Implementation third paragraph of Article 1 of the Decree of 13 November 2008 referred to above, are competent, excluding any other French authority (without prejudice to the application of representation agreements with another Member State of the Schengen Area), to issue visas outside the framework of their consular district:


- in South Africa: the head of consular post in Johannesburg, under the consular district of the diplomatic mission in Zambia effective 1 January 2015; the head of the diplomatic mission and heads of consular post in Cape Town and Johannesburg, under the entire territory of the Republic of South Africa;
- in Germany: the head of consular post in Frankfurt, under the consular districts of the diplomatic mission and consular posts in Düsseldorf, Hamburg, Munich, Sarrebruck and Stuttgart;
- in Algeria: the head of consular post in Algiers, under the consular exchanges of consular posts in Annaba and Oran, with regard to long-term visas issued in the proceedings of the French Immigration and Integration Office;
- in Saudi Arabia: the head of the diplomatic mission and the head of consular post in Djeddah, under the entire territory of Saudi Arabia;
- in Austria: the head of the diplomatic mission, under the consular exchanges of diplomatic missions in Hungary, Slovakia, Slovenia and the Czech Republic;
- in Belgium: the head of consular post in Brussels, under the consular exchanges of consular posts in Amsterdam (except the territories of the islands of Sint Maarten, Aruba and Curaçao) and Luxembourg;
- in Brazil: the head of the diplomatic mission, under the consular district of the consular post in Recife;
- in Canada: the Chief Consular Officer in Montreal, for consular exchanges of consular posts in Moncton, Halifax and Quebec;
- in China: the head of the diplomatic mission and heads of consular post in Canton, Chengdu, Shanghai, Shenyang and Wuhan, under the entire territory of the People's Republic of China, excluding the consular district of Hong Kong; the head of the diplomatic mission and consular post chiefs in Shanghai and Shenyang, under the territory of North Korea;
- in Egypt: the head of consular post in Cairo, under the consular district of the consular post in Alexandria;
- in Spain: the head of consular post in Madrid, for the consular exchanges of consular posts in Barcelona, Bilbao and Seville;
- in the United States: the head of consular post in Houston, under the consular district of the consular post in New Orleans;
- in Greece: the head of the diplomatic mission, under the consular district of the consular post in Thessaloniki;
- in India: the head of the diplomatic mission and the heads of consular post in Bangalore, Bombay, Calcutta and Pondicherry, under the entire territory of the Republic of India;
- in Israel: the head of consular post in Tel Aviv, under the consular district of the consular post in Haifa;
- in Italy: the head of the diplomatic mission, under the consular exchanges of consular posts in Milan, Naples, Turin and Genoa, as well as the consular exchange of the diplomatic mission to the Holy See;
- in Japan: the head of the diplomatic mission, under the consular district of the consular post in Kyoto;
- in Kazakhstan: the head of consular post in Almaty, under the consular district of the diplomatic mission in Tajikistan;
- in Latvia: the head of the diplomatic mission, for the consular exchanges of diplomatic missions in Estonia and Lithuania;
- in Macedonia: the head of the diplomatic mission, under the consular district of the diplomatic mission in Kosovo;
- in Morocco: the head of consular post in Casablanca, for the consular exchanges of consular posts in Agadir, Fès, Marrakech, Rabat and Tangier, with regard to long-term visas issued under the procedures of the French Immigration and Integration Office;
- in Nigeria: the head of the diplomatic mission and the head of consular post in Lagos, under the whole territory of Nigeria;
- in Pakistan: the head of the diplomatic mission under the consular district of the consular post in Karachi;
- in Poland: the head of the diplomatic mission, under the consular district of the consular post in Krakow;
- in Portugal: the head of the diplomatic mission, under the consular district of the consular post in Porto;
- in the Dominican Republic: the head of the diplomatic mission, under the territory of the island of Sint Maarten;
- in Russia: the head of consular post in Moscow, under the consular district of the consular post in Ekaterinburg and, as of 15 April 2015, under the entire territory of the Russian Federation;
- in Serbia: the head of the diplomatic mission, under the consular district of the diplomatic mission in Montenegro;
- in Sweden: the head of the diplomatic mission, under the consular district of the diplomatic mission in the Republic of Iceland;
- in Switzerland: the head of consular post in Geneva for the consular exchanges of the diplomatic mission and the consular post in Zurich;
- in Turkey: the head of consular post in Istanbul, under the consular district of the diplomatic mission, with regard to long-term visas issued under the procedures of the French Immigration and Integration Office;
- in Venezuela: the head of the diplomatic mission, under the territories of the islands of Aruba and Curaçao;
- in Yemen: the head of the diplomatic mission, under the consular district of the diplomatic mission in Eritrea, with regard to visas for a stay of more than three months or for a department or territory of overseas;
- in Zimbabwe: the head of the diplomatic mission, under the territory of Malawi, effective 1 January 2015.

The decision of 26 July 2012 setting out the list of countries or geographical areas for which territorial jurisdiction over visas is exercised in whole or in part outside the framework of the consular district is repealed.

The Director of the French Foreign and Consular Administration at the Ministry of Foreign Affairs and International Development and the Director of Immigration at the Ministry of the Interior are responsible, each with respect to him, for the execution of this Order, which will be published in the Official Journal of the French Republic.
