Decree No. 2015-1449 of 9 November 2015 on conditions of access and training at the National School of Administration

Publics concerned: candidates for the entrance examinations at the National School of Administration, French and foreign students, trainees of the preparatory cycles and beneficiaries of the training provided by the school as part of the ongoing training and international training.
Purpose: reform of the competition preparation cycles, access conditions and initial and ongoing training regimes at NAFTA.
Entry into force: the text comes into force as of January 1, 2016. However, the provisions of Decree No. 2002-50 of 10 January 2002 amended on the terms and conditions of access and training regimes of the National School of Administration, which it repeals, remain applicable to students, trainees and beneficiaries of the courses that began their education, training or training before January 1, 2016.
Notice: the decree reformes the preparation cycles for the competitions, the conditions of access and the initial training regimes and continues to NAFTA, including the following:
- simplification of the regulatory organization of the competitions for entry and deletion of the reference to the written tests of foreign language, the optional materials and the concept of special examiners, in accordance with the decree of 16 April 2014 setting out the nature, duration and program of the examinations for entry to the National School of Administration;
- tuition reform including new methods of evaluation of teachings and internships and the introduction of validation of out-of-class skills;
- a unique access to the preparatory cycle for the internal competition is now planned, which will be open to all candidates whether or not they are holders of a diploma to attend the NAC external competition;
- improvement of the procedures for the adoption of management actions related to NAFTA missions.

Considering the opinion of the Supreme Council of the State Civil Service of 8 July 2015;
The State Council (Section of Administration) heard,

  • Title I : CONCOURS D'ENTRÉE

      Access to the National School of Administration (ENA) is open every year:
      1° By means of an external competition, all candidates meeting the conditions set out in article 8 of this decree;
      2° Through an internal competition, officials and public officials meeting the conditions set out in Article 10 of this Decree;
      3° Through a third competition, candidates meeting the conditions defined by the Act of 2 January 1990 and Article 12 of this Decree.
      To be allowed to compete, candidates must meet the conditions set out in the articles 5 and 5 bis Act of 13 July 1983 referred to above.
      However, it may not be possible to assist officials belonging to one of the bodies recruited by the National School of Administration, or students already admitted to that school, or candidates who, under the conditions set out in article 41 of this decree, have been excluded from the schooling of the National School of Administration.
      No one can compete more than three times at one of the access contests or more than five times in total at all the contests.

      The number of places offered to each of the three contests defined in section 1 shall be determined annually by order of the Minister for Public Service.
      The number of seats offered to the external competition is not more than 60% of the total number of seats offered to the three competitions.
      The number of places offered in the third competition is between 5 and 10% of the total number of places offered to the three entrance competitions at the National School of Administration for the same year.
      In view of the results of the trials, the jury of a contest may decide not to fill all the places. In this case, the president of the jury may, on the proposal of each jury, decide to postpone the unsupplied places, within the 10th of the places offered to this contest, on one or two other contests.
      The jury shall establish, by order of merit, within the limits of the places offered by the Minister of Public Service and, where appropriate, taking into account the deferral under the above conditions, the list of candidates admitted. The school publishes this list in alphabetical order by any appropriate means.
      The jury may, for each of these contests, establish, by order of merit, a complementary list of candidates fit to enter the school, in the event that a vacation resulting from resignations or deaths will come to appear on the main list of the same contest.
      The validity of this list ceases on the first day of the second month following the entry into training.

      The modalities for organizing the external competition, the internal competition and the third competition are set, each year, by order of the Minister for the Public Service.
      An order of the Minister responsible for the Public Service sets out the rules of discipline of the examinations of the entrance examinations to the National School of Administration.

      Juries of the competitions are appointed annually by order of the Prime Minister and the Minister for Public Service, on the proposal of the school director.
      The jury of each entrance examination includes, in addition to the president, fourteen to eighteen members, including at least five other officials and at most four non-public servants.
      The president and at least two members of the jury are common to the three entrance competitions at the National School of Administration.
      The order set out in the first paragraph of this article shall be among the members common to the jury of the three entrance examinations to the National School of Administration the replacement of the president in the event that the president is unable to continue his mission.
      In case of equal sharing of votes in the proceedings of the jury, the President's voice is preponderant.
      Specialized examiners may be appointed by decision of the director of the school to participate, with the members of the jury, in the correction of written examinations and oral interrogations.
      Specialized examiners participate in the deliberations of the jury with advisory voice for the award of the notes related to the tests they have assessed or corrected.

      Written tests are anonymous. Each is noted by two examiners, at least one of whom is a member of the jury.
      Oral interrogations are conducted by at least two examiners, at least one of whom is a member of the jury. However, foreign-language oral examinations may be noted by specialized examiners.
      For each contest, the interview test is noted by the president and four other members of the jury.
      The tests are rated from 0 to 20.
      No person may be declared eligible or admitted if he has not participated in all the tests.

      At the end of the competitions, the President of the jury shall report to the Prime Minister and to the Minister for Public Service. This report is transmitted to the school board.

      The appointment as a student is pronounced by order of the Minister for Public Service. As soon as they enter school, the students receive compensation.
      When a candidate in pregnancy is declared admitted by the jury, his appointment as a student is, if requested, postponed to be pronounced at the same time as that of the students of the following promotion.
      A candidate admitted to one of the entrance examinations at the National School of Administration who cannot be appointed for health reasons shall be subject to a postponement of school until the next promotion is received. The decision is made by the Minister for Public Service on the advice of a registered physician and, where applicable, the appropriate medical committee.

      The external competition is open to candidates with a national degree sanctioning at least three years of higher education or another title or diploma classified at least level II, or a qualification recognized at least equivalent to one of these titles or diplomas under the conditions fixed by the decree of 13 February 2007 referred to above.

      The external competition includes eligibility tests and admission tests, the nature, duration, coefficients and program of materials are fixed by order of the Minister responsible for the Public Service, after the advice of the Board of Directors of the National School of Administration.

    • Chapter III: Internal Competition Article 10 Learn more about this article...


      The internal competition is open to officials and officials of the State, territorial authorities and public institutions who depend on it, including those referred to in Article 2 of the above-mentioned Act of 9 January 1986, as well as to the military and magistrates who, at the closing date of registration, are in a position of activity, detachment or parental leave, as well as to agents in office in an intergovernmental international organization. Applicants must justify, as of December 31 of the year of the competition, at least four years of public service.
      For the determination of this duration, the internship or training periods are not taken into account in a school or institution during which the candidate has been a public officer as an intern or student official.
      For candidates with a doctorate, for the determination of this duration, are taken into account the periods during which they have benefited from a doctoral contract under the conditions fixed to the fifth paragraph of Article L. 412-1 of the Research Code.

      The internal competition includes eligibility tests and admission tests whose nature, duration, coefficients and program of materials are determined by order of the Minister responsible for the Public Service, after advice from the Board of Directors of the National School of Administration.

    • Chapter IV: Third competition Article 12 Learn more about this article...


      The third contest is open to candidates justifying on December 31 of the year of the contest for which it is open, for at least eight years in total, one or more of the mandates or one or more of the activities mentioned in the 3rd of Article 19 of the law of January 11, 1984 referred to above.
      For candidates with a doctorate, consideration shall be given to the determination of this duration, within three years, the period of preparation of the doctorate under the conditions set out in the sixth paragraph of Article L. 412-1 of the Research Code.
      The periods in which the exercise of one or more activities and one or more mandates has been concurrent are taken into account only in one title.

  • Part II: PREPARATION TO CONCOURS

      Direct preparation for the external competition is organized to ensure, to the greatest extent possible, equal opportunities between candidates irrespective of their place of residence, in higher education institutions or existing public centres. It may result in a financial participation of the National School of Administration in accordance with terms and conditions established by agreement with the organization concerned.
      It can also be carried out directly by the National School of Administration.
      The conditions for access to this preparation, when organized by the National School of Administration, are set by order of the Minister for Public Service.

    • Chapter II: Preparation of the internal competition Article 15 Learn more about this article...


      Prior to the internal examination, candidates may be admitted to a preparatory cycle under the conditions set out in this chapter.
      However, candidates may not be candidates for examinations of access to the preparatory cycle for the internal competition, those who have already completed a preparatory cycle for candidates and officials on a list set by order of the Minister for the Public Service.

      Candidates who have access to the preparatory cycle for the internal competition must meet the conditions of service seniority that enable them to meet the obligations set out in the first and second paragraph of Article 10.
      Participation in the preparatory cycle in the internal competition is not considered to be a term of public services within the meaning of the first paragraph of Article 10.
      Candidates must be in office at the closing date of the entry examination to the preparatory cycle and remain in office until they enter the preparatory cycle for the internal competition.
      The list of candidates admitted to participate in the examinations of access to the preparatory cycle for the internal competition is determined by decision of the school director.

      Tests for access to the internal competitive examination cycle include eligibility and admission tests, the nature, duration and coefficients of which are determined by order of the Minister responsible for the public service.
      The procedures for organizing the tests are set annually by decision of the school director.

      No one can present himself more than three times to the access tests to the preparatory cycle to the internal competition.

      A jury, whose members are appointed by order of the Minister responsible for the Public Service, on the proposal of the director of the school, shall elect the candidates admitted to follow the preparatory cycle for the internal competition to the National School of Administration.
      The jury also includes a president:


      - two non-teachers;
      - two teachers;
      - two members selected on the basis of a personality by organization on the lists of two personalities presented by the trade union organisations represented on the Conseil Supérieur de la Service publique de l'Etat.


      The order set out in the first paragraph of this Article shall mean the replacement of the President in the event that the President is unable to continue his or her mission.
      In the event of the equal sharing of votes in the proceedings of the jury, the President's voice or, where appropriate, the Speaker's substitute is a preponderant.
      Specialized examiners may be appointed by decision of the school director to participate, together with the members of the jury, in the correction of the trials. They participate in the deliberations of the jury with advisory voice for the award of the notes related to the trials they corrected.
      Written tests are anonymous. Each composition is corrected by two reviewers with at least one member of the jury. The admission test is noted by the president and the members of the jury.

      An Order of the Minister for Public Service sets out annually the number of places offered in the preparatory cycle for the internal competition.
      The total number of places offered is at least twice and not more than six times the number of places offered at the previous session of the Internal Entry Competition at the National School of Administration by the Order of the Minister for Public Service under section 2 of this Order.
      At the end of these trials, the jury shall determine, in alphabetical order, within the limits of the places offered by the Minister of Public Service, the list of candidates admitted. If applicable, it may decide to increase the number of candidates admitted, within 10% of this number, of the number of places left vacant following the results of the selection to the preparatory cycle for the third competition.
      This list is published by the school by any appropriate means.
      The jury may establish a supplementary list, in order of merit, including the names of candidates who may be admitted to the preparatory cycle in the event that holidays or postponements would occur.

      An order of the Minister responsible for the public service, made on the proposal of the jury referred to in section 19 of this decree, shall declare the admission of candidates as an intern of the preparatory cycle to the internal competition of the National School of Administration for a period of one year. For eligible candidates, at the end of the preparatory cycle, to the internal competition of the National School of Administration, this duration is extended to the end of the admission tests.
      On the proposal of the authorities with the pedagogical responsibility of the training centre concerned, the Minister for the Public Service may terminate the participation in the preparatory cycle of any trainee who would not join the preparation centre assigned to him or who would not be sufficiently involved. This decision must be notified to the individual at least one month before the action takes effect.
      Interested persons are seconded as an intern of the preparatory cycle if they are incumbent officials; if they are contracted, they are placed on leave in their original administration and assigned as a trainee of the preparatory cycle of the National School of Administration. Trainees receive financial support from the National School of Administration under conditions established by decree.

      Subject to the provisions of Article 10 of this Decree, trainees of the preparatory cycle for the internal competition are required to attend the internal competition open the year of expiry of the preparatory cycle they conduct. They can present themselves to this competition during the course of this competition.
      No one can renew his period as an intern of the preparatory cycle for the internal competition. However, in the event of illness, accident or maternity, the duration of the preparatory cycle may be increased by one year by a decision of the Minister for Public Service made on the advice of a registered physician and, where applicable, the competent medical committee.

      The expenses of the preparatory cycle to the internal competition can result in a financial participation of the National School of Administration. This cycle is organized in higher education institutions or in existing or established centres for this purpose by convention with the National School of Administration.

      The education followed in the preparatory cycle for the internal competition can be sanctioned by a certificate issued by the director of the National School of Administration, on the proposal of the authorities with the teaching direction of the preparation centres. The conditions for obtaining this certificate are specified by order of the Minister for Public Service.

    • Chapter III: Preparation of the third competition Rule 25 Learn more about this article...


      Prior to the third competition, candidates may be admitted to a preparatory cycle under the conditions set out in this chapter.
      This cycle takes the form, at the choice of the candidate, of a full-time preparation or a correspondence preparation.
      Trainees who have chosen full-time preparation can receive financial support from the National School of Administration under conditions set by decree.

      The duration of the preparatory cycle for the third competition is one year. For eligible candidates, at the end of the preparatory cycle, to the third competition of the National School of Administration, this duration is extended to the end of the admission tests.
      No one can renew his period of intern from the preparatory cycle to the third competition.
      However, in the event of illness, accident or maternity, the duration of the preparatory cycle for the third competition may be increased by one year by a decision of the Minister responsible for the public service made after notice of a registered physician and, where applicable, the appropriate medical committee.

      Candidates who have access to the preparatory cycle for the third competition must complete, at least six months before the start of the cycle, the conditions set out in article 12 of this decree and the conditions set out in the articles 5 and 5 bis Act of 13 July 1983 referred to above.
      The list of candidates admitted to participate in the preparatory cycle examinations for the third competition is determined by decision of the school director.
      For candidates who have chosen to complete a full-time preparation, participation in the preparatory cycle for the third competition is not considered to be a professional activity within the meaning of Article 19 of the law of 11 January 1984 referred to above.

      A jury, whose members are appointed each year by order of the Minister of Public Service, on the proposal of the director of the school, shall elect the candidates admitted to follow the preparatory cycle referred to in section 25 of this decree.
      The jury also includes a president:


      - two civil servants, at least one chosen in one of the bodies recruited by the National School of Administration;
      - two personalities who do not have the quality of an employee chosen because of their professional experience.


      The order set out in the first paragraph of this Article shall mean the replacement of the President in the event that the President is unable to continue his or her mission.
      In the event of a vote sharing in the proceedings of the jury, the President's voice or, where appropriate, the Speaker's substitute is a preponderant.
      Specialized examiners may be designated by the school director to participate in the correction of copies.

      Tests for access to the preparatory cycle for the third competition include eligibility and admission tests whose nature, duration and coefficients are fixed by order of the Minister responsible for the Public Service.
      At the end of the selection, the jury shall determine, in alphabetical order, within the limits of the places offered by the Minister of Public Service, the list of candidates admitted. If applicable, it may decide to increase the number of candidates admitted, within 10% of this number, of the number of places left vacant following the results of the selection to the preparatory cycle for the internal competition.
      This list is published by the school by any appropriate means.
      The jury may establish a supplementary list, in order of merit, including the names of candidates who may be admitted to the preparatory cycle for the third competition, in the event that a holiday or postponement will occur.
      The procedures for organizing the tests are set annually by decision of the school director.

      This number is at least twice and not more than six times that of the places offered at the previous session of the third entrance examination at the National School of Administration by the decree of the Minister for Public Service mentioned in section 2 of this decree.

      An order of the Minister for Public Service, taken on the proposal of the jury referred to in section 28, shall declare the admission of the candidates as an intern of the preparatory cycle to the third competition of the National School of Administration.
      When they follow the full-time preparation, officials are seconded as an intern of the preparatory cycle; the contracting agents of the State are placed on leave in their original administration and assigned as a trainee of the preparatory cycle of the National School of Administration.

      Subject to the provisions of Article 12 of this Decree, trainees of the preparatory cycle for the third competition shall be required to present themselves to the third competition open the year of expiry of the preparatory cycle they conduct. They can compete during the preparatory cycle.

      Applicants who have followed the preparatory cycle for the third competition in an assiduous and effective manner receive a certificate issued by the Director of the National School of Administration, on the proposal of the authorities with the teaching direction of the preparatory centres.
      This certificate allows candidates who have failed to enter the National School of Administration to attend the competitions mentioned at theArticle 2 of the Act of 2 January 1990.

      The expenses of the preparatory cycle for the third competition can result in a financial participation of the National School of Administration. This cycle is organized in higher education institutions as well as in existing or established centres for this purpose by convention passed by the school with these institutions and centres.

      The director of the school prepares each year the list of centres preparing for the entrance examinations at the National School of Administration, with which he passes a convention.

    The purpose of schooling at the National School of Administration is to train students in the design, implementation and evaluation of public policies and the management methods necessary for the exercise of public service jobs.
    It lasts twenty-four months.
    Tuition is an alternate training between studies and internships. Each student studies two living languages.
    Each student is provided with personalized support during the course of schooling to develop their professional project. The constituent elements of this accompaniment are intended for the student. It is only able to ensure total or partial communication.
    Upon completion of schooling, students are classified according to the evaluation notes of their internships and studies.
    The rules of procedure of the school specify the terms and conditions of application of this section.

    I. - The number and modalities of the courses of students are determined by the rules of procedure of the National School of Administration.
    II. - These internships may be carried out with a French administration or jurisdiction or any other French public law body, with a public or private enterprise, a private body of general interest or an associative body providing missions of general interest or with an institution or service of the European Union or an organization attached to them, an international organization or a foreign agency.
    III. - For each of the internships, a note is issued jointly by the director responsible for the internships and an outside personality of the school, designated by the director of the school. The award of the note is based on the appraisal form prepared by the internship master, the information collected during the internship visit and the internship report prepared by the student. This note is motivated. It is the subject of a communication to the student, as well as the assessment sheet prepared by the internship master.
    At the end of the course, a jury is responsible for evaluating the student's achievements and professional skills. It is composed of the above-mentioned external personalities and the Director of Internships. It is chaired by one of the external personalities designated by the school director. He auditions each student before assigning him a separate note from the previous ones. The jury may consult with the members of the management responsible for the internships who conducted the internship visits of the student concerned. In the event of a breach of one of the above-mentioned external personalities, the director of the school designates the person responsible for replacing it.

    I. - The procedure for organizing studies is defined by the rules of procedure of the school.
    II. - The lessons learned during the studies are subject to continuous monitoring notes and test notes. The terms and conditions for the implementation of continuous monitoring and testing are set by the school's rules of procedure.
    III. - For the preparation of the test scores, the director of the school is one or more jurys including at least one president and two members. Specialized examiners may be appointed by the school director to assess certain tests.
    IV. - Activities and skills can be validated out of classification under conditions defined by the school's rules of procedure.
    No person who has taught the promotion to which interested students belong and those of the previous promotion may be a member of a jury or an examiner.

    A general classification of students is based on the total points obtained by each of them. The total shall be calculated from the internship notes, continuous check notes and test notes, according to the coefficients set by the rules of procedure. The sum of the coefficients assigned to the internship notes cannot be less than 30% of the total.
    If two or more students have obtained the same total of points in the general classification, the student having obtained the highest number of points on all the notes relating to the courses mentioned in article 38 of this decree is ranked first.
    In the event of a new equality, the sharing is done on the basis of the total notes of the tests.
    In the event of persistent equality, the sharing decision is taken on the basis of the test having the highest coefficient.
    Finally, if the procedure provided for in the preceding three paragraphs leads to a new equality, the decision to share is taken by a commission composed of the president of the jury established in II of article 38 of this decree and two presidents of the jurys provided for in article 39 of this decree, chosen by the director of the National School of Administration. After hearing them, this commission decides on the file of each of the students concerned.

    In the event that the director of the school finds the insufficiency of the results obtained by a student, he or she may, after the advice of the board of directors, refer to the case of that student the minister responsible for the public service, who may decide either that the student concerned must do again, with the exception of the internships, all or part of the schooling, or that he or she is permanently excluded from schooling.

    Any pupil who, without valid impediment and despite a permanent placement of the school principal, is exempted in any way from internships, continuous control, one of the examinations that fall into account in the classification or the activities and competencies validated out of classification is deemed to be resigning. This situation is noted by an order made by the Minister for Public Service, on the proposal of the school director and after advice from the board of directors.

    When, as a result of successive leave of any kind other than annual leave, consecutive or non-annual leave, the absence of a student becomes incompatible with the proper conduct of his or her education, the principal of the school may make him or her obligate to complete a new schooling under the conditions laid down in this section.
    However, the director may, when he or she considers that the educational requirements do not oppose it and before the end of the schooling, authorize the student to renew only part of his or her schooling. In this case, the grades assigned to the student during the renewal period are substituted for the notes obtained previously in the corresponding period of schooling.
    From the date on which his or her statutory leave entitlements are exhausted, the student is placed in leave without pay until the date on which he or she is returned.

    A student who, for any reason, does not complete his or her education or who does not sign the undertaking provided for in section 50 of this Order is deemed to be a resigning. This situation is found by order of the Minister for Public Service, taken on a proposal by the school director and after notice by the board of directors.
    He may be denied the quality of a former student of the National School of Administration by decision of the school director made after advice from the board of directors.

    In the cases provided for in section 44 above, the student shall reimburse the amount of the salary and training allowances that he or she has received during his or her schooling. It may be exempted in whole or in part of this obligation by order of the Minister responsible for the public service, taken on the proposal of the director of the school and after advice from the board of directors. The student to whom he is put to an end because of physical incapacity is exempted from his right.

    At the end of the schooling, students are assigned, by an order of the Minister for the Public Service, to one of the bodies recruiting through the National School of Administration, at the end of the assignment procedure set out in sections 47 to 50 of this decree.
    A follow-up committee on the student assignment procedure ensures the regularity and smooth running of this procedure. In particular, it ensures the equal treatment of students by the requested administrations and employment institutions.
    The commission consists of five qualified personalities, including its president, appointed for three years by Prime Minister's order. If a member ceases to serve before the expiry of his or her term of office, the member shall be replaced for the duration of the term remaining to be run by a person designated under the same conditions. The Director General of Administration and Public Service and the Director of the School shall participate in the work of the Commission with an advisory voice, the secretariat of which shall be jointly provided by the General Directorate of Administration and Public Service and the National School of Administration.

    At least six months before the end of the schooling, a Prime Minister's order determines the number of jobs offered to students of the promotion in each of the bodies recruited through the National School of Administration. For the civil administrators, he specifies their distribution by ministry.
    No later than three months before the end of the schooling, administrations or employment institutions shall forward to the posting procedure follow-up committee a file containing a general presentation of the organization in which the jobs are proposed, the description of these jobs and proposed career profiles, and the modalities used for individual interviews under section 48. The content of this file is set by order of the Minister for Public Service. The assignment procedure follow-up commission ensures that the deadlines for transmission and the completeness of the files transmitted then addresses them to the school, which promptly disseminates them to the students.

    As of the establishment of the general classification referred to in Article 40 of this Decree, students shall communicate with the relevant administrations and employment institutions those of the positions offered to them.
    Administrations and employment institutions are required to receive in individual interviews students who have shown interest in one or more proposed positions or the related career profile.
    These interviews are intended to complement the information of students on the positions to be filled and the skills required, as well as career prospects within the administration or employment institution. They also aim to allow the administration or employment institution to know the student's path and motivations. These interviews are organized by each administration or employment institution in the same manner for all students received. They are driven by human resources services, with the assistance of the directions or employment services.
    In the week following the last interview that she conducted with each student, the administration or employment institution communicated her opinion on whether or not her profile was appropriate to the positions for which he expressed interest. This opinion can only be favourable or reserved. It is also communicated to the monitoring committee of the assignment procedure.
    In the event of a notice reserved, it is up to the human resources department to provide in oral or written form to any student who requests the reasons for this notice.
    All notices must be notified no later than eight working days before the date of signing of the commitment to serve referred to in section 50 of this Order.

    From the establishment of the general classification referred to in Article 40 of this Decree and to the final choice of assignments, the board of follow-up of the assignment procedure may be seized by any student wishing to obtain advice on his or her choice of assignment.
    Within the same time frame, the commission may also refer to itself on an ex officio basis or be seized by any student, any administration or employment institution encountering difficulties in the course of the assignment procedure. When the Commission considers that the procedure has not been complied with, after hearing the student and the administration or employment institution, it may make representations to the Human Resources Department of the administration or employment institution, which shall promptly inform the Board of the actions it intends to give them. The Commission shall inform the student, the administration or the employment institution and the Minister responsible for the Public Service of the comments it has made and of the responses that have been made.
    After the student's choice of assignment, the commission prepares a report on the procedure followed, in which the observations it was able to make under the previous paragraph, the answers it received and, if any, any improvement that it may have. She submits this report to the Prime Minister, who forwards it to the school board members. This report gives rise to a debate in the first board of directors of the school following the assignment of the students and in which the chair of the board of follow-up of the assignment procedure participates.

    Subject to provisions of Article 5 bis of the Act of 13 July 1983 referred to above, students exercise their choice between the positions offered according to the order of their classification. They are assigned to the body of their choice by order of the Minister responsible for the Public Service, provided that they have signed the commitment to serve for at least 10 years from their appointment:
    1° In a body recruited by the National School of Administration;
    2° For former students who have not been appointed to the body of administrators of the city of Paris:
    (a) Detached service in the sense of 1°, 2°, 3°, 6°, 7°, 8°, 10°, 11°, 12° and 13° of Article 14 of the decree of 16 September 1985 referred to above ;
    (b) Detached service in the sense of 4°, 5° and 9° of Article 14 of the decree of 16 September 1985 mentioned above when these services are carried out with a state administration, a state public institution, a non-competitive sector public enterprise, an associative body providing missions of general interest or a group of public interest;
    3° For former students appointed in the body of administrators of the city of Paris:
    (a) Detached service in the sense of 1°, 2°, 4°, 7°, 8°, 9°, 10°, 13°, 14°, 15°, 16°, 17°, 18° and 19° of Article 2 of the decree of 13 January 1986 referred to above ;
    (b) Detached service in the sense of 3°, 6° and 11° of Article 2 of the decree of 13 January 1986 mentioned above where these services are carried out with a non-competitive public sector company, an associative organization that carries out missions of general interest or a public interest group.
    For the purposes of this section, an assessment of the opening or closing of a job in accordance with theArticle 5 bis of the Act of 13 July 1983 referred to above, to nationals of the Member States of the European Union or of another State Party to the agreement on the European Economic Area other than France is determined by a decision of the Minister responsible for the public service, after the advice of the competent minister.

    After his assignment, the former student has a complementary vocational training organized by the National School of Administration, after consultation with the administrations and the institutions of assignment. An order of the Minister responsible for the Public Service specifies the organization of this additional training.

    The National School of Administration provides a professional training mission throughout life, organized for the benefit of French and foreign beneficiaries.
    As such, it develops and implements programs that aim to deepen competencies in the areas of management, public management and public action in a comparative dimension of administration.
    It forms part of European and international issues. It prepares procedures for the recruitment of European institutions.
    The school can offer graduate training, in partnership with accredited universities or major schools, under the conditions set out in the articles L. 613-1 and L. 613-2 Education code.
    The nature and modalities of the various training cycles organized under this rule shall be determined by the rules of procedure.

    The school may admit foreign nationals to participate in educational or development programs or courses organized in France or abroad.
    Enrollment to these international programs may be subject to the payment of tuition fees, under the conditions set out in the rules of procedure.

    The nature, organization and content of the training actions carried out under the preceding section, as well as the conditions of admission and the terms and conditions of assessment attached to it, are determined by the school principal in accordance with the rules of procedure.
    These actions may be, in whole or in part, joint with the training activities organized elsewhere by the National School of Administration, under the conditions provided by the rules of procedure.
    In this capacity, the school can offer the students concerned master degree courses organized in connection with their schooling at the National School of Administration, in partnership with accredited universities or major schools, under the conditions set out in the articles L. 613-1 and L. 613-2 Education code.
    An international degree of public administration sanctioning programs of at least three months can be issued.

    II.-The reference to Decree No. 2002-50 of 10 January 2002 relating to the conditions of access and training regimes of the National School of Administration is replaced by the reference to this Order in Council in all applicable regulations.
    III.-The reference to Article 50 quinquies of the aforementioned Decree of 10 January 2002 is replaced in the decree of 14 November 2014 referred to above and in Decree No. 2007-1444 of 8 October 2007 amended by reference to Article 50 of this Decree, bearing the particular status of the body of directors of the city of Paris.

    This Order comes into force as of January 1, 2016, subject to the following provisions:
    1° The provisions of amended Decree No. 2002-50 of 10 January 2002 relating to the conditions of access and training regimes of the National School of Administration remain applicable to students, trainees and beneficiaries of the courses that began their education, training or training before 1 January 2016;
    2° Members of the follow-up committee of the student assignment procedure mentioned in theArticle 50 of Decree No. 2002-50 of 10 January 2002 relating to the conditions of access and training regimes of the National School of Administration in exercise at the coming into force of this Order are maintained in their office until 1 July 2016.
