Order of 18 May 2015 on the organization of the direction of the military personnel of the marine

Vu le Decree No. 87-389 of 15 June 1987 modified for the organization of central administration services;
Vu le Decree No. 2009-1178 of 5 October 2009 amended to organize the central administration of the Ministry of Defence;
Having regard to the decision of 27 April 2014 on the organization of the Marine Staff and the organizations directly subordinate to the Chief of the Navy Staff;
Given the opinion of the National Marine Network Technical Committee of April 9, 2015,

I. - The direction of the marine military personnel includes:
1° The Navy's "Human Resources Studies and Policy" sub-direction;
2° The Personnel Management sub-direction;
3° The school and training office;
4° The office "individual financial rights".
II. - The following external bodies are removed from the direction of the military personnel of the Navy:
1° The Marine Recruitment Service;
2° The Centre of Human Resources Expertise;
3° Marine psychology department;
4° The antennas for the use of reservists.
In addition, marine training organizations are placed under the authority of the Marine Military Personnel Director. Training bodies under organic command are placed under the functional authority of the Marine Military Personnel Director.

I. - The direction of the military personnel of the Navy is headed by a Director, General Officer of the Marine Officers Corps.
He is assisted by a deputy to the Director, who the second, and two deputy directors, respectively responsible for the studies and human resources policy of the marine and personnel management.
He has a "civil personnel" advisor, who is the head of the "civil personnel" office.
In the event of the Director's absence or incapacity, the Assistant to the Director shall provide the relief.
The Assistant Director for Human Resources Studies and Policy of the Marine or the Assistant Director for Personnel Management shall be responsible for superseding the Director in the event of the absence or incapacity of the Assistant.
II. - The Director of Marine Military Personnel participates in the development of the Department's human resources policy.
He attends the Marine Major General. As such, he:
1° Propose to the Director of Human Resources of the Ministry of Defence, in collaboration with the Assistant Chiefs of Staff and after validation of the Chief of the Navy Staff, the Marine Human Resources Policy;
2° Develop the necessary elements for the development of a policy for the management of these resources, in particular in terms of staffing and flow;
3° Defines the requirements and allocates the military and civilian personnel of the marine in line with budgetary resources;
4° Ensure compliance with the established workforce and the defined payroll by adapting, inter alia, the marine human resources policy. He informed the Assistant Chief of Staff "Support and Finance" and the Director of Human Resources of the Ministry of Defence;
5° Is the interlocutor of non-marine employers for any matter related to the staff of the navy;
6° leads the implementation of the marine human resources policy and management;
7° Defines the staff condition policy;
8° Animates and coordinates social dialogue with trade union federations representative of civil personnel.
III. - Deputy Director has authority over:
1° The Schools and Training Office, responsible for the formalization of training objectives, the development of methods and means to achieve these objectives and the monitoring of their achievement by schools;
2° The "individual financial rights" office, which is responsible for oversight actions related to pay transactions and is accountable to management.
For the exercise of its functions, the Assistant to the Director has a Human Resources Expert Centre;
3° The "validation of the acquired experience" cell, responsible for the development of the policy and management of the certification devices for these acquired within the marine.
IV. - The Marine Reserves Delegate, placed with the Major General of the Navy, shall serve as adviser to the Director on reserves.

I. - The Navy ' s "Human Resources Studies and Policy" sub-direction addresses issues related to marine human resources policy, recruitment and definition of military personnel conversion mechanisms.
The sub-direction responsible for marine human resources studies and policy includes:
1° The Office "Human Resources Policy", responsible for the study, curriculum definition, and the coherence of marine human resources within the department;
2° The military staffing office, responsible for the description of military employment and military human resource flows;
3° The office "the condition of the marine staff", responsible for the monitoring and evolution of the living and working conditions of the staff, to measure its morale, to support the cohesion of the crews and the social, sociocultural and sporting support of the sailors and their families. He is responsible for the help cell for the wounded, the sick and the assistance to the marine families. He is responsible for internal dialogue in the navy;
4° The Civil Personnel Office, responsible for the management of civilian personnel, the monitoring of civilian staffing and social dialogue with trade union organizations;
5° The "management of the payroll" office responsible for the preparation of the programming and monitoring of the payroll as well as compensation studies;
6° The "financial" office, responsible for the preparation of the budget programming without payroll. It monitors and addresses related issues.
She leads the action of the Marine Recruitment Service and the Marine Psychology Service.
II. - The offices "Human Resources Policy", "military staffing", "Marine Staff Condition", "Civil Personnel" and "Salary Mass Management" work as the main area in the functional field of human resources at the central marine level and are responsible, as such, for all members of the Marine Executive Committee.

The "staff management" sub-direction manages and administers the active and marine reserve military personnel belonging to the bodies and specialty groups listed by the Decree of 30 October 1978.
In conjunction with the "Human Resources Studies and Policy" sub-direction, it participates in the implementation of the human resources direction of the Ministry of Defence in the management and administration of civilian personnel employed by the marine.
The Personnel Management sub-direction includes:
1° The "officers" office;
2° The office of "the fleet and marine crews of the ports";
3° The office of the "military reserve" to which the antennas are attached for the use of the reservists;
4° The General Regulation and Legal Affairs Office, responsible for the Regulatory Legal Board, which is responsible for the functions of the Marine Military Personnel Directorate, the preparation of pre-contentious files and litigation files for the management of legal affairs;
5° The Office "Human Resources Information Systems", responsible for the piloting of marine human resources information systems and the contribution to the development of departmental human resources information systems.
6° The Marine Personnel Evaluation Centre, which is responsible for analyzing the annual rating of officers, preparing their classification work and developing their career balance sheet.
She is the marine correspondent for the defense agency.

Are repealed:


-the decision of 5 April 2005 on the organization of the direction of the military personnel of the marine;
-the decision of 5 April 2005 on the organization of the sub-directions of the military personnel of the marine.

The Director of Military Personnel of the Navy is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
