President of the Republic,
On the report of the Prime Minister and the Minister for Foreign Affairs and International Development,
Considering the Constitution, in particular articles 52 to 55;
Vu le Decree No. 53-192 of 14 March 1953 amended on the ratification and publication of international commitments undertaken by France;
Vu le Decree No. 2009-507 of 4 May 2009 issued by the Commission of the Moselle on June 19, 2008, and issued by the Commission of the Moselle on May 24, 1995, as amended by the Commission of the Moselle on June 19, 2008,
Decrete:

Article 1


Decision CM-I-13-4.5-8-1 of 13 June 2013 on the adoption of an amendment to Article 11.07 of the Moselle (RPNM) Police Regulations (set of twelve annexes) adopted on 24 May 1995, as amended by the decision of the Moselle Commission CM/2008-I-6 of 19 June 2008, will be published in the Official Journal of the French Republic.

Article 2


The Prime Minister and the Minister for Foreign Affairs and International Development are responsible, each with respect to him, for the execution of this decree, which will be published in the Official Journal of the French Republic.

    DECISION CM-I-13-4.5-8-1
    OF 13 JUNE 2013 ON THE ADOPTION OF AMENDMENT TO ARTICLE 11.07 OF THE REGULATION OF POLICE FOR THE NAVIGATION OF MOSELLE (RPNM) (ENSEMBLE DOUZE ANNEXES) ADOPTED on 24 MAY 1995, TEL TEL QUE MODIFIED BY THE DECISION OF THE COMMISSION OF MOSELLES JUNE 2008-6


    The Moselle Commission decides to amend section 11.07 as well as the summary of the Moselle (RPNM) Police Regulations following the implementation of the CDNI as follows:
    The title of the article is amended as follows:


    « Article 11.07
    " Collecting, Depositing and Receipt of Cargo-Related Wastes"


    The summary is amended to read:
    “Article 11.07. Collecting, depositing and receiving waste related to the cargo".
    Section 11.07 is amended to read:
    “1. During the unloading of remains and the deposit and receipt of cargo-related wastes, the driver is required to comply with the requirements of Part B of the CNIB Regulation.
    2. Any building that has been discharged on the Moselle must have on board, for each unloading, a valid discharge certificate conforming to the model in Appendix IV of Appendix 2 to the CDNI. Except as provided by the NCCH, the certificate must be kept on board at least six months after it is issued." The amendment comes into force on June 1, 2014.
