Order of 20 August 2013 authorizing under 2014 the opening of an internal competitive examination for the recruitment of technical advisors of the state administrations for the services and public institutions under the ministers responsible for national education and higher education and research

By order of the Minister of National Education of 20 August 2013, the opening of an internal competitive examination for the recruitment of technical councillors of the state administrations for public services and institutions under the authority of the ministers responsible for national education and higher education and research is authorized under the terms of 2014.
The date of the oral test will be fixed later.
The registration procedures are as follows:
Registrations will be registered via internet at the address http://www.education.gouv.fr/siac3Tuesday, 10 September 2013, from 12:00, to Tuesday, 22 October 2013, at 17:00, Paris time.
Applicants will be able to modify the data from their file until the registration closing date. Any modification of the data contained in the file must be the subject of a new validation; the last demonstration of the candidate's will will be considered to be valid only.
The attention of the candidates is particularly called on the need not to wait the last days to register.
In the event of an impossibility to register via the internet, applicants will be able to obtain a printed registration file, upon written request, prepared according to the model in the appendix. This mail should be sent by posting as a simple recommendation to the academic service responsible for registrations no later than Tuesday, October 22, 2013, before midnight, the stamp of the position being authentic.
Applicants may attach to their file a curriculum vitae and an organization chart of the service or institution to which they belong, specifying the place they occupy.
The completed hard-copy record must be returned by post and by simple recommendation to the academic service responsible for registration no later than Tuesday, October 29, 2013, before midnight, the stamp of the position being authentic.
No request for a file sent out of time or any file posted out of time will be taken into account.
Applicants must therefore ensure that they request their registration documentation early enough to take account of the delivery times of the mail.
Places of registration are:
Candidates will join the academy rectorate in whose jurisdiction they have their administrative residence or personal residence. The candidates from the academies of Paris, Créteil and Versailles register with the inter-academic service of the examinations and contests of Ile-de-France (SIEC).
Candidates in overseas communities will be registered in accordance with the indications in the table below:

Candidates residing or practising in foreign countries will join the rectorate of their choice.
In view of the maintenance test, the candidate establishes a record of recognition of the achievements of the professional experience. The candidate describes two actions at most carried out as a member of the interdepartmental body of the social service technical advisers of the state administrations or the employment framework of socio-educational territorial assistants or the body of socio-educational assistants of the hospital public service, which he considers appropriate to inform the jury. The number of pages for each of them is limited to five typed pages. The record of recognition of the professional experience must be downloaded to the department's site from the opening of the registration records.
Candidates who have requested a printed registration file will be recipients of a professional experience recognition file.
The record of recognition of the achievements of the professional experience will have to be returned by posting as a simple recommendation in four copies to the Department of National Education, Human Resources Branch, DGRH D5 Competition Office, 72 Regnault Street, 75243 Paris Cedex 13, no later than Tuesday, November 19, 2013, the stamp of the position being authentic.
If this file is transmitted after that date (the cachet of the position being authentic), the candidate is eliminated and is not summoned to the admission test. No additional documents transmitted by the candidate after that same date (the stamp of the position in question) shall be taken into account.
A subsequent order will be made to determine the number of positions offered in the competition.
