Judgment of 13 January 2015 fixing the regulation, nature and program of the professional examination tests for access to the body of the superior technicians of the studies and operation of civil aviation

Pursuant to the provisions set out in the 3rd of Article 4 of the amended Decree of 27 March 1993 referred to above, the regulation, nature and program of the tests of the professional examination for the access to the body of the superior technicians of the studies and the operation of the civil aviation are fixed in the following terms.

The professional examination shall be open, after notice of the Minister responsible for the Public Service, under the conditions set out in thearticle 2 of the decree of 19 October 2004 referred to above.
Members of the professional review panel are appointed by order of the Minister for Civil Aviation.
Members of the jury are appointed for a maximum period of four years. In the event of a major impossibility of replacing a member at the end of his term, the Minister may make a decision to extend the period for an additional year.
The jury is presided over by an official from a classed body A or a contracting officer of the same level assigned to the General Directorate of Civil Aviation or to the General Council of the Environment and Sustainable Development.
The decision appointing the jury shall designate as Vice-President the member(s) of the jury replacing the president in the event that the president is unable to perform his duties.
In addition, the jury includes three or four members of the public servants or contract agents of the General Directorate of Civil Aviation, the Meteorological France Public Institution or another administration.
Qualified proofreaders and examiners can be deputy to the jury. They may participate in the deliberations with an advisory voice.

The Minister for Civil Aviation shall determine the list of candidates authorized to compete.

The professional examination includes a written examination of eligibility and two oral examinations.
The nature of the tests, their duration and the coefficients applicable to them shall be as follows:

In the course of the registration, applicants must choose a test from the five proposed to the written eligibility test.

A rating of 0 to 20 is assigned to each of the tests. Each rating is multiplied by the coefficient provided for in Article 4 above.

At the end of the written examination of eligibility, the jury alphabetically sets out the list of candidates authorized to take part in the oral examinations.
No person may be declared eligible if he or she has not obtained a score of at least 5 out of 20 at the mandatory written test.
Candidates declared eligible are summoned individually.

At the end of the oral examinations of admission, the jury determines by order of merit the list of candidates definitively admitted. It may establish a supplementary admission list.
No one may be declared admitted if he has not participated in all the mandatory oral examinations of admission and obtained a number of points at least equal to 100 for all the tests, a score at least 5 out of 20 for the interview with the jury and a score at least equal to 8 out of 20 for the English oral test.

The December 13, 2012 order setting out the regulations and program of the professional examination for the recruitment of senior civil aviation technicians as well as the schedule thereto are repealed.

The Director General of Civil Aviation is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.

    PROGRAMME OF THE PROFESSIONAL EXPENDITURE OF SUPERIOR TECHNICIANS AND THE EXPLOITATION OF CIVILE AVIATION
    ADMISSIBILITY


    I. - Mandatory written proof


    The candidate must select one of the tests listed below:


    I-1. Air circulation (duration: 2 hours, coefficient: 4)


    International regulatory context:
    Generalities and roles of major organizations: OACI (annex), EASA (SERA), Eurocontrol.
    Air traffic regulations:
    Air rules:


    - visual flight rules (VFR): VFR day, night and special, aircraft and helicopter. VMC flight conditions;
    - instrument flight rules (IFR);
    - the different altimetric layers (QFE, QNH, 1013) and associated levels (height, altitude, FL, altitude and transition level);
    - the ICAO flight plan (duties, deadlines, and associated messages);
    - organization and classification of the various airspaces (controlled, uncontrolled, special status, ZIT/ZRT, etc.).


    CA services:


    - definitions of three services and five functions;
    - the service of control; roles of organizations: regional control, approach and aerodrome. Phraseology;
    - the flight information service; the AFIS service;
    - Alert service, emergency messages;
    - organization of the SAR.


    Aeronautical information:


    - national organization;
    - permanent, temporary information, the AIRAC system;
    - aeronautical cards (units, distances, ladders, symbols).


    Aerodrome operation:


    - the various areas (works, traffic, movement);
    - strips, rolling paths, track (declared discs);
    - diurnal and nocturnal markings;
    - radio aids on the aerodrome (VOR, NDB, ILS).


    Approach and Landing Procedures and Instruments:


    - aerodrome circulation (definition and different positions in the circuit in view);
    - instrument approach procedures (generalities on different types of approach, segments and benchmarks);
    - operational minima (general, MFO, current values for ILS CAT1 and GNSS);
    - VAC, IAC, ARR/DEP cards.


    The regulation of air traffic:


    - principles of ATPM;
    - treatment of the IFR flight plan;
    - messages related to air traffic flow regulation.


    CA security events:


    - definitions of events;
    - notification;
    - objectives and principles of the treatment of events (local and national).


    I-2. Air operations (duration: 2 hours, coefficient: 4)


    International and national regulatory context:


    - ICAO (annexs, other publications,...)
    - EASA (regulations, directives, ER, IR, CS,...)
    - French texts.


    Regulation for Airworthiness:


    - individual Type and Airworthiness Certificate (CDN) and Airworthiness Review Certificate (CEN);
    - service bulletin (SB) and airworthiness instructions (CN or AD);
    - maintenance of airworthiness (EASA PART145/147/66 and Part M/G);
    - Airworthiness Management Manual (FMN);
    - maintenance program (PE) and certificate of approval for recommissioning (APRS);
    - material record (CRM).


    Regulation respecting the technical conditions of operation of aircraft by a public transport company:


    - scope and definitions;
    - approval and supervision of the operator;
    - operating procedures: flight preparation and conduct, operational minimum; MNPS, RVSM, ETOPS, RNAV, RNP, LME, LMER, ground and onboard documentation; fuel management, Weather and Notam, roads and operating areas;
    - performance;
    - mass and centering;
    - instruments and safety/communication/navigation equipment;
    - reports of events (incidents and accidents);
    - dangerous goods;
    - safe.


    Regulation respecting the licences and qualifications of flight crew member and cabin crew member:


    - aircraft flight crew member: licences and professional qualifications (conditions, privileges, extension and renewal) and additional operational requirements (online and offline control);
    - cabin crew member: functions and qualifications;
    - medical requirements: classes of medical certificates and associated validity periods
    - flight and rest time limitations.


    Regulation respecting conditions of use of civil aircraft in general aviation:


    - definition;
    - use, limitations, operational minimums, equipment, maintenance, documentation;
    - specific activities: specific activity manual (MAP) and proficiency level statement (DNC);
    - national or European private pilot licences and qualifications and additional operational requirements for air work;
    - medical requirements: classes of medical certificates and associated validity periods.


    Air events regulations:


    - regulation;
    - definition.


    Regulation respecting conditions of use of ultralight motorized aircraft (ULM):


    - regulation;
    - identification card and card;
    - demonstration of compliance.


    Regulation respecting conditions of use of airspace by aircraft that circulate without person on board (drones): regulations.
    Surveillance of air operators (public transport and general aviation):


    - knowledge of the missions of the National Monitoring Authority (DSAC);
    - monitoring of safety by DSAC: approval, monitoring and audit of airlines; monitoring the security management system;
    - accreditation and monitoring of training institutions.


    Safety events and air operator safety management system:


    - compendium: Air Safety Report, Ground Handling Report, technical incident report, ECCAIRS database;
    - analysis: operator and DSAC structure and corrective actions by air operators and followed by DSAC.


    I-3. (duration: 2 hours, coefficient: 4)


    International regulatory context (OACI annexes, OACI documents, EASA, etc.).

    - concept of national security programme (PNS);
    - local security texts (prefectural police arrest, specific enforcement measures, aerodrome safety program, etc.);
    - local security committee;
    - approval of authorized agents, known shippers and the concept of authorized supplier;
    - aerodrome safety zoning;
    - filtering and access control inspection devices;
    - traffic titles and conditions of obtaining;
    - certification of materials;
    - administrative sanctions for breaches of obligations;
    - State controls.


    Conditions and procedures for the operation of aerodromes (CHEA):


    - Infrastructure reference code;
    - the different categories of aerodrome operation;
    - technical characteristics of aerodromes;
    - clearing the aerodrome and crossing the obstacles;
    - physical characteristics;
    - power supply;
    - equipment in visual aids;
    - measuring the visibility, the visual range of the runway and the height of the cloud base;
    - operating procedures;
    - facility maintenance operations.


    Creation, commissioning and monitoring of helistations.
    Aircraft Fire Rescue and Control Service (SSLIA):


    - definitions of means (protection levels, staffing);
    - organization of service (accreditation of personnel responsible for SSLIA, technical rules and requirements for equipment and fire stations of SSLIA);
    - Certificate of conformity of materials;
    - intervention rules (operational objective, type of intervention, etc.);
    - organisation of external relief - emergency plans.


    Animal Hazard Prevention Service:


    - role, missions and obligations of the airfield operator with respect to SPPA;
    - healing and preventive actions in SPPA;
    - means of personal and material.
    - training staff.


    Certification of aerodromes:


    - EASA and main European texts;
    - basic concept of aerodrome certification (BR, ER, IR-ADR, CS, AMC, GM, AMOC, ELOS, SC, DAAD, etc.).


    Environment:


    - ACNUSA;
    - plan of exposure to noise;
    - plan of sound discomfort;
    - Environmental advisory board.


    I-4. Information technology (duration: 2 hours, coefficient: 4)


    Computers, PC and desktop architecture:


    - computer hardware, computer functional architecture, internal components and standard devices;
    - operating systems: generalities, different existing systems, basic commands, memory management, input/output management;
    - desktop applications: text processing, table, presentation, database;
    - internet browser: definition, use;
    - e-mail: general definition, Amelia, protocols.


    Management of an information system:


    - backup systems and management;
    - licenses: different types;
    - monitoring of materials and configurations;
    - good practices of the information system (ITIL): definition, general principles.


    Programming:


    - structure of a program: different types of variables, examples of simple instructions;
    - concept and use of a sub-program;
    - knowledge and use of procedural language and object language: principles, differences.


    Database Management System (SGBD):


    - the different database models;
    - objectives and functions provided by a database;
    - the relational model;
    - the query language (SQL).


    Networks:


    - definitions, topology, standards and protocols, hardware, network type;
    - administration, management and supervision;
    - customers/servers;
    - internet/intranet/extranet;
    - concepts on operational networks (Renar, Mésange, Narcisse platform,...).


    Information System Security (ISS):


    - the computer passport and internet;
    - SSI concept: availability, integrity, confidentiality, traceability;
    - the organization of the DGAC SSI;
    - IT risks and protection techniques.


    Development of a computer application to DGAC:


    - entity responsible for the development of national applications (example of application);
    - actors and their roles: master of work (MOA), master of work (MOE);
    - the V development cycle.


    I-5. Service Logistics (duration: 2 hours, coefficient: 4)


    Public finance:


    - LOLF;
    - Directors and accountants;
    - governed by advances.


    Budgetary techniques and procedures:


    - principles;
    - oversight bodies (Court of accounts, Court of budgetary discipline).


    Public markets:


    - regulations and procedures;
    - criminal offences (favoritism, interference).


    Supply management:


    - description of a shopping circuit in a service;
    - procedure for receiving the goods;
    - inventory management methods;
    - valuation of stocks: theory and practice.


    Hygiene and safety:


    - principle of risk prevention
    - role and responsibility of the various public actors involved in risk prevention;
    - principle of operation and role of CHSCT;
    - risk prevention as part of an external intervention.


    Customs regulations and procedures:


    - General Customs principles: common customs territory, intra-community and extra-community exchanges;
    - customs clearance operations;
    - economic regimes: temporary export or import, active or passive development;
    - the incoterms.


    ADMISSION


    II. - Mandatory oral tests
    II-1. Meeting with the jury (duration: 35 minutes, preparation: 35 minutes, coefficient: 4)


    During a maximum of ten minutes, the candidate (or) presents his/her career path by highlighting the most striking aspects and indicating what he/she is waiting for a promotion in the body of the senior technicians of the studies and the operation of civil aviation. This presentation is followed by an interview with the jury, of twenty-five minutes, with the aim of clarifying certain points of this course or of these expectations and assessing the suitability of the individual to perform the duties of senior technician in the studies and operation of civil aviation.


    II-2. English (duration: 20 minutes, preparation: 15 minutes, coefficient: 2)


    The English-language oral test must determine the ability of candidates to speak correctly and to understand sound documents.
    The questioning of the candidate is based on authentic English-language recordings of excerpts of dialogues or interviews dealing with topical issues.
    These extracts are each for two minutes.
