Decision of 15 December 2015 on the organization of the Civil Aviation Safety Directorate Centre-East

The Director of Civil Aviation Security,
Vu le Decree No. 2008-1299 of 11 December 2008 modified creating the Civil Aviation Safety Directorate;
Having regard to the decision of 7 December 2015 on the organization of the Civil Aviation Security Directorate, including its title IV;
Considering the instruction of Civil Aviation Safety Director No. 10045 DSAC D of 12 March 2010 on the pilot inspectors of the Civil Aviation Safety Directorate;
Considering the advice of the technical committee placed with the Director of Civil Aviation Safety Centre-Est dated November 26, 2015,
Decides:

  • Part I: GENERAL ORGANIZATION Article 1


    The Directorate of Civil Aviation Security Centre-Est (DSAC-CE), which is located 210, rue d'Allemagne, 69125 Aéroport de Lyon - Saint-Exupéry and whose territorial jurisdiction is fixed by article 4 of the above-mentioned decree of 13 October 2014, includes the seat and two local antennas.
    The antennas are located in Clermont-Ferrand and Grenoble.

  • Part II: ORGANISATION DU SIÈGE DE LA DSAC-CE Article 2


    The headquarters of the Centre-Est Civil Aviation Safety Directorate consists of:


    - the "resource management" department (DSAC-CE/GR);
    - the monitoring and regulation department (DSAC-CE/SR).


    The Director shall:


    - the firm (DSAC-CE/CAB)
    - responsible for the quality, management of the performance by objectives and the state security programme (DSAC-CE/QPS);
    - the territorial referent.

    Article 3


    The "resource management" department of DSAC-CE (DSAC-CE/GR) consists of:
    The Human Resources Subdivision (HR/RH) is responsible for:


    - the individual and collective administrative management of personnel;
    - the implementation of regional bodies for dialogue and social dialogue;
    - the development and execution of the training plan;
    - the organization of examinations and contests, in conjunction with the "general aviation" division.


    The Financial Subdivision (GR/FIN) which is responsible for:


    - the preparation and execution of budgets in expenditure and revenues;
    - procurement and management of public procurement procedures;
    - management control;
    - administrative and general accounting of services, accounting and material;
    - to participate in the billing of supervisory fees;
    - the management of advances and revenues.


    The Logistics Subdivision (GR/LOG) is responsible for:


    - the completion of the maintenance work of the buildings;
    - the management of the means of operation of services.


    The "computer" Subdivision which is charged:


    - the installation, maintenance and administration of office automation equipment and software, management computing, and application business monitoring and regulation;
    - telephony management.


    The Resource Management Department also includes:


    - medical service;
    - Social Service Assistant (GR/ASS);
    - the regional social correspondent (GR/CSR);
    - Prevention Advisor (GR/CP);
    - the secretariat, reception and mail processing.

    Article 4


    The DSAC-CE (DSAC-SE/SR) monitoring and regulation department includes:
    The Airports and Air Navigation Division (SR/ANA) includes:


    - the "airports" subdivision (SR/ANA/AER) which is responsible:
    - to ensure or participate in the certification of aerodrome operators and the monitoring of aerodromes and aeronautical facilities and to monitor them;
    - to ensure or participate in the registration of airfield tracks and to monitor them;
    - the monitoring of the application of safety regulations relating to rescue and fire-fighting missions (SSLIA) and the control of the animal hazard;
    - the Air Navigation Subdivision (SR/ANA/NA) which is responsible for:
    certification and oversight of AFIS organizations;
    participation in the monitoring of air navigation service providers.


    The Air Transport Division (SR/TA) includes:


    - the "Technical Carrier Monitoring" Subdivision (TA/OPS) which is responsible for:
    - to ensure or participate in the instruction of records and the issuance of air carrier certificates and associated authorizations and the monitoring of the activity of air carriers;
    - studies and expertise related to the operation of aircraft in air transport;
    - authorizations to operate foreign aircraft in air operations;
    - the Technical Control Subdivision (TA/CT) which is responsible:
    - technical control of the operation of French and foreign aircraft.


    The General Aviation Division (SR/AG) includes:


    - the "Aircraft Personnel" Subdivision which is charged:
    - the investigation of the infringement records of aircrew personnel and the operation of the Disciplinary Board of non-professional aircrew personnel;
    - monitoring and monitoring of aeronautical training;
    - expertise in the field of piloting and training;
    - operations on aeronautical titles, qualifications and associated authorizations of aircrew personnel;
    - the organization and management of the theoretical and practical examinations of airborne personnel;
    - the Aircraft and Activities Subdivision (AG/AA) which is responsible for:
    - authorizations and exemptions for air work;
    - authorizations and exemptions for air activities;
    - the investigation of requests and the control of air events;
    - documents necessary for the operation of ULM and some other light aircraft;
    - the issuance of approvals from maintenance agencies;
    - the monitoring of accident and incident records and the coordination of initial information investigations;
    - the monitoring of records relating to changes in the airspace in consultation with users and the animation of CCRAGALS.


    The Security Division (SR/SUR) is responsible for:


    - issues relating to the safety of air transportation, including the conduct of safety committees and commissions;
    - the issuance and monitoring of security clearances and track access titles, approval of training courses;
    - the monitoring and monitoring of the implementation of security measures by the operators;
    - issues related to defence and civil security;
    - the monitoring of aerodrome facilitation records;
    - questions relating to the police and the operation of aerodromes.


    The Economic Regulation and Sustainable Development Division (SR/RDD) includes:


    - the Sustainable Development Subdivision (RDD/DD) which is responsible for:
    - to monitor and coordinate environmental issues;
    - studies, development and monitoring of aerodrome planning documents;
    - questions relating to urban planning and projects of development or construction outside the aerodromes;
    - the instruction of records for the creation and development of aerodromes and other aerodrome and construction infrastructure on aerodromes;
    - the Economic Regulation and Legal Affairs Subdivision (RDD/RE) which is responsible for:
    - the economic, financial and legal monitoring of airfield operators and air carriers;
    - verification of the regularity of aids granted to air carriers;
    - issues relating to the aeronautical public domain and the land management of state heritage;
    - the issuance of air carrier licences and associated authorizations;
    - the preparation and monitoring of air links with public service obligations;
    - economic studies on air transport;
    - the follow-up to questions relating to the coordination of airport hours;
    - to analyze carrier operating programs;
    - the issuance and follow-up of assistance arrangements in port of call;
    - coordination and monitoring of airport tax budgets.


    The monitoring and regulation department also includes:


    - a team of inspectors (SR/PI) responsible:
    - to assist the head of the department, especially for actions related to the improvement of security;
    - to conduct practical examinations to obtain the titles of airborne personnel;
    - to participate in the monitoring of the training of pilots of the technical bodies of air navigation;
    - A secretariat.

    Article 5


    Under the authority of the Director:


    - the Chief of Staff is responsible for assisting the Director in the organization and coordination of the activities of management services;
    - the territorial referent has a cross-cutting function of intermediation between the prefects and their representatives, the airfield operators, the representatives of the relevant territorial authorities, the major economic actors in connection with civil aviation;
    - the manager of the quality, the management of the performance by objectives and the state security programme is responsible for the quality approach, the coordination of the management of the performance by objectives and the coordination of the actions related to the state security programme.

    Article 6


    The decision of 22 May 2013 on the organization of the Directorate of Civil Aviation Security Centre-Est and the decision of 3 April 2014 amending the decision of 22 May 2013 on the organization of the Directorate of Civil Aviation Security Centre-Est are repealed.

    Article 7


    This decision will be published in the Official Journal of the French Republic.
