Entry into force: the text comes into force on September 1, 2015.
Notice: this decree approves the COMUE statutes, in accordance with theArticle L. 718-8 of the Education Code. The establishment is composed of the following members:

"HESAM University" is a public institution of a scientific, cultural and professional nature, formed in the form of a community of universities and institutions, as defined in the articles L. 711-1 and L. 711-2 Education code.

    STATUS OF PUBLIC ETABLISHMENT WITH SCIENTIFIC, CULTURAL AND PROFESSIONAL HESAM UNIVERSITY

    • Part I: GENERAL PROVISIONS AND MISSIONS Article 1


      The community of universities and institutions HESAM University (hereinafter "the community") is a public institution of the state with a scientific, cultural and professional character, under the supervision of the minister responsible for higher education.
      The headquarters of the community is set in Paris.


      Article 2
      Membership, membership and association, withdrawal or exclusion
      Article 2.1
      Composition of the community


      Higher education and research institutions members of the community on the date of approval of these statutes are:


      - the National Centre for Scientific Research;
      - the National Conservatory of Arts and Crafts;
      - the Ecole du Louvre;
      - the National School of Administration;
      - the Ecole nationale supérieure d'architecture de Paris La Villette ;
      - the Ecole nationale supérieure de création industrielle - les Ateliers ;
      - the Ecole nationale supérieure d'arts et métiers;
      - ESCP-Europe;
      - the National Institute of Demographic Studies;
      - the National Heritage Institute;
      - Paris-I Panthéon-Sorbonne University.


      Article 2.2
      Membership and association


      Any higher education institution or research organization that makes the application may become a member of the community, provided that its application is accepted by the board of directors by an absolute majority of the directors in office, after a favourable opinion of the board of members by a two-thirds majority of its members.
      In addition, public or private institutions or bodies involved in the public service of higher education or research may be associated with the community, by signing an association agreement approved by the board of directors, after favourable advice from the board of members by a two-thirds majority of its members.


      Article 2.3
      Withdrawal of a member


      Any request for withdrawal from a member of the community shall be forwarded to the President with a notice period of six months. The withdrawal may only take effect if the establishment has fulfilled all the obligations it has assumed, prior to the meaning of its withdrawal, to the community. In accordance with the 20th of Article 6.3 of these Regulations, the terms and conditions of withdrawal are subject to deliberation by the board of directors, which sets the material and financial conditions of withdrawal.
      An institution that no longer wishes to be a member of the community may ask to become a partner.


      Article 2.4
      Exclusion of a member


      The community may decide to exclude a member by deliberation of the board of directors by an absolute majority of the directors in office, after favourable advice from the board of members by a two-thirds majority of its members.


      Article 2.5
      Provisions common to withdrawal and exclusion


      A member who withdraws or is excluded shall, until their end, be bound by the obligations entered into by a specific agreement entered into in the community's activities, before the effective date of withdrawal or exclusion.


      Article 3
      Missions and competencies


      The community has the task of developing and conducting a comprehensive strategy, which is available in specific projects and actions, in research, training and valuation. These projects and actions may be carried out by or by some of its institutions in the service of all.
      In order to implement its missions, the community has as part of the shared project:
      1° Clean skills:
      (a) The development and implementation of the shared community project;
      (b) Negotiation and monitoring of the multi-year site contract between the community and the state;
      (c) The implementation of the Paris Nouveau Mondes program or any other equivalent program in the areas of research, training, innovation, valorization and promotion of an image and an international strategy of the community;
      (d) The development and conduct of the digital strategy at the community level;
      (e) Promoting the identity and image of the community through a common communication policy;
      2° Coordination skills:
      (a) The European and international promotion of the community and its training and research activities, support for the development of cooperative projects and the international mobility of students, teachers and researchers;
      (b) Strengthening training cooperation, the creation and implementation of new training, the strengthening of lifelong training;
      (c) Enhanced cooperation in research between the institutions that compose it, their research teams, and the LabEx carried by it; support for new disciplinary and interdisciplinary themes;
      (d) The definition of a common policy of signature in terms of research, training, publication and communication, showing HESAM University while ensuring that each member has the visibility of his actions and contributions;
      (e) The establishment and conduct of a policy of valorization of research;
      (f) Support for life and student initiatives, support for students with disabilities;
      (g) Action to promote equal opportunities and follow-up to the professional integration of students;
      (h) Cooperation between publishing and documentation services;
      (i) The sharing of services and activities, the cooperation between institutions in terms of support functions, ongoing training of staff, action and social assistance, preventive medicine, cultural action and leisure activities;
      (j) More generally, the implementation of projects common to all or part of the members, in areas falling within their missions;
      3° Competences that decide to transfer one, several or all of its members or associates, in accordance with the articles L. 718-2 and L. 718-8 the education code, and in accordance with the terms specified by the rules of procedure.


      Article 4
      Community graduation


      The community can graduate clean. It can be accredited to issue national degrees and titles. The conditions for the admission of users to the benefits of the community and the organization of the teachings are set by the rules of procedure.

    • Part II: ADMINISTRATIVE ORGANIZATION Article 5 General Organization


      The community is administered by a board of directors, assisted by an academic council and a council of members. It is headed by a President, assisted by Vice-Presidents, including a Vice-President on Digital Issues and Resources.
      No one can sit with a deliberative vote in more than one community council.
      In order to ensure the leadership of its global strategy and its specific actions and projects, the community can develop coordination components, directions and services.


      Article 6
      Board of Directors
      Article 6.1
      Composition, method of designation and elections


      (a) The Board of Directors consists of forty directors, divided into six categories:
      1° Twelve representatives of higher education institutions and community research organizations;
      2° Five qualified personalities, agreed by the members mentioned in 1° above;
      3° Five representatives of companies and associations and local authorities;
      4° Ten representatives of professor-researchers, teachers and researchers serving in the community and/or in member institutions, elected in two separate colleges as defined at theArticle D. 719-4 of the Education Codefive under College A and five under College B;
      5° Four representatives of other staff serving in the community and/or in member institutions;
      6° Four representatives of users, students and students who attend training in the community and/or a member institution.
      (b) Paris-I Panthéon-Sorbonne University has two seats in the 1° above. Each of the other member establishments has a seat.
      The directors of the first category are responsible for the appointment of five qualified personalities under category 2°, on the proposal of the board of members.
      The association of the regions of France is represented in the board of directors under category 3°. The list of other companies and associations of this category is fixed by statutory deliberation, on the proposal of the directors of category 1°.
      The territorial authorities represented on the board of directors are the Ile-de-France region and the City of Paris;
      (c) The directors serving under categories 4° and 5° above shall be elected by direct suffrage, in accordance with the terms set out in Article 8.1 of the present statutes;
      (d) The directors serving under category 6 above shall be elected by indirect suffrage, in accordance with the terms set out in section 8.2 of the present statutes.


      Article 6.2
      Organization and operation


      The Board of Directors shall meet, on a specific agenda, at least three times a year, at the initiative of its President or, in the event of an impediment, of the Council of Members. It is also convened at the request of two thirds of the directors.
      At its first meeting, the board of directors, convened under the chairmanship of its senior officer, elects its president on the proposal of the council of members. In the event of the vacancy of the presidency, the board of directors, convened under the presidency of the dean of age, shall elect a new president in the same manner.
      The Executive Director, the Accountant Officer and the Vice-Presidents of the Community attend the Board of Directors with an advisory voice. The President may invite, with an advisory vote, any person he or she wishes to obtain the opinion.
      The academy rector attends or is represented on the board of directors.
      Board sessions are not public.


      Article 6.3
      Attributions


      The Board of Directors defines the community's policy, general directions and modalities for the implementation of its missions. It deliberates, in particular, after any opinion of the academic council as specified in section 7.4 and of the board of members as specified in section 10.3, on:
      1° The general organization and functioning of the community, including the creation and suppression of its structures and programs;
      2° The shared project, the common part of the multi-year community contract with the State, the signing of the multi-year contract;
      3° The budget and its amendments, the table of jobs funded by the community, the financial account and the allocation of results;
      4° The annual community activity report;
      5° The offer of training and diplomas from the community, as well as the rules relating to the doctorate and other courses for which the community is accredited;
      6° The strategy proposed by the coordination components;
      7° Community policy on digital issues and resources;
      8° The rules of procedure of the community and its amendments;
      9° The election within it of the president of the community;
      10° The election of community vice presidents;
      11° General terms and conditions of employment of community staff, including contractual personnel;
      12° Acquisitions, alienations and exchanges of community-owned buildings;
      13° Acceptance of gifts and bequests by the community;
      14° The leases and rentals of buildings by the community;
      15° The alienation of the movable property of the community;
      16° The contracts and conventions signed by the community;
      17° Participation in organizations with corporate personality, including by taking part and creating subsidiaries;
      18° Legal actions and transactions as well as recourse to arbitration in cases of disputes;
      19° The membership of a new member or association, and the setting of the conditions of such membership or association;
      20° The exclusion or consideration of the withdrawal of a member or associate, and the setting of the conditions of that exclusion or withdrawal, the member concerned having been heard by the council but not voting;
      21° The consequences of an amendment to the legal status of a member or its scientific perimeter on the community of universities and institutions;
      22° Changing the statutes of the community;
      23° The designation of a member higher education institution whose disciplinary section is competent to examine the facts leading to prosecutions by teachers-researchers, teachers or users, at COMUE premises and premises.
      The Board of Directors is aware of the proposals, opinions and recommendations of the Council of Members and the Academic Council and deliberates on the follow-up to them.
      Within the limits it determines, the board of directors may delegate to the president the powers mentioned in 14°, 15°, 16°, 17° and 18°. The Chair may also receive delegation to make the budget changes:
      1° The purpose of which is not to increase expenditures or transfers of credits between the operating, personnel and investment chapters;
      2° The purpose of which is to allow the execution of conventions, in accordance with the overall balance.
      At the first meeting of the Council, the Chairperson reported on the decisions taken in the various delegations.
      As part of its competence, the board of directors may establish commissions to which it designates the members and defines the missions.
      In accordance withArticle L. 718-12 of the Education Code, the board of directors shall have before the academic board any matter concerning the scientific policy and the policy of formation of the institution.
      The board of directors shall deliberate by a simple majority of the members present or represented.
      By exception to the previous paragraph:
      1° The absolute majority of the members in exercise is required for deliberations on statutory amendments including membership, withdrawal or exclusion of a member;
      2° The majority of two-thirds of the members present or represented is required for the deliberations regarding the adoption of the common part of the multi-year community contract with the State.


      Article 7
      Academic Council
      Article 7.1
      Composition, method of designation and election


      (a) The academic council comprises sixty members:
      1° Eight representatives of member institutions and organizations;
      2° Thirty-two representatives of professor-researchers, teachers and researchers serving in the community and/or in member institutions, of whom sixteen were elected under College A and sixteen were elected under College B as defined in College BArticle D. 719-4 of the Education Code ;
      3° Six representatives of other staff serving in the community and/or in member institutions;
      4° Six representatives of users who attend training in the community or in a member institution;
      5° Eight personalities outside the community ' s institutions, in accordance with provisions of Article L. 719-3 of the Education Code.
      The composition of the academic council ensures a balanced representation of the major disciplinary and interdisciplinary areas of the community, and the presence of at least one representative of each institution member of the community.
      (b) Among the representatives of the researchers, teachers and teachers-researchers in category 2 above:
      1° Sixteen representatives are elected in the two disciplinary sectors defined in paragraph 7.2. The election shall be carried out within each disciplinary sector by direct suffrage, in accordance with the terms set out in Article 8.1 of the present statutes. Each disciplinary sector has eight representatives, four of whom are elected under College A and four elected under College B as defined in College BArticle D. 719-4 of the Education Code ;
      2° Sixteen representatives are elected by direct suffrage, in accordance with the terms set out in Article 8.1 of the present statutes, in the framework of two statutory colleges, by eight representatives elected under College A and eight elected under College B as defined in College BArticle D. 719-4 of the Education Code.
      (c) The members of the Council sitting under category 3 above shall be elected by direct suffrage, in accordance with the terms set out in Article 8.1 of the present Statutes.
      (d) The members of the council sitting under category 4 above shall be elected by indirect suffrage, in accordance with the terms set out in section 8.2 of the present statutes.
      (e) Within three months after the election, the elected and appointed members of the academic council shall designate eight external personalities under category 5 above, of which at least four shall serve in non-French institutions of higher education or research.


      Article 7.2
      Disciplinary sectors


      To ensure the representation of the diversity of disciplines at the heart of the community's scientific project, teachers and researchers are divided into two disciplinary sectors:


      - first sector: law, economy, management, engineering sciences, exact sciences, life sciences and the environment;
      - second sector: human and social sciences, arts and heritage, architecture, design.


      It is up to the community member institutions to distribute their teachers, teachers and researchers, according to the two areas defined above, and according to the electoral colleges defined by theArticle D. 719-4 of the Education Code.


      Article 7.3
      Organization and operation


      The academic council meets at least three times a year, at the initiative of its president or, in the event of an incapacity, a vice-president.
      At its first full-training meeting, the academic council, convened under the presidency of its dean, elects its president in the college of teachers-researchers, teachers and researchers. In the event of the vacancy of the presidency, the council, convened under the presidency of its dean of age, shall elect a new president according to the same provisions.
      The President of the Academic Council may constitute an office to which he submits the composition to the vote of the Academic Council. The rules of procedure set out the functions and operating procedures of the office.
      The President may invite the academic council, with an advisory voice, to any person he or she wishes to obtain the opinion.


      Article 7.4
      Attributions


      The academic council provides the board of directors, in the form of advice, with a medium- and long-term forward-looking reflection on the direction of the community and on the implementation of its research and training missions. It may be seized by its President, by the Chair of the Board of Directors and by the Council of Members of any matter within its competence. It may report to the Board of Directors and the Board of Members on all or part of the community's training and research policy.
      It must make advance notices to the Board of Directors' deliberations on:
      1° The shared project and the multi-year contract of the community with the State;
      2° The offer of training and diplomas from the community, as well as the rules relating to doctorate and training accredited by the community;
      3° The institution's annual report on research and training activities.
      As part of its competence, the Board may establish commissions to which it designates members and defines missions. The council may decide to join these commissions of personalities chosen in or outside the community institutions. These personalities participate in the work of the committees with an advisory voice.


      Article 8
      Provisions relating to the election of elected representatives to the board of directors and to the academic council
      Article 8.1
      Elections of the representatives of teachers, researchers and teachers (categories 4° of the Board of Directors and 2° of the Academic Council) and representatives of other staff performing their functions within the community or in the member institutions (categories 5° of the Board of Directors and 3° of the Academic Council)


      The elected members of the board of directors and academic council, apart from the representatives of the users, are elected by direct suffrage, in accordance with the provisions of the articles L. 719-1 and L. 719-2 the code of education subject to the special provisions of these statutes, by a vote, which may be electronic, by secret ballot of a ballot, with proportional representation to the strongest remains, on complete lists and without bandaching.
      In order for the president of the community to stop the list of electors for the elections to the board of directors and to the academic council, the member institutions and organizations designate those of their staff who are electors and eligible. To this end, the list of community-based research and training structures is annexed to the rules of procedure of the community. Research organizations other than scientific and technological public institutions specify the distribution of their staff among the various electoral colleges concerned. For staff of public institutions with a scientific and technological character, this distribution is based on the basis used in theArticle D. 719-4 of the Education Code.
      Nomination lists are alternately composed of one person of each sex.
      Each nomination list includes representatives from at least three different institutions in the community, among the candidates occupying the top five places of the list.


      Article 8.2
      User representatives elections (categories 6° of the Board of Directors and 4° of the Academic Council)


      The electoral body is constituted by all the representatives of the users in the elected bodies of the institutions members of the community.
      The elections of the representatives of the users shall take place by indirect suffrage, by secret ballot of the list in a tower to the proportional representation, with the distribution of the remaining seats to be filled according to the rule of the strongest remains. The dressing is not allowed. Nomination lists are alternately composed of one person of each sex. The correspondence vote is allowed.
      Each nomination list includes, among the candidates occupying the first four places of the list, representatives from at least two different institutions of the community.
      The president of the community is responsible for organizing electoral operations. It is assisted by an electoral commission whose composition and competence are defined in the rules of procedure. Any judicial appeal against the elections must be preceded by an appeal filed with the President within five days of posting the results. The President shall rule on this appeal within eight days of its filing. If not, the appeal is deemed to be rejected.


      Article 8.3
      Duration of mandate


      The term of office of council members shall be four years. However, it is set at two years for the representatives of users, students and students.
      The term of the members of the boards of directors and academics is renewable immediately only once in the same board. However, the term of office of the members of the Board of Directors serving under category 1 is renewable without restriction.
      When a member of a board loses the quality for which he or she has been designated or when his or her seat becomes vacant, a new member shall be designated for the duration of the remaining term, subject to the conditions set out in the rules of procedure.


      Article 9
      Other common provisions


      The rules of procedure set out the modalities for convening, establishing and sending the agenda of the Board of Directors and the Academic Council. It may provide that members of councils participate in the sessions by means of videoconferencing or electronic communication allowing the identification of their members and their effective participation in collegial deliberation and satisfying technical characteristics ensuring the continuous and simultaneous transmission of the debates and the confidentiality of the votes when the ballot is secret. Members who participate in these proceedings are deemed to be present in the calculation of the quorum and majority required.
      The councils validly delibrate when at least half of their members are present or represented at the opening of the session. If the quorum is not reached, the Council shall again be convened on the same agenda by its President within eight days and may then validly deliberate any number of members present or represented.
      A member of a board may give power to another member of the board. No member can hold more than one proxy.
      Except as mentioned in the statutes, proceedings or notices shall be taken by a majority of members present or represented.
      Board members are free of charge. However, their travel and residence expenses may be reimbursed to them under the conditions prescribed by the regulations applicable to State officials.


      Article 10
      Council of members
      Article 10.1
      Composition


      The Council of Members brings together the heads of the community member institutions. Each head of establishment may designate a permanent alternate to replace it with a deliberate vote in the event of absence or incapacitation.
      Institutions that have entered into an association agreement with the community participate in the council of members without a deliberate vote.


      Article 10.2
      Organization and operation


      The Council of Members meets at least six times a year, on the initiative and under the chairmanship of the Chair of the Board of Directors. It may also be convened at the request of a third of its members on a specific agenda. In the event of the vacancy of the presidency, the Council of Members shall meet under the chairmanship of its dean of age.
      Each member of the Council of Members shall have one vote. The Chair of the Board of Directors has no deliberate vote.
      Council members may give power to another board member. No one can carry more than one proxy.
      The Council of Members shall meet validly when at least half of its members are present or represented. If the quorum is not reached, the council shall again be convened by its president on the same agenda within eight days and may then vote regardless of the number of members present or represented.
      The Accountant Officer, the Delegate General, the Vice-Presidents and the Chair of the Academic Council may attend the meetings of the Council of Members without a deliberate vote.


      Article 10.3
      Attributions


      The Council of Members proposes the nomination of the President or President of the COMEU for his election by the Board of Directors of the COMUE.
      The Council of Members is obligatoryly consulted prior to any deliberation of the Board of Directors to:
      1° The shared project, the common part of the multi-year community contract with the State and the signing of the multi-year contract;
      2° The offer of training and diplomas from the community as well as the rules relating to doctorate and other courses for which the community is accredited;
      3° The strategy established by the coordination components;
      4° The budget and its amendments, the table of jobs funded by the community, the financial account and the allocation of results;
      5° The rules of procedure of the community and its amendments;
      6° The amendment of the community's statutes, including membership, withdrawal or exclusion of a member and their consequences, under the conditions set out in Articles 2.2, 2.3 and 2.4;
      7° The association by convention of a new institution of higher education or research, under the conditions set out in 2.2.
      A compliance notice is required for:
      1° The adoption of the common component of the multi-year site contract;
      2° The amendment of the statutes and rules of procedure of the community, including membership, withdrawal or exclusion of a member.
      Other opinions, including the budget proposal, are simple opinions.
      The Chair may invite any person to the Council of Members that he considers useful, with an advisory vote.


      Article 10.4
      Votes


      Members' advice is obtained by a simple majority of members present or represented. However, a qualified two-thirds majority of members of the board shall be rendered to the following notices:
      1° Approval of the common part of the multi-year contract with the State;
      2° Approval of any statutory amendment, including membership, withdrawal or exclusion of a member and their consequences.


      Article 11
      Procedure for taking into account a minority opinion


      The procedure for taking into account a minority opinion may be implemented in the event of a negative vote of the board of directors of a community member institution on one of the following points:
      1° The common part of the multi-year community contract with the State;
      2° The offer of training and diplomas from the community as well as the rules relating to doctorate and other courses for which the community is accredited;
      3° The adoption of the community's annual budget;
      4° Changing the statutes of the community;
      5° The membership of a new member, the association by agreement of a new higher education or research institution, the exclusion or consideration of the withdrawal of a member.
      Implementation at the request of the institution concerned, this procedure suspends the transmission of the deliberation project to the board of directors for a period of three months with respect to points 1°, 2°, 4° and 5°, one month with respect to point 3°. During the time of this suspension, a consultation is organized within the Council of Members and each of the institutions. At the end of this suspension, the draft deliberation, in the same form or in an amended form after consultation, is again submitted to the Council of Members. In the event of an opinion favourable to the majority of the two-thirds, its implementation or transmission to the board of directors becomes imperative.


      Article 12
      Chairman


      The term of office of the president is four years. It's renewable once. The Chair chairs the Board of Directors with a deliberate vote and the Council of Members without a deliberate vote. In the board of directors, he has a preponderant vote in the event of equal suffrage. It implements the settlement policy defined by the Board of Directors.
      The President:
      1° Sets the agenda of the board of directors after consultation with the board of members, prepares its deliberations and ensures the publicity and execution of the board of directors;
      2° Represents the establishment in justice and in all acts of civil life;
      3° Prepare the budget and execute it;
      4° Submit the establishment's rules of procedure to the approval of the Board of Directors and ensure its implementation;
      5° Authority on all staff of the institution;
      6° Is an orderer of the income and expenses of the establishment;
      7° Is responsible for the proper functioning of the establishment, respect for order and security;
      8° Procedes the appointments necessary for the operation of the establishment for which no other authority has received the power of appointment;
      9° Signs contracts, conventions and transactions authorized by the Board of Directors;
      10° Report at least once per academic semester to the Board of Directors for the execution of decisions and its management.
      The President may delegate his or her authority or signature to the delegate-general, vice-presidents and staff in office at the establishment, within the limits and conditions determined by the rules of procedure.


      Article 13
      Vice-Chairs


      The Vice-Chairs are elected by the Board of Directors on the proposal of the Chair.
      They ensure, under the leadership of the president, the conduct of community policy and implement the deliberations of the board of directors in their area of competence. They report on their actions, at least once a year, to the board of directors and the academic council of the community.


      Article 14
      Delegate General


      The delegate-general is proposed by the President and appointed by the President after a notice of the Council of Members. Its powers are set by the rules of procedure.


      Article 15
      Community coordination components


      In its area of competence, each coordination component has as its main tasks to develop and propose a strategy to the Board of Directors and to coordinate the implementation of the strategic project and the specific actions of the community. Organization and operation are specified by the rules of procedure.


      Article 16
      Directions and services of the community


      The community can develop directions and services to carry out its strategic project. The organization and missions of these branches and services are specified by the rules of procedure.

    • Part III: FINANCIAL AND COMPTABLE PROVISIONS Article 17


      The community is subject to the provisions of the articles L. 719-4, L. 719-5 and R. 719-51 the Code of Education and the provisions of Article L. 719-9 of the same Code relating to a posteriori financial control.


      Article 18


      The president of the community is the main sponsor of the community budget. He may designate secondary ordonators. On this occasion, they receive funds from the community budget. The President may charge the accounting agent for the financial service of the establishment.


      Article 19
      Resources


      In addition to the planned resourcesArticle L. 719-4 of the Education Codethe resources of the community come from contributions of any kind made by members. The community can directly collect the registration fees for the trainings for which it is accredited.


      Rule 20
      Expenditure


      Community expenses include the establishment's own personal expenses, equipment and operating expenses and, in general, all expenses required for the establishment's activity and operations.


      Article 21
      Accountant


      The accounting officer of the community is appointed by a joint order of the minister in charge of higher education and the minister in charge of the budget, on the proposal of the president of the community.

    • Part IV: TRANSITIONAL AND FINAL PROVISIONS Article 22


      The new statutes are established in accordance with provisions of Article 117 of Act No. 2013-660 of 22 July 2013 amended on higher education and research.


      Article 23


      The current president on the date of entry into force of the decree approving these statutes shall remain in office until the election of the new president of the board of directors under the conditions provided for in section 24 of these statutes.


      Article 24


      The current board of directors on the date of entry into force of the decree approving these statutes shall, within a maximum period of three months after the publication of the statutes, adopt the rules of procedure.


      Rule 25


      Within a maximum period of six months from the adoption of the rules of procedure and pursuant to the latter, the president in office shall organize the elections of the directors mentioned in the 4th, 5th and 6th of Article 6.1 of these statutes. The terms of reference of the directors shall be effective from the first meeting convened for the appointment of members of categories 2° and 3°.
      Within a maximum period of two months from the election of the directors mentioned in the 4th and 5th, the president summons the administrators of categories 1st, 4th, 5th and 6th in order to make the appointment of the members of categories 2nd and 3rd.
      Within a maximum period of one month from the appointment of the members of categories 2° and 3°, he shall convene the board of directors which shall elect, under the conditions set out in section 7.1 of these statutes, the president of the community.


      Rule 26


      As of the adoption of the rules of procedure, and in accordance with the latter, the president in office at the time of publication of the statutes organizes within a maximum of six months the elections to the academic council.
