Entry into force: This Decree comes into force on 1 February 2014.
Notice: This decree amends the organization of careers of category C officials, by bringing the number of grades in grades 4 and 5 of pay to 12 and in grades 6 of the ranks. It also changes the length of stay in certain levels.

On the report of the Minister of State Reform, Decentralization and Public Service,
Vu la Act No. 83-634 of 13 July 1983 amendments to the rights and obligations of civil servants, together with Act No. 84-16 of 11 January 1984 amended with statutory provisions relating to the public service of the State;
Vu le Decree No. 64-775 of 28 July 1964 amended by statute of the Meteorological Technicians;
Vu le Decree No. 69-904 of 29 September 1969 amended by-law of public administration relating to the status of the body of agents of the information and communication systems of the Ministry of Interior;
Vu le Decree No. 2005-1228 of 29 September 2005 amended on the organization of careers of category C officials;
Vu le Decree No. 2009-1357 of 3 November 2009 Amended to include the specific status of the body of the health-care workers and civilian qualified hospital officers of the Ministry of Defence and to amend the Decree No. 2005-1597 of 19 December 2005 bearing special status of the civilian nursing corps of the Ministry of Defence;
Vu le Decree No. 2010-888 of 28 July 2010 amended on the general conditions of appreciation of the professional value of government officials;
Considering the opinion of the Conseil supérieur de la service publique de l'État dated 6 November 2013;
The State Council (Section of Administration) heard,
Decrete:
The provisions of Article 1 of the above-mentioned Decree of 29 September 2005 are replaced by the following provisions:
"Art. 1st.-The grades classified in the scale 3 of remuneration created by Decree No. 2005-1229 of 29 September 2005 establishing different scales of pay for category C of government officials have eleven levels.
"The grades classified in scales 4 and 5 of remuneration created by Decree No. 2005-1229 of September 29, 2005 are twelve steps.
"The grades in the scale 6 of pay created by Decree No. 2005-1229 of September 29, 2005 have nine levels. »
The provisions of Article 2 of the Decree shall be replaced by the following provisions:
"Art. 2.-I. ― The average length of time spent in each of the grade levels classified in the category C salary scale 3 is set as follows:

In Article 3 bis of the same decree, the word "second" is replaced by the word "third" and the number "II" placed in front of the words "of Article 2" is replaced by the number "III".
Article 7 of the above-mentioned Decree of 29 September 2005 is supplemented by a sub-item:
"During the duration of the normal probation period established by a decree establishing the special status of a body of civil servants of category C of the public service of the State, no reduction or individual increase of the average period of advancement of a staff member under Chapter II of Decree No. 2010-888 of 28 July 2010 relating to the general conditions of the appraisal of the professional value of public servants of the State may be attributed. »
The provisions of Article 7 of the above-mentioned Decree of 28 July 1964 are replaced by the following provisions:
"Art. 7.-The grade of technical assistance is classified in the scale of pay provided for in the second paragraph of Article 1 of the decree of September 29, 2005 referred to above.
"The rank of second-class senior technical assistance is classified in the 5 scale of pay provided for in the second paragraph of Article 1 of the decree of September 29, 2005 referred to above.
"The rank of senior technical assistance in the 1st class is classified in the scale 6 of pay provided for in the third paragraph of Article 1 of the decree of September 29, 2005 referred to above.
"The duration of these grades is that provided for in Article 2 of the above-mentioned Decree of 29 September 2005 for each of the corresponding pay scales. »
The above-mentioned decree of 29 September 1969 is amended as follows:
1° At the beginning of Article 1, a paragraph is inserted as follows:
"The body of agents of the information and communication systems of the Ministry of Interior is governed by the Decree No. 2005-1228 of 29 September 2005 relating to the organization of careers of category C officials and this decree. » ;
2° The provisions of Article 3 shall be replaced by the following provisions:
"Art. 3.-A each of the groups mentioned in the preceding article corresponds to a grade.
"The grade corresponding to the third group is ranked in the scale 4 of compensation provided for in the second paragraph of Article 1 of the decree of September 29, 2005 referred to above.
"The grade corresponding to the second group is classified in the scale 5 of pay provided for in the second paragraph of Article 1 of the decree of September 29, 2005 referred to above.
"The grade corresponding to the first group is ranked in the scale 6 of pay provided for in the third paragraph of Article 1 of the above-mentioned Decree of 29 September 2005.
"The duration of these grades is that provided for in Article 2 of the above-mentioned Decree of 29 September 2005 for each of the corresponding scales. » ;
3° In Article 10, the words: " 6 of Decree No. 2005-1228 of 29 September 2005 relating to the organization of careers of category C officials are replaced by the words: "7 of the decree of September 29, 2005 referred to above. » ;
4° Sections 13 and 14 are repealed.
II and III of Article 3 of the above-mentioned Decree of 3 November 2009 are deleted.
Category C civil servants of the public service of the State under a grade of scale 3 of pay shall be reclassified to their rank on the date of entry into force of this decree in accordance with the following table:

Public servants, listed on a 2014 progress table, promoted to higher rank in one of the bodies governed by the Decree of 29 September 2005, after the date of entry into force of this decree, are classified in the rank of advancement taking into account the situation that would have been theirs if they had continued, until the date of their promotion, their career and had been classified in this rank according to the provisions applicable before the coming into force of this decree, and then reclassified to the date of their promotion under the conditions fixed, as the case may be, by the corresponding tables
This Order comes into force on the first day of the month following its date of publication.
The Minister of Economy and Finance, the Minister of the Interior, the Minister of Ecology, Sustainable Development and Energy, the Minister of Defence, the Minister of State Reform, Decentralization and the Public Service and the Minister Delegate to the Minister of Economy and Finance, responsible for the budget, are responsible, each with respect to it, for the execution of this decree, which will be published in the Official Gazette of the French Republic.
