President of the Republic,
On the report of the Prime Minister and the Minister for Foreign Affairs and International Development,
Considering the Constitution, in particular articles 52 to 55;
Vu le Decree No. 53-192 of 14 March 1953 amended on the ratification and publication of international commitments undertaken by France;
Vu le Decree No. 2008-844 of 25 August 2008 issuing the agreement between the Government of the French Republic and the Government of the People's Democratic Republic of Algeria on the mutual exemption of short-term visas for holders of a diplomatic passport, signed in Algiers on 10 July 2007,
Decrete:

Article 1


The agreement between the Government of the French Republic and the Government of the People's Democratic Republic of Algeria on the mutual exemption of short-term visas for holders of a diplomatic or service passport, signed in Algiers on 16 December 2013, will be published in the Official Journal of the French Republic.

Article 2


The Prime Minister and the Minister for Foreign Affairs and International Development are responsible, each with respect to him, for the execution of this decree, which will be published in the Official Journal of the French Republic.

    AGREEMENT
    ENTER THE GOVERNMENT OF THE FRANÇAISE REPUBLIC AND THE GOVERNMENT OF THE ALGERIAN DEMOCRACY AND POPULAR REPUBLIC REPUBLIC ON THE RECIPROVING EXAMPTION OF SELECT VISAS FOR TITULARIES OF DIPLOMATIC PASSEPORT OR SERVICE, SIGNED TO ALWAY 16 DECEMBER 2013


    The Government of the French Republic
    and
    The Government of the People ' s Democratic Republic of Algeria,
    Named below "Parties",
    Encouraged by the desire to promote the development of their bilateral relations and to facilitate the movement of their nationals,
    The following agreed:


    Article 1


    Nationals of the Democratic and People's Republic of Algeria (separating on mission or on a private basis) who have a valid diplomatic or service passport have access, without entry visa, to the entire territory of the French Republic, for an uninterrupted stay or several stays whose total duration will not exceed ninety days in any period of one hundred and eighty days in the territory of the Member States of the Republic


    Article 2


    Nationals of the French Republic (on mission or on a private basis) with a valid diplomatic or service passport have access, without a visa of entry, to the entire territory of the Democratic and People's Republic of Algeria, for an uninterrupted stay or several stays whose total duration will not exceed ninety days in any period of one hundred and eighty days in the territory of the Algerian Republic.


    Article 3


    Nationals of each State Party, holder of a diplomatic or service passport, are required to obtain a visa for one or more stay(s) of a duration greater than that mentioned in Articles 1 and 2 of this Agreement.


    Article 4


    Nationals of each of the States Parties holding a diplomatic or service passport referred to in this Agreement shall comply with the legislation in force during their stay in the territory of the other Party and the international treaties to which they are parties.


    Article 5


    Parties shall exchange diplomatically the specimens of their diplomatic and service passports, which are being used, and shall inform the conditions for the attribution and use of such passports. Each Party shall bring to the attention of the other Party any amendment relating to the presentation and conditions for the assignment or use of such passports at least sixty days before its implementation, and shall present to it the new specimens of passports. Any loss, theft or cancellation of diplomatic or service passports shall be notified to the other Party within sixty days.


    Article 6


    Difficulties in the interpretation and application of this Agreement are resolved through diplomatic channels.


    Article 7


    This Agreement shall enter into force on the first day of the second month following the date of the last notification, by diplomatic means, of the performance by each Party of the internal procedures required for the entry into force of this Agreement.
    This Agreement shall be concluded for an indefinite period.
    The Parties may bring to this Agreement amendments and annexes which shall be an integral part of this Agreement and shall enter into force under the same conditions for entry into force in the form of separate protocols.
    On the date of its entry into force, this Agreement repeals the agreement signed between the Parties on 10 July two thousand seven on the mutual exemption of short-term visas for diplomatic passports.


    Article 8


    This Agreement may be denounced in writing by either Party. This denunciation comes into force ninety days after the date of notification of written notice by diplomatic means.
    The application of this Agreement may be suspended in whole or in part by either Party, the suspension and lifting of this measure to be notified through diplomatic channels.
    In faith, the undersigned, duly authorized to do so, have signed this Agreement.
    Done at Algiers on 16 December 2013, in two originals, each in French and Arabic, both texts being equally authentic.
