The regulated selling rates excluding natural gas taxes of the Bazas Municipal Board are determined, on the one hand, on the basis of a tariff formula that translates all the costs of natural gas supply and, on the other hand, taking into account the non-procurement costs as defined in section 4 of the amended 18 December 2009 Order.
The term representing the natural gas supply costs of the Bazas Municipal Board is stable until October 31, 2016. However, the price of the gas molecule will be reduced, in each calendar quarter, by an amount corresponding to the final quarterly total amount of redistribution of excess revenues of transport capacity auctions on the North-South link, in € by MWh.
Out-of-stock costs covered by the regulated natural gas sales tariffs include the costs of using the gas transportation and distribution infrastructure, the costs of using natural gas storage, the costs of marketing, including the costs of contributions to the special rate of solidarity and biomethane which, for Bazas, are subject to a specific billing. The gas being delivered to the interface points of the transport and distribution networks, the transport and storage costs are subject to a billing by the fuel supplier for Bazas.
The assessment of these costs is based on the latest data observed, corrected if any of the foreseeable evolution factors.
The costs of contributions for the special rate of solidarity and biomethane are determined from the amounts of the unitary contributions fixed by decrees after the opinion of the Energy Control Board.
With respect to the cost of using infrastructure, the distribution rates set by the Energy Control Board are considered, for the share of sales to regulated tariffs.
The marketing costs consist of customer management, supply management and infrastructure access management costs, the costs of contributions to the special rate of solidarity and biomethane, and a reasonable trade margin. Commercialization costs are estimated from averages.
The regulated rates of sale without natural gas taxes of the Bazas Municipal Board will evolve, under section 5 of the amended 18 December 2009 Order, no later than 1 July 2016.
When a gas consumption statement simultaneously includes consumption payable to old and new rates, a breakdown according to the number of days of each period is made.
The Judgment of June 24, 2015 on regulated natural gas sales rates of the Bazas Municipal Board is repealed.
The prescribed rates for the sale of natural gas in public distribution of the Municipal Board of Bazas en annexe come into force on the day after the publication in the Official Gazette of this Order.
The Director General of Competition, Consumption and Suppression of Frauds and the Director of Energy are responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
