Decrete:
The agreement in the form of an exchange of letters between the Government of the French Republic and the Government of the Republic of the Congo prorogating the effect of a clause in the agreement of 25 October 2007 on the concerted management of migratory flows and co-development, signed in Brazzaville on 31 October 2013, will be published in the Official Journal of the French Republic.
The Prime Minister and the Minister for Foreign Affairs are responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.

In order to strengthen bilateral relations between our two countries, by promoting the circulation of our nationals holding diplomatic passports, the Agreement of 25 October 2007 between our two governments on the coordinated management of migratory flows and co-development provided short-term visas to Congolese and French nationals holding secure diplomatic passports.
Article 1 of the October 25, 2007 agreement provides that this exemption will produce its effect for two years from its entry into force and that it may be renewed by exchange of letters between the two Parties. She was first reappointed on July 29, 2011, then a second time on July 31, 2013 and will expire on October 31.
At the last meeting of the Follow-up Committee of the Agreement, held in Paris on 26 September 2013, both parties agreed in principle to extend the visa exemption for diplomatic passports for a period of two years beginning on 1 November 2013, on the understanding that the issue will be subject to an evaluation by one year at the next Follow-up Committee of the Agreement. They agreed that the renewal for the second year would be subject to an agreement by the two Parties on the positive nature of that assessment.
I have the honour to propose to you, on behalf of my Government, that this exemption be extended for a period of two years from 1 November 2013. The mechanism will be reviewed before one year, and its extension for the second year, subject to an agreement by the two Parties on the positive nature of the evaluation.
I would be grateful if you could let me know whether this proposal is a matter of your Government's approval. If so, this letter and your response will constitute an agreement between our two Governments, an agreement that will come into force on the date of your response.

In response, I have the honour to inform you that the terms of the above letter meet the approval of the Government of the Republic of the Congo; this letter and this letter will constitute an agreement between our two Governments. This Agreement shall enter into force on the date of this day.
