Technicians recruited in the rank of senior technician by competition provisions of Article 10 of the Decree of 4 May 2011 referred to above or on the basis ofArticle L. 4139-3 of the Defence Code are appointed interns and undergo a one-year professional education cycle organized by the National Institute for the Training of Personnel of the Ministry of Agriculture. They are placed under the authority of the director of the National Institute for the Training of Personnel of the Ministry of Agriculture, who organizes their training at the institute's sites and in any other place of internship approved by him.
Disabled workers recruited under contract in the rank of senior technician are trained by the National Training Institute of the Ministry of Agriculture and may be held following the training.
Technicians from the first rank of the technicians and having passed the examination of access to the rank of senior technicians follow, after a prior assessment of their needs, a course of professionalization organized by the National Institute for the Training of Personnel of the Ministry of Agriculture.
Training allows future technicians to acquire the capabilities necessary to carry out the missions of their specialty.
It therefore provides the general knowledge that is useful to any staff member and the knowledge and know-how implemented by technicians in their area of competence.
The training consists of modules implemented in accordance with the competency frameworks proposed by the training board and approved by the Institute's Board of Directors.
Exemptions from certain modules may be issued by the Director of the National Institute for the Training of Personnel of the Ministry of Agriculture when a screening assessment determines that the trainee already holds the corresponding skills and degrees.
Technicians recruited on the basis of theArticle L. 4139-3 of the Defence Code and who have acquired professional experience as agents in charge of information and communication systems and networks can be provided, by decision of the institute and after prior assessment, of part of the training at the institute.
The control of the acquisition of skills by the interns technicians recruited in the rank of senior technician referred to in paragraphs 1 and 2 of Article 1 shall be carried out during an evaluation. The evaluation modalities are specified in the evaluation repository, annexed to the competency repository. This evaluation consists of several tests. In case of failure at a test, the interns technicians then receive a catch test. There can be no more than two catches per test.
The total number of catch-ups that a technician can benefit from for all the tests is fixed by the training board.
Intern technicians recruited in the rank of senior technician referred to in paragraphs 1 and 2 of Article 1 follow a vocational education cycle that includes a period of education in a training centre of at least half of the training. At the end of this period the interns technicians perform a practical internship in the service where they are likely to be appointed after titularization. The department's supervisor assesses the work, insertion and behaviour of the intern technician and either issues the certification of the internship.
The certification of the training organized by the National Institute for the Training of Personnel of the Ministry of Agriculture is obtained through the cumulative certifications provided for in the Evaluation and Training Framework.
Following the training, the results of the interns technicians are validated by the training board. This advice proposes the titularization of the interns technicians who have obtained all the certifications.
The training council may propose, for interns technicians who have not obtained all the certifications, an extension of internship for a maximum of one year, to allow them to obtain the missing certifications.
The Order of May 12, 1997 on the terms and conditions of professional education and registration of technicians trainees of the Department of Agriculture is repealed.
