In view of the amended decision of 27 December 1999 setting out the list of disciplines in which a practical pedagogical test is organized under theArticle 12 of Decree No. 90-92 of 24 January 1990 amended to provide for the status of teachers and hospital staff in hospital and university health care, education and dental research centres;
In view of the amended decision of 18 December 2006 on the equivalence or dispensation of certain diplomas required for the recruitment of teachers and hospital staff from hospital and university centres and dental care, education and research centres;
In light of the June 26, 2012 Order on the Management of Teachers and Hospitals Personnel of Hospital and University Centres and Teachers and Hospitals of the Centres for the Care, Teaching and Dental Research of Hospital and University Centres of the National Management Centre on behalf of the Minister for Health,

The positions of professor at universities and practitioners in dental care, education and research centres designated in the list annexed to this Order (annex I) are declared vacant and may be filled under the conditions indicated below.
University professors - hospital practitioners of dental care, education and research centres that meet the age requirement set out in theArticle 20 of Decree No. 90-92 of 24 January 1990, may apply for their transfer to the jobs listed in Appendix I, under the conditions defined below.
Applicants for the transfer must, within fifteen days of the date of publication of this order in the Official Journal (the stamp of the position being authentic), the Director of the Odontology Training and Research Unit and the Director General of the University Hospital Centre:
- a transfer request, downloadable on the website: http://www.enseignementsup-recherche.gouv.fr, under the heading "INFO-RESSOURCES : teleprocedures ", then " Personnels de l'enseignement supérieur et de la recherche ", " Candidatures concours hospitalo-universitaires ", " Candidatures professeur des universités-praticien hospitalier odontologie" ;
- a detailed curriculum vitae not exceeding three pages;
- a list of their titles and works.
The candidates shall, within the same period, send a copy of the letter of application and the curriculum vitae:
- on the one hand, at the Ministry of National Education, Higher Education and Research, General Directorate of Human Resources, Department of Teachers' Researchers of Health disciplines (DGRH A2-3), 72, rue Regnault -75243 Paris Cedex 13;
- on the other hand, at the National Centre for the Management of Hospital Practitioners and Management Personnel of the Hospital Public Service, Hospital Practitioners Management Department, building Le Ponant, 21B rue Leblanc, 75737 Paris Cedex 15.
Upon the expiry of the period specified in Article 3 of this Order, the following procedure shall be applied:
For each job to be filled:
- the Director General of the University Hospital immediately submits the application(s) received to the Medical Establishment Commission;
- the director of the odontology training and research unit immediately seizes the board of the unit which meets in restricted training to teachers of at least equal to that of professor.
These two instances have a fifteen-day deadline to provide their views by filing, in the event of multiple applications, a classification of candidates who have received a favourable opinion.
The notices are attached to the application files and sent by the Director of the Odontology Training and Research Unit to the Ministry of National Education, Higher Education and Research, and, by the Director General of the University Hospital Centre at the National Centre for Hospital Practitioners Management and Public Hospital Officers Management.
Individuals of French nationality and nationals of the European Union or other States parties to the agreement on the European Economic Area or the Swiss Confederation may apply to the competitive examinations of professors from universities-patient practitioners in the centres of care, education and dental research, in the following conditions defined by type of examination.
Type 1 competition organized in application of theArticle 21 of Decree No. 90-92 of 24 January 1990 (see annex II)
Applicants must, on the closing date of submission of applications set out in Article 7 below:
1° Be holders of the authorization to lead research or state doctorate.
Diplomas and foreign titles allowing access to similar teacher-research functions in the higher education institutions of the country in which they are issued may be admitted in equivalence or exempt from the diplomas mentioned in the preceding paragraph. Equivalences or dispensations are granted, as the case may be, by the competent subsection or intersection of the National Council of Universities for the odontological disciplines sitting in jury training pursuant to the above-mentioned decision of 18 December 2006;
2° Being lecturers at universities-patient clinics in dental care, teaching and research centres or professors of the first degree of dental surgery - odontologists of dental counselling and treatment services and justify at least three years of functions in the position of activity, detachment or delegation in one of these bodies.
Can also make an application, the associate professors of French nationality or nationals of the European Union or other States parties to the agreement on the European Economic Area or the Swiss Confederation which have performed in this capacity at least three years of actual service either full-time or part-time (art. 29).
Candidates must also, in order to meet the obligation of mobility, have exercised for at least one year, outside the university hospital centre in which they are assigned, care or research activities in France or abroad, excluding dental activities in private health institutions that do not participate in the public hospital or city client service.
Type 2 competition organized in application ofArticle 21-2 of Decree No. 90-92 of 24 January 1990 (see annex II)
Candidates who have exercised, for at least two years, in a foreign institution of higher education or research functions of at least one level equivalent to those entrusted to lecturers may be admitted.
Applicants to these contests must be granted the authorization to lead research or the State PhD.
Diplomas and foreign titles allowing access to similar teacher-research functions in the higher education institutions of the country in which they are issued may be admitted in equivalence or exempt from the diplomas mentioned in the preceding paragraph. Equivalences or dispensations are granted, as the case may be, by the competent subsection or intersection of the National Council of Universities for the odontological disciplines sitting in jury training pursuant to the aforementioned decision of 18 December 2006.
The application file is sent in a simple recommended consignment (without notice of receipt) within fifteen days of the date of publication of this Order in the Official Journal (the stamp of the position being authentic) to the Ministry of National Education, Higher Education and Research, General Directorate of Human Resources, Department of Teachers' Researchers of Health disciplines (DGRH A2-3), 72 rue Regnault, 75243 Paris Ced
The application must include the following documents:
(a) A dual copy nomination statement, downloadable on the website: http://www.enseignementsup-recherche.gouv.fr, under the heading "INFO-RESSOURCES : teleprocedures ", then " Personnels de l'enseignement supérieur et de la recherche ", " Candidatures concours hospitalo-universitaires ", " Candidatures professeur des universités-praticien hospitalier odontologie" ;
(b) A photocopy of the national identity card or passport or, if not, a certificate of nationality;
(c) A photocopy of diplomas (for foreign diplomas and titles, attach an application written on paper to obtain the equivalences or dispensations referred to in Article 6);
(d) An administrative certificate showing the duration of the functions required to present, copy of the appointment orders;
(e) For candidates who wish to be enrolled in a hospital discipline different from the academic discipline, an application written on free paper specifying the title of the university and hospital disciplines considered (the academic discipline being the one indicated on the declaration of application) and that this hospital discipline should be included in respect of their name in the case of registration on the admission list mentioned in the application listArticle 25 of Decree No. 90-92 of 24 January 1990 ; only candidates enrolled in the hospital discipline concerned may apply the jobs referring to this discipline at the hospital level;
(f) A detailed curriculum vitae not exceeding three pages;
(g) Two size envelopes 162 × 229 mm, denominated at the candidate's address and were available at the current rate for more than twenty grams;
(h) To meet the mobility requirement for Type 1 competitions organized under theArticle 21 of Decree No. 90-92 of 24 January 1990 a certificate from the Director of the Host Institution specifying the nature and duration of the activities.
Any document in a foreign language must be translated into French.
Only records with all required parts will be reviewed.
For the application of articles 21 and 22 Decree No. 90-92 of 24 January 1990 referred to above, the starting date of the tests is 23 March 2015.
Candidates, in a discipline whose employment at least has been filled by transfer, are notified, by individual letter, of the decrease in the number of jobs offered, or of the removal of the contest if all the jobs offered have been filled by transfer. In the latter case, the application is automatically cancelled.
Candidates who wish to withdraw their nominations may do so by the date fixed for the start of the examination, only by registered letter to the Departmental Services.
The list of candidates authorized to compete is jointly decided by the Minister of National Education, Higher Education and Research and by the Director General of the National Centre for the Management of Hospital Practitioners and Management Personnel of the Hospital Public Service.
Authorized candidates are required to submit directly, at a date and to the addresses indicated to them:
1° To all members of the competent jury:
(a) A presentation of their titles and works;
(b) Where applicable, a copy of the application for equivalence or exemption for foreign diplomas and securities;
(c) Where applicable, a copy of the application referred to in the e of Article 8 above;
2° To the president of the competent jury and to the rapporteurs, in addition to the document referred to above;
(a) A copy of the certificates, diplomas and certificates filed during the registration;
(b) To their choice, all or part of their works and from the drawings apart from their publications.
The Director General of Human Resources and the Director General of the Care Offer are responsible for the execution of this Order, which will be published, as well as its annexes, in the Official Journal of the French Republic.
