In view of the amended decision of 26 January 1993 setting out the list of disciplines in which a practical pedagogical test is organized under theArticle 52 of Decree No. 84-135 of 24 February 1984 amended by establishing the status of teachers and hospitals in hospitals and universities;
In view of the amended decision of 18 December 2006 on the equivalence or dispensation of certain diplomas required for the recruitment of teachers and hospital staff from hospital and university centres and dental care, education and research centres,
Stop:
The positions of professor at universities and practitioners in the pharmaceutical disciplines referred to in the list annexed to this Order (annex I) are declared vacant and may be filled under the following conditions.
Professors at universities-patients in pharmaceutical disciplines who meet the condition of seniority provided for in theArticle 60 of Decree No. 84-135 of 24 February 1984 may request their transfer to the jobs listed in Schedule I under the conditions defined below.
Applicants for the transfer must, within fifteen days of the date of publication of this Order in the Official Journal (the stamp of the position being shown), address the Director of the pharmacy training and research unit and the Director General of the University Hospital Centre:
- a transfer request, downloadable on the website: http://www.enseignementsup-recherche.gouv.fr, under the heading (column on the left) "Info-ressources : teleprocedures ", then " Personnels de l'enseignement supérieur et de la recherche ", " Candidatures contest hospitalo-universitaires ", " Candidatures professor des universités-praticien hospitalier (pharmacie)" ;
- a detailed curriculum vitae not exceeding three pages;
- a list of their titles and works.
The candidates shall, within the same period, send a copy of the letter of application and the curriculum vitae:
- on the one hand, at the Ministry of National Education, Higher Education and Research, General Directorate of Human Resources, Department of Teachers' Researchers of Health disciplines (DGRH A2-3), 72, rue Regnault, 75243 Paris Cedex 13;
- on the other hand, at the National Centre for the Management of Hospital Practitioners and Management Personnel of the Hospital Public Service, Hospital Practitioners Management Department, building Le Ponant, 21B, rue Leblanc, 75737 Paris Cedex 15.
Upon the expiry of the period specified in Article 3 of this Order, the following procedure shall be applied:
For each job to be filled:
- the Director General of the University Hospital immediately submits the application(s) received to the Medical Establishment Commission;
- the director of the pharmacy training and research unit immediately seizes the board of the unit which meets in restricted training to teachers of at least equal to that of professor.
These two instances have a fifteen-day deadline to provide their views by filing, in the event of multiple applications, a classification of candidates who have received a favourable opinion.
The notices are attached to the applications and sent by the Director of the pharmacy training and research unit to the Ministry of National Education, Higher Education and Research and by the Director General of the University Hospital Centre at the National Hospital Practitioners Management Centre and management staff of the hospital public service.
Individuals of French nationality and nationals of the European Union or other States parties to the Agreement on the European Economic Area or the Swiss Confederation may apply to the competitive examinations of professors from universities-patient practitioners of pharmaceutical disciplines, in the following conditions defined by type of competition.
These conditions are appraised at the deadline for submission of applications under Article 7 below.
Type 1 competition organized in application of theArticle 61-2 of Decree No. 84-135 of 24 February 1984 (see annex II)
Candidates: lecturers from universities-patient practitioners in pharmaceutical disciplines justifying at least three years of functions in the position of activity, detachment or delegation in this body.
They must be holders of the authorization to lead research, the State Ph.D. in Pharmaceutical Sciences or the State Ph.D. in Science.
Diplomas and foreign titles allowing access to similar teacher-research functions in the higher education institutions of the country in which they are issued may be admitted in equivalence or exempt from the diplomas mentioned in the preceding paragraph. Equivalences or dispensations are granted by the competent section of the National Council of Universities for Pharmaceutical disciplines sitting in jury training pursuant to the above-mentioned decision of 18 December 2006.
Candidates must also, in order to meet the obligation of mobility, have spent at least one year of care, teaching or research activities, in France or abroad, outside the hospital and university center in which they are assigned.
Associate professors of French nationality or national of the European Union or other States parties to the Agreement on the European Economic Area or the Swiss Confederation which have performed in this capacity at least three years of actual service either full-time or part-time (Article 71 of the Decree of 24 February 1984 referred to above).
Type 2 competition organized pursuant to Article 62 a of Decree No. 84-135 of 24 February 1984 (see annex II)
Candidates: incumbent researchers and former researchers of scientific public bodies, researchers and former researchers of the Institut Pasteur and cancer control centres, as well as centres or institutions of blood transfusion in hospitals and universities and teachers-researchers who do not fall within the scope of the program. Decree No. 84-135 of 24 February 1984, justifying two years of effective functions in either of these qualities.
Candidates who have exercised, for at least two years, in a foreign institution of higher education or research, functions of teaching or research at least equivalent to those entrusted to lecturers.
Applicants to these contests must be granted the authorization to lead research or the State PhD.
Diplomas and foreign titles allowing access to similar teacher-research functions in the higher education institutions of the country in which they are issued may be admitted in equivalence or exempt from the diplomas mentioned in the preceding paragraph. Equivalences or dispensations are granted by the competent section of the National Council of Universities for Pharmaceutical disciplines sitting in jury training pursuant to the above-mentioned decision of 18 December 2006.
Type 3 competition organized pursuant to Article 62 b of Decree No. 84-135 of 24 February 1984 (see annex II)
Candidates: Hospital practitioners governed by articles R. 6152-1 to R. 6152-98 of the Public Health Code, classified at least at the 6th level of their body on 1 January of the year of the contest, having exercised a university teaching activity under the conditions provided by their particular status.
The application file is sent in a simple recommended consignment (without notice of receipt) within fifteen days of the date of publication of this Order in the Official Journal (the stamp of the authoritative position), to the Ministry of National Education, Higher Education and Research, General Directorate of Human Resources, Department of Teachers' Researchers of Health disciplines (DGRH A2-3), 72 rue Regnault, 75243 Paris Ced
The application must include the following documents:
(a) A dual copy nomination statement, downloadable on the website: http://www.enseignementsup-recherche.gouv.fr, under the heading (column on the left) "Info-ressources : teleprocedures ", then " Personnels de l'enseignement supérieur et de la recherche ", " Candidatures contest hospitalo-universitaires ", " Candidatures professor des universités-praticien hospitalier (pharmacie)" ;
(b) A photocopy of the national identity card or passport or, if not, a certificate of nationality;
(c) A photocopy of diplomas (for foreign diplomas and titles attach an application written on paper to obtain the equivalences or dispensations referred to in Article 6);
(d) An administrative certificate showing the duration of the functions required to present or copy the appointment orders;
(e) For candidates for the Type 2 competitions organized under Article 62 a of Decree No. 84-135 of 24 February 1984, presenting themselves under the teaching or research functions they have performed in a foreign institution of higher education or research, a certificate from the head of the institution considered expressly certifying that the teaching or research functions performed by the individual are of an equivalent level to those entrusted to the masters. Applications that do not include this certificate cannot be declared admissible;
(f) For candidates for the Type 3 competitions organized pursuant to Article 62 b of Decree No. 84-135 of 24 February 1984, a certificate from the head of institution certifying that the candidate has exercised or exercises a university teaching activity;
(g) A detailed curriculum vitae not exceeding three pages;
(h) Two size envelopes 162 × 229 mm, denominated at the candidate's address and were available at the current rate for more than twenty grams;
(i) To meet the mobility requirement for Type 1 competitions organized under theArticle 61-2 of Decree No. 84-135 of 24 February 1984 referred to above :
- a certificate from the president of the competent section of the National Council of Universities for Pharmaceutical disciplines to recognize the value of the establishment in which mobility is accomplished;
- a certificate from the director of the institution in which the mobility is carried out specifying the nature and duration of the activities and their full-time exercise;
(j) For hospital and academic disciplines requiring pharmacist quality, applicants must necessarily produce:
- all documents certifying that they fulfil the legal conditions for the practice of the pharmacist profession as defined in Title II of Book II of Part IV of the Public Health Code (diploma, certificates or other training titles, exercise authorization);
- a perennial certificate of registration in the pharmacist order table.
These documents are not required in the disciplines mentioned in theArticle 49-1 of Decree No. 84-135 of 24 February 1984 referred to above open to non-pharmacist candidates.
Any document in a foreign language must be translated into French.
Only records with all required parts will be reviewed.
For the application of articles 61-2 and 62 Decree No. 84-135 of 24 February 1984 referred to above, the start date of the tests is 11 May 2015.
Candidates, in a discipline whose employment at least has been filled by transfer, are notified, by individual letter, of the decrease in the number of jobs offered, or of the removal of the contest if all the jobs offered have been filled by transfer. In the latter case, the application is automatically cancelled.
Candidates who wish to withdraw their nominations may do so by the date fixed for the start of the examination, only by registered letter to the Departmental Services.
The list of candidates authorized to compete is jointly decided by the Minister of National Education, Higher Education and Research and by the Director General of the National Centre for the Management of Hospital Practitioners and Management Personnel of the Hospital Public Service.
Authorized candidates are required to submit directly, at a date and to the addresses indicated to them:
1° To all members of the competent jury:
(a) A presentation of their titles and works;
(b) Where applicable, a copy of the application for equivalence or exemption for foreign diplomas and securities;
2° To the president of the competent jury and to the rapporteurs, in addition to the above-mentioned document:
(a) A copy of the certificates, diplomas and certificates filed during the registration;
(b) To their choice, all or part of their works and from the drawings apart from their publications.
The Director General of Human Resources and the Director General of the Care Offer are responsible for the execution of this Order, which will be published and its annexes to the Official Journal of the French Republic.
