Judgment of June 30, 2014 setting out the nature of the trials and the general organization rules of the reserved body access competition of the general teaching teachers of the National Institute of Blind Youth

Vu la Act No. 83-634 of 13 July 1983 amendments to the rights and obligations of civil servants, together with Act No. 84-16 of 11 January 1984 amended with statutory provisions relating to the public service of the State;
Vu la Act No. 2012-347 of 12 March 2012 relating to the access to and improvement of the conditions of employment of contractual agents in the public service, the fight against discrimination and various provisions relating to the public service, including Articles 5 and 7;
Vu le Decree No. 93-292 of 8 March 1993 bearing special status of the body of general teaching teachers of the National Institute of Blind Youth;
Vu le Decree No. 2002-766 of 3 May 2002 on the terms and conditions for the appointment, by the administration, in the public service of the State, of the members of the jury and the selection committees and its representatives in the advisory bodies;
Vu le Decree No. 2003-532 of 18 June 2003 relating to the establishment and use of the supplementary lists of admission to the public service bodies of the State;
Vu le Decree No. 2004-1105 of 19 October 2004 concerning the opening of recruitment procedures in the state public service;
Vu le Decree No. 2012-631 of 3 May 2012 relating to the eligibility conditions of candidates for recruitments reserved for access to the bodies of officials of the State of categories A, B and C and setting the general conditions for the organization of these recruitments in accordance with the Act No. 2012-347 of 12 March 2012 relating to access to full employment and the improvement of the conditions of employment of contractual agents in the public service, the fight against discrimination and various provisions relating to the public service;

Methods for organizing the contest reserved for access to the body of the general teaching professors of the National Institute of Blind Youth, governed by the Decree of 8 March 1993, are fixed, according to thearticle 7 of the decree of 3 May 2012 referred to aboveby the provisions of this Decree.

The reserved contest referred to in section 1 is open by order of the Minister for Social Affairs.
The opening order sets out the terms and conditions of registration, the closing date of registration, the date of the tests and the number of jobs offered.

The competition reserved for access to the body of the general teaching professors of the National Institute of the Blind Youth is a proof of eligibility and an admission test.

The eligibility test consists of the jury's study of the record of recognition of the acquired professional experience with the elements mentioned in the appendix to this Order.
The jury examines the file without rating and sets out the list of qualified candidates who will be allowed to attend the admission test.
In preparation for its examination by the jury, the record of recognition of the achievements of the professional experience is sent by the candidate within the deadline and in accordance with the terms fixed by the opening of the contest. Failing to send the file within the time limit and in the manner set out in this way results in the removal of the candidate.

The admission test described in the appendix consists of an interview with the jury to assess the candidate's ability to understand a concrete professional situation and to recognize the achievements of his or her professional experience. The test has two parts. Each part counts half in the rating of the test, scored from 0 to 20.

The jury is composed of at least three members. He is appointed by order of the Minister for Social Affairs.
The decision appointing the jury shall designate the member of the jury to replace the president in the event that the president is unable to perform his duties.
For the correction of the eligibility test, the jury may eventually be assisted by one or more correctors. For the oral test, the jury may be required, if any, to form groups of examiners.

At the end of the admission test, the jury determines, in order of merit, the list of candidates admitted as well as a supplementary list.

The Director of Human Resources is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.

    RESERVED CONCOURS FOR THE ACCESS TO THE CORPORATION OF THE GLOBALLY ENVIRONMENT PROFESSORS OF THE NATIONAL INSTITUT OF AVEUGLES
    A. - Eligibility test


    Evidence of the jury's study of a record of recognition of the achievements of the professional experience established by the candidate.
    The record of recognition of the professional experience has two parts.
    In a first part (three maximum typed pages), the candidate describes his career path and the responsibilities assigned to him in the field of teaching.
    In particular, the candidate will have to present the achievements of his or her professional experience as a whole of knowledge, skills and professional skills.
    In a second part (maximum ten typing pages), the candidate develops more particularly, from a precise analysis and among his professional achievements, two actions that appear to him to be the most significant related in particular to early education, teaching, individual follow-up, student assessment, counselling and training.
    For each activity, the candidate proposes a distanced analysis of the action, supported by a theoretical framework. It must justify its choices and present the results of each activity. It must also show its technical and educational capacities, its capacity for innovation or creation.
    Each of the parts shall be typed in Arial 11, single interline, on paper size 21 × 29.7 cm and be presented as follows:
    Marginal dimension:


    - right and left: 2.5 cm;
    - from the edge (header and footer): 1.25 cm;
    - without withdrawal at the beginning of the paragraph.


    The candidate may attach one or two examples of documents or works to his or her file, on paper, as part of the actions described, and may consider it useful to bring to the jury's attention. These documents must include a reasonable number of pages, which cannot exceed ten pages in printed characters (Arial 11) for all two examples. The jury reserves the right not to consider the documents of a higher volume.


    The jury's evaluation criteria will focus on:
    - the relevance of the choice of activities described;
    - mastering educational and technical issues with regard to disability;
    - the structuring of the subject;
    - taking backwards in the analysis of exposed situations;
    - the rationale for the technical and educational choices made;
    - the quality of expression and the control of spelling and syntax.


    B. - Intake test


    Test of interview with the jury. Preparation time: 30 minutes. Total duration of the test: 60 minutes maximum.
    The test consists of two parts:


    I. - First part of the test


    It consists of a presentation by the candidate of his RAEP file followed by an interview with the jury. This exchange must allow to deepen the elements in the file. In particular, the candidate may be asked to explain or put them in perspective.
    Duration of the first part: 30 minutes maximum (presentation: 10 minutes maximum); interview with the jury: 20 minutes maximum).


    II. - Second part of the test


    The second part includes a presentation of the candidate followed by an interview with the jury.
    Based on the candidate's career path described in his RAEP file, the jury determines a subject for which he asks the candidate to explain how he was able to implement the mission entrusted to him. This question is given at the beginning of the test to the candidate, who prepares the response elements during the preparation time.
    The interview with the jury must allow to deepen the different points developed by the candidate.
    This interview is extended to a questioning particularly regarding the thoughtful knowledge of the institutional context and the effective conditions for the practice of the profession of general teaching teacher of the National Institute of Blind Youth.
    Duration of the second part: 30 minutes maximum (exposed: 10 minutes maximum); interview with the jury: 20 minutes maximum).
