"Paris-Seine University" is a public institution of a scientific, cultural and professional nature, formed in the form of a community of universities and institutions, as defined in the articles L. 711-1 and L. 711-2 Education code.

    STATUS OF THE PUBLIC PACKING WITH SCIENTIFIC CHARACTER "UNIVERSITY PARIS-SEINE"
    Preamble


    The community of universities and institutions (COMUE) "Paris-Seine University" brings together higher education and research institutions located in a strategic territory. At the same time, part of the Paris metropolis and entrance door to the Seine valley that connects Paris to Le Havre, it intends to participate in the structuring of its territory and its national and international radiance.
    The Seine-West axis represents a major challenge to land use. The Seine River is the maritime extension of the capital and a strong identity factor that responds to the concentric development of Paris. Its demographic and economic weight makes it an essential factor: fifteen million inhabitants, one third of the national gross domestic product, more than 25% of jobs and businesses in France and 20% of French industrial employment. Seine Gateway continues to aim to connect Paris to the spaces in which global flows flow and to make its river and maritime façade a high-level territory of services, composed of a efficient port and logistics system, a renewed industry and a large basin of consumption. If the Roissy Airport - Charles-de-Gaulle, the second European airport that hosts fifty-eight million passengers each year, there is a real mobility hub for economic and urban change.
    On its territory of close proximity constituting a line of union between the Grand Paris and the Seine valley, the COMUE Université Paris-Seine has this singularity of belonging to the metropolis of the Grand Paris while offering the Parisian capital a maritime opening and, therefore, international. It covers 3,534 km2 and has two and a half million inhabitants, almost one third of whom is less than twenty years old. It brings together the departments of Val-d'Oise and the Yvelines and contributes greatly to the Seine-aval national interest operation and the regional development contract of the Seine-Oise confluence. The innovative capacity of this territory, enhanced by eleven competitiveness clusters, a technology transfer acceleration company and many incubators and nurseries, makes it a representative place of experimentation of an ideal national territory and a land of creativity favourable to the growth of most carrier markets.
    The COMUE simultaneously confirms its anchorage in the territory of Cergy-Pontoise's agglomeration community and its living interconnection with its proximity territory, becoming a " hub" of transdisciplinary hybridization (human and social sciences, management, art creation and culture, engineering, etc.), at the service of educational innovation, research of excellence and animation of innovative training programs.
    In this environment conducive to transformative actions, COMUE Université Paris-Seine contributes to the deregulation of the Paris metropolis and allows it to participate more in the major economic and innovative flows. Gathering institutions of higher education and research under various statutes, ministry and governance, it aims to enroll its members at the heart of the societal issues that cross the contemporary world and to bring a new academic model dedicated to innovation, corporate spirit and creativity.
    1° Innovation:
    In many respects, the territory of COMUE Université Paris-Seine is an election site for innovative initiatives. The Seine-Metropole port, first of all, is a project of common interest that will allow the realization of a multimodal port platform, will host logistics centers and will house activities of buildings and public works. The territory also benefits from the contribution of highly efficient and innovative competitiveness clusters: Cap Digital, Advancity, Astech, Medicen Paris Region, Finance Innovation, Mov'eo and Sytem@tic. Finally, the choice was made of a positioning of the research and development function at the nearest to the production sites. As such, the Seine-aval conducts numerous experiments in areas that resonate with the development challenges of Paris-Seine Normandie.
    Extending the actions of its territory, COMUE Université Paris-Seine repudiates innovation. Whether intellectual or technological, innovation begins with a critical distance that stimulates imagination and allows itself to break down and reverse perspective. The COMUE is thus a field of experimentation conducive to the incubation of a reimagined society.
    As such, the COMUE Université Paris-Seine reinvents the city of tomorrow by participating in the energy efficiency platform Seinergy Lab, located in the Mureaux, being a partner of the Solar decadethlon, which designs real-sized housing using the sun as the only source of energy, participating in the international workshops of urban mastery of work in Cergy-Pontoise and being recognized by the University of the United Nations as the first-of-South development.
    As a result, the COMUE offers a new pedagogy thanks to selective courses that prepare diverse and renewed elites to major social issues. Bachelors in engineering (cursus master in engineering) and management are thus set up. As for research and entrepreneurship, they are integrated into the entire curriculum. This new pedagogy relies on the work of several educational laboratories and platforms, places the student at the heart of the device and makes him an actor of his course thanks to a cognitive card he draws himself. Finally, the COMUE makes the reorientation of student stalls and the diversification of the public a major objective.
    2° Corporate spirit:
    The territory of COMUE Paris-Seine University is particularly conducive to the entrepreneurial spirit and is a true lever of competitiveness. It includes large economic poles such as those of Roissy, Cergy-Pontoise, Gennevilliers, Argenteuil, Mantes and Saint-Quentin-en-Yvelines and a strong mesh of nurseries and business hotels. Its favourite areas are mobility, automotive, aerospace, sustainable development, digital technologies, cosmetics, health, biotechnology, defence, logistics and business services.
    The first research hub of Val-d'Oise, Cergy-Pontoise's agglomeration welcomes research and development activities in innovative large groups and small and medium-sized enterprises (SMEs), about forty academic laboratories and research chairs, clusters of competitiveness related to key sectors such as digital technologies, ecomobility, onboard intelligence, cosmetics, and cosmetics. As for the Seine-aval, it enjoys a well-known know-how in aeronautics and avionics and displays a strong specialization in eco-+industry thanks to the Fabrique 21, hotel and nursery of companies related to eco-construction, the energy efficiency platform of the Mureaux, to a hub of companies specialized in water development and waste treatment (presence of Veolia and Suez)
    It is in this context favorable to the reinvention of a business spirit that COMUE Université Paris-Seine promotes risk taking, bets on the future and the renewed understanding of a decent world. Disabling disciplines, skill crossings, mobility of talent and access to collective intelligence are the key to this "take" that needs to be re-appropriated without formatting or preconceived idea.
    To do this, it finds support on the ESSEC Ventures network, the Incubator Antropia, the territorial incubator of Neuvitec, a departmental network of business nurseries, a student hub for innovation, transfer and entrepreneurship (PEPITE) created in partnership with COMUE Normandie University and Accet Val-d'Oise Technopole. It also benefits from the services of the Francilian Technology Transfer Acceleration (SATT) company "Ile-de-France Innov" and will join in tomorrow at the heart of an ecocity of innovation and entrepreneurship that declines the entire value chain of entrepreneurship and innovation.
    3° Creativity:
    Whether it is the architects and landscapers of Louis XIV, former residences of kings of France or the impressionists of the end of the 21st century, the COMUE Université Paris-Seine is part of a territory that has experienced several artistic revolutions and is now a very important legacy.
    The Palace of Versailles is home to more than ten million visitors each year, and Saint-Germain-en-Laye now houses the National Archaeology Museum. In contemporary art, the abbey of Maubuisson de Saint-Ouen-l'Aumône invites creators to connect with the spirit of the place and the marechalerie of the Ecole nationale supérieure d'architecture de Versailles organizes prestigious exhibitions. As for digital art, it is particularly present at the Château d'Auvers-sur-Oise, which offers a multimedia and interactive journey, and at the centre of the arts of Enghien-les-Bains which has become an essential hub of digital expertise and experimentation.
    In this environment that is so conducive to it, the COMUE Université Paris-Seine places creativity at the heart of its activities and makes it irrigate all its fields of competence and action. A contraction of creation and inventiveness, it allows a new understanding and an unprecedented apprehension of all social issues. In this regard, the presence of the superior national arts schools of Paris-Cergy, the architecture of Versailles and the landscape of Versailles-Marseille within the COMUE reinforces its legitimacy to defend and favour a creative approach.
    Also the COMUE Paris-Seine University carries several flagship actions. On the one hand, modelling and designing the territory by using animation in three dimensions, relying on the LabEx patrima and building a living and moving laboratory that runs through the Seine and participates in its transformation into " Seine 3.0". On the other hand, confronting cultures by hosting an institute of creation and several "fablab" thematized.
    With this threefold innovative, entrepreneurial and creative ambition, COMUE Université Paris-Seine creates an international campus of a new era that allows its community to live in an intellectual city where academic and economic actors rich in their diversity interact and interact. A true receptacle and demonstrator of the state of mind it promotes, this campus promotes networking, cross-breeding and openness of knowledge. A place of exchange and innovation, a real dating factory, it consists of architectural and cultural objects open to the city and to all public.
    Whether through this international campus or through all the projects that decline the triptych of innovation/business/creativity, the Université Paris-Seine is the indispensable instrument of rebalancing the territory of France, alongside the major academic hubs that are notably the Condorcet, Paris-Est and Paris-Saclay campuses, competing with the best Paris-based campuses and Paris-Saclay campuses.
    To this end, the Université Paris-Seine has at least two collaborative tools:
    1° Academic networks:
    First, it does not hesitate to work in a network with other groups or institutions that share its innovative, entrepreneurial and creative foundations.
    It thus creates privileged relations with the COMUE Sorbonne Paris Cité en matière de valor de la recherche et de transfert de technologie (SATT Ile-de-France Innov) and with the COMUE Normandie Université en matière d'entrepreneuriat (PEPITE).
    As a result of the same constructive and disappointing state of mind, some of its members also have bilateral ties with other institutions belonging to other groups. Thus, it is the ESSEC that develops innovative initiatives with the Central School - double degree, mastère specialized in entrepreneurship, joint research - or the UCPC that, because it houses the Graduate School of Faculty and Education (ESPE) of the Versailles Academy, places the questions of learning and education at the heart of its relations with the other universities of the Versailles Academy.
    Finally, the LabEx patrima (dedicated to the conservation and restoration of heritage) and the LabEx MME-DII (dedicated to the mathematical and economic models of dynamics, uncertainty and interactions) allow the University of Cergy-pontoise, the Ecole Supérieure des Sciences économiques et commerciales, the Ecole nationale supérieure d'architecture de Versailles, the Ecole nationale supérieure d'art
    2° Partners and partners:
    Secondly, the Université Paris-Seine enjoys important partners and partners who, because of their territorial, entrepreneurial, cultural and/or scientific proximity to COMUE members, share the same ambition and carry with it large-scale actions.
    The partners of the COMUE Université Paris-Seine are the following institutions:
    1° The International Institute of Image & Son (3IS) ;
    2° The Institut français des sciences et technologies des transports, de l' aménagement et des réseaus.
    The COMUE Paris-Seine University also has partners who, like it, wish to participate in the structuring and dynamism of the Paris Grand West and the Seine Valley. As such, they undertake to become a member of the Steering Committees of one or more of the COMUE projects and to bring their expertise to them.
    At the time of its creation, the partners of the COMUE Université Paris-Seine are:
    1° Territorial authorities:


    - the Ile-de-France region;
    - the general council of Val-d'Oise;
    - the General Council of the Yvelines;
    - the community of agglomeration of Cergy-Pontoise;


    2° Public institutions:


    - the Mantois-Seine Aval Public Development Facility;
    - Public establishment of the Palace, the Museum and the National Estate of Versailles;
    - the public establishment of the castle and the archaeology museum of Saint-Germain-en-Laye;
    - the regional centre of academic and academic works of the Versailles Academy;


    3° Business nurseries:


    - Technopole Accet Val-d'Oise;


    4° The Consular Chambers:


    - the Chamber of Commerce and Industry (CCI) of Paris Ile-de-France;


    5° Cultural and territorial institutions and associations:


    - the National Centre for Plastic Arts;
    - the Vexin Regional Natural Park;
    - the association of the Seine-Oise Confluence;
    - the castle of Auvers-sur-Oise;
    - the abbey of Maubuisson;
    - the conservatory with regional radiation of Cergy;

    • Part I: GENERAL PROVISIONS


      "Paris-Seine University" is a public institution of a scientific, cultural and professional character to which articles are applicable. L. 718-2, L. 718-3, L. 718-4 and L. 718-5 the education code and articles L. 718-7 to L. 718-15 of the same code. It is a community of universities and institutions within the meaning of these articles.
      The head office of the "Paris-Seine University" is set by deliberation of its board of directors.

    • Part II: MEMBERS AND ASSOCIATED WITH THE UNITED NATIONS COMMUNITY AND


      Article 1
      Members of the COMUE


      The COMUE Paris-Seine University has 13 initial members:
      1° The University of Cergy-Pontoise (UCP) ;
      2° The School of Economic and Commercial Sciences (ESSEC);
      3° The Institut polytechnique du Grand Paris (IPGP) ;
      4° Cergy National School of Art (ENSAC);
      5° The Ecole nationale supérieure d'architecture de Versailles (ENSAV);
      6° The Ecole nationale supérieure de paysage de Versailles (ENSPV) ;
      7° The School of Industrial Biology (EBI);
      8° The School of Electricity, Production and Industrial Management (EPMI);
      9° The Practical School of Social Service (EPSS);
      10° The Free Institute for Higher Physical Education (ILEPS);
      11° The Higher School of International Agro-Development (ISTOM);
      12° ITESCIA School;
      13° The International Higher Institute of Perfume, Cosmetics and Food Aromatics (ISIPCA).


      Article 2
      Rights of members


      Each member institution enjoys the agreements signed by the COMUE and the actions it implements within the framework of the shared joint project.
      Member institutions participate in the process of preparation and decision on the common part of the multi-year contract within the meaning of theArticle L. 718-2 of the Education Codewith a deliberative voice to the Council of Members on this issue.
      Member institutions that are not subject to the sole guardianship of the Ministry of Higher Education may be subject to a specific component of their establishment within the above-mentioned contract, while also being the main subject of a specific multi-year contract with their guardianship department.


      Article 3
      Obligations of members


      Each member shares the COMUE joint project and contributes to the execution of his or her missions as defined in Title III of the present statutes.
      To this end, it has a duty of transparency regarding research and training activities that it undertakes and regularly informs other members of the COMUE of its initiatives and projects that may be of interest to them.
      Each member is liable for an annual contribution to fund the exercise of shared and coordinated skills and the COMUE services. This assessment is determined on a distribution basis as set out in the rules of procedure.


      Article 4
      Integration, withdrawal and exclusion of the Paris-Seine University: members and associates


      Article 4.1
      Membership


      Other higher education or research institutions can join the grouping organized by the Université Paris-Seine:
      1° Either as a member, subject to approval by the Board of Directors under the conditions set out in Articles 18.4, 18.5 and 20 of these Regulations;
      2° Be as partners by signing an association agreement with the Université Paris-Seine under the conditions of acceptance provided for in articles 18.4 and 18.5 of the present statutes and in accordance with theArticle L. 718-16 of the Education Code.


      Article 4.2
      Withdrawal or exclusion of grouping


      Any member may withdraw from the COMUE and any partner may request the denunciation of the Association Agreement signed with the COMUE upon decision of its deliberative proceeding, upon the expiration of a fiscal year. He must have notified the President of the COMEU, by registered letter with acknowledgement of receipt, six months before the end of the exercise. The board of directors following receipt of the application takes note of the withdrawal decision.
      Any member of the COMUE may be excluded by a vote, on board of directors, obtained by an absolute majority of its members in office.

    • Title III: MISSIONS OF THE UNITED NATIONS COMMUNITY AND ELEMENTS


      In accordance withArticle L. 718-7 of the Education Code, COMUE Université Paris-Seine is a scientific, cultural and professional public institution that ensures the coordination of the policies of its members as provided for in article L. 718-2 of the same code.
      The objective of COMUE Université Paris-Seine is to strengthen the outreach and attractiveness of its members and to promote a new model of higher education and creative, innovative and entrepreneurial research. To achieve this, institutions are committed to coordinating their strategies and strengthening the pooling of resources in order to enable the emergence of joint projects structuring on the territory of the Seine axis. In this regard, the COMUE's actions are part of the Grand Paris and the Seine-aval national interest operation, are key elements of the territorial development contract of the Seine-Oise confluence and, finally, are articulated around the Seine Métropole port.
      This joint policy of member institutions within the COMEU does not prevent each institution from establishing or strengthening bilateral and complementary alliances with other actors in higher education and research, whether national or international.
      Members agree that the implementation by the COMUE of the missions that are assigned to it is carried out in accordance with a principle of subsidiarity whose scope is defined by each institution. The COMUE organizes its operation in accordance with the autonomy of each member institution and the principle of subsidiarity understood as posing the principle of reserved competence of members except when established by the members and, after agreement of the bodies of each of them, that the action envisaged by the COMUE has been delegated to it in a full and complete manner.


      Article 5
      Coordination of strategies of member institutions


      In order to ensure territorial coherence and to enhance their visibility and attractiveness, member institutions coordinate within the COMUE Université Paris-Seine their strategies for training, research, student life, entrepreneurship and international development.
      This coordination operates on the basis of the shared project planned for theArticle L. 718-2 of the Education Code which enjoins the COMUE to conclude a site contract. In accordance with Article L. 718-5 of the same code, the site contract includes a component that corresponds to the shared competencies and transferred to the COMUE and a specific component to each of the member institutions. This specific component is developed by each of the member institutions without the deliberation of the COMUE Board of Directors.
      In training, COMUE Université Paris-Seine presents an initial and continuing, cross-cutting and inter-institutional training offer. It also ensures the consistency of the map of the trainings of its member institutions throughout the territory.
      In terms of research and valuation, member institutions coordinate within the COMUE Université Paris-Seine all their knowledge and know-how around a structuring scientific strategy that promotes their national and international outreach. Based on the multidisciplinary expertise of its members, COMUE Université Paris-Seine also aims, in complementarity with existing enhancement tools, to accelerate innovation and strengthen the competitiveness of the sectors of the territory.
      In student life, member institutions coordinate their offer and promote the exchange of good practices. As such, COMUE Université Paris-Seine pays special attention to the material conditions offered by the institutions to their students: places of work, accommodation, restoration, sports facilities, documentary resources, cultural opening, connection of the university campus to the city and its inhabitants.
      In entrepreneurship, COMUE Université Paris-Seine encourages the sharing of initiatives between member institutions and multidisciplinary entrepreneurial projects. It generalizes and spreads the spirit of undertaking in all disciplines.
      In the field of international development, COMUE member institutions ensure the coherence of their partnerships, agree to share them when they feel it is relevant and seek to jointly improve the welcoming conditions of international students and researchers. COMUE Université Paris-Seine is also developing its own partnerships for all its member institutions.


      Article 6
      Mutualization of resources


      COMUE Université Paris-Seine pools resources available to member institutions.
      In educational matters, COMUE institutions agree to share their innovative equipment and practices, including distance learning and "MOOC".
      In documentary matters, COMUE institutions develop digital access services together and pool electronic subscriptions common to different libraries.
      In digital matters, COMUE institutions respond together to calls for projects and the COMUE hosts the high-speed network of Val-d'Oise PACRRET.
      In terms of student life and work environment offered to students, COMUE institutions agree to share a number of sports equipment, cultural initiatives and services dedicated to students.
      In research, COMUE member institutions agree to pool their technology platforms and research enhancement tools.
      In the field of lifelong training, COMUE member institutions agree to pool a number of trainings and seminars.


      Article 7
      Joint projects


      Thanks to the coordination of the strategies of its members and the pooling of some of their resources, the COMUE allows the emergence of joint projects that are structuring for higher education and research in the territories of Val-d'Oise, Yvelines and the Seine valley. It proposes on a geographical level a polycentric organization.
      As such, the COMUE is home to an international campus with a high programmatic mix of housing, de-registered workplaces and places of artistic, cultural and sports life. A true "open campus" placing creativity, innovation and entrepreneurship in its heart and allowing the crossroads of disciplines and audiences, it transfigures the city centre of Cergy-Pontoise to move the barycentre to the shores of the Oise redesigned and connected to the city centre by gentle traffic channels.
      As a result, the COMUE is home to an Institute of Advanced Studies that hosts international researchers and develops an ambitious international research policy. It also supports the development of the Institute of Political Studies through the creation of one or more masters (government and globalization, economic analysis, etc.) carried by the UCP and ESSEC. In addition, it places learning and education at the heart of its concerns and attests to it by the ESPE of the Versailles Academy sheltered by the UCP. Finally, the COMUE supports Versailles the radiation of the Institute of Creation, around its components in architecture and landscape and their partners.

    • Part IV: COMPÉTENCES OF THE COMMUNITY OF UNIVERSITY AND ELEMENTS


      For the purpose of enabling the COMUE Université Paris-Seine to carry out its missions, its member institutions transfer competences to it in a number of areas.


      Article 8
      International development expertise


      The COMUE intends to enhance the international visibility of the training and research activities of its member institutions.
      To this end, the COMUE has competence in the international promotion of their training and research offer.
      In addition, a common policy on hosting international researchers is developed within the COMEU, which houses an Institute of Advanced Studies (IEA).
      The objective of the IAE is to stimulate scientific collaboration between researchers of the COMEU members and the international scientific community. As such:
      1° It organizes thematic cycles coordinated with the research axes of the laboratories of the member institutions;
      2° It conducts a scientific policy in consultation with a scientific committee and a network of international partner laboratories;
      3° It co-organizes scientific events with its international partners;
      4° He invites internationally renowned teachers and offers them optimal housing and working conditions;
      5° It promotes exchanges of master's students, PhD students, researchers and thesis cotutelles.


      Article 9
      Training skills


      COMUE is committed to developing an innovative, cross-cutting and inter-institutional training offer. To this end, it has competences that enable it to issue multidisciplinary degrees, whether in initial or ongoing training.


      Article 10
      Research competencies


      The COMUE has expertise in research development, the transfer of innovation and the dissemination of scientific and technical culture to the general public. It also promotes the emergence and coordination of research projects that are cross-cutting, interdisciplinary and inter-institutional.
      In the area of research development, the COMUE accompanies research teams and enhances their visibility, particularly in the following areas:
      1° Support to responses to cross-cutting and structuring tenders for several COMUE institutions;
      2° Establishing open institutional archives to receive publications from researchers and PhD students and, eventually, master's students.
      With regard to the transfer of innovation, the COMUE supports technology transfer structures, especially in favour of medium-sized enterprises, very small enterprises and SMEs, and to open to all the technological platforms of member institutions.
      More generally, the COMUE is responsible for carrying out projects of common interest and managing the means they are dedicated to them. In carrying out its duties, the establishment may in particular:
      1° Participate in all forms of associations;
      2° Take participations and create affiliates entering the business areas of its members;
      3° To provide cost-effective services, to file and operate trademarks, patents and models, to market directly or indirectly the products of its activities;
      4° Provide services and facilities for the creation and development of businesses;
      5° To be entrusted by member institutions with a negotiating mandate to contract, on behalf of institutions, with public or private partners;
      6° Trust or be entrusted by one or more of the establishments to exercise one or more of its skills, including in the real estate management of the property entrusted to management.
      In the field of the diffusion of scientific and technical culture, the COMUE undertakes to:
      1° To raise awareness of the research carried out by institutions with the general public and schools, including by promoting demonstrations to enhance their experiments and productions in partnership with the media and cultural actors;
      2° Organize events of scientific and technical culture, especially during seminars, in order to allow the public to more appropriately take on innovations and scientific heritage;
      3° Develop actions in partnership with other COMUEs.


      Article 11
      Doctoral training skills


      The COMUE has competences related to the information and training of PhD students in member institutions under the Ministry of Higher Education and Research, as well as the preparation of their future professional integration.
      To this end, the COMUE is home to a doctoral studies department whose mission is:
      1° Accompanying and mentoring PhD students: informing them, organizing activities for their integration within the COMUE and their research team, offering them cross-sectional training to expand their skills and prepare their future professional integration;
      2° Ensuring dialogue between the three doctoral schools for optimal operation, an attractive establishment strategy and a mutualization of their common tasks;
      3° Establish and develop relations with the economic world for the reception of doctoral students and doctors in business;
      4° Organizing doctoral students and doctoral-business forums;
      5° Developing international relations of doctoral education: working with foreign universities, facilitating exchanges for doctoral students, developing cotutelles with foreign doctoral schools; working with IAE and the academic agency of the Francophonie for the reception development of foreign researchers; create international chairs; develop international collaborations in doctoral studies and follow European networks projects funded by the European Commission;
      6° Undertake a reflection on the PhDs of the future and new doctoral mentions;
      7° Promote the networking of the COMUE PhD students and doctors and allow them to follow training in documentary research;
      8° To accompany the publication of their work in an institutional archive base.
      To this end, the COMUE is home to three doctoral schools, which are awarded the diplomas:
      1° Doctoral School Law and Human Sciences (ED DSH);
      2° The doctoral school economics, management and mathematics (ED EMM) ;
      3° Graduate School of Science and Engineering (ED SI).
      The COMUE doctoral schools are headed by directors appointed by the president of the UCP, in accordance with Article 10 of the amended decision of 7 August 2006 on doctoral training.


      Article 12
      Skills in guidance, insertion and professional conversion


      The COMUE has skills related to orientation and training throughout life, as well as professional integration of graduates of member institutions.
      Within the framework of the "box + 3/bac - 3" and vocational orientation/insertion, the COMUE:
      1° Ensuring equal access to information to favour a chosen orientation;
      2° Develop partnerships with territorial stakeholders in training, guidance and employment to create a shared culture;
      3° Provides specific devices to promote the orientation and success of students throughout their training courses;
      4° Facilitate their professional integration by organizing events to increase knowledge of the socio-economic environment, by systematizing professional support (including young graduates) and by developing the spirit of entrepreneurship and entrepreneurial culture;
      5° Undertakes an active approach to skills development.
      As part of professional support, the COMUE participates in:
      1° The securing of professional paths by offering all devices for continuous training and validation of the acquired experience and accompanying the professional project of adults (salaries, job seekers, etc.);
      2° The accompaniment of mobility in the company by offering a offer of short qualifying courses;
      3° The development of a "skills" approach to diplomas;
      4° The development of a "skills" approach by accompanying employees in skills assessment, second-part career assessment;
      5° Recognition of skills and professional/personal experience by validating all or part of diplomas.


      Article 13
      Digital skills


      In digital matters, the COMUE has competence to promote the pooling of the resources of the member institutions and develops the technical skills it provides for the training and research of these institutions.
      In order to strengthen the services offered to member institutions, the COMUE is home to the Val-d'Oise's high-speed education and research network ( PACRRET network). In this way, services related to "IP telephony", videoconferencing, data sharing, pooling of educational resources will be developed, above the existing infrastructure.
      In order to support the educational transition of its member institutions, the COMUE creates a common service to support their various digital pedagogy services.
      In order to enhance the research of its member institutions through digital tools, the COMUE promotes the development of infrastructures and initiatives that allow to intensify research in the areas of different institutions: means of calculations, simulation spaces, technological platforms for the development of digital pedagogy.


      Article 14
      Competences in student life and work environment


      The COMUE is developing an active and committed policy on student life. To this end, it has skills related to the reception of students, their cultural, sporting and social activities, their housing and their health.
      As a result, a direction of student life (DIVE) is sheltered by the COMUE. This includes:
      1° To provide all COMUE students with the same level of information on administrative formalities, housing opportunities, health services, cultural and sports activities taking place within the institutions and in their commune, with the educational and documentary tools available to them;
      2° Increase the offer of work places - individual or collective - and life offered to students;
      3° Increase cultural offering;
      4° Enhancing associative life by promoting inter-institutional actions;
      5° Improve and diversify collective restoration;
      6° Promote intra- and inter-institutional sports practice;
      7° Develop prevention medicine with students;
      8° To provide students with access to rethought documentary resources: to issue a common reader's card, to set up a common documentary portal to report and locate the documentary resources of the COMUE libraries, to increase the free-access documentary offer and the number of places, to increase the hours and times of library opening and learning-center, to consolidate as much as possible the scattered documentary resources, to develop a common documentary policy by the charter


      Article 15
      Competences in societal responsibility


      The member institutions agree to delegate to the EU COM competences on social responsibility. Wishing to play a civic role in its election territory and to register in public debates and issues that cross society, the COMUE promotes a social, educational and environmental policy.
      First, the COMUE intends to develop a social and educational policy that will include:
      1° Strengthen equal opportunities;
      2° Offer everyone the opportunity to pursue an ambitious, qualified and personalized professional objective;
      3° Combating discrimination;
      4° Democratize access to knowledge;
      5° Promote a critical analysis of societal issues that contribute to collective and responsible reflection.
      On the second hand, the COMUE intends to make sustainable development a founding principle, in resonance with territorial projects and within the framework of the national ecological transition strategy towards sustainable development 2014-2020.
      The areas covered by COMUE in sustainable development include:
      1° Energy;
      2° River planning;
      3° Mobility;
      4° Education for sustainable development;
      5° The city of tomorrow.

    • Title V: GOVERNANCE OF THE UNIVERSITY COMMUNITY AND ELEMENTS


      Article 16
      President of the establishment


      Article 16.1
      Election of the president of the establishment


      COMUE Université Paris-Seine is headed by a President elected by the Board of Directors among its members. The President is elected for a term of five years, renewable once.
      The President's election is acquired by a majority of 60% of the Board members present or represented in the first round and by a simple majority in the following rounds.


      Article 16.2
      Competences of the Establishment Chair


      The President directs the COMUE within the strategic directions defined by the Board of Directors. As such:
      1° He chairs the board of directors, sets out the agenda of his sessions, prepares its deliberations and ensures its execution;
      2° It represents the COMEU in respect of third parties and in justice and in all acts of civil life;
      3° It prepares and executes the budget;
      4° It reports annually to the Board of Directors on the execution of decisions and its management;
      5° He has authority over all COMUE personnel and appoints all COMUE functions for which no other authority has been granted the power of appointment;
      6° He is the agent of expenses and revenues;
      7° He is responsible for the proper functioning of the COMUE, respect for order and security;
      8° It signs the contracts, conventions and transactions authorized by the Board of Directors;
      9° It submits the COMUE rules of procedure to the approval of the Board of Directors and ensures its implementation;
      10° He may designate mission officers;
      11° It may delegate its authority or signature to the Vice-Presidents, to the Heads of Directorates and Services of the COMEU, and to any person designated to perform responsibilities within the COMEU, in accordance with the laws and regulations.
      In the event of a permanent vacancy or incapacity, a new Chair shall be appointed by the Board of Directors for the remaining term of office.


      Article 16.3
      Executive Office


      In order to assist the president in all his missions and to prepare the meetings of the various bodies of the COMUE, an executive office meets at least once a month and includes, in addition to the president of the COMUE, the president of the UPU, the director general of the ESSEC, the president of the IPGP and a representative of one of the schools dedicated to creation (ENSAV, ENSAC, ENSPV). The President of the UCP and the Director General of ESSEC take the title of Executive Vice-President of the COMUE.


      Article 17
      Vice-Presidents of the establishment


      In addition to the two executive vice-presidents referred to in Article 16.3, the COMUE Université Paris-Seine has several vice-presidents responsible for specific missions.
      On the proposal of the Board of the members of the COMEU, which ensures a fair representation of the member institutions, the Vice-Presidents are elected by the Board of Directors by a simple majority.
      The COMUE Université Paris-Seine has a vice-president in charge of digital issues and resources.
      In order for most of the poles that gather the COMUE member institutions to be represented, the president of the COMUE, the vice-president in charge of digital issues and resources and the president of the academic council must each belong to the University of Cergy-Pontoise, ESSEC and an engineering school.
      In the event of a vacancy or permanent incapacity, the Board of Directors shall make its replacement under the conditions provided for in that regard.


      Article 18
      Board of Directors


      COMUE Université Paris-Seine is administered by a board of directors that determines the policy of the institution, approves its budget and controls the execution.


      Article 18.1
      Composition of the Board of Directors


      The Board of Directors of COMUE Université Paris-Seine is composed of forty-six members:
      1° Ten representatives of the member institutions distributed as follows:
      (a) Two UCP representatives;
      (b) Two ESSEC representatives;
      (c) Two IPGP representatives;
      (d) A representative from one of the five EBI, EPMI, ILEPS, ISTOM, EPSS schools;
      (e) A representative from ENSAV;
      (f) A representative from the ENSPV;
      (g) A representative from ENSAC;
      2° Of five qualified personalities designated jointly by the members mentioned in 1°;
      3° Seven representatives of companies, territorial authorities and public intercommunal cooperation institutions and associations. These representatives include:
      (a) A representative of the Ile-de-France Regional Council;
      (b) A representative of the General Council of Val-d'Oise;
      (c) A representative of the Yvelines General Council;
      (d) A representative of the Cergy-Pontoise community.
      Companies and associations whose representatives sit on the board of directors are designated by a statutory deliberation of the board of directors, on the proposal of the representatives of each establishment designated at 1°;
      4° Of twelve representatives of research teachers, teachers and researchers in the COMEU or in the member institutions, or both in the COMEU and one of the member institutions, distributed as follows:
      (a) Four representatives of the UCP;
      (b) Four ESSEC representatives;
      (c) Four representatives from the other member institutions, including at least two representatives from the PGPF.
      The twelve representatives mentioned in a, b and c are elected in two separate colleges, as defined in theArticle D. 719-4 of the Education Codeaccording to a detailed distribution in the rules of procedure;
      5° Six representatives of other staff serving in the COMEU or in member institutions and distributed as follows:
      (a) Three representatives of UCP and ESSEC, including at least one from UCP and one from ESSEC;
      (b) Three representatives from other member institutions, including at least one from the IPGP;
      6° Of six user representatives distributed as follows:
      (a) Three representatives of UCP and ESSEC, including at least one from UCP and one from ESSEC;
      (b) Three representatives from other member institutions, including at least one from the IPGP.
      The President of the COMUE may ask any person he or she wishes to collect the notice to attend the Council meetings with an advisory voice.
      The Director General of Services and the accounting officer of the COMUE participate in the Board of Directors with an advisory voice.
      The rector of the Versailles Academy, Chancellor of Universities, attends or is represented at the meetings of the Board of Directors.


      Article 18.2
      Appointment of Board members


      The members of the board of directors mentioned in the 4th, 5th and 6th of Article 18.1 of the present statutes shall be elected by indirect suffrage by a college of great electors, constituted by the elected members of the boards of directors, or by the bodies taking place, in the corresponding colleges, of the member institutions.
      When a member does not include in his or her board of directors, or in the organ in lieu of a particular class, he or she designates the major electors to elect representatives in the corresponding category of the board of directors.
      All personnel and users are eligible to be registered on the lists of electors of the institutions to which they belong.
      The election shall take the form of a list ballot in the electoral colleges established in the member institutions mentioned in the first paragraph of this article. In accordance withArticle L. 719-1 of the Education Code, it is a list vote in one round by college, with proportional representation to the strongest remaining, possibility of incomplete lists and without dressing.


      Article 18.3
      Duration of mandates


      For all elected and non-elected members, the term of office is five years that begin and ends at the same time as the President of the COMUE. By exception, the term of office of users elected to the board of directors is two years.
      The mandates begin at the first meeting of the board of directors convened for the election of its president.


      Article 18.4
      Jurisdictions of the Board of Directors


      By its deliberations, the Board of Directors administers the COMEU. In this capacity, it deliberates, inter alia, on:
      1° The general guidelines of the COMUE, its strategy and the implementation of its missions;
      2° The adoption of the COMUE shared project and the site contract;
      3° The general organization and operation of the COMEU;
      4° The COMUE rules of procedure;
      5° The accession of a new member and the setting of the conditions of such membership and the exclusion of a member of the COMUE;
      6° Terms and conditions for withdrawal of a member;
      7° Any application for association within the meaning of theArticle L. 718-16 of the Education Codeits principle and its modalities;
      8° The denunciation of an association convention and its principle and terms;
      9° The COMUE budget and its amendments, the financial account and the allocation of results;
      10° General terms and conditions of employment of COMUE personnel, including contractual agents;
      11° The alienations of buildings;
      12° Building leases;
      13° The alienations of movable property;
      14° Acceptance of gifts and bequests;
      15° Participation in organizations with moral personality;
      16° Contracts and conventions;
      17° Legal actions and transactions as well as recourse to arbitration in cases of disputes arising out of contract execution;
      18° Annual Activity Report;
      19° The modification of the COMUE headquarters;
      20° The establishment of ad hoc committees or working groups;
      21° The designation of a member higher education institution whose disciplinary section is competent to examine the facts leading to prosecutions by teachers-researchers, teachers or users, at COMUE premises and premises.
      Within the limits it determines, the Board of Directors may delegate to the Chair some of the responsibilities 9 to 18 referred to in the previous paragraph and, in particular, the amended decisions of the budgets:
      1° The purpose of which is not to increase expenditures or transfers of credits between the operating, personnel and investment chapters;
      2° Or that are intended to allow the execution of conventions, in accordance with the overall balance.
      At the following meeting of the Board of Directors, the President of the COMEU reports on the decisions made pursuant to these different delegations.


      Article 18.5
      Meetings and deliberations of the Board of Directors


      The Board of Directors meets at least twice a year on the convocation of its President. It may also meet at the request of a third of its members, at the convocation of the President.
      The summons is made by e-mail addressed at least two weeks before the date of the meeting.
      It specifies the agenda that can be modified until the day of the session by the President. Documents required for administrator information may be sent electronically.
      The board of directors may only validly deliberate if at least half of its members in exercise are present or represented or participate in the session by means of videoconferencing or electronic communication under detailed conditions in the rules of procedure allowing the identification of these directors and their effective participation in collegial deliberation.
      If the quorum is not reached at the opening of the session, the board shall be reconvened on the same agenda within fifteen days. It then deliberates validly, regardless of the number of members present or represented.
      Members of the board of directors may give a power of attorney to another member of the board. Each board member may not be carrying more than three proxys.
      Each member has a voice on the board of directors. The president has a preponderant voice in the event of equal sharing of votes. The deliberations are taken by a majority of the members present or represented.
      By exception, decisions relating to the modification of the COMEU statutes, such as those relating to membership, withdrawal or exclusion of a member, shall be taken by an absolute majority of the members in exercise.
      By exception, decisions relating to:
      1° In the election of the President of the COMEU;
      2° In the election of the Vice-Presidents of the COMUE;
      3° When the COMUE rules of procedure are adopted or amended.


      Article 18.6
      Commissions


      The Board of Directors has a standing committee on means. This commission is responsible for informing the President of the COMUE and helping him prepare the deliberations of the Board of Directors.
      The board of directors may establish any commissions that it considers useful.
      The competence and operation of each commission shall be determined by the rules of procedure of the COMEU.


      Article 19
      Academic Council


      Article 19.1
      Composition


      The academic council is composed of sixty and one members.
      1° Eight representatives of member institutions and COMUE components distributed as follows:
      (a) Three representatives of the doctoral studies department, each of which is from one of the three PhD schools of the COMUE and which is designated within the executive boards of each of them;
      (b) A representative of the UCP that is designated within its Board of Directors;
      (c) A representative of the ESSEC who is appointed to its Board of Directors;
      (d) A designated IPGP representative within its Board of Directors;
      (e) A representative from one of the five EBI, EPMI, ILEPS, EPSS, ISTOM designated within their respective boards of directors;
      (f) A representative of one of the three ENSAV, ENSAC, ENSPV schools designated within their respective boards of directors;
      2° Eight external personalities distributed as follows:
      (a) A representative of each territorial authority represented on the Board of Directors of the COMUE;
      (b) Four representatives of economic activities, two of which must be from the trade union organizations of employers and employees;
      (c) Two qualified personalities 2° of Article L. 719-3 of the Education Code ;
      (d) A representative of social economic organizations, scientific and cultural associations or major public services;
      3° Thirty-five representatives of professor-researchers, teachers and researchers in the COMEU or in member institutions, or both in member institutions and the COMUE, and distributed as follows:
      (a) Nine representatives of the UCP that ensure the representation of each of its components: training and research unit (UFR) economics and management, UFR law, UFR languages and international studies, UFR letters and human sciences, UFR sciences and techniques, university institute of technology, education institute, ESPE of the Academy of Versailles, institute of political studies ("Science-Po Saint-Germain-en-Laye");
      (b) Nine representatives of the School of Economic and Commercial Sciences (ESSEC);
      (c) Seven IPGP representatives;
      (d) A representative of ENSAC;
      (e) A representative of ENSAV;
      (f) A representative of the ENSPV;
      (g) An EBI representative;
      (h) A representative of the EPMI;
      (i) A representative of the EPSS;
      (j) A representative of ILEPS;
      (k) A representative of the ISTOM;
      (l) A representative of ISCIA;
      (m) A representative of ISIPCA.
      These thirty-five representatives are elected in two separate colleges, as defined in theArticle D. 719-4 of the Education Codeaccording to a detailed distribution in the rules of procedure;
      4° Of five representatives of other staff serving in the COMEU and/or in member institutions and distributed as follows:
      (a) A representative of the UCP;
      (b) A representative of ESSEC;
      (c) A representative from the IPGP;
      (d) A representative from one of the five EBI, EPMI, ILEPS, ISTOM, EPSS schools;
      (e) A representative from one of the three schools ENSAV, ENSPV, ENSAC;
      5° Five representatives of users who attend training in the COMUE or in a member institution and distributed as follows:
      (a) A representative of the UCP;
      (b) A representative of ESSEC;
      (c) A representative from the IPGP;
      (d) A representative from one of the five EBI, EPMI, ILEPS, ISTOM, EPSS schools;
      (e) A representative from one of the three schools ENSAV, ENSPV, ENSAC.
      On the proposal of the President of the COMUE, the academic council elects its president by a simple majority, whose term expires on the expiration of that of the elected representatives of the academic council staff. The President of the Academic Council may not belong to the same institution as the President of the COMUE. It is necessarily from the University of Cergy-Pontoise, ESSEC or an engineering school.
      On the proposal of the President of the Academic Council, thematic commissions whose members are from the Academic Council are responsible for clarifying the Council as necessary.


      Article 19.2
      Designation of members of the academic council


      The members of the academic council referred to in the 3rd, 4th and 5th of Article 19.1 of the present statutes shall be elected by indirect suffrage by a college of great electors constituted by the elected members of the boards of directors, or by the bodies taking place in the corresponding colleges of the member institutions of the COMUE.
      When a member does not include in his or her board of directors, or in the organ in lieu of a particular class, he or she designates the major electors to elect representatives in the corresponding category of the board of directors.
      All personnel and users are eligible to be registered on the lists of electors of the institutions to which they belong.
      The election takes the form of a list vote in the electoral colleges formed in the member institutions. When a single seat is to be filled in a specific college, the election shall take place by majority vote.


      Article 19.3
      Duration of mandates


      For all elected and non-elected members of the academic council, the term of office is five years, beginning and ending at the same time as that of the President of the COMUE. By exception, the term of office of users elected to the board of directors is two years.
      The mandates begin at the first meeting of the academic council following the meeting of the board of directors convened for the election of the president of the COMEU.


      Article 19.4
      Attributions


      The academic council assists the board of directors and provides an advisory role for the competencies transferred to the COMUE. He also gives his opinion on the COMUE shared project and its site contract.
      In accordance withArticle L. 712-6-1 of the Education Code, the academic council also issues advice on the orientations of the training, research, dissemination of scientific, technical and industrial culture and scientific and technical documentation, on the application for accreditation mentioned at theSection L. 613-1 of the Education Code and the settlement contract. He proposed to the Board of Directors a multi-year disability policy framework that covers all areas of disability.


      Rule 20
      Council of members


      In accordance withArticle L. 718-13 of the Education Code, COMUE Université Paris-Seine includes a council of members who bring together a representative of each of its members. The Vice-Presidents of the COMUE are permanent guests.
      The Council of Members is associated with the preparation of the work and the implementation of the decisions of the Board of Directors and the Academic Council.
      The Council of Members shall be consulted on the following matters:
      1° The definition and implementation of the shared projectArticle L. 718-2 of the Education Code ;
      2° The signing of the multi-year contractArticle L. 718-2 of the Education Code ;
      3° The common part of the multi-year contract;
      4° Any changes to these statutes including, inter alia, the accession of new higher education institutions or research organizations, the withdrawal or exclusion of a member;
      5° The adoption of the COMUE budget.
      A notice of board members is required to:
      1° The adoption of the common component of the multi-year site contract;
      2° An amendment to the statutes, including membership or exclusion of a member;
      3° Adoption or amendment of the rules of procedure.
      Other opinions, including the budget proposal, are simple opinions.
      The Council of Members shall meet at least three times a year, at the convocation of its President, who shall determine its agenda. It is also convened at the request of at least one third of its members on an agenda determined in accordance with the terms and conditions specified in the rules of procedure.
      The Council of Members is chaired by the Chair of the Board of Directors, who, however, does not have a deliberate vote.
      When the chair cannot preside over a meeting of the board, his or her functions shall be performed by one of the members of the board under the conditions referred to in the rules of procedure.
      Council members may give power to another board member. No one can carry more than one proxy.
      The Board shall meet validly if at least half of the members are present or represented. If the quorum is not reached at the opening of the session, the board will be reconvened on the same agenda within one week. It then meets validly, regardless of the number of members present or represented.
      Each member serving on the board has a voice.
      Counsel's advice is obtained by a simple majority of its members present or represented. However, a qualified majority of two-thirds of the members of the board shall render the following notices:
      1° Approval of the common part of the multi-year contract with the State;
      2° Approval of any statutory amendment:
      (a) Including the accession of new higher education institutions or research organizations, the withdrawal or exclusion of a member and their consequences; or
      (b) As a result of the creation of a component by the Board of Directors, where applicable.


      Article 21
      Administrative management of the COMUE


      The Director General of Services is appointed by the President of the COMUE. Under the authority of the institution, he is responsible for the management of the institution.
      The accounting officer shall be appointed, on the proposal of the President, by a joint order of the Minister for Higher Education and the Minister for Budget. The Chief Financial Officer may, by a decision of the President or Director, perform the functions of Chief Financial Officer of the institution.

    • Title VI: ORGANISATION DE LA COMMUNAUTÉ D'UNIVERSITÉS ET ÉTABLISSEMENTS


      COMUE Université Paris-Seine includes branches and services whose organisation and operation are provided for by the rules of procedure.
      It can also include several components called "departments".


      Article 22
      The Doctoral Studies Department


      The COMUE Université Paris-Seine includes a component in charge of doctoral issues and known as the "Department of Doctoral Studies".
      It is composed of three doctoral schools:
      1° Doctoral School Law and Human Sciences;
      2° Doctoral School of Science and Engineering;
      3° The doctoral school economics, management and mathematics.
      The doctoral studies department is administered by a board of directors whose mission is to determine the general policy of the institute, in accordance with that of the COMUE.
      The doctoral studies department determines its internal structures and statutes that must be approved by the COMUE Board of Directors.

      COMUE resources


      Article 23.1
      Human resources


      In accordance withArticle L. 718-4 of the Education Code, each institution and member organization shall, in accordance with its own rules and in accordance with the statutory provisions applicable to them, designate officers who are required to perform all or part of their duties within the community of universities and institutions.
      These officers, who remain in a position of activity in their establishment or organization, are placed, for the exercise of their activity within the community of universities and institutions, under the authority of the president of that community.

      Financial resources

      Provisions applicable


      COMUE Université Paris-Seine is subject to the provisions of articles L. 719-4 and L. 719-5 and those of thearticle R. 719-51 of the Education Code, as well as the provisions of Article L. 719-9 of the same Code relating to a posteriori financial control.


      Article 23.2.2
      Income


      The institution's resources include:
      1° Contributions of any kind of members;
      2° Grants;
      3° Registration rights to training for which the COMUE is accredited;
      4° Learning Tax products;
      5° The product of participation in continuing vocational training;
      6° Resources obtained for participation in national or international research programmes;
      7° The product of research or research valuation contracts;
      8° Products of patents and licences;
      9° Compensation for services rendered;
      10° Donations and bequests;
      11° The product of alienations;
      12° The proceeds of participation.
      These resources are not limited and may include any other resource authorized by the laws and regulations in force.


      Article 23.2.3
      Expenditure


      The expenses of the establishment include the costs of its own personnel, equipment and operating expenses and, in general, all expenses necessary for its activities.
      The annual initial budget and revisions over the course of the year, subject to the Board of Directors' deliberation, must be balanced in revenues and expenditures.

    • Part VIII: OTHER PROVISIONS


      Article 24
      Rules of procedure


      A general rules of procedure of the COMUE specify the modalities for the application of these statutes.
      It is adopted by a majority of the members in exercise of the Board of Directors.
      This regulation may be amended on a proposal by the President of the COMEU or by the third party of the members in office of the Board of Directors. The amendments are then approved in the same form as those of its adoption.
