Judgment of May 12, 2014 concerning the E-Class Learning Booklet of the Driver's Permit

Publics concerned: driving schools, apprentice drivers.
Purpose: determine the requirements for the content of the learning booklet for category B of the driver's licence.
Effective July 1, 2014.
Notice: This Order does not impose a type of booklet.
It allows, where applicable, the use of the booklet in a dematerialized form provided that all the requirements it sets are met.
The use of the booklet as a pedagogical support and an exchange tool between the driver's teacher and the driver's student remains a priority, but its realization and design are free, provided that the general framework of the training set out in Appendix II is respected. The contents of the booklets shall comply with the following requirements:
a preamble;
- a pedagogical part presenting the general framework of the training program established by the State for the category BE of the driver's license.
Thus, this Order draws the consequences of the status and use of the field learning booklet, for this category of vehicles, without creating any new loads, relative to the existing ones, for the public concerned.

Considering the road code, including articles R. 211-3, R. 211-4 and R. 221-4;
Having regard to the amended decision of 20 April 2012, setting out the conditions for the establishment, issuance and validity of the driver's licence;
Having regard to the amended decision of 23 April 2012, setting out the practical modalities for the examination of the driver's licence of categories BE, C1, C1E, C, EC, D1, D1E, D, DE;
In view of the decision of 13 May 2013 concerning the reference for education for citizen mobility,

Any person who learns to drive a motor vehicle in order to obtain the category BE from the driver's licence referred to in section R. 221-4 of the road code must be the holder of the application form for a driver's licence validated by the prefect of the department in which the application was filed and a learning booklet. During practical driving learning, these two documents must be present in the vehicle. The learning booklet can take the form of a dematerialized document. Only the form of the application for a driver's licence, or its photocopy, can justify its driver's student status in the event of control by the officers and agents authorized to perform road controls.

The learning booklet specifies all the skills to be acquired during the course of the training.
Any EB category vehicle instruction booklet shall be in accordance with the contents of Annexes I and II to this Order and shall allow for an assessment of the level of acquisition of the skills described in Appendix II.

In case of loss or theft of the learning booklet, a new copy is established by the student driver, with the help of the teacher.

The provisions of this Order come into force on 1 July 2014.

The Delegate for Road Traffic and Safety is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.

    PREAMBULE


    The preamble addresses the following:
    Why better learn how to drive a set of vehicles in category B of the driver's license?
    What is the usefulness of your driver learning booklet of this type of vehicle set?
    What training program for the learning of the conduct of a set of vehicles under category BE?
    How are your progress assessed?
    How is the examination of the driver's licence for a set of vehicles under category BE?


    1. Why better learn to drive a whole
    vehicles under category B of the driver's licence?


    The overall objective of the training is to bring any driver to the mastery of knowledge, know-how, know-how and know-how.
    The effort to strengthen education and training in driving this type of vehicle must therefore be continued.
    Learning to drive a whole of this type is a demanding educational approach and this booklet will guide you in your progress, with the help of your trainer.


    2. What is the usefulness of your learning booklet?


    The booklet is a pedagogical tool to the attention of the student driver and the teacher of driving and road safety. It must be used as a "guide" during your driving learning journey, during your theoretical and practical courses.
    It allows you to materialize, with the help of your teacher, your level of skills and autonomy required for the safe conduct of such a set.
    For this purpose, you will find in this booklet four "grids" (Appendix II) that each corresponds to the "main" skills that you will gradually acquire. Each of these core competencies is subdivided into associated sub-competences that are to work and validate through differentiated approaches.
    3. What training program for the learning of the conduct of a set of vehicles under category BE?
    The driving of a set of vehicles has real specificities that must be able to control properly.
    This program is intended to be an overview, as exhaustive as possible, of the theoretical and practical skills that a driver, responsible and autonomous, must acquire in order not to put his safety and that of other users at risk.
    Through this program, with the help of your trainer, you will learn and understand the rules of the road code (especially those that concern more specifically the type of vehicle you learn to drive), but also learn and understand how to master the handling of the vehicle in the front and rear drive, the need to share the road in good intelligence with other users and to adopt citizen and responsible driving behaviours, the need for awareness of the risks and the other
    This program also allows you to self-assessment of your analyses, decisions, actions and choice of conduct.
    Your trainer is at your side to guide you and advise you.


    4. How are your progress assessed?


    In order to have benchmarks, four progress grids accompany the student in the acquisition of the skills necessary for the conduct of a set of vehicles.
    These grids detail, for each associated sub-competence, the behavioural, technical and environmental knowledge to be disposed of by the student as it evolves.
    For each associated sub-competence, evaluations implemented by your trainer, which will specify the criteria and conditions of success, are planned. It will be possible for you to measure your success or to appreciate the elements to progress.
    In addition, for each of the associated sub-competences that involve the awareness that you will have of your abilities, motivations and limitations, self-assessments are available within each of the four grids.
    When all required skills are validated, your trainer will be able to present you to the driver's license tests.


    5. How is the exam going?


    The practical test for the examination of the category BE driver's licence consists of two phases:
    the first: off-road;
    the second: in circulation.
    These two phases of the practical test are evaluated by an expert: the driver's licence inspector and road safety.
    The expert's assessment is based on specific regulatory texts and instructions that set out the terms and conditions.
    The off-road test is an eligibility for the outstanding test.
    The objective of this test is to assess the level of knowledge and know-how that you have acquired: road code, safety and road signs, loading and unloading, mechanical and vehicle checks, maneuvers, dismantling and coupling.
    The objective of the running test is to assess the skills you have acquired to carry out checks and checks before the vehicle's departure and the level of technical and behavioural skills you have achieved to safely circulate.
    This event takes place in a varied environment, where the candidate must:
    ―taking straight roads, negotiating corners;
    • change direction, cross intersections, use acceleration and deceleration routes;
    ― to carry out a journey through urban, road and/or highway routes;
    - to exceed and cross vehicles;
    ― leaving a parking space, leaving after a stop;
    – take the necessary precautions before descending from the vehicle.
    The expert conducts an assessment of the necessary and fundamental skills to be acquired for a safe conduct because driving is a difficult act, which entails a strong responsibility.
    The expert strives to value your behavioral gains rather than your weaknesses. It thus produces an inventory of positive and negative points, which are returned to a given jurisdiction.
    At the end of the test, the expert formally transcribes this balance of competence in an evaluation grid.
