In view of the opinion of the Joint Ministerial Technical Committee of 25 June 2001,

Within the meaning of this order:
a) A vacation is a temporal range of uninterrupted presence at his or her place of work of an air traffic controller or a coordinator in a civilian detachment Of coordination, which begins at the service level and ends at the end of the service of that agent, during which he is called upon to exercise his/her qualification of control or coordination or his certificate of fitness for duty; the vacations include Holding ranges, breaks and time devoted to other duties of air traffic controllers;
(b) A range of outfit is a period during which a traffic controller An airline, or a coordinator in a civilian coordination detachment, continuously exercises his or her supervisory or coordinating qualification or his/her certificate of proficiency in a work station;
(c) A break is a period of Rest within a sessional period;
d) The work cycle is the chain, repeated at regular intervals, of several vacations; the organisation of the working cycle of a supervisory or coordinating body must allow To best adapt outfit ranges to the needs of air traffic flow.
Each shift begins and ends with a range of outfit or exercise of another of the tasks incumbent on air traffic controllers.
When the organization of the work in teams Is retained, agents operating within the same team for a specified shift may have service outlets and service ends that are staggered over time.
Some vacations may involve only part of a team to arm One or more control positions.
The replacements must be the subject of a prior agreement of the responsible authority (head of shift, team leader, head of air traffic, head of the control division, head of civil detachment of the Coordination). The replacement must meet the qualifications required for the position. The replacement, for each of the agents concerned, can only be carried out on one shift per work cycle. A replacement cannot precede or follow the replacement's vacation
Pursuant to Article 4 of the abovementioned Decree of 25 August 2000, the working cycles which apply to controllers providing the air traffic control service in the control bodies The air traffic listed in List 1 and the personnel providing the coordination service in the civilian coordination detachments shall be established in accordance with the specific provisions laid down for those bodies in Articles 5 to 8 Of this Order.
In the air traffic organizations listed in List 1, the work cycle is organized by teams. Each team has at least ten controllers, including at least two team leaders.
The organization of the vacations, taking into account local hardship, is established in such a way that the total rest time is allocated regularly and represents a total of 25 % of the total duration of the holiday Cycle. Meal time is a rest period of forty-five minutes to 1 h 30 min.
vacations include sequences " Rest-Rest ", whole or partial, lasting from 3 hours to 3 h 30 min. Including a two-hour shift time at 2 h 30 min.
These sequences can be modified by the team leader based on the immediate needs of air traffic flow, especially during the night shift.
The organization of the work cycle is based on an average number of trips from the home to the workplace of not more than one day in two.
Pursuant to Article 4 of the Decree of 12 September 2001, the weekly working hours may vary, depending on the size of the traffic, from 32 hours to a maximum of 36 hours per week. An increase in the duration of work cycle vacations without the duration of such vacations exceeding 11 hours. The corresponding days or periods are defined at the beginning of the year or with a minimum advance notice of 2 work cycles.
Hours of work beyond the weekly working time of 32 hours are counted at the team level and are Recovered during periods of low traffic by the granting of compensatory rest.
The weekly working time in the service must allow to carry out, in addition to the control tasks themselves, the tasks of information, maintenance Of competence, development and training, in particular on simulator
Pursuant to Article 4 of the abovementioned Decree of 25 August 2000, the working cycles which apply to controllers providing the air traffic control service in the control bodies Air traffic classified in lists 2 to 6 shall be established in accordance with the specific provisions laid down for these bodies in Articles 10 to 13 of this Order.
Pursuant to Article 4 (a) and (b) of the Decree of 12 September 2001, the weekly working time may vary, depending on the size of the traffic, of 32 Hours up to a maximum of 36 hours without the duration of such vacations exceeding the terms laid down in Article 12 of this Order. The total hours worked above 32 hours per week shall not exceed 64 hours in the year.
Hours of work beyond the weekly hours of 32 hours shall be recovered during periods of low traffic, by Reduced weekly working time.
With the exception of night work vacations within the meaning of Article 3 of the decree of 25 August 2000, the duration of which can be extended to 12 hours, the maximum duration of a vacation may not exceed 11 hours.
Breaks are taken inside each shift. Between 5 hours and 24 hours, the duration of breaks is between 30 minutes and 1 hour.
For permanent continuous approach control organizations, the total break time, including meal time, and briefing is equal to 25 % The total duration of cycle vacations.
For other approach control organizations and certain aerodrome control organizations whose list is determined by the direction of the Director of Air Navigation, by volume and The allocation in the time of the airfield traffic, the total break time, including the meal time, and briefing is equal to 13 % of the total duration of the cycle vacations.
For other aerodrome control agencies, breaks, Including meal time, correspond to 13 % of the total duration of cycle vacations and are taken on the basis of activity
Air traffic control engineers, who operate in air traffic control bodies other than air traffic control functions, Subdivision on duty in the air traffic control bodies classified in lists 1 and 2, and the first controllers referred to in Article 4 of the aforementioned Decree of 8 November 1990 which carry out the duties of traffic instructors Aviation at the National School of Civil Aviation, which maintain the authorisation to exercise their first controller qualification, shall provide air traffic control services for a minimum of 300 annual hours of maintenance Positions, which correspond to a minimum of 400 hours of work in the control room. These duties shall then be performed under the conditions laid down in Titles II and III of this Order.
When performing the functions referred to in the preceding paragraph, the weekly working cycles of such agents may be established, in Application of Article 4 of the decree of 12 September 2001 referred to above, on a basis of 32 hours spread over four minimum working days.
Sub-division assistants may opt for the office hours work cycle defined by their Organism
