    Preamble


    In Normandy's inter-academic territory, Normandy University organizes the territorial coordination of higher education institutions and research organizations in the scope of the training offer and strategy for research and transfer as provided for in article L. 718-2, in the form of the Normandy territorial grouping comprising the member institutions of Normandy University and associated institutions.
    The community of universities and institutions Normandy University, the object of these statutes, brings together institutions of higher education and research related to the common desire to offer training and research at the best level, to ensure the development of innovation in all its forms.
    The cooperation of the Norman institutions was initiated with the Norman university centre, inaugurated in April 1998 as an associative, which managed interregional projects between the three universities (Caen, Le Havre, Rouen) and the two engineering schools (ENSICAEN, INSA Rouen). On 14 October 2011, by Decree No. 2011-1306, the Research and Higher Education Pole (PRES) Normandy University was established as a public institution for scientific cooperation (EPCS). In accordance withArticle 117 of Act No. 2013-660 of 22 July 2013 relating to higher education and research, the public institution of scientific cooperation Normandy University has become a community of universities and institutions (COMUE) at the date of publication of the law. Within one year of the same date, the new statutes of the establishment must be in compliance with the Articles L. 718-7 to L. 718-15 of the Education Code, in their drafting resulting from the law.
    The Board of Directors of PRES Normandie Université, held on July 4, 2013, decided to move towards a community of universities and institutions on a Norman interregional perimeter.
    The consolidation, on the Norman scale, of a space of cooperation and solidarity aims to:
    1° Promote greater national and international attractiveness by affirming a common identity;
    2° Conducting a high-quality and broad-ranging scientific policy at the territorial level through a shared strategy with specific priorities and common themes, through a strengthened link with major organizations, greater efficiency in the search for funding through management at the COMUE level, the issue of a common doctorate, common platforms and common federal structures;
    3° Building a coherent and complementary training offering that translates into a training map, reaffirming the link between training and research for the entire curriculum, promoting professional integration, training throughout life, the diffusion of knowledge and culture;
    4° Confirm a common system of valuation;
    5°Adopte a collective approach to mutualization and optimization of services (digital, documentation, communication...).
    The Normandy University grouping brings together a set of autonomous institutions of higher education and research and research organizations that retain their identity and capacity and agree to coordinate their actions and pool certain means within the framework of a shared project defined and implemented jointly. Within the framework defined by the Act of 22 July 2013, other public or private institutions or organizations involved in the public service of higher education or research may be associated with Normandy University.

    • Part I: GENERAL PROVISIONS


      Article 1
      Legal nature


      It is established a community of universities and institutions, established in the legal form of a public institution of a scientific, cultural and professional nature under the jurisdiction of the 4° of Article L. 711-2 of the Education Code, whose name is "Normandy University".
      Normandy University guarantees to its users and staff strict respect for their rights and freedoms as they result, in particular, of theArticle L. 811-1 of the Education Code and of Act No. 83-634 of 13 July 1983amended, bearing the rights and obligations of civil servants.


      Article 2
      Composition and principles of membership and withdrawal of the group Normandy University


      As part of theArticle L. 718-2 of the Education Code, Normandy University organizes territorial coordination in the form of a Normandy-scale grouping, consisting of members of Normandy University, and public or private institutions and bodies involved in the missions of the public service of higher education and research that have concluded with Normandy University an association in accordance with article L. 718-16 of the same code (hereinafter referred to as “associated”).


      Article 2.1
      Members


      Normandy University comprises the following institutions:
      Higher education and research institutions:
      1° University of Caen Basse-Normandie;
      2° University of Le Havre;
      3° University of Rouen;
      4° National Institute of Applied Sciences of Rouen (INSA ROUEN);
      5° École nationale supérieure d' ingénieurs de Caen (ENSICAEN);
      6° Ecole nationale supérieure d'architecture de Normandie (ENSA Normandie).


      Article 2.2
      Composition of the Normandy grouping


      Article 2.2.1
      Principles for Membership in the Normandy Group University : members and associates


      Other higher education or research institutions may join Normandy University, either as members provided that their application is approved by the Board of Directors under the conditions set out in sections 8.4 and 8.5., 9.2 and 9.3, or as partners by signing an association agreement with Normandy University under the conditions of acceptance defined in sections 8.4 and 8.5, 9.2 and 9.3 as well as in accordance with the terms of acceptance set out in sections 8.4 and 8.5, 9.2 and 9.3Article L. 718-16 of the Education Code.
      In the conditions defined in theArticle L. 718-3 of the Education Code, public institutions of higher education and research under the sole department of higher education who apply for it are associated and may become members subject to approval by the board of directors under the conditions defined in section 8.4, 9.2 and 9.3.


      Article 2.2.2
      Principles of withdrawal from Normandy University: members and associates of Normandy University


      No member may leave Normandy University for the duration of a multi-year contract within the meaning of theArticle L. 718-2 of the Education Code. Any request for withdrawal shall be communicated to the President or President of Normandy University no later than two (2) years before the end of the multi-year contract.
      In the particular case where a higher education and research institution under the sole Ministry of Higher Education would no longer wish to be a member, he may ask to be associated with Normandy University under the conditions set out in theArticle L. 718-16 of the Education Code or join another group.


      Article 3
      Headquarters


      The head office of Normandy University is set by deliberation of its board of directors.

    • Part II: UNIVERSITY MISSIONS, COMPÉTENCES AND MOYENS


      Article 4
      Missions


      Normandy University carries the shared project defined by all members in accordance with theArticle L. 718-2 of the Education Code in the areas of research, training, development and, in particular, technology transfer, user professional integration, international action, communication, dissemination of scientific, technical and industrial culture and campus life.
      In this context, the missions of Normandy University are to conduct:
      1° The collective development, reviewed annually, of a shared vision and strategy as well as the decline of the latter in actions and programs to be carried out from a multi-year perspective;
      2° Implementation of actions and programmes that may be entrusted to one or more members engaging in their means; these are then called operator members.


      Article 5
      Jurisdiction


      For his missions and in accordance with the principle of subsidiarity, Normandy University has the following skills:


      Article 5.1
      Clean skills


      On the basis of the shared project, Normandy University takes responsibility for the following skills:
      1° The definition and implementation of the common component of the multi-year contract;
      2° Communication on the shared project;
      3° The definition of a common digital strategy and the implementation of the shared actions envisaged by the Norman digital master plan;
      4° The development of a common library career training policy and its implementation by the management of the Regional Library Career Training Centre (CRFCB);
      5° Research and transfer:
      (a) The definition of a common policy for the signing of scientific publications showing Normandy University in first mention;
      (b) Responsibility and leadership of interregional research federations;
      (c) The definition of a common policy of valorization of research and the porting of a common system: Normandy Valorisation;
      (d) The portage of Normandy's university press.
      6° Training:
      (a) The accreditation of the doctoral degree, the implementation is ensured by the higher education institutions that have received a delegation from the COMUE;
      (b) The management and animation of doctoral schools;
      (c) The porting of the student pole for innovation, transfer and entrepreneurship (PEPITE) Seine Valley.


      Article 5.2
      Coordination skills


      On the basis of the shared project, Normandie University ensures:
      1° Coordination of the training offer and research strategy;
      2° Developing a pedagogical innovation policy;
      3° The development of coordinated mechanisms:
      (a) Initial and ongoing training, in particular distance education and assistance to teaching and student mobility on both regions,
      (b) Professional integration.
      4° The development of a policy to improve student quality of life and social action, in particular in relation to CROUS, in accordance with theArticle L. 718-4 of the Education Code ;
      5° Coordination of a policy to disseminate scientific and technical culture;
      6° Coordination of an international research and training development strategy (mobility assistance, a coordinated approach to welcoming students, teachers and foreign researchers);
      7° Coordination of a documentary policy in the service of training and research, in close connection with the SDNN, in particular in the field of acquisitions, training and user services, open archives.
      Normandie University proposes any other joint action aimed at consolidating its strategy in its areas of action.
      The implementation of the shared project and the skills of Normandy University is decided annually from a multi-year perspective. This implementation can be ensured by Normandy University, with its own means or delegated to one or more members, then appointed operator members, engaging their means in coordinated actions.


      Article 6
      Means of action by Normandy University


      For the purpose of exercising his skills, Normandy University:
      1° Allocates funding to services or equipment that may or may not be common to members, such as technology platforms, hospitality and accommodation, support services and logistics facilities;
      2° Negotiates, concludes and manages any legal act with public or private, French or foreign partners;
      3° Finance or contributes to the financing of research programmes or projects carried out by members;
      4° Recruit and manage personnel;
      5° Granting financial assistance to students and graduates of internships;
      6° Produces the publishing and marketing of scientific or technical books and periodicals;
      7° Creates and operates data banks;
      8° Takes participations or creates subsidiaries entering its area of activity;
      9° Implement any other operation that contributes to the exercise of its missions.

    • Title III: INSTANCES OF UNIVERSITY GOVERNANCE


      Normandy University is administered by a board of directors. It also includes a Council of Members and an Academic Council.
      It is headed by the Chair or Chair, assisted by one or more Vice-Chairs or Vice-Chairs, including one or more, responsible for digital issues and resources in accordance with theArticle L. 718-10 of the Education Code.


      Article 7
      Provisions common to the Board of Directors and the Academic Council of Normandy University


      In accordance with the provisions of the articles L. 719-1 and L. 719-2 the Code of Education subject to the special provisions provided for in these statutes, the elected members of the Board of Directors and the Academic Council of Normandy University are elected by direct suffrage and by secret ballot of a ballot by college, with proportional representation to the strongest remains. The provisions specific to the election to the academic council are detailed in section 10.2. Each list of candidates is alternately composed of a candidate of each sex.
      The President or President of Normandy University is responsible for organizing electoral operations. It is assisted by an electoral commission whose composition and competence are defined in the rules of procedure.
      The councils are convened and the agenda, together with the relevant documents, communicated by their president or president.


      Article 8
      Board of Directors


      Article 8.1
      Composition


      The Board of Directors consists of 56 directors divided into the following categories:
      1° Six heads of higher education and research institutions defined in 2.1. ;
      2° Three qualified personalities designated jointly by the directors mentioned at 1°;
      3° Eight representatives of companies and associations whose list is fixed by statutory deliberation; four representatives from the regions of Lower and Upper Normandy and three representatives of the public intercommunal cooperation institutions in which the members of Normandy University are established;
      4° Sixteen elected representatives of professor-researchers, teachers and researchers serving in Normandy University or in a member or both, elected in two separate colleges as defined at theArticle D. 719-4 of the Education Code eight representatives under College A and eight representatives under College B;
      5° Eight elected representatives of other staff serving in Normandy University or a member or both;
      6° Eight elected representatives of the users who attend training in Normandy University or in a member or both.


      Article 8.2
      Designation and election mode


      Category 3 representatives are designated by companies, associations and local authorities. The list of companies and associations is determined by deliberation of the board of directors, on the proposal of the board of members. The elections for the representatives of categories 4 to 6 are by direct vote by list vote at a turn to the proportional representation with distribution of the remaining seats to be filled according to the rule of the strongest remains, without bandaching. Each list of candidates provides the representation of at least 75% of the member institutions. Each list of candidates ensures the representation of at least three of the four major training sectors as defined in fourth paragraph of Article L. 712-4 of the Education Code. Lists that can be incomplete.


      Article 8.3
      Mandate


      The term of office of directors of the board of directors shall be four (4) years renewable, with the exception of the term of office of the representatives of the users, fixed at two (2) years renewable.
      When a director loses the quality for which he or she has been designated or when his or her seat becomes vacant for any cause, a new director shall be designated for the remainder of the term.


      Article 8.4
      Attributions


      The Board of Directors defines the policy of Normandy University. In this capacity, it deliberates, in particular, after any opinion of the Council of Members as specified in Article 9.2. and of the Academic Council as specified in Article 10.4 on:
      1° The general orientations, strategy and definition of Normandy University's actions, means and structures to respond to them;
      2° The common part of the multi-year settlement contract with the State;
      3° General organization and operation of Normandy University;
      4° The offer of training and diplomas specific to Normandy University;
      5° Membership as a member of new higher education institutions or research organizations after favourable advice from the member council;
      6° The association by convention of new institutions of higher education or research organizations; in the case of higher education institutions located in the territory and under the sole Ministry of higher education and research, the deliberation concerns the content of the association agreement, in accordance with the respect ofArticle L. 718-16 of the Education Code ;
      7° Exclusion after favourable advice from the board of members or the manner of withdrawal or exclusion of a member. By exception, an institution under the sole guardianship of the Ministry of Higher Education and Research may then ask to be associated with Normandy University;
      8° The consequences of an amendment to the legal status of a member or its scientific scope;
      9° The budget and its amendments, the financial account and the allocation of results;
      10° The rules of procedure and its amendments;
      11° The rules relating to doctorate and training specific to Normandy University;
      12° The human resources policy of Normandy University;
      13° Digital issues and resources;
      14° The alienation of movable property;
      15° Acquisitions, alienations and exchanges of buildings; leases and rentals concerning them;
      16° Acceptance of gifts and bequests;
      17° Unilateral conventions and acts;
      18° The legal actions, both in demand and in defence, the transactions and the use of arbitration in cases of disputes arising out of the execution of its contracts with foreign agencies;
      19° Participation in legal entities, including through the taking of participation and the creation of subsidiaries;
      20° The annual activity report, the social balance sheet and the disability master plan;
      21° Election of the Chair or Chair of the Board of Directors;
      22° The appointment of the Vice-President or Vice-President responsible for digital resources on the proposal of the Chair or Chair;
      23° The establishment of any commission or committee that it considers useful or is proposed to it by the chair or chair, as these committees or committees are placed directly under its authority in accordance with the terms and conditions set out in the rules of procedure;
      24° The recommendations of the academic council having a financial impact;
      25° The proposal to the Minister responsible for higher education and for any modification to these statutes;
      26° The designation of the companies and associations represented within it under category 3;
      27° The designation of a member higher education institution whose disciplinary section is competent to examine the acts committed by teachers-researchers, teachers or users in the COMUE premises and premises that may be prosecuted.
      The Board of Directors may delegate to the Chairperson any or all of its powers, in the matters referred to in items 14 to 19. The Chair or Chairperson shall report, at the next session, on decisions he or she has made under that delegation.


      Article 8.5
      Meetings - Decision-making


      The Board of Directors shall meet at least two (2) times a year on the convocation of its Chair or Chair or at the request of at least half of the directors.
      The rectors of the academies concerned by the perimeter of Normandy University, or their designated representative, attend the sessions of the board of directors. An accounting officer, the chair or chair of the academic board and, in general, any person whose chair or chair wishes to collect the notice may attend the sessions of the board of directors with an advisory vote.
      Representatives designated by regional delegates for research and technology in the Lower and Upper Normandy regions are invited to the sessions of the Board of Directors.
      The chair or chair may invite a representative of a member when the member is particularly concerned with a matter or decision to be taken by the board of directors.
      When the chair or chair cannot preside over a session of the board of directors, his or her functions shall be performed by one of the directors of the board of directors under the conditions set out in the rules of procedure.
      A director may give power to another administrator. No one can carry more than one proxy.
      The procedure for convening and holding meetings of the board of directors is detailed in the rules of procedure.
      The Board of Directors shall meet validly if at least half of the directors in exercise are present or represented or participate in the session by means of videoconferencing or electronic communication under conditions allowing the identification of these directors and their effective participation in a collegial deliberation. If the quorum is not reached, the board of directors is again convened on the same agenda within eight days. It then meets validly, regardless of the number of directors present or represented.
      Each administrator has one voice. The deliberations are taken by a simple majority of directors present or represented. In the event of a vote-sharing, the President or the President is the preponderant.
      However, the following decisions shall be taken by an absolute majority of its members in exercise:
      - the modification of the statutes, including membership, withdrawal or exclusion of a member.
      By exception to the above, the two-thirds (2/3) majority of directors present or represented are required to deliberate on:
      1° Association of higher education institutions or research organizations. In the case of higher education institutions under the sole department in charge of higher education, deliberation concerns the choice between membership and association, and, if the status of associate is adopted, the content of the association agreement,
      2° The denunciation of an association agreement and its consequences,
      3° The adoption and amendment of the rules of procedure of Normandy University.


      Article 9
      Council of members
      Article 9.1
      Composition


      The Council of Members shall bring together the heads of the institutions members of the community of universities and institutions or their representative.
      It is chaired by the Chair or Chair of the Board of Directors, who has no deliberative voice.
      The heads of institutions that have entered into an association agreement with Normandy University or their representative, participate in the council of members without a deliberate vote.


      Article 9.2
      Attributions


      The Council of Members is associated with the preparation of the work and the implementation of the decisions of the Board of Directors.
      It has a principal advisory role. As such, in accordance with the terms and conditions set out in the rules of procedure, it may be seized at any time by the board of directors on all or part of the deliberation projects of the board of directors. The Council of Members may also be seized by the Academic Council.
      By exception to the above, the board of members must be systematically consulted by the board of directors prior to a deliberation presentation of the board on the following topics:
      1° The definition of shared project;
      2° The signing of the multi-year settlement contract;
      3° The adoption or modification of the budget after agreement of each member concerned on its contribution;
      4° Approval of the common component of the multi-year contract ("Shared Project");
      5° Amendments to the COMUE statutes, including membership, withdrawal or exclusion of a member;
      6° The proposal of the list of companies and associations under category 3 of the Board of Directors;
      7° Admission of a new associate member;
      8° Exclusion of an associate member.


      Article 9.3
      Meetings opinions and votes


      The Council of Members shall meet at least two (2) times a year on the convocation of its Chair or Chair that sets the agenda. It may also, in accordance with the terms specified in the rules of procedure, be convened at the request of at least one third (1/3) of its members on a specific agenda.
      The Accountant Officer, members of the Executive Committee of Normandy University, as well as the Chair or Chair of the Academic Council, may attend meetings of the Council of Members without a deliberate vote.
      When the chair or chair cannot preside over a meeting of the members' council, his or her functions are performed by one of the members' council members according to the conditions set out in the rules of procedure.
      Members of the Council may give power to another member of the Council of Members. No one can carry more than one proxy.
      The Council of Members shall meet validly if at least half of its members are present or represented or participate in the session by means of videoconferencing or electronic communication under conditions allowing the identification of these representatives and their effective participation in a collegial deliberation.
      If the quorum is not reached at the opening of the session, the Council of Members shall again be convened on the same agenda within eight days. It then meets validly, regardless of the number of its members present or represented.
      Each member serving on the board of members has one (1) vote. Members' advice is obtained by a simple majority of members present or represented.
      By exception to the above:
      1° A favourable opinion taken by a two-thirds majority of the members present or represented is required with respect to:


      (a) The common part of the multi-year contract of Normandy University;
      (b) The amendment of the statutes, including the accession of new members, the withdrawal or exclusion of a member;


      2° A favourable opinion taken by a majority of 80 per cent of members present or represented is required with respect to:


      (a) The consequences of denunciation of any association agreement;
      (b) Admission of a new associate member;
      (c) Exclusion of an associate member;
      (d) The modification affecting the scientific perimeter of a member in his involvement in Normandy University;
      (e) The proposal of the Chair or Chair of the Academic Council;
      (f) The adoption and amendment of the rules of procedure of Normandy University.


      Article 10
      Academic Council


      Article 10.1
      Composition


      The academic council consists of 130 members distributed as follows:
      1° Fifteen representatives of institutions and components, as follows:


      (a) Twelve representatives of the member institutions, at two per member;
      (b) Two staff representatives from Normandy University;
      (c) A representative of the college of doctoral schools.


      2° Twenty-two representatives of external personalities within the meaning ofArticle L. 719-3 of the Education Code of which five external personalities fall within the 2nd of Article L. 719-3 designated jointly by the members of the academic council at the first meeting of all other members of the academic council and seventeen external personalities under the 1st of Article L. 719-3 whose list is fixed by statutory deliberation;
      3° Fifty-six representatives of professor-researchers, teachers and researchers serving in Normandy University or in members or both, elected in two separate colleges as defined at theArticle D. 719-4 of the Education Codetwenty-eight representatives under College A and twenty-eight representatives under College B. They are distributed by member institution in training areas as defined in fourth paragraph of Article L. 712-4 of the Education Code. The distribution is by college in accordance with the table below:

      For each user representative, an alternate shall be elected under the same conditions as the holder.


      Article 10.2
      Designation and election mode


      The list of seventeen external personalities of the 2nd is determined by deliberation of the board of directors, on the proposal of the board of members.
      The elections for the representatives of categories 3 to 5 are by direct suffrage.
      Representatives of doctoral students of the college of doctoral schools are elected by their peers in this college (art. 13.1).
      The elections by direct suffrage are organized according to a list vote in a tower to the proportional representation with distribution of the remaining seats to be filled according to the rule of the strongest remains, without dressing, except when there is a single seat to be filled in a particular college. In this case, the election takes place by majority vote in a tower.


      Article 10.3
      Mandates of members and Chair of the Academic Council


      The term of office of the members of the academic council shall be four (4) years renewable, with the exception of the elect of the persons whose term is two (2) years renewable.
      The academic council shall elect its president or president in accordance with the terms specified in the rules of procedure.
      The term of office of the president or president of the academic council expires on the expiration of the term of office of the elected representatives of the academic council staff.


      Article 10.4
      Attributes and opinions


      In accordance withArticle L. 718-12 of the Education Code, the academic council shall, for the competencies defined in Article 5 and the missions defined in Article 4, exercise the advisory role provided for in Article L. 712-6-1 of the same code. It gives its opinion on the proposed shared project and contract, respectively, to articles L. 718-2 and L. 718-3 of the same code.


      Article 10.5
      Meetings and organizational arrangements


      The academic council shall meet at least two (2) times a year on the convocation of its president or president who shall determine its agenda. It may also, in accordance with the terms and conditions specified in the rules of procedure, be convened at the request of at least one third of its members on a specific agenda. It may also be consulted by the board of directors or the board of members.
      When the chair or chair cannot preside over a session of the academic council, his or her functions are performed by one of the members of the academic council according to the conditions defined by the rules of procedure.
      Members of the academic council may give power to another member of the academic council. No one can carry more than one (1) proxy.
      To assume its responsibilities as defined in Article 10.4. the academic council is based on the work of commissions, composed in a balanced manner of representatives of the same council and representatives of the competent bodies of the members and associates, according to the modalities defined by the rules of procedure.
      The president or president of Normandy University is a permanent guest of the academic council.


      Article 11
      Other councils or commissions


      The board of directors may establish, in accordance with the terms and conditions set out in the rules of procedure, any advice and/or any commission that it deems relevant to the performance of its duties.

    • Part IV: UNIVERSITY NORMANDIA PRESIDENCE


      Article 12
      Election and responsibilities of the President or President of Normandy University


      The President or President of Normandy University is elected by the Board of Directors to the absolute majority of directors present or represented.
      Its mandate is four (4) years renewable once.
      The Chair or Chair shall be responsible for the direction of Normandy University as defined by the Board of Directors.
      As such:
      1° He or she sets the agenda for the Board of Directors, prepares its deliberations and ensures its implementation;
      2° He or she fixes the agenda of the meetings of the Council of Members;
      3° He or she represents Normandy University of Justice and all acts of civil life;
      4° He or she prepares the budget and ensures its execution;
      5° He or she is the order of expenditure and revenue;
      6° He or she shall report annually to the Board of Directors on the execution of the shares and its management;
      7° He or she shall submit the rules of procedure for approval by the board of directors after prior notice of the board of members and ensure its implementation;
      8° He or she has hierarchical authority over the staff of Normandy University and functional authority over the officers designated by the members who perform all or part of their duties;
      9° He or she is responsible for the proper functioning, respect for order and security of Normandy University;
      10° He or she may propose to the board of directors the establishment of any commission or committee that he or she considers useful in accordance with the terms and conditions set out in the rules of procedure;
      11° He or she may exercise any mission delegated to him by deliberation of the board of directors;
      12° He or she proposes to the Board of Directors the appointment of Vice-Presidents or Vice-Presidents, including one or more Digital Resources Officer, who or who is appointed (e) in accordance with the provisions of section 8.4;
      13° He or she ensures balanced representation between women and men in the various councils, directorates and governing bodies of Normandy University, and reports on this subject to the Board of Directors;
      14° He or she may delegate part of his or her credentials or signature to the Vice-President(s) or to the personnel designated for the performance of liability functions within the COMEU, within the limits and conditions determined by the rules of procedure;
      15° He or she appoints service managers from Normandy University.
      In the event of a vacancy or temporary incapacity of the President or President, his or her functions are performed by one of the Vice-Presidents or one of the Vice-Presidents under conditions determined by the rules of procedure.

    • Title V: OPENATIONAL NORMANDY INSTANCES


      Normandy University includes operational steering bodies whose organization and operation are presented annually to the Board of Directors. These include the partnership and internal structures of the departments and services.

      Structures of Normandy University
      Article 13.1
      Internal structures


      Normandy University has internal structures dedicated to the forces lines of the shared project.
      At its creation, it includes:
      1° A college of doctoral schools, a structure that brings together doctoral schools within the scope of Normandy University;
      2° Research federations;
      3° Library Career Training Centre (CRFCB).


      Article 13.2
      Partnership structures


      Normandie University has established structures to implement, with its partners, the lines of its shared project.


      Article 13.2.1
      Normandy valorization


      At its creation, Normandy University has a partnership structure for the valorization of research at the Normandy scale.
      This structure puts in place a policy of partnership and collaboration with other development actors ( competitiveness clusters, incubators, sectors, companies, establishments outside the region, ITC, CRCI, ARI, poles and companies outside the region...). It brings together valuation, transfer and incubation activities. It promotes regional research structures with economic actors and makes their expertise and results more accessible. It aims to boost the economic maturation of research projects, to create economic value in the territory, to significantly improve the efficiency of technology transfer, to lead to a stronger professionalization of research valorization and to strengthen existing skills.


      Article 13.2.2
      Other voluntary structures


      Normandy University plans, in particular with health organizations, CHUs, Alliances, EPICs, associated institutions, the creation of other partnership structures.

    • Part VI: FINANCIAL RESOURCES - ADMINISTRATIVE AND COMPTABLE FINANCIAL MANAGEMENT Article 14


      Normandy University is subject to the provisions of articles L. 719-4 and L. 719-5 and those of thearticle R. 719-51 of the Education Code as well as the provisions of Article L. 719-9 of the same Code relating to a posteriori financial control.


      Article 15
      Income


      The recipes of Normandy University include:
      1° Contributions of any kind made by members;
      2° Grants;
      3° Resources obtained from funding agencies for the participation of Normandy University in national or international programmes;
      4° The product of participation in the continuing training of Normandy University;
      5° The product of the research or valuation contracts of Normandy University's research, in particular the products of the exploitation of patents and licences under conditions defined in the rules of procedure;
      6° The proceeds of services of any kind;
      7° The product of alienations;
      8° The product of participations;
      9° Gifts and bequests;
      10° Any other resources authorized by the laws and regulations in force.


      Article 16
      Expenditure


      The expenses of Normandy University include its own personnel costs, equipment and operating expenses and, in general, all expenses necessary for its activities.
      The annual initial budget and revisions over the course of the year, subject to the Board of Directors' deliberation, must be balanced in revenues and expenditures.


      Article 17
      Accountant


      On the proposal of the President or Chair of the Board of Directors of Normandy University, the Accountant is appointed by joint order of the Minister in charge of higher education and research and the Minister in charge of the budget.

    • Part VII: STATUS ENTER Article 18 Transitional measures


      The statutes come into force from the date of publication in the Official Journal of the French Republic.
      Existing bodies are maintained in place until the election of the board of directors and academic council within one (1) year from the publication of the statutory decree. The operating conditions of these bodies remain the same within this period.
      Following the publication of the statutory decree, the office of Normandy University is replaced by the council of members, as provided for in Article 9 of the present statutes.
