Subject: derogation from the minimum guarantees of time of work and rest for the crisis centre staff.
Entry into force: the text comes into force the day of its publication.
Notice: to take account of the specific constraints of crisis of the Ministry of Foreign Affairs centre, this order implements a specific working time mechanism based on the following elements:-daily work maximum time of 14 hours.
-maximum amplitude of the working day 15 hours;
-weekly maximum actual working 65 hours in one week, in respect of an average of 48 hours over a period any of six consecutive months;
-granting of compensating rest and financial compensation in respect of the system of allowances and in the form of allowances on call and response.

The Prime Minister, on the report of the Minister of Foreign Affairs and international development, having regard to directive 2003/88/EC of the European Parliament and of the Council of 4 November 2003 concerning certain aspects of the organisation of working time;
Considering Decree No. 2000-815 of 25 August 2000 as amended relating to development and the reduction of working time in the public service of the State and the judiciary, particularly article 3 thereof;
Having regard to the opinion of the Ministerial Technical Committee of the Ministry of Foreign Affairs dated May 31, 2012;
Having regard to the opinion of the High Council of the public service of the State as of March 4, 2014;

May be waived for officers of the crisis center of the Ministry of Foreign Affairs responsible for the eve of the anticipation of the alert and management of crises taking place abroad, to the minimum guarantees duration work and rest periods laid down in the I of article 3 of the Decree of 25 August 2000 referred to above under the conditions referred to in articles 2 to 4 of this Decree.

I. - The daily effective working time can reach fourteen hours, the maximum amplitude of the working day can reach fifteen hours, the duration of the continuous daily rest period may be reduced to nine hours.
The daily effective working time cannot exceed twelve thirty hours when it includes the period between 10 p.m. and 7 a.m..
II. - The weekly duration of effective work can reach sixty-five hours in one week, in respect of a minimum weekly rest period of 35 hours.
The weekly average effective working time cannot exceed 48 hours over a period any of six consecutive months.

The agents referred to in article 1 have a financial compensation as well as additional rest days, laid down by an order of the Minister of Foreign Affairs.

Administration shall annually inform the Committee for hygiene, safety and working conditions of the implementation of the provisions of this Decree.

The Minister of Foreign Affairs and international development, the Minister of finance and public accounts, the Minister of decentralization and public service and the Secretary of State for the budget are responsible, each in relation to the implementation of this Decree, which shall be published in the Official Journal of the French Republic.
