Decree No. 2014-79 of 29 January 2014 amending various decrees concerning the organization of careers of Category B officials of the territorial public service

Public concerned: Category C officials accessing a Category B employment framework in the territorial public service; Category B territorial officials.
Subject: Update of decrees governing the classification and career of category B officials of the territorial public service.
Entry into force: the text comes into force on 1 February 2014.
Notice: This Decree shall update the classification of category officials C acceding to a Category B employment framework of the Territorial Public Service, to draw on the consequences of the revalorization of the Category C scales 3, 4, 5 and 6. It also adjusts the durations of certain ranks of the first and second grades under the new category B (NES) statutory space to take into account the new career periods in the C-class bodies and employment frameworks.

Vu le Decree No. 95-31 of 10 January 1995 amended with a special status of the employment framework of local youth educators;
Vu le Decree No. 2010-329 of 22 March 2010 amended bringing statutory provisions common to various employment frameworks of officials in Category B of the Territorial Public Service;
Vu le Decree No. 2013-262 of 27 March 2013 amended with specific status of the employment framework of territorial paramedical technicians;
Vu le Decree No. 2013-490 of 10 June 2013 having a particular status of the employment framework of local school teachers and family stakeholders;
Having regard to the advice of the Local Finance Committee (the Standards Assessment Advisory Board) dated 5 December 2013;
Having regard to the advice of the Superior Council of the Territorial Public Service dated 23 October 2013;

  I. ∙ Can be included in the grade progress tables of the employment frameworks governed by the decree of 22 March 2010 referred to above, established under the year 2014, officials who would have met, by 31 December 2014, the conditions set out in article 25 of the above-mentioned decree of 22 March 2010, in its writing before the coming into force of this decree.
  II. ― Officials listed in the 2014 progress schedules are promoted to the higher rank, taking into account the situation that would have been theirs if they had not ceased to mention, until the date of their promotion, the provisions of Chapter IV of the above-mentioned Decree of 22 March 2010 in its writing prior to the coming into force of this Order and if they had been reclassified, at the date of their promotion, in accordance with this Order.

  The provisions of this decree come into force on the first day of the month following its publication.
