This decree also provides for the missions of the new institution, the co-workers and delegates of the director, the creation of an academic council, the electoral colleges and the modalities for the adoption of its statutes.

Considering the advice of the technical committee of the university centre for training and research of the Nord-Est Midi-Pyrénées Jean-François Champollion dated 20 May 2015;
Considering the opinion of the National Council for Higher Education and Research of 15 June 2015;
The State Council (inland section) heard,
Decrete:
The Centre universitaire de formation et de recherche du Nord-Est Midi-Pyrénées Jean-François Champollion is transformed into a scientific, cultural and professional public institution subject to the provisions of the education codeincluding sections L. 715-1 to L. 715-3, and the regulations made for their application and those of this Order. He is named Jean-François Champollion National University Institute.
His seat is in Albi, in the department of Tarn.
The Jean-François Champollion National University Institute participates in the public service of higher education defined in the missions Articles L. 123-1 to L. 123-9 of the Education Codein particular with regard to initial training throughout life, professional integration, scientific and technological research and dissemination of humanist, scientific, technical and industrial culture, transfer of technology and innovation, and international and European cooperation.
He delivers the national titles and diplomas for which he was accredited by the Minister for Higher Education, alone or jointly with other higher education institutions. He delivers graduate engineering titles to students recruited through competition or on file.
He can deliver diplomas that are clean.
The Institut national universitaire Jean-François Champollion can create institutes or schools within it, to which are applicable theArticle L. 713-1 of the Education Code and the texts taken for its application and article L. 713-9 of the same code. The texts on national diplomas prepared in the institutes and internal schools of universities are applicable to them.
Director of the Jean-François Champollion National University Institute, appointed under the conditions provided by theArticle L. 715-3 of the Education Code, is assisted by deputy directors whom he appoints, after advice from the board of directors.
It may delegate its signature to Assistant Directors, Director General of Services, Executive Committee members and other Category Officers At the institution and, for cases involving research units formed with other public institutions of higher education or research, to their officials.
The Institut national universitaire Jean-François Champollion has an academic council with all the skills provided in the articles L. 712-6-1 and L. 712-6-2 Education code.
For elections to the board of directors and the board of education and university life, teachers and assimilations of the various categories are divided into electoral colleges on the following grounds:
1° College of university and personal teachers assimilated within the meaning ofarticle 6 of the decree of 16 January 1992 referred to above ;
2° College of other teachers-researchers and staff assimilated under the conditions provided for in 1°;
3° College of other teachers and other staff attached to the institution for their research activities not falling within previous colleges.
The director of the university centre for training and research of the Nord-Est Midi-Pyrénées Jean-François Champollion in office prepares the statutes of the new public institution with a scientific, cultural and professional character. These statutes are adopted by the board of directors in place, in accordance with the provisions of the articles L. 711-5 and L. 711-7 the Education Code, and shall be transmitted to the Minister responsible for higher education within six months of the publication of this Order.
If these statutes are not adopted within this period, they are arrested by the rector of the Toulouse Academy, chancellor of universities.
The Director organizes, within three months of the adoption of these statutes, elections to the board of directors, the board of formation and academic life and the research commission of the academic council and other consultative bodies of the institution.
As a derogatory, the Jean-François Champollion National University Institute is authorized to continue the budgetary and accounting management of fiscal year 2015 in accordance with the rules applicable prior to the coming into force of this decree.
The board of directors, the scientific and educational council, the technical committee, the committee of hygiene, security and working conditions, the parity commission of establishment, the parity advisory committee and the advisory committee of the contractual doctoral students of the administrative public institution called "Centre universitaire de formation et de recherche du Nord-Est Midi-Pyrénées Jean-François Champollion" remain in office until the entry into force of the new statutes adopted in accordance with the article 7.
The deliberations of the board of directors taken prior to the installation of the academic council, and now under the academic council, are deemed to have been taken, as appropriate, by the academic council or with its opinion.
The property, rights and obligations of the administrative public institution called "Centre universitaire de formation et de recherche du Nord-Est Midi-Pyrénées Jean-François Champollion" are vested in the new institution on the date of entry into force of this decree.
State officials previously assigned to this same public administrative institution are assigned to the new institution on that same date.
Decree No. 2002-522 of 16 April 2002 on the North-East Training and Research Centre Midi-Pyrénées Jean-François Champollion is repealed.
The education code is thus modified:
1° In article D. 651-1, it is added a paragraph to read as follows:
« 14° The Decree No. 2015-1496 of 18 November 2015 relating to the Jean-François Champollion National University Institute;
2° In article D. 711-2, after 12-1°, it is inserted a 12-2° as follows:
« 12-2° Institut national universitaire Jean-François Champollion ; » ;
3° In article D. 715-10, it is added a 5° as follows:
« 5° Institut national universitaire Jean-François Champollion : Decree No. 2015-1496 of 18 November 2015 relating to the Jean-François Champollion National University Institute; » ;
4° In Article D. 741-2, the 11° is deleted.
This Order comes into force on the first day of the month following its publication.
The Minister of National Education, Higher Education and Research, the Minister of Finance and Public Accounts, the Secretary of State for Higher Education and Research and the Secretary of State for the Budget are responsible, each with regard to him, for the execution of this decree, which will be published in the Official Journal of the French Republic.
