Judgment of 12 August 2013 on the missions and organization of the international cooperation management

Vu le Decree No. 2013-728 of 12 August 2013 the organization of the central administration of the Ministry of Interior and the Ministry of Overseas;
Considering the advice of the National Police Central Technical Committee of 10 July 2013;
Considering the advice of the technical committee of the central administration of the Ministry of Interior of July 10, 2013;
Based on the advice of the Departmental Technical Committee of the Ministry of Interior of July 11, 2013,

The Directorate of International Cooperation is animating, coordinating and implementing the technical, operational and institutional co-operations of the national police and gendarmerie branches, with the exception of matters exclusively within the intelligence services.
It promotes, coordinates and implements the technical cooperation of the Ministry of Interior, including:
the General Secretariat;
- General Directorate of Civil Security and Crisis Management;
– the general direction of foreigners in France;
the general management of local communities;
- delegation to road safety and traffic.
As such:
(a) It promotes operational cooperation through the collection and analysis of information relevant to the security of France, and their transmission to the relevant branches and services of the national police and gendarmerie;
(b) It coordinates international technical cooperation for internal security, animates the network of internal security services abroad and ensures the programming, implementation and monitoring of technical cooperation actions of the national police and gendarmerie in liaison with the Ministry of Foreign Affairs and the agencies involved in the financing of these actions;
(c) It promotes and coordinates administrative and governance cooperation within the competence of the General Secretariat;
(d) It promotes and coordinates administrative and governance cooperation within the competence of the general management of local communities;
(e) It promotes and coordinates technical cooperation in civil security within the competence of the General Directorate of Civil Security and Crisis Management;
(f) It promotes and coordinates international technical cooperation within the competence of the General Directorate of Foreigners in France;
(g) It promotes and coordinates international technical cooperation within the competence of the delegation to road safety and traffic;
(h) It promotes the institutional cooperation of the police and the gendarmerie, contributes to the definition and defense of the common position of the services of the Ministry of Interior in international and European forums and seeks the relevant funding from international and European organizations;
(i) It designs and proposes actions to prevent and manage external crises; it anticipates risks and threats; it formulates coordinated proposals for the participation of civilian and military personnel under the authority of the Minister of the Interior in governance, police and civil security missions abroad; It contributes to the restructuring of the security and governance capacities of the countries concerned; it conducts the evaluation of the actions carried out for the benefit of internal security;
(j) It participates in the development of the ministry's international strategy and develops its policy of influence with international and European organizations;
(k) It provides, for the directors general of the police and the national gendarmerie and, with regard to them, for the Secretary-General, the Director General of the local authorities, the Director General of the Aliens in France, the Director General of Civil Security and Crisis Management and the delegate to road safety and traffic, technical preparation, negotiation, development and monitoring of internal security agreements and technical arrangements;
(l) It contributes to the promotion of French expertise and technology in the field of security and crisis prevention and identifies good foreign practices in early detection of risks and threats;
(m) In conjunction with the diplomatic security service of the Ministry of Foreign Affairs, it defines the distribution and use of national police and gendarmerie personnel assigned to diplomatic security;
(n) It is kept informed of the operational commitments of the national gendarmerie abroad under its military missions and the projection of formed units.

The Director of International Cooperation is assisted by an Assistant Director who is begging him for absence.
The Director and the Deputy Director have a firm, including support functions, an operational monitoring centre, a forward-looking analysis unit and audits, and a communications unit.

The Directorate of International Cooperation comprises three sub-directions:
- the sub-direction of security and governance cooperation;
- the sub-direction of multilateral and partnership cooperation;
- the sub-direction of administration and finance.

The sub-direction of security and governance cooperation includes:
- the division of studies, analyses and instruments of cooperation;
the division of Europe;
– the division of Africa, North Africa and the Middle East;
– the division of the Americas and Asia.
It provides, in conjunction with the Department of Foreign Affairs, the programming, implementation and monitoring of bilateral technical cooperation activities. It also monitors all cooperative actions in the area of bilateral operational cooperation.
It proposes studies and synthesises the technical and operational aspects of bilateral cooperation.

The sub-direction of multilateral and partnership cooperation includes:
– the division of the European Union, international organizations and networks;
- the division of multilateral projects and funding and partnerships;
– the division of external crisis management.
It promotes and coordinates institutional and multilateral cooperation in relation to international and European organizations and relies on experts from the relevant branches. It organizes and coordinates the various international cooperation networks established by the Directorate of International Cooperation.

The sub-direction of administration and finance includes:
- the division of staff;
- the division of finance;
– the department of logistics and IT support.

The Director General of the National Police and the Director General of the National Gendarmerie co-chaired an international action steering committee, in which the Secretary General, the Director General of the local authorities, the Director General of Aliens in France, the Director General of Civil Security and Crisis Management, and the delegate on road safety and traffic.
This committee sets out the general directions of the action of the international cooperation management and its organization.
Its composition and operation shall be determined by joint instruction of the Director General of the National Police and the Director General of the National Gendarmerie.

The Order of August 27, 2010 relating to the missions and the organization of the Directorate of International Cooperation is repealed.

The Director General of the National Police and the Director General of the National Gendarmerie are responsible for the execution of this Order, which will be published in the Official Journal of the French Republic and will enter into force on 2 October 2013.
