Notice: A new regulation was adopted in 2006 by the European Union to harmonize the rules relating to the driver's licence, including those relating to its validity, renewal and the categories of vehicles authorized by the European Union. This regulation was transposed in France by the Decree No. 2011-1475 of 9 November 2011. He was provided with some details. Thus, the notion of sum of total permissible loads (PTAC) is substituted for that of total rolling weight authorized to define certain vehicles under category B of the permit. Similarly, it is specified that category A of the driver's licence authorizes the conduct of vehicles under categories A2 and A1 (light motorcycles). Finally, it is specified, on the one hand, the possibilities open to persons with a Class A driver's licence "restrictive mention" as of January 19, 2013, on the other hand, the rules relating to the conduct of motor tricycles with a power greater than 15 kW, regardless of the driver's age, for persons with a Class A driver's licence obtained before January 19, 2013.

The Prime Minister,
On the report of the Minister of Interior,
Having regard to Directive 2006/126/EC of the European Parliament and the amended Council of 20 December 2006 on the driver's licence;
Vu le Civil codein particular its article 1;
Vu le road code ;
Vu le Decree No. 2011-1475 of 9 November 2011 carrying out various regulatory measures to transpose Directive 2006/126/EC on the driving licence;
Considering the opinion of the permanent interdepartmental road safety group of 23 November 2012;
The Council of State (section of public works) heard;
Given the emergency,
Decrete:
The above-mentioned decree of 9 November 2011 is amended in accordance with articles 2 to 4.
Section 6 is amended to read:
I. ∙ In I of this article, the third paragraph on Class B is replaced by the following:
"Even vehicles coupled with a trailer when the total permissible load (PTAC) of the trailer is greater than 750 kilograms, provided that the total permissible load (PTAC) of the tractor vehicle and trailer of the whole does not exceed 4,250 kilograms. »
II. ― In the E-category paragraph, after the words: "3,500 kilograms" are inserted the words: "when the assembly formed by the tractor vehicle and the trailer does not fall within category B."
III. ∙ The provisions of the III are replaced by the following:
"It will be replaced by January 19, 2033, under the conditions established by a Minister of Road Safety order, to the driver's licences issued before January 19, 2013 a new driver's licence model defined by an order of the Minister for Road Safety. »
In Article 9, the second paragraph shall be replaced by two paragraphs:
"Art. R. 221-7.-Categorie A of the driving licence authorizes the conduct of vehicles under categories A2 and A1.
"Class A2 of the driver's licence authorizes the conduct of vehicles under category A1. »
Section 10 is amended to read:
I. ∙ The 1° is replaced by the following provisions that amend section R. 221-8 of the Highway Code:
"The I is supplemented by four sub-items as follows:
"Categorie A of the driver's licence, obtained prior to January 19, 2013, does not allow it from the date it was obtained and for a period of two years only the conduct of motorcycles whose power does not exceed 35 kilowatts, with a power/weight ratio in order not exceeding 0.2 kilowatt per kilogram. This usage restriction is lifted if the driver was at least 21 years of age on the date of obtaining Class A.
"Categorie A of the driver's licence, obtained before January 19, 2013, authorizes the conduct of motor tricycles with a power greater than 15 kW irrespective of the driver's age.
"Categories A and A1 of the driver's licence obtained prior to January 19, 2013 authorize the conduct of the engine quadricycles (vehicles of categories L6e and L7e).
"Categories B and B1 of the driver's licence obtained before January 19, 2013 authorize the conduct of motor tricycles whose power does not exceed 15 kilowatts and whose unladen weight does not exceed 550 kilograms as well as motor quadricycles (vehicles of categories L6e and L7e). »
II. ― The 3° is replaced by the following:
“It is inserted after the III a III bis as follows:
"III bis. - Category B of the driver's licence authorizes the conduct of vehicles of category B coupled with a trailer where the total permissible load (PTAC) of the trailer exceeds 750 kilograms and when the sum of the total permissible loads (PTAC) of the tractor vehicle and the trailer exceeds 3,500 kilograms but does not exceed 4,250 kilograms provided that the licensee has followed a training whose terms are defined by the Minister »
The Minister of the Interior, the Minister of Ecology, Sustainable Development and Energy and the Minister Delegate to the Minister of Ecology, Sustainable Development and Energy, responsible for transport, the sea and fisheries, are responsible, each with regard to it, for the execution of this decree, which will be published in the Official Journal of the French Republic and will enter into force immediately.
