Mr. Christian Serradji, Director of Business To sign, on behalf of the Minister for Agriculture, Food, Fisheries and Rural Affairs, all acts, orders, decisions and contracts, contracts and endorsements, excluding Orders in Council.

Article 2


In case of absence or incapacity of Mr. Christian Serradji, Director of Maritime Affairs and Seafarers, the delegation Pursuant to Article 1 above, shall be vested, within the limits of their respective powers, to Mr Gérard Houdin, the divisional engineer of public works of the State, to Mr Didier Baudoin, Chief Administrator for Maritime Affairs, to Mrs Florence Classen, principal central administrative officer, and Mr. Olivier Mornet, Chief Maritime Officer.

Article 3


In the event of the absence or incapacity of Mr. Christian Serradji, Director of Maritime Affairs and Seafarers, Mr. Philippe Illionnet, Chief Maritime Officer, Mr. Eric Berder, Chief Weapons Engineer, Mr. Olivier Noël, Deputy Director, Mr. Jean-Paul Guenole, Chief Maritime Affairs Officer, and Mr. Jean-Pierre Caillard, Chief Medical Officer, have delegated to sign, excluding Orders in Council, all acts, orders and decisions, as well as all contracts, contracts and contracts. Endorsements, within the limits of their respective powers.

Article 4


In the event of the absence or incapacity of Mr. Christian Serradji, Director of Maritime Affairs and Seafarers, and Mr Gérard Houdin, Divisional Engineer for Public Works of the State, Mrs Sylvie Pastol, Senior Inspector for Maritime Affairs, Mr Jean-Luc Laurencot, Public Works Engineer The State, and Mr Christian Feytout, Senior Technical and Administrative Officer for Maritime Affairs, have signed, on behalf of the Minister for Agriculture, Food, Fisheries and Rural Affairs, to the exclusion of Decrees, all acts, orders and decisions, within the limits of their respective powers, all of which are directly under the authority of Mr. Gérard Houdin.

In the absence or prevention of Mr. Christian Serradji, Director of Maritime Affairs and Seafarers, and Mr. Philippe Illionnet, Chief Executive Officer Marine, Mr. Dominique Laurent, Professor of Maritime Education, Mr. Yvon Person, Office Manager, Mr. Alain Moussat, Director of Labour, and Mr. Francis Rollot, Chief Medical Officer, have signed, on behalf of the Minister of Agriculture, food, fishing and rural affairs, excluding orders-in-council, all acts, orders and decisions, within the limits of their respective powers, all of which are directly under the authority of Mr. Philippe Illionnet.

In case of absence or incapacity of Mr. Christian Serradji, Director of Maritime Affairs and Mr. Eric Berder, Chief Armament Engineer, Mr. Michel Babkine, Chief Maritime Officer, Mr. Jean-Luc Le Liboux, Chief Maritime Affairs Officer, Mr. Jean-Charles Cornillou, Administrator Mr Jacques Manchard, the Divisional Engineer of Public Works of the State, has signed, on behalf of the Minister for Agriculture, Food, Fisheries and Rural Affairs, to the exclusion of Decrees, acts, orders and decisions, within the limits of their respective duties, all of which are directly under the authority of Mr. Eric Berder.

Article 7


In case of absence or incapacity of Mr. Christian Serradji, Director of Maritime Affairs and Seafarers, and Mr. Olivier Noël, Deputy Director, Mr. Pierre-Yves Andrieu, Director-in-Chief of Maritime Affairs, Mr. Ernest Cornacchia, Chief Technical and Administrative Officer for Maritime Affairs, Mr. Vincent Denamur, Director of Maritime Affairs, and Isabelle Bril, Senior Officer, Maritime Affairs Deconcentrated services, have signed, on behalf of the Minister of Agriculture, Food, Fisheries and Rural Affairs, excluding Orders in Council, all acts, orders and decisions, within the limits of their respective powers, All these employees are directly under the authority of Mr. Olivier Noël.

Section 8


The Minister of Equipment, Transport, housing, tourism and the sea, the Minister for Agriculture, Food, Fisheries and Rural Affairs and the Secretary of State for Transport and the Sea are each responsible for the implementation of the This Decree shall be published in the Official Gazette of the French Republic.
