The licence to be approvedArticle L. 731-1 of the Education Code applies to medical, pharmacy training, including pharmacy preparers and hospital pharmacy preparers, odontology, maïeutics and paramedical training in the following areas:


- nursing care;
- rehabilitation, including masso-kinesitherapy or physiotherapy, pedicuria-podology, occupational therapy, psychomotricity, speech therapy, orthopedia, orthopia and dietary;
- medico-technical, including the training of medical electroradiology manipulator and medical laboratory technician;
- the apparatus, including audioprosthetics, optics, prosthesis, orthotics.

The courses mentioned in Article 1 leading to the issuance of a diploma other than a national diploma of higher education or that a French state diploma is approved, for a maximum of five years, by the ministers responsible for higher education and health.
At the end of this period, the approval is renewed under the conditions set out in Articles 3 and 4 of this Order. The renewal application is submitted six months prior to the expiry of the current licence.

Directors, mentioned to theArticle L. 731-4 of the Education Codea private higher education institution, having previously met the reporting obligations provided for in Articles L. 731-2 to L. 731-4 of the Education Code, file an application file with the rector of the academy where the training(s) will be provided. This application is sent no later than six months before the scheduled opening date of the training.
In application of theArticle L. 772-1 of the Education Code, the application for approval for training in the Mayotte Academy is filed with the Minister of Higher Education and Research.
For an initial application for registration, only one file is filed for all trainings to be opened.
Any change in the offer of trainings within the scope defined in Article 1 of this Order shall be subject to a new application for approval under the same conditions.

The application file includes:
1. The receipt of the authorities from which the declaration provided for in the articles L. 731-2 and L. 731-3 the education code was made;
2. A copy of the signed agreement 1° of Article L. 731-6-1 of the Education Code ;
3. A copy of the signed agreement provided for in 2° of the same article;
4. For professional health teachers, the documents to justify the right to practise the profession concerned in France: diploma, certificate, title or exercise authorization issued by an authorized authority and proof of registration with the competent bodies;
5. The pedagogical file 3° of Article L.731-6-1 of the Education Code includes:
(a) The educational project of the institution with the general design and guidance of the training, the educational choices in relation to the intended opportunities for students, the learning objectives and the individualization of the courses as well as the modalities of supervision and tutoring, the opportunities for access to the student benefits and assistance, the evaluation indicators of the project including the results of the students and the rate of professional integration;
(b) The description of the training for which accreditation is sought, containing the teachings, the hourly volumes, the distribution and the link between theoretical teachings, practical teachings and internships;
(c) The nominative list of the members of the educational team delivering the trainings provided for in Article 1 of this Order, their quality and professional qualifications attested in particular by their curriculum vitae and their training titles. At least half of these members operate in a scientific, cultural and professional public institution with a component of theArticle L. 713-4 of the Education Code ;
(d) Letters of engagement from institutions and professionals hosting students in internship;
(e) Formalization of the institution's engagement in an assessment of the quality of the training provided;
(f) The distribution of student numbers per training year;
(g) Educational means and materials adapted to the training and number of students welcomed;
(h) The adequacy, in number and quality, of the pedagogical team to the student workforce and the training provided;
(i) Where applicable, the description of partnerships with other private higher education institutions in France or abroad;
(j) The advice of the departmental advisory committee on security and accessibility related to the institution concerned and the premises for training;
(k) Detailed plans of the establishment specifying the distribution and allocation of premises and its capacity to accommodate;
(l) Advertising and information materials for the public regarding training and professional opportunities, broadcast on paper or electronically or any other type of support.

If the registration file is incomplete, the institution's administrators will submit the missing documents within one month of the rector's notification.
When the file is complete, the rector acknowledges it and the address, without delay, to the ministers responsible for higher education and health.

When the conditions of accreditation are met, the Ministers responsible for higher education and health issues accreditation. Otherwise, the refusal of approval is made by a reasoned decision of the ministers concerned.
When the conditions of the accreditation are no longer met, the suspension or withdrawal of the approval shall be issued by a reasoned decision of the Ministers concerned after the directors of the establishment have been able to present their observations.
The rector shall inform students enrolled in the establishment of the suspension or withdrawal of the accreditation of the relevant training(s).

Private higher education institutions providing the training provided for in Article 1 not leading to the issuance of a national diploma of higher education or a French state diploma, regularly declared before the entry into force of this Order, file an application for accreditation under the conditions set out in this Order within six months of its publication.

The Director General of Higher Education and Vocational Integration and the Director General of the Care Offer are responsible, each with respect to him, for the execution of this Order, which will be published in the Official Journal of the French Republic.
