Judgment of 12 December 2013 concerning the admission examinations to the Military Special School of Saint-Cyr

In light of the July 24, 2009 decision on titles and diplomas recognized as equivalent to the diplomas required to be candidates for admissions and recruitments provided by the Decree No. 2008-940 of 12 September 2008 amended bearing the special status of the corps of arms officers of the army of land;
In view of the decree of 23 December 2009 on the medical and physical conditions of fitness required of candidates for admission examinations in military schools of career cadets of the army of land and candidates for recruitment in the corps of arms officers of the army of land,

The purpose of this order is to establish, in accordance with the articles 4 and 9 Decree No. 2008-940 of 12 September 2008 amended, the conditions for the organization and conduct of the admission examinations to the Special Military School (ESM) in Saint-Cyr, as well as the programmes, the nature and the coefficients of the tests.
For each competition, an annual stamped circular from the Office of the Under-Director Recruitment of the Human Resources Management of the Land Army (DRHAT/SDR/BC) specifies the practical modalities for the organization and conduct of these competitions, including:
- the formalities and deadlines for registration to be followed by candidates;
― any details of the examination review programme;
- the timing and execution of the tests;
― the detailed procedures for the integration of common appeal services.

Candidates meeting the conditions set by theArticle 4 of Decree No. 2008-940 of 12 September 2008 Amended with special status of the corps of the officers of the weapons of the army and meeting the conditions of fitness defined by the decree of 23 December 2009 concerning the medical and physical conditions of fitness required of candidates for the admission examinations in the military schools of cadets career officers of the army of land and candidates for recruitment in the corps of the officers of the weapons of the army of land.

    Test competitions 1° and 2° of Article 4 of Decree No. 2008-940 of 12 September 2008 amended include written eligibility tests and admission tests. Some of these trials may be common with other admission competitions to major civil or military, scientific, literary or economic and commercial schools.

    The responsibility for the organization of the competitions rests with the Director of Human Resources of the Land Army, who may use all or part of the organization of the joint competitions adopted by bodies authorized by the Minister for Higher Education and Research and appeal to the levels or other territorial authorities, with regard to the conduct of the trials and the appointment of members of the jury secretariat.

    The jury of each of the competitions organized under the 1° and 2° of Article 4 of Decree No. 2008-940 of 12 September 2008 includes:
    – a president, the personality of the scientific or academic world;
    a vice-president;
    a senior officer, deputy of the president;
    - corrections and examiners: officers of the army of land or university professors, experts or teachers of higher education or preparatory classes of large schools.
    The president of the jury may be assisted by special examiners, not members of the jury, for the organization of the sport trials.
    The jury can form a group of examiners.
    Only the president of the jury, the vice-president of the jury and his deputy have a deliberative voice for eligibility and admission. Other proofreaders and examiners have advisory voices only for the sole step of the process (eligibility or admission) for which they are designated.
    The members of the jury are appointed by order of the Minister of Defence on the proposal of the Human Resources Director of the Earth Army.
    In the event of a failure of one or more of them prior to the start of the tests, the replacement is insured under the same conditions.
    The president of the jury has a secretariat whose responsibility is provided by an officer or an equivalent officer.

    Written proof of eligibility and admission tests are noted from 0 to 20.
    Each candidate can only compose and be interviewed in the disciplines and on the subjects corresponding to the contest and the path for which he is enrolled.
    Is eliminated from competitions on trials:
    - a grade of 2 out of 20 at one of the oral examinations;
    - an average of 6 out of 20 at the sporting events.
    Any unfulfilled test or test carried out in a path for which no nomination has been made shall be assigned from the zero mark, including for optional tests.

      The candidates compose in the writing centers opened by the notes bank or the test bank to which the contest is subscribed.
      They are subject to the general regulation of national competitions.

      In order to ensure equal notation between candidates, it may be done, by decision of the jury president, to equalizations between the notes, in particular between the options, or to harmonization.

      At the end of the corrections to the written examinations and for each of the contests, the President of the jury shall transmit to the Minister of Defence the list of candidates declared eligible. Applicants who have obtained the same total of points are drawn from the number of points obtained in the written test(s) with the highest coefficient.

      For each competition 1° and 2° of Article 4 of Decree No. 2008-940 of 12 September 2008 amended, the Minister of Defence (Director of Human Resources of the Land Army) determines, in accordance with the jury's decisions, the nominative list of qualified candidates.
      These lists, established in alphabetical order, are published in the Official Bulletin of Armies and posted on the site of recruitment of the Army of Land.
      Eligibility benefit cannot be deferred from one year to another.

      Candidates who have provided an e-mail address during their registration are summoned via telematic means; the others are summoned by mail.
      This summons precedes the publication in the Official Bulletin of Armed Forces under Article 10 of this Order.
      The candidates are divided into series according to a schedule established by the jury president. Any request for a serial change shall be submitted to the decision of the Chairman of the jury and shall be accompanied by a supporting document to the secretariat of the contest by means of telematics or, if not, by registered mail.
      Any candidate who, without a valid reason, does not appear at any of the oral examinations of admission or is present after the time of summons shall receive the zero mark for this test. If more than one oral admission test is delayed, it is excluded from the competition.
      Any candidate who, without any grounds recognized as valid by the president of the jury, does not present himself or herself after the time of convocation to one of the sporting events, is excluded from the competition.
      A candidate who manages to justify his or her delay or impediment may be authorized by the President of the jury to undergo the trial at a later date, obligatoryly before the end of the admission tests. When the incapacity is medical, this decision is made after the issuance of a medical certificate by a doctor.

      Candidates who have been convicted of fraud or actions that may adversely affect the regularity of the contest are, by a decision of the president of the jury, excluded from the contest.

      For each competition, the jury lists the candidates admitted and the candidates listed on the supplementary list, in order of merit, all options confused, adding the points obtained to the eligibility tests and admission tests.
      Applicants who have obtained the same total of points are departed by the number of points obtained in the only admission tests and, if necessary, by the number of points obtained in the oral examination(s) with the highest coefficient.

      The Minister of Defence (Head of Staff of the Army of Land) shall determine for each of the contests, in accordance with the jury's decisions, the main admission list and the supplementary admission list as a student to the SSM of Saint-Cyr.

      Candidates on one of the main admission lists must join the ESM of Saint-Cyr according to the common admission procedure in the schools used by the service of the joint polytechnic competitions (SCCP) for the scientific competition and the system of integration in the major management schools (SIGEM) for the economic and social sciences contest, and based on the list of wishes classifying in order of preference the schools to which they presented.
      The acceptance by a candidate of an assignment in another large school placed more favourably on the list of vows is equivalent to a refusal of the benefit of admission to the military special school in Saint-Cyr.
      The candidates on the main admission list of the letters contest are summoned to join the SSM of Saint-Cyr by the Human Resources Directorate of the Army for the contest presented under the 1° of Article 4 of Decree No. 2008-940 of 12 September 2008 amended bearing the special status of the corps of the army's arms officers.
      Candidates on one of the additional lists will be summoned to join the SSM of Saint-Cyr in replacement of resigning or failing candidates from the corresponding main list, in order of their ranking on the supplementary list:
      ― according to the common admission procedure in schools used by SCCP and SIGEM, for the economic and social science and science competitions, 1° of Article 4 of Decree No. 2008-940 of 12 September 2008 amended bearing the special status of the corps of arms officers of the army of land;
      ― by the Human Resources Directorate of the Land Army, for the letters contest presented under the 1st of Article 4 and for the contest presented under the 2° of Article 4 of Decree No. 2008-940 of 12 September 2008 amended bearing the special status of the corps of the army's arms officers.
      Candidates renouncing their admission shall do so through the common admission procedure of the contest concerned.
      Only candidates assigned to the Saint-Cyr MSB in accordance with the above-mentioned common admission procedures can integrate the school.
      Final admission is only pronounced after verification, upon arrival at school, of the medical fitness of the students. Candidates classified medically and temporarily unfit may be adjourned for one year. This adjournment is not renewable.
      Those who, unless expressly authorized by the Director of Human Resources of the Land Army, have not joined the place of summons within the deadlines, cannot claim to the benefit of admission to the Military Special School of Saint-Cyr.

      Tests of open competitions 1° of Article 4 of Decree No. 2008-940 of 12 September 2008 modified are based on the type of competition (scientific, literary and economic and social sciences).
      The details of the tests for each of the competitions are set out in annex I.



      Scientific competition


      For the scientific competition, candidates choose between the paths corresponding to the options of the preparatory classes to the major scientific schools: "math-physics" (MP), "physics-chemistry" (PC) and "physics-sciences of the engineer" (PSI). Tests may be common or specific to these routes.

      The literary contest


      For the literary competition, the essays relate to the programs of the preparatory classes of the first and second year letters of the normal higher schools (ENS of Paris and Lyon) as defined by the (or) ministry(s) responsible for national education and higher education and research.

      The competition in economic and social sciences


      The Economic and Social Sciences (ESS) competition program is the first and second year of economic and commercial preparatory classes, an economic option, as defined by the Ministry of National Education.

      The competitions, the scale and the conditions for the performance of these tests are set out in the amended decision of 24 November 1998.
      The average of 20 of the grades obtained from these tests is assigned to a coefficient 10. The points obtained are recorded in the admission tests.
      Any candidate who, for any reason, is compelled to interrupt the sporting events may, upon the decision of the jury's president, be allowed to undergo these trials with another series of the same contest. He must then undergo all the sporting events.
      Candidates who conducted these tests in the same year, as part of one of the competitions provided for in the above-mentioned decision of 24 November 1998, may submit a performance statement. This statement is to be produced before the competition's sporting events are performed.

    The title competitions 3° and 4° of Article 4 of Decree No. 2008-940 of 12 September 2008 modified include pre-selection on file and admission tests.
    Candidates for recruitment on title are admitted by the Minister of Defence, on the proposal of the commission provided for in theArticle L. 4136-3 of the Defence Code.

      For the title competition 3° of Article 4 of Decree No. 2008-940 of 12 September 2008 amended, the pre-selection committee shall include:
      – the Deputy Director of the Recruitment of the Human Resources Management of the Land Army or its representative, President;
      – a senior officer of the Human Resources Policy Office of the Human Resources Directorate of the Land Army;
      – a senior officer of the recruitment office of the under-direction recruitment of the Human Resources Directorate of the Earth Army;
      – a senior officer of the study-evaluation office of the under-direction recruitment of the Human Resources Directorate of the Earth Army;
      a superior officer representing the schools of Coëtquidan;
      ― three personalities selected from university professors, lecturers or associate professors with a doctorate, including the general director of teaching and research (DGER) of the schools of Coëtquidan or his representative.
      The members of the pre-selection commission are appointed by the Human Resources Director of the Earth Army.
      The Commission is responsible for reviewing applications.
      At the end of this work, the commission planned forArticle L. 4136-3 of the Defence Code sets out the list of candidates admitted to undergo maintenance and sporting events. This list is published in the Official Bulletin of Armies in alphabetical order.
      The benefit of the preselection cannot be deferred from one year to another.

      an officer of the Human Resources Policy Office of the Human Resources Management of the Land Army;
      - an officer of the office recruiting the under-direction recruitment of the human resources management of the land army;
      – an officer of the study-evaluation office of the sub-direction recruitment of the human resources management of the land army;
      – a language teacher at Coëtquidan schools.
      The members of the pre-selection commission are appointed by the Human Resources Director of the Earth Army.

      a language teacher at the schools of Coëtquidan;

      At the end of the examination of the records and admission examinations, the commission scheduled forArticle L. 4136-3 of the Defence Code proposes, for each competition, to the Minister of Defence, the list of candidates admitted, in order of merit, as well as a supplementary list.
      The Minister of Defence (Chief of Staff of the Army of Land), in accordance with the Commission's decisions, shall, for each competition, determine the main admission list to the SMS of Saint-Cyr and, where appropriate, the supplementary admission list.

      The terms and conditions for individual notification of the admission list are specified by stamp circular of the office examination of the sub-direction recruitment of the human resources management of the land army.

    The required language level is that set by the European language reference framework: learning, teaching, evaluating the Council of Europe of 2001.
    The levels are as follows:
    A1, A2 elementary user;
    B1, B2 independent user;
    ― C1, C2 experienced user.

    An individual transcript of the notes of the oral examinations of admission is sent to the candidates of the examinations having conducted all the admission tests after the proclamation of the admission results.

    Upon a decision of the Minister of Defence, candidates from foreign countries who meet the conditions of application established by special instruction are allowed to compete. They are subject to the same rules, procedures and trials as their French counterparts.
    Candidates who are eligible or admitted are ranked according to the nature of the contests presented and/or options.

    NATURE OF ARTICLE 1° OF ARTICLE 4
    DU DECRET N° 2008-940 OF 12 SEPTEMBER 2008 MODIFIED


    All the eligibility and admission tests for the three competitions are included in the synoptic tables in chapter III, section 1, section 1, of this Order.


    1. THE SCIENTIFIC CONCOURS
    1.1. Eligibility


    The tests are those of the joint polytechnic competitions. Their nature, shape and duration are determined by the service of the joint polytechnic competitions responsible for their organization.
    The language eligibility test is English.


    1.2. Admission
    1.2.1. Mandatory oral examinations
    1.2.1.1. Scientific tests


    Depending on the chosen path, candidates pass one or two tests, in each discipline, in the form of interrogations covering the entire program of the track.
    For the specific test of the PC track (physics 2 or chemistry), the discipline in which the candidate is questioned is drawn from the beginning of the admission tests.
    Some tests may require the use of a computer.


    1.2.1.2. The French test


    The French test consists of a comment and an interview.
    The commentary is based on one or more contemporary texts with an argumentative dimension or purpose (artistic work(s), article(s), essay(s))) to propose a focused approach.
    Maintenance is a time of recovery and expansion. The last five minutes of the interview are devoted to a reflection on the (or) text(s) with ideas studied during the first part of the test and oriented to the motivations of the candidate and the idea that he is doing the job of an officer.
    This test aims to assess the candidate's spirit of analysis and synthesis, his ability to question and highlight key points, to understand concepts or issues in their historical, intellectual and cultural context, to express himself with clarity, correction and rigour, to formulate a personal reflection.


    1.2.1.3. The English test


    The English test consists of a document comment (text, video support, audio or visual support) followed by a more extensive interview around one or more topical topics suggested by the document.
    On this occasion, the candidate demonstrates his knowledge of the civilization of the linguistic area concerned.
    No program is set for this test.
    The desirable level corresponds to a baccalaureate level + 2, or B2.


    1.2.1.4. The test of personal initiative supervised (TIPE)


    The framed personal initiative (TIPE) test consists of two consecutive parts.
    The candidate orally exposes to a group of two to three examiners the work carried out during the year on the subject of TIPE he chose.
    Then, as part of an interview, the candidate is questioned about the content of his presentation. This interview remains strictly within the program.
    The candidate has no preparation time for this test.


    1.2.2. Optional language test


    The event focuses on a second living language, chosen from German, modern Arabic, Spanish, Italian, Portuguese and Russian.
    This test is performed in writing during the eligibility tests and is taken into account only in the case of the candidate's eligibility. Only the points above the 10 out of 20 mark are taken into account for admission and are assigned to coefficient 4.
    The test consists of responding to a multiple-choice questionnaire.
    The desirable level is:
    – for Russian and modern Arabic, two years of teaching, or A2;
    for other living languages, to that of a second living language in the bachelor's degree, B1.


    2. THE LITTLE CONCOURT
    2.1. Eligibility


    Eligibility tests are defined and organised by the Literary Test Bank (BEL). The composition of geography as well as the historical events 2 (commentary of texts and historical documents) and geography 2 (map committee) are those of eligibility to ENS Lyon.
    The living language test is English.


    2.2. Admission


    For all tests, the preparation duration is thirty minutes and the interview duration of about twenty-five minutes, with the exception of the comment-maintenance tests in literature or philosophy and comment-maintenance relating to contemporary problems in history or geography, for which the preparation duration is fixed to one hour.


    2.2.1. Mandatory oral examinations
    2.2.1.1. The review-maintenance test in literature or philosophy


    The candidate's interrogation discipline is drawn to lot from the beginning of the admission tests.
    This test consists of a comment and an interview.
    The commentary is based on one or more texts with dimension or intended non-programming argument (work(s) or philosophical(s), article(s), essay(s)) to propose a problem.
    Maintenance is a time of recovery and expansion. The last five minutes of the interview are devoted to a reflection on the (or) text(s) with ideas studied during the first part of the test and oriented to the motivations of the candidate and the idea that he is doing the job of an officer.
    This test aims to assess the candidate's spirit of analysis and synthesis, his ability to question and highlight key points, to understand concepts or issues in their historical, intellectual and cultural context, to express himself with clarity, correction and rigour, to formulate a personal reflection.


    2.2.1.2. The comment-maintenance test on contemporary problems
    in history or geography


    The candidate's interrogation discipline is drawn to lot from the beginning of the admission tests.
    The event consists for history in a commentary of one or more documents in relation to the annual programme of the BEL common trunk and for geography in a commentary of one or more iconographic or cartographic documents(s) or statistical(s) in relation to the annual common programme of ENS Lyon (optional and non-mandatory annex card).
    Maintenance is a time of recovery and expansion.


    2.2.1.3. Language tests


    They are obligatoryly two.
    For the first living language test, the imposed language is English.
    For the second language test, the candidate chooses:
    – among the following living languages: German, Spanish, Italian, Portuguese, Modern Arabic, Russian or Chinese; or
    - among the following ancient languages: Latin or ancient Greek.


    2.2.1.3.1. First and second living language trials


    These tests consist of a document commentary (text, video support, audio support or visual support) followed by a more in-depth interview around one or more topical topics suggested by the document.
    On this occasion, the candidate demonstrates his knowledge of the civilization of the linguistic area concerned.
    The desirable level is:
    – for Russian, modern Arabic and Chinese in B1;
    for other living languages, B2.


    2.2.1.3.2. Ancient language test


    The test consists of a translation, a personal comment and a French-language interview with the examiner, from a text. During the preparation time, the candidate may have a dictionary.
    No program is set for this test.


    2.2.1.4. The Mathematics Test


    The test consists of two or three exercises that can include several questions under the curriculum defined by the annual circular under stamp of the sub-direction of the formation of the human resources management of the land army (DRHAT/SDF).


    2.2.2. Optional language test


    The test covers a third language different from the previous language tests, chosen among:
    one of the following living languages: German, Spanish, Italian, Portuguese, Modern Arabic, Russian or Chinese;
    one of the following ancient languages: ancient Greek or Latin.
    For this test, only the points above the score of 10 out of 20 are taken into account for the admission and are assigned to the coefficient 4.
    In the living language, the test consists of a foreign language interview conducted by the examiner on a document (text, video support, audio or visual support).
    The desirable level is:
    – for Russian, modern Arabic and Chinese, two years of teaching, or A2;
    for other living languages, to that of a second living language in the bachelor's degree, B1.
    In the ancient language, the test consists in the translation of a text drawn from a list of texts illustrating an important aspect of the Roman world or the Greek world. This list of texts is defined annually by annual stamp circular (DRHAT/SDF).
    The translation is followed by an interview with the French-language examiner and in relation to the text.


    3. ECONOMIC AND SOCIAL CONCOURS
    3.1. Eligibility


    The tests are those of the competitions common to the management schools grouped in the common bank of tests of the board of admissions and competitions of the Chamber of Commerce and Industry of Paris (DAC/CCIP) responsible for their organisation. DAC/CCIP also defines their nature, shape and duration.
    The first living language test is English.
    For the second language test, the candidate chooses from the following living languages: German, Spanish, Italian, Portuguese, Modern Arabic, Russian or Chinese.


    3.2. Admission


    For all tests, the preparation time is 30 minutes and the interrogation time is about 25 minutes.


    3.2.1. Mandatory oral examinations
    3.2.1.1. The French test


    The French test consists of a comment and an interview.
    The commentary draws on one or more contemporary texts with an argumentative dimension or purpose (artistic or philosophical works), article(s), essay(s)) to propose a probmatized approach.
    Maintenance is a time of recovery and expansion. The last five minutes of the interview are devoted to a reflection on the (or) text(s) with ideas studied during the first part of the test and oriented to the motivations of the candidate and the idea that he is doing the job of an officer.
    This trial aims to assess the candidate's spirit of analysis and synthesis, his ability to question and emphasize the key points, to understand concepts or issues in their historical, intellectual and cultural context, to express himself with clarity, correction and rigor, to formulate a personal reflection.


    3.2.1.2. The Mathematics Test


    The mathematical test consists of an interrogation on the program of the preparatory classes of first and second year, economic path.


    3.2.1.3. The test of economic and historical analysis of contemporary societies


    The test of economic and historical analysis of contemporary societies consists of:
    ― to verbally expose the answer to a question drawn to fate and relating to one of the twelve themes listed in the first and second year preparatory classes, economic path;
    ― then, as part of an interview, to answer the questions of the examiner regarding the presentation or acquisition of analytical instruments and certain keys essential to the understanding of the contemporary world.


    3.2.1.4. The economy test


    The economic test consists of an interrogation allowing the examination of the candidate's assimilation of the foundations of economic analysis.
    It can include short practical exercises. It focuses on the first- or second-year preparatory class programme, an economic path.


    3.2.1.5. First and second living language trials


    The language tests are mandatory for English and the language chosen by the candidate in the second language in writing.
    These tests consist of a document commentary (text, video support, audio support or visual support) followed by a more in-depth interview around one or more topical topics suggested by the document.
    On this occasion, the candidate demonstrates his knowledge of the civilization of the linguistic area concerned.
    The desirable level is:
    – for Russian, modern Arabic and Chinese in B1;
    for other living languages, B2.


    3.2.2. Optional language test


    For the third language test, the candidate chooses:
    – a living language different from those chosen in previous trials, among German, Spanish, Italian, Portuguese, Modern Arabic, Russian or Chinese; or
    – an ancient language, chosen from ancient Greek or Latin.
    For this test, only the points above 10 of 20 are considered for admission.
    In the living language, the test consists of a foreign language interview conducted by the examiner on a document (text, video support, audio or visual support).
    The desirable level is:
    – for Russian, modern Arabic and Chinese, two years of teaching, or A2;
    for other living languages, to that of a second living language in the bachelor's degree, B1.
    The test in ancient language consists in the translation of a text drawn from a list of texts illustrating an important aspect of the Roman world or the Greek world.
    This list is defined annually by annual circular under stamp DRHAT/SDF. The translation is followed by an interview with the French-language examiner and in relation to the text.

    NATURE OF ARTICLE 2° OF ARTICLE 4

    All the examinations for eligibility and admission of this competition are included in the synoptic table of section 17 of chapter III of the first section of this Order.


    1. ADMISSIBILITY


    The tests are defined and organized by the DAC/CCIP, which annually specifies their nature and form.
    The living language test is English.


    2. THE ORAL ADMISSION PREUVS
    2.1. The general fitness maintenance test


    The general fitness test aims to assess the candidate's overall level of culture, his or her qualities of expression and his or her ability to perform officer jobs.
    The test lasts fifty minutes and includes two distinct but complementary parts.
    A first part dealing with a text chosen by the candidate among the two proposed. It includes a fifteen-minute presentation during which the candidate must summarize, analyze and comment on the essential ideas of the text and a similar interview with the jury on topics related to the text and its presentation. Each candidate has a one-hour room preparation time to build his presentation.
    The second part consists of a free interview of twenty minutes during which the jury appreciates the motivations of the candidate to access the SSM of Saint-Cyr.


    2.2. The first living language test


    For the first living language test, the English language is imposed. It consists of a document commentary (text, video support, audio or visual support) followed by a more in-depth interview around one or more themes suggested by the document.
    On this occasion, the candidate demonstrates his knowledge of the civilization of the linguistic area concerned.
    No program is set for this test. The desirable level corresponds to a Bac + 2 level in the language under consideration, B2.


    2.3. The optional second living language test


    The optional second living language test covers a language chosen from German, Spanish, Italian, modern Arabic, Russian or Chinese.
    For this test, only the points above the score of 10 out of 20 are considered for admission.
    The test consists of a foreign language interview conducted by the examiner on a document (text, video support, audio or visual support).
    The desirable level is:
    – for Russian, modern Arabic and Chinese, two years of teaching, or A2;
    for other living languages, to that of a second living language in the bachelor's degree, B1.

    Nature of general fitness maintenance:
    The general fitness interview is oriented to the candidate's curriculum vitae, his motivations, the idea that he is doing the officer's job and his general knowledge.


    2. FOR THE PREVIOUS CONCOURS AT 4° OF ARTICLE 4

    Nature of admission tests:


    2.1. German written test


    The German written test consists of a version made without a dictionary, followed by a grammatical theme and a test that may be based on the text given in version.


    2.2. The written test of English


    It consists of two written comprehension questionnaires followed by a grammatical theme.


    2.3. The oral German test


    The German oral test consists in the presentation by the candidate of a subject drawn by lot among two (general culture or military culture) followed by an interview on various subjects proposed by the examiners.


    2.4. General fitness maintenance


    Its purpose is to judge the qualities of oral expression of the candidates and to appreciate their motivation, ability to adapt, general culture and their intellectual and moral abilities to follow and succeed the course of training in the Bundeswehr and to become an active officer in the army.
    Maintenance is divided into three phases:
    – a maintenance phase focused on the motivations of the candidate, the idea that he is doing the officer's job and his general knowledge;
    - an English-language maintenance phase;
    ― a maintenance phase in the language of the country in which the candidate must attend a training course in accordance with 5 of Article 12 of Decree No. 2008-940 of 12 September 2008 amended.
