Judgment of 26 April 2013 on the specific training of the state ski diploma - national ski instructor Nordic cross-country

The Minister of Sport, Youth, Popular Education and Associative Life,
Vu la Act No. 85-30 of 9 January 1985 modified on mountain development and protection;
Vu la Act No. 2000-321 of 12 April 2000 amended on the rights of citizens in their relations with administrations, including article 24;
Vu le Sport code, in particular articles L. 212-1 and L. 212-2, D. 142-26 and D. 142-29, D. 211-53, R. 212-4, R. 212-7 to R. 212-10, D.53, D. 212-67 to D. 212-69-2, A. 142-8 and A. 142-9, Sub-section 7 of Chapter II, title I, of Book II of the Regulations;
Considering the decision of 11 April 2012 on the specific training of the State Ski Diploma - National Alpine Ski Monitor;
Considering the opinion of the permanent cross-country ski section of the Commission on Training and Employment of the Higher Council of Mountain Sports of 8 March 2013;
Considering the opinion of the professional advisory committee on the professions of sport and animation of 11 April 2013,

  • PART I: EXERCISE PREROGATIVES Article 1 Learn more about this article...


    provisions of articles D. 212-67 to D. 212-69-2 of the aforementioned Sports Code create a sector of state diplomas specific to the teaching, supervision and training of mountain sports. The State Ski Diploma - a national cross-country ski instructor in this sector, attests, for any public, the skills required for the supervision, animation, teaching and safety training of the Nordic cross-country ski and its derivative activities defined in annex VIII to this decree, in accordance with all the classes of the progression of the Nordic cross-country ski and its derivative activities, defined by the Commission of the Mountain Training and By coaching and animation, one can hear the accompanying activity of the cross-country Nordic ski and its derivative activities.
    On average mountain, on hilly terrains excluding any significant terrain accident, the state ski diploma - national cross-country ski instructor allows its holder to ensure in all autonomy and independence, with any type of cross-country Nordic ski equipment and any type of gear derived from this equipment the following activities:
    • the Nordic walk for a maximum of one day on the cross-country ski slopes;
    – the Nordic hike lasting one or more days, on the slopes or outside the cross-country ski slopes. In case the hike lasts several days, overnight accommodation is organized in a structure or a shelter kept;
    – the northern raid lasting one or more consecutive days in complete autonomy or not;
    ― cross-country skiing, derived from the competitive form of cross-country skiing, which is practiced on cross-country ski slopes and can also practice at high altitudes on tracks prepared for this practice, marked and damied, located on hilly terrains excluding any significant terrain accident.
    The holders of the State Ski Diploma - national cross-country ski instructor, are subjected every six years to a refresher course organized by the National School of Mountain Sports, site of the National Centre for Nordic and Middle Mountain Skis.

  • PART II: GENERAL ORGANIZATION OF THE TRAINING Article 2 Learn more about this article...


    Preceded by a technical access test, training at the State Ski Diploma - national cross-country ski instructor is provided by the National School of Mountain Sports, site of the National Centre for Nordic and Middle Mountain Skis.
    The specific training course takes place in the following chronological order:
    1° The preparatory cycle for a minimum duration of seventy hours spread over two weeks;
    2° The educational training course for a minimum of 25 days;
    3° The technical capacity test;
    4° The first cycle of three weeks, consisting of three training units to be followed in the following order:
    ― in the first place, the UF "fundamental to the teaching of cross-country skiing and its derivative activities", of a minimum of seventy hours spread over two weeks;
    - indifferently in the second or third place:
    (a) UF "Security 1 Nordic cross-country ski and mountain-based activities" for a minimum of thirty-five hours spread over a week;
    (b) The UF "professional environment", for a minimum of thirty-five hours, spread over a week;
    5° The application pedagogical course, of a minimum duration of 25 days;
    6° The second cycle of five weeks, consisting of three training units that must be followed in the following chronological order:
    ― the UF "competitive practices of cross-country skiing and its derivative activities", of a minimum of thirty-five hours spread over a week;
    ― the UF "technical and educational mastery of the teaching of cross-country Nordic skiing and its derivative activities" of a minimum duration of seventy hours spread over two weeks;
    – UF "Security 2 Nordic cross-country skis and snow-covered mountain activities" with a minimum duration of seventy hours spread over two weeks.
    The preparatory cycle and the training unit "competitive practices of cross-country skiing and its derivative activities" can be organized by a public institution or other training agency agreed to for this purpose by the National School of Mountain Sports, site of the National Centre for Nordic and Middle Mountain Ski, after the advice of the permanent cross-country ski section of the Training and Employment Commission of the High Council of Mountain Sports.
    The benchmark for certification of the state of ski diploma - national cross-country ski instructor is set in annex XI to this decree.

  • PART III: THE TEST TECHNICAL OF ACCESS Article 3 Learn more about this article...


    Candidates to the technical access test provided for in Article 2 must be 17 years of age, as of December 31 of the calendar year in which this test is conducted.
    The registration file, whose composition is set out in Annex I to this Order, is filed with the Regional Directorate of Youth, Sports and Territorially Competent Social Cohesion.
    The National Ski and Mountaineering Trades Centre ensures compliance with the administrative rules and procedures for the examination of the technical access test, and conducts the geographical allocation of candidates at the national level.

    The technical access test includes two tests in the following chronological order:
    1° A performance test takes place in skating technique and consists of a time-bound course, 7.5 km for men and 5 km for women, organized in reference to the technical rules established by the International Ski Federation to take into account the specific objectives of this event. The performance test is organized in accordance with the terms set out in annex I to this decree;
    2° A technical demonstration test takes place in classical technique on a loop drawn in varied terrain allowing the realization and chaining of all steps.
    For each technical access test, the reference time is established by the openers assigned by the national delegate of the national pole of the fields of skiing and mountaineering, after a consistent opinion of the permanent cross-country ski section of the commission of training and employment of the High Council of Mountain Sports.

    Only candidates who have completed the course of the performance test in a time equal to or greater than the eligibility threshold set out in the rating of 8 out of 20. The terms and conditions for determining the eligibility threshold are set out in Appendix I to this Order.
    Candidates who have obtained a general average of 10 out of 20 on the two trials with:
    (a) A minimum score of 8 out of 20 at the performance test;
    (b) A minimum rating of 10 out of 20 at the technical demonstration test.
    At the end of the tests, a certificate of success is issued by the Regional Director of Youth, Sports and Social Cohesion to eligible candidates. The validity period of this certificate shall be three years, beginning November 1 following the date of completion of the test. It cannot be extended.

    The jury of the technical access test is chaired by the Regional Director of Youth, Sports and Territorially Competent Social Cohesion or his representative, Category Officer A belonging to a body under the Ministry of Sports. It includes:
    a representative of the French Ski Federation, designated by its president;
    a representative of the most representative national professional organization, designated by its president;
    ― qualified technicians, including the openers.
    The technical test jury shall ensure the proper conduct of the performance test and its compliance with the technical rules referred to in Article 4 of this Order.
    For each of the two trials mentioned in 1° and 2° of Article 4, the president of the jury of the whole may designate, as appropriate, assessment boards composed of the representative of the French Ski Federation, the representative of the most representative national professional organization and qualified technicians.

  • PART IV: PREPARATORY CYCLE Article 7 Learn more about this article...


    Can be registered in the preparatory cycle for candidates who are at least seventeen years of age on the first day of the training, in possession of a certificate of success to the valid technical access test and holders of the level 1 civic prevention and rescue unit (PSC 1) or its equivalent.
    The registration file, the composition of which is set out in Appendix II to this Order, is filed with the organizing department or institution.
    The National Ski and Mountaineering Trades Centre ensures compliance with the administrative rules and procedures for registration in the preparatory cycle and conducts the geographical allocation of candidates at the national level.

    The preparatory cycle, with a minimum duration of 10 days, aims to:
    1° To be addressed:
    – the theoretical, practical, cross-country Nordic skiing techniques in the beginning class and class 1 defined by the memento of French skiing, cross-country Nordic skiing;
    – the technical acquisitions of cross-country Nordic skiing in classes 2 and 3, defined by the memento of French skiing, cross-country Nordic skiing;
    ― the responsibilities of the intern monitor;
    - activities derived from cross-country skiing and their basic safety principles;
    – the importance of developing the territories;
    – the discovery of the professional environment.
    2° To raise awareness among candidates to improve language skills for a foreign clientele.
    The preparatory cycle also allows candidates to be informed on the basis of professional ethics.
    In addition, it addresses safety issues, including those related to snow-covered winter movement.
    The preparatory cycle is under the administrative responsibility of the organizing service that designates an administrative coordinator, category official A belonging to a body under the Ministry of Sports.
    The team of trainers of the preparatory cycle, with one of the diplomas defined in Appendix II to this Order, is composed by the director of the National School of Mountain Sports, site of the National Centre for Nordic and Middle Mountain Skiing.
    It includes at least one trainer of this site.
    The director of the National School of Mountain Sports, site of the National Centre for Nordic and Middle Mountain Skiing, means:
    - the preparatory cycle pedagogical officer who is either the trainer of the National Centre for Nordic and Middle Mountain Skiing or the administrative coordinator, who holds one of the diplomas defined in Appendix II to this Order;
    – an assistant to the preparatory cycle pedagogical officer, among the trainers team.

    At the end of the preparatory cycle, a review whose terms are set out in Appendix II to this Order ensures that the candidate meets the requirements for pre-educational placement.
    In the event of failure to review, the candidate must again follow the entire preparatory cycle.
    A training booklet, consisting of three successive and independent training times, is issued to the candidate admitted to the preparatory cycle, by the regional director of youth, sports and social cohesion organizing the examination of the preparatory cycle.
    The first training time has a duration of three years, calculated as of November 1 following the date of completion of the preparatory cycle test. This time cannot be extended.
    The training booklet confers the status of a trainee in a position under an internship agreement defined in Articles 13 and 22 of this Order.

    The jury for the examination of the preparatory cycle is chaired by the regional director of youth, sports and territorially competent social cohesion or his representative, category official A belonging to a body under the Ministry of Sports. He is assisted by the administrative coordinator referred to in Article 8 of this Order for the organization of the review.
    The jury of the preparatory cycle review includes:
    – a representative of the National School of Mountain Sports, site of the National Centre for Nordic and Middle Mountain Ski, designated by its director;
    – two representatives of the French Ski Federation, designated by its president, excluding members of the trainers team referred to in section 8;
    - two representatives of the most representative national professional organization, designated by its president, excluding members of the trainers team referred to in Article 8;
    – the pedagogical officer of the pre-graduate training unit or his deputy.
    Except for the President of the jury, all members of the jury must hold one of the diplomas set out in Appendix II to this Order.

  • PART V: HOME OF STAGIUMS Article 11 Learn more about this article...


    The educational courses mentioned in Article 2 of this Order take place in French Ski Schools and Federal Training Structures of the French Ski Federation, approved as training centres and under the authority of the Director of the School or the President of the Federal Training Structure.
    The training courses allow trainees to address technical and educational content in line with the entire training package set up by the National School of Mountain Sports, site of the National Centre for Nordic and Middle Mountain Skis.
    The placement of trainees is a response to the need for them to discover the different aspects of the trade, to apply the lessons received and to prepare them as a result of their training.
    The regional director of youth, sports and territorially competent social cohesion conducts the accreditation and withdrawal of approval of the ski schools and the federal training structures of the French Ski Federation as well as training counsellors, following the advice of a regional accreditation commission, whose composition is defined in section 12, in the forms provided for in the formArticle 24 of Act No. 2000-321 of 12 April 2000 referred to above.
    The Regional Accreditation Commission shall render an opinion on each application for approval after ascertaining that the application meets the admissibility criteria set out in Annex III to this Order. It also decides on withdrawals of approval, motivated in accordance with the provisions of the same annex.
    When, in a municipality with a cross-country Nordic ski area, there is no approved ski school as a training centre, the regional director of youth, sports and territorially competent social cohesion can, after the advice of the regional commission of accreditation, then the permanent section of the cross-country skiing of the commission of training and employment of the Higher Council of Mountain Sports, exceptionally aggregated one school of the criteria
    The Regional Director of Youth, Sports and Social Cohesion of Rhone-Alpes may also, on an exceptional basis and after the advice of the permanent cross-country skiing section of the Training and Employment Commission of the Higher Council of Mountain Sports, approve, as a training centre, a national association participating in the exercise of a public service mission, as defined in Annex III to this Order.
    Accreditation is granted for a maximum of one year and is terminated, in any event, on November 30 of the year following notification. Failure to meet the admissibility criteria set out in Annex III to this Order, as well as the technical and educational conditions for trainees found during the season, may result in the withdrawal of the approval. In this case, the internship agreements are denounced and trainees wishing to continue their internship must sign a new agreement with another ski school or another federal training structure of the French Ski Federation, which is approved as a training centre.

    The Regional Accreditation Commission is composed as follows:
    – the regional director of youth, sports and social cohesion or his representative, president;
    a representative of the French Ski Federation, designated by its president;
    a representative of the most representative national professional organization, designated by its president;
    – the director of the National School of Mountain Sports, site of the National Centre for Northern and Middle Mountain Skiing or its representative;
    - the national delegate of the national pole of the fields of skiing and mountaineering, or its representative;
    – two personalities chosen by the Regional Director of Youth, Sports and Social Cohesion, due to specific training skills.
    The list of members of the Regional Accreditation Commission thus composed is decided annually by the Regional Director of Youth, Sports and Social Cohesion, for a period from November 1 to October 31 of the following year.

  • PART VI: THE PÉDAGOGIC STAGE OF SENSIBILIZATION Article 13 Learn more about this article...


    The educational training course is accessible to the holders of a valid training booklet, including the first training time, referred to in Article 9 of this Order. It takes place in a certified ski school as a training centre and under the authority of the director of the school, in accordance with the provisions set out in Article 11, after validation of an internship agreement.
    The internship agreement, the model of which is set out in Appendix IV to this Order, is established between the director of the approved ski school as a training centre and the trainee, as long as the trainee has not met the undergraduate evaluation. It is covered by the internship advisor designated by the school director. Its minimum duration is six consecutive days. It is transmitted for validation to the regional leadership of youth, sports and social cohesion of the place of establishment of the school no later than the first day of the internship. The minimum validated duration of the awareness training course is 25 days.
    In the event of a split or a change in approved ski school as a training centre, a new agreement is established for each period not less than six consecutive days.
    The training certificate(s) issued by the Regional Directorate of Youth, Sports and Locally Competent Social Cohesion are issued and certified for each internship period by the Director of the Ski School approved as a training centre and validated by the Regional Directorate of Youth, Sports and Social Cohesion, depositary of the internship agreement.
    The quality of a trainee is only within the framework of a valid internship agreement.
    The educational training course allows trainees to:
    • to discover the professional environment in all its diversity (professional uses, a relational aspect with the clientele);
    ― to develop their ability to exercise within a structure;
    – to understand the requirements of the exercise of the trade (deontology, professional ethics);
    - prepare the technical capacity test and the training unit "the fundamentals of the teaching of cross-country skiing and its derivative activities";
    – maintain and improve their level of practice, especially during competitions;
    • maintain and improve their level of practice in similar activities;
    to be sensitized to the various activities of the profession;
    – to have the tools for analyzing professional practice;
    to be offered various educational situations;
    - to implement educational situations;
    ― to supervise various audiences, including minors welcomed during and out of school time;
    to be sensitized to the management of their training curriculum;
    ― to observe different learning situations for different audiences;
    ―to improve their language knowledge for a foreign clientele;
    to be sensitized to the perspective of professional exercise and its development.
    The trainee is responsible for diversified audiences only on marked tracks and in the course of Nordic walks.
    The level of practice of skiers corresponds to the classes "beginners 1" (adults and children) defined in the memento of French skiing, cross-country Nordic skiing.
    In this capacity, it is authorized to supervise compensation in accordance with provisions of Article R. 212-4 of the aforementioned Sports Code.

  • PART VII: TEST OF TECHNICAL CAPACITY Article 14 Learn more about this article...


    The technical capacity test validates technical and safety suitability.
    It includes two tests that take place under the conditions set out in Appendix V to this Order:
    1° A performance test consisting of a 7.5-kilometre track for men and a 5-kilometre track for women in classical technology and organized in reference to the technical rules established by the International Ski Federation, designed to take into account the objectives of this review. The reference time is established by one of the nationally affected openers by the national delegate of the national pole of the ski and mountaineering occupations, after a consistent opinion of the permanent cross-country ski section of the commission of the formation and employment of the High Council of Mountain Sports.
    Only candidates with an average of ten out of twenty at the performance test can present themselves to the technical demonstration test;
    2° A technical demonstration event that takes place in skating technique on a descending Nordic-type course highlighting the changes in direction by means of rotating pitches, curved driving corners as well as mid- and high-speed skater pitches (no time skater, no combined skater) as defined in the memento of French skiing, cross-country Nordic skiing.
    Methods for organizing and evaluating the technical capacity test are set out in Appendix V to this Order.
    Subject to the provisions of section 33 of this Order, the trainee shall have satisfied the tests for the examination of the preparatory cycle for examination of the technical capacity test.
    The National Ski and Mountaineering Trades Centre ensures compliance with the administrative rules and procedures for registering the tests and conducts the geographical allocation of candidates at the national level.
    At the end of the tests, a certificate of success shall be issued to the candidates admitted, by the president of the jury referred to in article 16 of this order.
    Success in the technical capacity test is entitled to the opening of the second of the three training periods referred to in Article 9 of this Order. This second training time has a duration of three years, calculated from 1 November following the completion date of the examination, to continue the awareness training and to first run at the undergraduate level. It is delivered by the Regional Director of Sports Youth and Social Cohesion organizes the technical capacity test.
    On a reasoned and argued request from the candidate, it may be extended for one year by the same director.
    Candidates who have completed a time equal to or greater than the average of 10 out of 20 at the performance test and have obtained a rating equal to or greater than 10 out of 20 at the technical demonstration test.
    At their request, candidates who have obtained a ranking equal to or less than 200 points for men and 250 points for women on the scale corresponding to the "distance" classification set by the International Ski Federation are exempted from the performance test of technical capacity. This ranking certified by the President of the French Ski Federation or his representative must have been acquired in the five years prior to the application for validation of the technical capacity test by the candidate.
    The dispensation certificate is issued, at the national level, by the national delegate of the National Trade Centre for Ski and Mountaineering.

    The examination of the technical capacity test is organized at the national level under the responsibility of the National School of Mountain Sports, site of the National Centre for Nordic and Middle Mountain Skiing, in relation to the relevant regional director of youth, sports and social cohesion, at the places and dates set annually by the permanent section of the cross-country skiing of the Training and Employment Commission of the High Council of Mountain Sports.
    The registration file for the technical capacity test, the composition of which is set out in Appendix V to this Order, is filed with the regional youth, sports and local social cohesion management.
    Each season, the number of technical capacity test entries is limited to two.
    Candidates who have not met the test of technical capacity after the validity period of their training booklet, including the first training time as referred to in article 9 of this Order, lose the quality of trainee but nevertheless retain the possibility of attending.

    The technical capacity test jury is presided over by the Regional Director of Youth, Sports and Territorially Competent Social Cohesion or his representative, Category Officer A belonging to a body under the Ministry of Sports. It includes:
    – two representatives of the French Ski Federation, appointed by its president;
    – two representatives of the most representative national professional organization designated by its president;
    • qualified technicians;
    - at least two openers, with one of the professional cross-country ski instructor diplomas defined in Annex IX to this Order.
    The technical capacity test jury shall ensure the proper conduct of the performance test and its conformity and the technical rules referred to in Article 14 of this Order.
    The president of the jury of the whole may designate, as appropriate, an assessment board composed of one of the representatives of the French Ski Federation, one of the representatives of the most representative national professional organization and qualified technicians.

  • PART VIII: THE FIRST CYCLE Article 17 Learn more about this article...


    The first cycle, lasting four weeks, consists of three training units:
    ― the UF "funded Nordic Ski Teaching and its derivative activities" for a minimum period of fifteen days;
    ― the UF "Security 1 Nordic cross-country ski and mountain-based activities" for a minimum of five days;
    ― the UF "professional environment" for a minimum of five days.
    Can access the undergraduate candidates meeting the following three conditions:
    - having a training booklet, including the second training time as mentioned in article 14 of this Order, valid during the first registration;
    - having validated the technical capacity test for less than five years or having a certificate of exemption from the technical capacity test issued for less than five years;
    ∙ have completed at least twenty-five days of the educational training course and have validated them under the conditions set out in article 13 of this Order.

    The training unit "the fundamentals of the teaching of cross-country Nordic skiing and its derivative activities" is organized out of the summer. It aims to:
    • study the theoretical, practical and educational elements of the Nordic cross-country ski defined by the memento of French skiing, cross-country Nordic skiing mainly in classes 2 and 3;
    ― perform all the gestures of cross-country Nordic skiing at different speeds and on snow qualities and various terrains and chain them;
    ― demonstrate gestures from cross-country skiing to their most elaborate form and explain them;
    ― preparing for the supervision of a group.
    The terms and conditions for the evaluation of the training unit "fundamental to the teaching of cross-country skiing and its derivative activities" are set out in annex VI-1 to this Order.

    The training unit "Security 1 cross-country Nordic Ski and Mountain-based Activities" aims to:
    - learning of the reading of maps relating to mountain areas, the orientation on the map and on the ground, of the displacement using navigation instruments;
    - the acquisition of basic knowledge related to the mountain environment (natural phenomena, mountain life, regulated spaces, rescue organization)
    – the development of the safe approach to derivative activities.
    The terms and conditions for the evaluation of the training unit "Security 1 Nordic cross-country skiing and derivative activities in the mountain environment", organized by the director of the National School of Mountain Sports, site of the National Centre for Nordic and Middle Mountain Ski, are set out in annex VI-2 to this Order.

    The "professional environment" training unit aims to:
    - the acquisition of knowledge in the fields of the socio-economic, legal and tourist professional environment;
    ― the appropriation of a methodology and sales product design techniques;
    ― knowledge of the regulation related to activity within the various framework structures;
    – adaptation of interventions to different audiences.
    The terms and conditions for the evaluation of the "professional environment" training unit, organized by the director of the National School of Mountain Sports, site of the National Centre for Nordic and Middle Mountain Skis, are set out in annex VI-3 to this Order.

    The last of the three training times referred to in Article 9 of this Order is issued to candidates who have validated the first cycle, by the director of the National School of Mountain Sports, site of the National Centre for Nordic Ski and Middle Mountains. It has a duration of four years, calculated from 1 November following the first cycle success date.
    The third training time sets the maximum time required to certify the entire training as a trainee. It is deemed to be caduc if, within the four-year period calculated as of November 1 following the first-cycle success date, the intern did not meet the second-cycle evaluation. On a reasoned and argued request from the trainee, this period may nevertheless be extended for a renewable year once by the director of the National School of Mountain Sports, site of the National Centre for Nordic and Middle Mountain Skiing.

  • TITRE IX: PÉDAGOGIQUE STAGE D'APPLICATION Article 22 Learn more about this article...


    The application course is accessible to the holders of a valid training booklet. It takes place in a ski school or in a federal training structure of the French Ski Federation approved as a training centre and under the authority of the director of the school or the president of the federal training structure, in accordance with the provisions of Article 11 of this Order, after validation of an internship agreement.
    The internship agreement, which is set out in Appendix IV to this Order, is established between the director of the ski school or the president of the federal training structure of the French Ski Federation approved as a training centre and the trainee, as long as the latter did not meet the evaluation of the second cycle. It is covered by the internship advisor designated by the school director or by the chair of the federal training structure. Its minimum duration is six consecutive days. It is transmitted for validation to the regional leadership of youth, sports and social cohesion of the location of the school or the federal training structure by the first day of the course. The minimum validated duration of the application course is 25 days.
    In the event of the splitting of the course or the change of the French ski school or the federal training structure of the French Ski Federation as a training centre, a new agreement is established for each period that cannot be less than six consecutive days.
    The internship certificate(s) issued by the Regional Directorate of Youth and Sports and the territorially competent social cohesion are issued and certified for each internship period by the Director of the ski school or the federal training structure approved as a training centre.
    The quality of a trainee is only within the framework of a valid internship agreement.
    The application pedagogical course allows interns:
    • to discover the professional environment in all its diversity;
    – to understand the requirements of the exercise of the trade (deontology, professional ethics);
    • maintain and improve their level of practice;
    - maintain and improve their level of practice in derivative activities;
    to be offered various educational situations;
    – to implement various learning situations for different audiences;
    ― to use professional practice analysis tools;
    ― to supervise the various audiences including the school, the collective receptions of minors;
    to be sensitized to the management of their training curriculum;
    - to implement the undergraduate achievements and prepare the second cycle;
    - to promote the personal practice of the Nordic hike;
    ―to improve their language knowledge for a foreign clientele;
    ―to establish and prepare a file on the development of their professional activity and territories based on the experience gained during this course.
    The trainee is responsible to diversified audiences only on marked tracks. The level of practice of skiers corresponds to all levels of the "adults and children" classes defined in the memento of French skiing, cross-country Nordic skiing. In this capacity, it is authorized to supervise compensation in accordance with thearticle R. 212-4 of the aforementioned sport code.

    Can access the second cycle candidates who meet the following two conditions:
    - having validated the first cycle;
    ― be the holder of the certificate of success in the test of the general training common to the professions of teaching, coaching and training of mountain sports or of the certificate of success in the examination of the general training common to the sporting professions of the mountain or of the certificate of success in the examination of the common part of the patent of the State of Sports Education.
    The second cycle consists of three training units to be followed in the following chronological order:
    - the training unit "competitive practices of cross-country skiing and its derivative activities", of a minimum of one week;
    ― the training unit "technical and educational mastery of the teaching of the Nordic cross-country ski and its derivative activities" for a minimum of two weeks;
    – the training unit "Security 2 cross-country Nordic skis and snow-covered mountain activities" with a minimum duration of two weeks.
    Can be presented to the training unit "Security 2 cross-country Nordic Ski and Negative Activities" the candidates answering the following two conditions:
    – having validated the first cycle since at least one winter season;
    – having conducted six ski tours, at a minimum, outside the summer period, after having validated the training unit "Security 1 Nordic cross-country ski and activities derived in mountain areas".

    The training unit "competitive practices of cross-country Nordic skiing and its derivative activities" aims to:
    • knowledge of the general framework of the French Ski Federation;
    – the implementation of a federal competition;
    – knowledge of the theoretical foundations of training and its general principles;
    the development of knowledge in the field of competitive practice of derivative activities;
    ― taking into account the elements necessary for the supervision of a ski club in the respect of safety and ethics;
    - to contribute to the training of practitioners in respect of safety and professional ethics;
    - addressing the main issues of the development of competitive practice for young categories;
    - to raise the need for training among trainees.
    The terms and conditions for evaluating the training unit "competitive practices of cross-country skiing and its derivative activities" are set out in Appendix VII-1 to this Order.

    The training unit "technical and pedagogical mastery of the teaching of cross-country Nordic skiing and its derivative activities", with a minimum duration of two weeks, aims:
    ― the acquisition of technical and educational mastery throughout the classes of the progression defined in the memento of the teaching of French skiing, Nordic cross-country skiing;
    - the acquisition of complementary knowledge in technical fields and educational processes based on the achievements of previous training units;
    – the acquisition of the capacity to evolve safely in the disciplines derived from cross-country skiing.
    It also aims to enable trainees to develop their adaptive capacity according to the levels and expectations of practitioners, including children, schools and persons with disabilities.

    The training unit "Security 2 cross-country Nordic skis and snow-covered mountaineering activities" has a minimum duration of two weeks organized in the winter period:
    ― the adaptation of technical and pedagogical education to the practice of hiking, the northern raid and the development of the ability to manage in autonomy a group on tracks and off the slopes;
    - the acquisition of practical and theoretical knowledge on snow, meteorology and snowy mountain environment;
    ― mastery of techniques specific to the search for avalanche victims and the alert message.
    The terms and conditions for the evaluation of the training unit "Security 2 cross-country Nordic Ski and Derivative Activities in the Snowy Mountain Area", organized by the director of the National School of Mountain Sports, site of the National Centre for Nordic and Middle Mountain Ski, are set out in annex VII-3 to this Order.

    The training units of the first and second cycle are validated, for each of the two cycles, by a jury presided over by the regional director of youth, sports and social cohesion of Franche-Comté or his representative, category official A belonging to a body under the Ministry of Sports.
    In addition to its president, the jury is composed of:
    a representative of the French Ski Federation, designated by its president;
    a representative of the most representative national professional organization, designated by its president;
    – a professor of the National School of Mountain Sports, site of the National Centre for Nordic and Middle Mountain Skiing;
    a qualified technician or teacher.
    As part of the tests for the various training units defined in sections 18, 19, 25 and 26 of this Order, assessment boards may be constituted, as appropriate, by the Director of the National School of Mountain Sports, site of the National Centre for Nordic and Middle Mountain Skiing. They are composed of qualified technicians appointed among the members of the jury, with one of the diplomas defined in Appendix IX to this Order, and representative of the various components of the jury. They propose to the latter the results of their evaluations.
    Applicants who have obtained the validation of each of the three training units of the second cycle and obtained a general total of 210 points to the latter are declared admitted to the State Ski Diploma - national cross-country ski instructor.
    The diploma is issued by the Regional Director of Youth, Sports and Social Cohesion of Franche-Comté.

    Applicants who wish to file an application for validation of the experience for graduation must have completed the technical capacity test and have completed the first cycle.

    The holders of the high mountain guide diploma or the accompanying diploma in the middle mountain of the Alpine state patent, the holders of the first-degree sports educator state patent, the " alpine ski" option and the holders of the state-of-the-country ski diploma - national mountain ski instructor are exempted from the training unit "security 1 cross-country Nordic ski and activities derived in the mountain environment".
    The holders of the high mountain guide diploma or the accompanying diploma in the middle mountain of the Alpine state patent having followed, for the latter, the training unit "average snowy mountain", the holders of the first degree sports educator state patent, "mountain ski" option and the holders of the Nordic Ski State diploma - national alpine ski instructor are exempted from the following modalities of the mountaineering training unit
    ― the avalanche research test using a DVA;
    ― the snow-covered mountain knowledge test, route preparation, risk management, mapping, navigation and mountain-related accidents;
    ― the drafting and transmission of an alert message on the ground.
    For the calculation of the general total of points defined in section 27 of this Order, these candidates are assigned ten points for the snow-covered mountain knowledge test, the preparation of itineraries, risk management, cartography, navigation and mountain-related accidents.

    The national cross-country ski-monitor state diploma can be issued to the candidates being or having been registered on the ministerial list of high-level sportsmen in a discipline delegated to the French Ski Federation, after they have completed a well-equipped and individualized training, evaluated in a suitable manner, and organized by the National School of Mountain Sports, site of the National Centre for Nordic and Medium Mountain Skiing.
    For high-level athletes being or having been registered on the ministerial list of the disciplines of alpine skiing and its derivative activities, the provisions of the first paragraph apply only to the holders of the state-of-the-art sports educator's first degree, the " alpine ski" option or the state-of-the-country ski instructor.

    The president of the jury may at any time, after the jury's notice and on the basis of a reasoned decision, suspend the proceedings of the trials or exclude a candidate, for reasons such as security and in the forms provided for in the proceedingsArticle 24 of Act No. 2000-321 of 12 April 2000 referred to above.
    The administrative authority responsible for the training may, at any time, after the advice of the trainers team and by reason of decision, suspend training actions or exclude a trainee, for reasons such as security, for non-compliance with the rules of procedure of the training centre and in the forms provided for in the training centreArticle 24 of Act No. 2000-321 of 12 April 2000 referred to above.
    The regional director of youth, sports and territorially competent social cohesion may, after notice of the permanent cross-country skiing section of the board of training and employment of the Higher Council of Mountain Sports, on a reasoned decision and for reasons that, inter alia, do not comply with the provisions of the rules of procedure of the training centre or the provisions of the internship agreement referred to in Article 13 of this Order, suspend the validity of the first and second training periodArticle 24 of Act No. 2000-321 of 12 April 2000 referred to above.
    The director of the National School of Mountain Sports, site of the National Centre for Nordic and Middle Mountain Skiing, may, after notice of the permanent cross-country skiing section of the Commission for Training and Employment of the High Council of Mountain Sports and on a reasoned decision, suspend the third training period of the training booklet issued to the trainee, for a specified period and for reasons not respecting the provisions of the rules of procedure of the training centre or the provisions mentionedArticle 24 of Act No. 2000-321 of 12 April.

    2° The alpine ski instructors who have the first degree state of sports educator's patent, the " alpine ski" option, or the state of skiing diploma - national alpine ski instructor or one of the diplomas opening exercise prerogatives less than those of the state of ski diploma - national alpine ski instructor whose list is set in annex X of the aforementioned decree of 11 April 2012.

    THE TEST TECHNICAL OF ACCESS
    I. ― Composition of the registration file


    The file includes:
    1. An application for registration based on a standardized print;
    2. A recent identity photograph;
    3. A photocopy of the national identity card or passport;
    4. For candidates of French nationality, born from 1979 for men and from 1983 for women, a photocopy of the census certificate or individual certificate of participation in the day of defence and citizenship;
    5. For minor persons, parental authorization or legal guardian;
    6. A medical certificate of non-contre-indication to the practice and teaching of skis from less than one year to the closing date of the first registration;
    7. Three self-adhesive envelopes of 23 cm × 16 cm are available at the current rate and are labelled on behalf of the candidate.


    II. ― Method of organizing the performance test


    The performance test is organized on a loop of 2.5 km and performed in skating technique, with reference to FIS regulations. For the candidates, the basic time that corresponds to the mark of 20/20, is calculated from the time of race carried out by the fastest opener that day on the course concerned, affected by the coefficient that was attributed to it by the permanent cross-country ski section.
    For the candidates, this basic time, which corresponds to the mark of 20/20, is calculated from the fastest opening time that day on the route concerned, affected by the coefficient assigned to it and increased by 20%. The average score of 10 out of 20 is obtained by increasing the base time by 22 per cent. The openers are assigned, by the permanent cross-country ski section of the Commission on Training and Employment of the Higher Council of Mountain Sports, a coefficient at the beginning of the season. These coefficients are subject to adjustment if necessary, by the same permanent section, for tests that are organized during the season.
    III. ― Method of calculating the basic time and maximum time to be achieved for admission to the performance test
    The eligibility threshold is set at 08/20 as follows:

    I. ― Composition of the registration file


    The file includes:
    1. An application for registration based on a standardized print accompanied, for minors, by parental authorization for outings carried out outside the training period;
    2. Two recent photographs of identity, including one stapled at the application for registration and including the name of the candidate to the back;
    3. A medical certificate of non-contre-indication to the practice and teaching of alpine skis dating less than a year at the closing date of the first registration;
    4. The certificate of success for the technical test dating from less than three years to the closing date of registration;
    5. A photocopy of the level 1 civic prevention and rescue unit (PSC 1) or its equivalent;
    6. Three self-adhesive envelopes of 23 cm × 16 cm format, freed at the current rate and labeled on behalf of and address of the candidate and a self-adhesive envelope of 21 × 29.7 cm, which is available at the current rate for the sending of a recommended with acknowledgement of receipt.


    II. ― Qualification of trainers, pedagogical officer
    and his deputy


    The trainers of the preparatory cycle, the pedagogical officer and his deputy hold one of the following degrees:
    ― first or second degree sports educator state patent, cross-country Nordic Ski option;
    ― second-degree Ski State patent, cross-country Nordic Ski option;
    • French ski instructor diploma;
    ― Ski State diploma - national cross-country ski instructor.


    III. ― Terms of review


    The terms and conditions of the review are:
    1. A group of technical tests consisting of various demonstration events organized in the form of workshops to judge the technical mastery of the gestures defined in the memento of the teaching of the French ski, cross-country Nordic skiing and covering:
    classical technique: a demonstration of steps in classical style (coefficient 1: noted on 20);
    ― the skating technique: demonstration of all chained skater pitches (coefficient 1: noted on 20);
    ― the descent on the damée track: demonstration of turnovers and parallel turns (coefficient 1; noted on 20);
    – a practical test of presentation of a movement, drawn by lot for each candidate; of a minimum of ten minutes (coefficient 1 noted by 20) consisting of an explanation of one or more gestures, on a suitable terrain, in the content of the classes "beginners 1" defined in the memento of the teaching of French ski, cross-country Nordic ski.
    The candidate has a preparation time of ten minutes.
    2. A written test of knowledge (coefficient 1; Noted on 20) for an hour span of one or more themes addressed during the course of the training.
    3. An internship note (coefficient 1); Noted on 20) by the pedagogical officer, on written proposal from the trainers of the preparatory cycle, (coefficient 1; Noted on 20).
    This note assesses: professional fitness: outfit and attitude; motivation; sense of responsibility; general knowledge; participation; attendance, communication and security.
    Applicants who have obtained a general total of sixty points with at least forty points in the technical test group and a minimum of eight points in the internship note are declared eligible.
    Any grade less than or equal to six out of twenty may be eliminated by the jury.


    A N N E X E I I


    RECEVABILITY CRITERIA FOR AGRED AND MODALITY REFERENCE OF SKI ECOLES, FEDRATIC STRUCTURES OF FÉDÉREMENT DE LA FÉDÉRATION FRANÇAISE DE SKI ET DES CONSEILLERS DE STAGE


    I. ― Ski schools


    1. Ski schools must be up to date with their legal and regulatory obligations.
    2. Ski schools must promote and implement the method of teaching Nordic cross-country skiing and its derivative activities in order to meet the requirements of the specific training curriculum leading to the graduation of the state of ski - national ski instructor cross-country.
    3. Ski schools must be able to accommodate interns at the same time in awareness-raising and application courses:
    3.1. Trainees must be able to intervene with various audiences and organizations (adults, children, transplanted classes, business committees) of different levels and practices (collective courses, individual courses, all classes of the memento of French skiing teaching, cross-country skiing);
    3.2. In order to ensure a good consistency between the entire training system put in place by the National School of Mountain Sports, site of the National Centre for Nordic and Middle Mountain Skiing and the educational courses in situation, the ski school must operate in continuity on the season (from the opening to the closing of the resort of the commune). The supervision must ensure, throughout this period, the collective, simultaneous and this in a progressive and harmonious way, of all classes of the progression defined in the memento of French skiing (adults and children). The organization of collective courses must be preponderant, compared to the particular lessons.
    3.3. Ski schools must have at least three instructors identified on the first day of the accreditation, state graduates working in continuity (from the opening to the closing of the station of the commune), holding one of the diplomas to be an internship advisor. In all cases, at least 60% of the total strength of the ski school must have one of the diplomas issued by the Sports Department listed in Appendix IX. The centre can no longer accommodate trainees (e.g., awareness and/or application) but monitors working in continuity within the centre and holding diplomas listed in annex IX.
    4. Ski schools accredited as training centers are required to accompany the trainee on an administrative basis and to implement the advisory, observation, theoretical and practical training and assessment actions related to and consistent with the entire training system established by the National School of Mountain Sports, site of the National Centre for Nordic and Middle Mountain Ski, for each of the awareness-raising or application courses.
    5. The above criteria apply to the national association referred to in the seventh paragraph of Article 11. Compliance with these criteria is appreciated against all the sites that the association includes. The total number of approved internship advisors must be at least three times the number of sites hosting trainees.
    6. On the occasion of a check to assess their operation as training centres, approved ski schools must make available, all the documents necessary for the proper conduct of this control.


    II. ― Federal Training Structures
    of the French Ski Federation


    The federal training structures of the French Ski Federation accredited as training centres can only accommodate the trainees of the application courses.
    The French Ski Federation's federal training structures must operate on a continuous basis over the season and have at least one trainer with one of the required degrees to be an internship advisor.
    On the occasion of a check to evaluate their operation as training centres, the federal training structures of the French Ski Federation approved, must be made available, all the documents necessary for the proper conduct of this control.


    III. ― The internship advisor


    1. The internship advisor is a resource person placed with the trainee by the director of the approved ski school as a training centre. He cannot have more than two interns placed simultaneously under his authority. It contributes to the training of the trainee(s). Whether it is an awareness-raising or application course and to the extent that these two courses are an integral part of the training, the internship advisor must follow up in accordance with the method of teaching the Nordic cross-country ski and its derivative activities (adults and children). The follow-up of the trainee(s) is provided on a pedagogical basis (advice, observation, theoretical and practical training and assessment). This can also be done collectively, in conjunction with the Director of the training centre.
    2. The internship advisor must be up to date with his legal obligations, including declarative. He must be insured in professional civil liability.
    3. For reasons related to the specificity of training systems, techniques and teaching methods, the internship advisor must hold one of the following diplomas, issued by the Sports Department, excluding any other diploma, title or certificate:
    – the first- or second-degree sports educator state patent, a cross-country ski option;
    – the state-of-the-country skiing option, the second degree of teaching and/or training;
    ― the French ski instructor diploma;
    ― the state ski diploma - national cross-country ski instructor.


    IV. ― First application for approval


    During a first application for accreditation, the ski school or the federal training structure of the French Ski Federation must transmit an activity report on its operation of the previous season, including the technical, pedagogical and logistical means available to it.


    V. ― New application for accreditation


    During the new application for accreditation, the training centre provides an assessment of the evolution of the trainees it hosted during the season.


    VI. ― Method of withdrawal of approval


    Failure to comply with the legislation regulating the supervision of compensation for physical or sport activities and the criteria for the admissibility of the application for approval set out in this annex, which was noted in the course of the season, may lead the Regional Director of Youth, Sports and Territorially Competent Social Cohesion to proceed with the withdrawal of approval after the advice of the Regional Accreditation Commission and in the forms provided for in theArticle 24 of Act No. 2000-321 of 12 April 2000 relating to the rights of citizens in their relations with the administration. In the meantime, the Regional Director of Youth, Sports and Social Cohesion may, in the same forms, suspend the accreditation as a conservatory for a maximum period of two months. The regional accreditation committee must meet before the expiry of this period.

    The base time is determined by the race time of the best opener, affected by its coefficient. For women candidates, the basic time corresponds to the basic time of men plus 20%.
    Candidates who have completed the performance course in a time equal to the base time corresponding to their category (F or H) plus 22% obtain the score of 10 out of 20.
    The openers are designated by the director of the National School of Mountain Sports, site of the National Centre for Nordic and Middle Mountain Ski, among those on a list prepared annually by the director of the National Centre for Nordic and Middle Mountain Ski, on the proposal of the permanent cross-country ski section of the Commission for Training and Employment of the High Council of Mountain Sports. The openings are at least two. The coefficient is attributed in a personal capacity to each opener, following the advice of the permanent cross-country ski section, by the director of the National School of Mountain Sports, site of the National Centre for Nordic and Middle-mountain Ski, who has the opportunity to change it under the same conditions as for its assignment, if fairness requires it during the season. This coefficient must be brought to the knowledge of the candidates before the start of the test;
    (b) A technical demonstration test that is performed in skating technique on a descending Nordic-type course highlighting directional changes through rotating pitches, bends with lined lines as well as mid- and high-speed skating pitches (no time skaters and no combined skaters).
    Method of calculating the base time and maximum time to be achieved for admission:
    Tb = base time = time of the affected opening of its coefficient (Tc/coef).
    Tc = opening time.
    Ta = time corresponding to note 10/20.
    Candidat:
    Ta = (Tb *0.22 + Tb = 10/20.
    Candidates: (male opener):
    Tb = (Tc/coef) *1.20.
    Ta = (Tb*0, 22 + Tb.

    Annex VI-1
    Training unit " fundamentals of teaching
    Nordic cross-country skiing and its derivative activities »


    The evaluation modalities are as follows:
    1. A group of technical tests consisting of various demonstration events organized in the form of workshops on:
    classical technique (coefficient 2); noted on 40);
    ― skating technique: (coefficient 2; noted on 40);
    ― the descent on the off-track or on the moored track: by turning steps (coefficient 1: noted on 20);
    ― the descent on the runway: in parallel turns (coefficient 1; noted on 20);
    - an oral test of presentation and explanation of a movement, drawn by lot for each candidate; of a minimum duration of ten minutes (coefficient 1: Noted on 20) consisting of an explanation of a gesture, in the content of the class "experts" defined in the memento of the teaching of French ski, cross-country Nordic ski.
    2. A group of pedagogical tests composed:
    ―a pedagogical sessional conduct for a public of the class "beginners to Class 3" of a minimum of thirty minutes (coefficient 1; noted on 20);
    ―the drafting of a pedagogical session based on the observation of the pedagogical approach used in a session carried out by an outside person to the group in management situation (coefficient 1; noted on 20)
    Applicants with a minimum average of 10 out of 20 to the technical test group and a general average of 10 out of 20 to all tests are declared eligible.

    Training unit « safety 1 Nordic cross-country ski
    and derivative activities in mountain environment »


    The evaluation modalities are as follows:
    1. A practical test of search for tags (acquired or not acquired);
    2. A written test of the contents discussed during the course of the internship (coefficient 1; noted on 20)
    Applicants who have obtained a rating of 10 out of 20 are declared eligible.

    The evaluation modalities are as follows:
    A written test on the professional, regulatory environment and adaptation to different audiences (coefficient 1; noted on 20).
    Candidates who have obtained a rating of 10 out of 20 at this test are declared eligible.

    Training unit "competitive practices

    The evaluation modalities are as follows:
    1. A paper on the derivative activity determined annually by the permanent cross-country ski section of the board of formation and employment of the High Council of Mountain Sports (coefficient 1; noted on 20);
    2. A written document on the regulations and operation of the French Ski Federation (coefficient 1; noted on 20);
    3. An oral test on the principles of training (coefficient 2; Noted on 40).
    Candidates who have obtained a general average of 10 out of 20 for all tests with at least 20 points in Test 3 are declared eligible.


    Annex VII-2


    Training unit "technical and educational mastery of the teaching of cross-country Nordic skiing and its derivative activities"
    The evaluation modalities are as follows:
    1. A practical teaching session (coefficient 5; noted out of 100) followed by an interview with the assessment board following the practical session to explain the choices made by the candidate (coefficient 1; noted on 20);
    2. A contextualized teaching writing (coefficient 2); noted on 40);
    3. Oral support of the "professional environment" file. » (coefficient 2; Noted on 40).
    Candidates who have obtained a general total of 80 points out of 160 in all tests 1 and 2 with at least 60 points in the test 1 and a minimum of forty points in the practical teaching session and 8 minimum points in the interview and who have obtained at least 100 points in all the tests are declared admitted.

    Security training unit 2 cross-country Nordic skis
    and derivatives in snowy mountain environment »


    The evaluation modalities are as follows:
    1. A record of the six outings in hiking skis describing the personal experience gained during the realization of these hikes (coefficient 1; scored on 20). These shall be carried out on the grounds corresponding to the prerogatives referred to in Article 1 of this Order. The format for this dossier is set by the director of the National School of Mountain Sports, site of the National Centre for Nordic and Middle Mountain Skiing, on the proposal of the head of the Nordic Ski Training Centre of this site.
    2. An avalanche multi-victim research trial using a DVA (acquis/not acquired). Success in this event requires the trainee's access to further training: training unit "Security 2 cross-country Nordic skis and snow-covered mountain-based activities"
    3. A group of tests composed of:
    ― an orientation test consisting of a beacons search test (coefficient 1; noted on 20)
    ― a practical road test carried out during the raid (coefficient 2; scored on 40);
    4. A practical test of knowledge of the snowy mountain environment (coefficient 1; scored on 20). This event takes place during the raid.
    5. A group driving test to assess the adaptation of the technical and pedagogical teaching of the practice of hiking and the northern raid and to develop the ability to manage a group on track and off the slopes in the course of the raid followed by a security interview (coefficient 2; scored on 40)
    Applicants who have obtained a general total of 70 points out of 140 in all tests 1, 3, 4 and 5 with at least 30 points in the test group 3 are declared eligible.

    DIRECT ACTIVITIES


    The purpose of this Annex is to clarify the concept of derivative activities referred to in Article 1 of this Order. Cross-country skiing is defined as a sliding or snow-moving activity, mainly generated by the sole muscle force of the skier and practiced with any type of material leaving the heel of the free shoe and on the usual terrains of cross-country skiing practice. Derived activities cover these different elements. The degrees authorized for the teaching of cross-country Nordic skis allow the teaching of cross-country Nordic skiing and the similar activities defined above, within the limits of the prerogatives of each degree at the level of the technique, the fields of practice, and the supervised public. In addition to the usual forms of cross-country Nordic skiing (Nordic, hiking, raid, ), are listed for example, the following derivative activities most frequently practiced:
    - biathlon;
    – ski jump and Nordic combined;
    - telemark in the context of the forms of practice defined in Article 1;
    snowshoeing;
    - the Nordic skiercross;
    – Nordic walking on snow.
