Publics concerned: operators involved in the production of "Champagne".
Subject: appellation d'origine contrôlée (AOC) "Champagne" ; modification of the provisions of the specifications; rules relating to planting density, size rules, cultural practices, yield, pressing, reserve and labelling; reporting obligations in relation to changes in production conditions.
Entry into force: the text comes into force on the day after its publication.
Notice: the decree amends the specifications of the AOC "Champagne" in order to allow the passage of suitable gears in the sloped vineyards. It specifies the size rules, the rules applicable to the reserve of wines and those relating to the pressing of grapes and the yield. It also introduces a maximum average load to the plot, consistent with the transitional measures introduced by the Decree No. 2010-1441 of 22 November 2010 modified relative to the controlled label of origin " Champagne" and makes possible the labelling of a placedit. Finally, it introduces declarative obligations in relation to changes in production conditions.

Having regard to Regulation (EU) No. 1308/2013 of the European Parliament and of the Council of 17 December 2013 concerning the joint organization of products markets;

Considering the proposal of the national committee of the labels of origin relating to the wines and alcoholic beverages, and the waters-of-life of the National Institute of Origin and Quality dated June 26, 2014,
Decrete:

Chapter I of the specifications of the appellation of origin controlled "Champagne", approved by the decree of November 22, 2010 referred to above, is amended as follows:
1° In the second paragraph of the IV, the words: "the session of 7 and 8 November 1990 and whose plans are tabled in the mayors concerned" are replaced by the words: "the session of 7 and 8 November 1990 and whose plans are tabled in the mayors of the municipalities concerned".
2° The V is replaced by the following:
"The wines are derived exclusively from the grape varieties arbane B, chardonnay B, meunier N, petit meslier B, pinot blanc B, pinot gris G et pinot noir N."
3° The 1° of the VI shall be replaced by the following:
"(a) Planting density.
“General provisions:
"The vines are planted with a gap between the rows that cannot be greater than 1.50 meters.
"The gap between the feet on the same row is between 0.90 metres and 1.50 metres.
"The sum of the gap between the rows and the gap between the feet on the same row cannot be more than 2.50 metres.
"Special provisions:
"In order to allow the passage of suitable gears, plots with a slope of more than 35%, or a slope of more than 25% associated with a spill of more than 10%, can have a range between 1.50 metres and 3 metres, with a maximum frequency of one row over six. In this case, the amount of the gap between the other rows and the gap between feet on the same row cannot be more than 2.30 metres. »
4° The line "special provision" in the table "Size so-called "Size chablis" in the b of 1° of the VI is replaced by the following provisions:


Special provision

(a) In the event of a missing cart, a maximum of 2 frank eyes can be practiced on one of the carpentes, in addition to the replacement or rejuvenation course (called "waste") located at the base of the strain;
(b) The vines planted with the meunier N vine and with a spread over the row above 1.20 meters can be driven with 3 carpenters each carrying a fruit extension, lying on a thread and cut with a maximum of 6 frank eyes.


5° The lines "special requirement" and "special provisions" in the table entitled "Size Guyot Single and Guyot Double" in the 1st of the VI are deleted.
6° The b of the 1° of the VI is supplemented by the following table:

Description

(a) The vines are cut:
- with a "waste" with a maximum of 2 frank eyes;
- a launch with a maximum of 6 frank eyes;
- a (fruit) extension established at the end of the launch of the previous year, or a cart of more than 2 years and bearing not more than 6 frank eyes;
(b) The wood layout must be such that the last buds are at a maximum height of 0.60 meters.


7° The last paragraph of b of 1° of VI is deleted.
8° At 1° of the VI, a g is added as follows:
“(g) Maximum average load on the plot
"The average maximum load on the plot is 19,700 kilograms of grapes per hectare. The number of clusters per square metre of vine surface in production is less than or equal to 17. »
9° The g and h of the 1st of the VI become h and i respectively and the words "Article 644-22" are replaced by the words "Article D. 645-4".
10° The second part of the VI is thus completed:
"(c) Any substantial modification of the morphology, subsoil or elements to guarantee the integrity and durability of the soils of a plot intended for the production of the controlled label of origin is prohibited, excluding the work of classical deflection. »
11° At the 1° of the VII, the words "Article D. 644-24" are replaced by the words "D. 645-6".
12° At the c of the 1° of the VII, the words: "The grapes must be transported" are replaced by the words: "The grapes are transported".
13° The c of the 2nd of the VII is deleted.
14° At 1° and 2° of VIII, the words "Article D. 644-25" are replaced by the words "Article D. 645-7".
15° At 1° of VIII, the number "10,400" is replaced by the number "12,400".
16° The 3rd of the VIII is deleted.
17° The a and b of the 5th of VIII shall be replaced by the following provisions:
“(a) White wines and rosé wines obtained by direct pressing, without maceration or bleeding
"The basic wines intended for the elaboration of the wines likely to benefit from the controlled label of origin are obtained within the limit of a volume of 102 litres of musts disbursed for 160 kilograms of grapes implemented. For a specific crop and in particular given the characteristics of the crop, an interdepartmental decree can decrease this volume.
"The bourbes resulting from the pressing are extracted in a proportion between 1% and 4% of the amount of musts disbursed. They are disposed of in accordance with the provisions governing the elimination of by-products before December 15 of the harvest year.
"The musts intended for the elaboration of the wines likely to benefit from the controlled label of origin are disbursed before any exit of the pressing center.
“(b) Red wines and rosé wines of maceration or bleeding
"The basic wines intended for the elaboration of the wines likely to benefit from the controlled label of origin are obtained within the limit of a volume of 102 litres of wines for 160 kilograms of grapes implemented. For a specific crop and in particular given the characteristics of the crop, an interdepartmental decree can decrease this volume.
"The press wines obtained at the end of pressing beyond the maximum yield allowed are assimilated to the rebêches. »
18° The 4° and 5° of the VIII become the 3° and 4° respectively.
19° At the d of 5° of VIII, the words: "Article D. 644-34" are replaced by the words: "Article D. 645-16".
20° The c and d of the 1st of the IX shall be replaced by the following provisions:
"(c) Reception
"The weighing of the grapes is mandatory in the place of pressing and enclosure.
"(d) Pressurage of white wines and rosé wines obtained by direct pressing, without maceration or bleeding
"The grapes are poured into the pressoir.
"The pressurization facilities allow the splitting of musts in accordance with the local uses.
"A pressurization system shall have a simple or qualitative approval, depending on the compliance with the rules for each of these approvals (Tables 1-5).
"A new pressurization centre must have an approval that is consistent with the quality approval rules.
"A change, extension or transfer will result in a new facility approval, no later than before the crop following the change, to verify compliance with the rules of simple or qualitative approval.
"Every newly installed press is in accordance with the qualitative approval rules.
"However, the use of presses that comply with the rules relating to simple approval is allowed for four successive crops during the change of location of an existing pressurization centre equipped with such presses. In addition to this period, the pressurization centre must be equipped with pressurizers listed in the pressurization list that meet the qualitative approval rules.
"Every prototype pressurization equipment (pressors, consoles, sulphur systems, pumping systems ...) is subject to a probationary period to ensure that it meets the requirements of the accreditation.
"The level of accreditation is obtained by the respect of the rules relating to:


" - to presses (table 1);
" - loading of presses (Table 2);
" - splitting and disbursing (Tables 3, 3.1 and 3.2);
" - hygiene (Table 4);
" - to wine effluents (Table 5).


"In these tables, the elements cited in italics and brackets are recommendations.

"Any operator wishing to supply this reservation may, for this purpose, ask to benefit individually from an increase in yield relative to the annual yield of the appellation fixed in application of 1 or 3 of a of Article D. 645-7 of the Rural and Maritime Fisheries Code within the limit of the score yield referred to in 2° of VIII of this specifications, and as long as it can demonstrate a qualitative control of its yields.
"The increase in performance granted individually to the operator is, as the case may be, 2° or 4° of the a of Article D. 645-7 of the Rural and Maritime Fisheries Code.
"The increase in efficiency to feed the reserve, set annually, does not exceed 25% of the performance provided for in this specifications and determined in accordance with I of Article D. 645-7 of the Rural and Maritime Fisheries Code. This individual yield increase cannot lead to more than the maximum amount that can be reserved by the operator.
"The basic wines put in reserve can only claim to the controlled label of origin “Champagne” at the time of their release from the reservation and after having been the subject of a claim declaration valant declaration of bottled drawing.
"The basic wines that have been subject to a mandatory reserve cannot be claimed with the indication of a vintage.
"Basic wines are subject to qualitative monitoring. »
37° In the XII, a b is inserted as follows:
“(b) The labelling of wines benefiting from the controlled label of origin can specify the name of a smaller geographical unit, subject to:


" - be it the name of a placedit cadastré;
" - that it appears on the declaration of harvest.


"The indication of a place said is permitted only if all the grapes used for the elaboration of the basic wines are grapes from the place said considered.
"The name of a placedit cadastré can be printed in characters whose dimensions, both in height and width, cannot exceed the size of the characters composing the name of the controlled label of origin. »
38° The b of the XII becomes the c and is thus written:
"(c) The grape variety can be indicated in characters whose dimensions, both in height and width, are not greater than 3 millimetres and half of the size of the characters composing the name of the controlled label of origin. The indication of a grape variety is only possible if the totality of the grapes used for the preparation of the basic wines is derived from the vine, with the exception of the volumes of wines or grape musts used in the context of authorized oenological practices and treatments and products contained in the drawing liquor or in the shipping liqueur. »
39° The c of XII is replaced by the following:
"(d) In the event of an indication of the vintage, it appears on the cap or, in the case of a nominal content of 0.20 litre or less, on another appropriate closure device, and on labelling. The indication of the vintage is also on the invoices and accompanying documents.
“e) The bottles containing the wines are closed with a cap bearing the name of the label of origin controlled on the part contained in the collar of the bottle or, when it is a bottle of a nominal content of 0.20 litre or less, on another internal part of the appropriate closing device. »
40° The d of the XII becomes the f and is thus written:
“(f) The mention of the designator that appears on the labelling in all letters, clearly and legibly, is supplemented by the name of the development municipality in the event that the workman's seat is located outside the area referred to in paragraph IV of this specifications. »
41° In the f of the XII, the words: "Interprofessional Committee of Champagne Wine" are replaced by the words: "Interprofessional Committee of Champagne Wine".

Chapter II of the notebook of the controlled label of origin "Champagne" is amended as follows:
1° Au I, are inserted a 1° and a 2° as follows:
« 1° Declaration of adaptation of plant density according to special provisions
"Any operator performing an adaptation of the planting density of a parcel as part of the specific planting provisions must file a declaration with the defence and management body, no later than 48 hours after the completion of the work.
"For each parcel concerned, the statement states:


" - cadastral references and the commune;
" - the area.


« 2° Land development declaration
"Before any development or work that may alter morphology, subsoil or elements to ensure the integrity and durability of the soils of a plot intended for the production of the controlled label of origin, with the exclusion of the classical deflection work, the operator addresses a statement to the ODM at least six weeks before the date scheduled for the beginning of the work envisaged.
"The GDO shall promptly transmit a copy of this statement to the INAO services. »
2° The 1°, 2° and 3° of the I become the 3°, 4° and 5° respectively.
