The agreement in the form of an exchange of letters between the Government of the Kingdom of Belgium with the Walloon Region, the French Community and the German-speaking Community, the Government of the Federal Republic of Germany, the Government of the French Republic and the Government of the Grand Duchy of Luxembourg on cooperation in the border regions, signed in Luxembourg on 23 May 2005, will be published in the Official Journal of the French Republic.
The Prime Minister and the Minister for Foreign Affairs are responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.

Referring to the note verbale of 12 May 2000 of the Ministry of Foreign Affairs of the Grand Duchy of Luxembourg and to that of 30 March 2001 of the Embassy of the Kingdom of Belgium in Luxembourg, as well as to the talks that took place on 29 January 2003 in Luxembourg between the representatives of the Kingdom of Belgium, the Walloon Region, the French Community and the German-speaking Community, the Federal Republic of Germany, the French Republic as well as the Grand-Duchy
1. In order to facilitate the development of geographical space as defined in paragraph 2, the Government of the Kingdom of Belgium with the Walloon Region, the French Community and the German-speaking Community, the Government of the Federal Republic of Germany, the Government of the French Republic and the Government of the Grand Duchy of Luxembourg agree to continue the development of cross-border cooperation.
It concerns activities of common interest, particularly in the administrative, technical, social, economic or cultural fields, which could consolidate and develop neighbourhood relations.
2. The implementation of the provisions of paragraph 1 is entrusted to an Intergovernmental Commission and a Regional Commission to facilitate the study and to propose the solution of neighbourhood issues in the following geographic area:
- Saar;
- Land of Rhineland-Palatinate: the regions of Trier and Western Palatinate and the Landkreis of Birkenfeld;
- the Lorraine region;
– the Grand Duchy of Luxembourg;
– the provinces of Walloon Brabant, Hainaut, Liège, Luxembourg and Namur, in the territory of which the Federal Authority, the Walloon Region, the French Community and the German-speaking Community exercise their competence in whole or in part.
This geographic space as defined above is described in a map annexed to this Agreement.
3. (a) The Intergovernmental Commission is composed of four delegations whose members are appointed by the respective Governments. Each delegation has a maximum of nine members. Each delegation may draw on experts.
(b) The Intergovernmental Commission meets in principle once a year, successively in each of the four States.
(c) The Intergovernmental Commission may establish working groups.
(d) The Intergovernmental Commission shall establish its rules of procedure.
4. The Intergovernmental Commission provides general guidance to Contracting Parties on issues of cooperation with respect to geographical space as defined in paragraph 2 and prepares, where appropriate, draft agreements. The Intergovernmental Commission addresses issues related to cross-border cooperation that cannot be resolved by the Regional Commission and directs the Regional Commission to submit proposals or draft agreements, to make recommendations to the Commission and to report to the Commission on matters proposed for its consideration.
5. (a) The Regional Commission shall include:
representatives of the governments of the Länder of Sarre and Rhineland-Palatinate;
- for France representatives of the State and the earthly communities concerned;
- representatives of the Grand Duchy of Luxembourg;
- representatives of the Walloon Region, the French Community and the German-speaking Community.
Experts may be invited to attend the meetings.
(b) The Regional Commission shall meet as necessary at least once a year.
(c) The Regional Commission may establish working groups.
(d) The Regional Commission shall establish its rules of procedure.
6. The Regional Commission addresses all issues of cooperation with respect to geographical space as defined in paragraph 2 and transmits to the Intergovernmental Commission only those that it cannot resolve at the regional level. It reports to the Intergovernmental Commission on its activities and, where appropriate, makes recommendations.
7. This Agreement shall not affect the activity of existing bodies or create under international agreements.
8. This Agreement shall be concluded in German and French languages, both texts being equally authentic.
9. If this Agreement meets the approval of the Government of the Kingdom of Belgium with the Walloon Region, the French Community and the German-speaking Community, the Government of the Federal Republic of Germany and the Government of the French Republic, this note and the notes of response of the ambassadors of these States, written in the same terms and expressing the agreement of their Government, shall constitute an Agreement between the Government of the Kingdom of Belgium with the Walloon Region, the French Community and the The date taken into consideration will be the date of receipt by the Government of the Grand Duchy of Luxembourg of the last such communications.
The Government of the Grand Duchy of Luxembourg shall notify the other Contracting Parties of the dates of receipt of communications relating to the fulfilment of national formalities and the date of entry into force of this Agreement.
10. This Agreement replaces the Agreement of 16 October 1980 between the Governments of the Federal Republic of Germany, the French Republic and the Grand Duchy of Luxembourg, which will end on the date of the entry into force of the Agreement in paragraphs 1 to 11.
11. This Agreement may be denounced at any time by either of the Contracting Parties. Such denunciation shall be in writing and shall take effect three months after its simultaneous notification to other Contracting Parties.
