Order of February 14, 2014 concerning the organization of the fire brigade of Paris

The fire brigade in Paris consists of a staff, intervention units, service and support units, education units, and a health and medical emergency service composed of a health division and medical centres.

I. ― The commander of the fire brigade of Paris is assisted by a second commander general and a territorial deputy colonel.
In the event of the absence or incapacity of the general commander of the fire brigade of Paris, the suppleance is ensured by:
- the second commander;
- the territorial deputy in the event of absence or incapacitation of the second commanding officer.
II. ∙ The general commander of the fire brigade of Paris states:
1° From a firm;
2° From a communication office;
3° A health advisor who reports to the status of the armed practitioners. The health advisor is also the head doctor of the fire brigade in Paris.
The head doctor of the fire brigade in Paris is responsible for the health and medical emergency service.
In addition, for the synthesis and coordination missions, the general commanding the fire brigade of Paris has the office "study and forward-looking".
III. – The second commander is responsible for the flight and control missions of the brigade. It has the office "pilot, audit, control".
The Deputy Territorial Colonel is in charge of relations with the deconcentrated state and territorial authorities.

    The General Staff assists the general commander of the fire brigade of Paris in the execution of the missions planned for the Articles R. 1321-19 to R. 1321-24-1 of the Defence Code.
    As such:
    – it leads the operational mission;
    – it provides administration, logistical support, human resources management and the implementation of the training policy of the brigade.
    The staff of the fire brigade of Paris is an administrative training within the meaning of theArticle R. 3231-10 of the Defence Code.
    He is placed under the command of a colonel who bears the title of chief of staff of the fire brigade of Paris.

    The staff of the fire brigade of Paris includes:
    1° The employment division;
    2° The logistics division;
    3° The Human Resources Organization Division;
    4° The Financial Administration Division;
    5° The Health Division;
    6° The office "study and prospective".
    Each division is placed under the command of a senior officer who is the deputy chief of staff of the fire brigade of Paris.

    1° From the "operations and operational preparation" office;
    2° From the "operational planning" office;
    3° From the "prevention" office.
    II. ― The logistics division consists of:
    1° From the office "support of infrastructure";
    2° From the "organization of information systems" office;
    3° From the "operational condition" office;
    4° From the office "support of man".
    III. ― The Human Resources Organization Division consists of:
    1° From the Human Resources Organization office;
    2° From the office "staff condition and human environment";
    3° From the "house" office;
    4° From the "training engineering" office.
    IV. ∙ The Financial Administration Division consists of:
    1° Financial and budget programming;
    2° Office of Legal Affairs and Public Order;
    3° From the General Administration office.
    V. ― The Health Division is composed of:
    1° Health and Prevention Office;
    2° Emergency medical office;
    3° From the office "pharmacy and biomedical engineering".

    The three fire and rescue groups and the support and rescue group are formed by the fire brigade's intervention units in Paris.
    Each grouping is an administrative training within the meaning ofArticle R. 3231-10 of the Defence Codeunder the command of a superior officer.

    Fire and rescue groupings carry out the tasks set out in the articles R. 1321-19 and R. 1321-20 Defense code.
    The territorial organization of fire and rescue groupings is established by the general commanding the fire brigade of Paris based on the objectives of risk coverage and threats determined by the interdepartmental risk analysis and coverage scheme provided for in article R. 1321-23 of the same code.
    Each fire and rescue group includes:
    1° A staff;
    2° Fire and rescue companies;
    3° A command and logistics company.

    The support and relief unit, which provides operational support for the units of intervention by specialized means and the command of the personnel seconded for the benefit of external bodies to carry out operational and specific fire safety missions, includes:
    1° A staff;
    2° Support and rescue companies;
    3° A command and logistics company;
    4° Specialized elementary units.

    The service and support units of the fire brigade of Paris are the support and relief unit, which is responsible for ensuring the administrative support and support of the staff assigned to the offices of the staff and to the operational centre, which is scheduled to be held at the headquarters.Article R. 3222-16 of the Defence Code.
    The support and rescue group is responsible for operational missions in support of the intervention units.
    It constitutes administrative training within the meaning ofArticle R. 3231-10 of the Defence Code and is under the command of a superior officer.

    To terms of Article R. 3222-13 of the Defence Codethe general commander of the fire brigade of Paris may delegate his signature:
    I. ― Within the limits of the powers of the fire brigade of Paris:
    1° To the second commander of the fire brigade of Paris;
    2° To the territorial deputy of the fire brigade of Paris.
    II. - Within the limits of their responsibilities:
    1° To the chief of staff of the fire brigade of Paris;
    2° To the deputy chiefs of the brigade of firefighters of Paris;
    3° To the head doctor of the fire brigade in Paris.

    The conditions for the execution of the missions of the fire brigade of Paris are specified by instruction of the general commander of the fire brigade of Paris.

    The decision of 20 June 2002 on the organization of the fire brigade of Paris and the decision of 7 November 2005 on the terms and conditions of delegation of signature of the commander of the fire brigade of Paris are repealed.
