To the General Directorate of Political and Security Affairs:
I. ― The leadership of the United Nations, international organizations, human rights and the Francophonie, is competent for the issues addressed within the United Nations Organization, its subsidiary bodies and specialized agencies as well as the International Organization of la Francophonie and the Council of Europe. It ensures the coherence of France's positions in the forums of international organizations. To this end, it addresses the instructions on these organizations to the organizations of the United Nations system and the Council of Europe.
The sub-direction of political affairs follows the issues related to the maintenance of international peace and security dealt with within the framework of the United Nations organization, its subsidiary bodies and specialized agencies and, in general, all the issues referred to in the United Nations Security Council.
The sub-direction of human rights and humanitarian affairs defines human rights policies in relevant international forums. It deals with the humanitarian issues of the United Nations and other organizations and institutions within the leadership.
The sub-direction of institutional affairs and international contributions addresses the budgetary, financial, management and governance issues of all international organizations. It is responsible for international contributions and ensures the institutional, statutory and administrative coherence of organizations and their strategic leadership.
The delegation of Francophone affairs defines the policy of multilateral Francophonie and deals with issues relating to the International Organization of la Francophonie and its operators. It also addresses issues related to the United Nations Educational, Scientific and Cultural Organization (UNESCO).
The delegation of international officials contributes to promoting the presence of French staff in international organizations.
II. - The missions of the strategic, security and disarmament sub-directions are as follows:
The nuclear disarmament and non-proliferation sub-direction defines the policy of nuclear non-proliferation and the delivery of weapons of mass destruction and the policy of nuclear disarmament. It monitors the implementation of monitoring and counter-proliferation measures in these areas. It also addresses issues of space security and missile defence.
The sub-direction of arms control and the OSCE is competent for the follow-up to multilateral disarmament and arms control forums, whether they have a generalistic or specialized vocation, with the exception of nuclear and ballistic issues. It monitors records relating to non-proliferation and chemical and biological disarmament. With the exception of the nuclear, ballistic and space sectors, it deals with issues related to the supervision and control of exports of products or technologies declared sensitive or strategic. It follows the instruction of records submitted to the interdepartmental commission for the study of exports of war materials. It also follows the work of the Organization for Security and Cooperation in Europe.
The sub-direction of strategic affairs follows the defence policy of France and the external operations of the French forces, especially for crisis management; It deals with bilateral security and defence relations with our key partners; It is responsible for the monitoring of France's policy within NATO and in the various multinational frameworks existing in Europe as well as for the common security and defence policy.
The sub-direction of cross-cutting threats addresses threats of non-state origin against the security of the territory and national interests. It deals with issues related to combating terrorism, drug trafficking and organized crime in conjunction with other relevant ministerial departments.
III. - The Directorate of Security and Defence Cooperation is responsible for structural cooperation with foreign States in the areas of defence and security, internal and civil. It implements, in these areas, in the form of bilateral or multilateral cooperation projects, training, expertise and advice that it provides strategic leadership and overall management.
It is responsible, in conjunction with the Directorate of Legal Affairs, for monitoring intergovernmental agreements on defence cooperation.
It programmes and designs international sessions that are entrusted to specialized agencies in security and defence matters.
It shall, in conjunction with the Ministry of Defence, decide on requests for authorization to fly over the national territory by foreign state aircraft and port of call in France of foreign military vessels. It also investigates the requests, abroad, of the overflight of French state aircraft and the port of call of the national navy buildings.
The sub-Saharan Africa mission and the world mission determine, conduct and evaluate the activities of defence and security cooperation undertaken in partnership with the States of their respective geographical areas.
The sub-direction of multilateral and sectoral issues examines and implements all multilateral dialogues and partnerships on defence and security cooperation actions. It is also responsible for the thematic coherence of these actions, in support of conflict prevention and reconstruction, in conjunction with the sub-direction of democratic governance.
The capacity mission is implementing cooperation activities, in conjunction with the management services of the Ministry of Foreign Affairs and the relevant departments. As such, it leads, inter alia, administrative, financial and human resources management.
IV. ― Under the coordination of the Director General, the sub-directions, missions, permanent secretariat and inter-ministerial cell of the branches of continental Europe, Africa and the Indian Ocean, North Africa and the Middle East, the Americas and the Caribbean, Asia and Oceania follow, in liaison with the relevant branches, the internal political, economic and social issues as well as the development of the country strategies and coordination They are consulted on the distribution of resources in their geographic area.
V. ― A financial and administrative coordination mission is responsible for the management and monitoring of the means that fall within the overall direction of political and security affairs, including organizational, operational, IT and personnel. It also pilots the program, if any, attached.

The missions of the sub-directions of the European Union are as follows:
The sub-direction of internal policies and institutional issues follows the definition and application of European policies, in conjunction with the General Secretariat of European Affairs, the legal and institutional issues related to the evolution, implementation of the treaties as well as the functioning of the institutions and bodies of the European Union, the activities of the European Parliament, the relations with the National Parliament in European matters, the questions relating to the presence and influence of France within the European Union.
The sub-direction of external relations of the European Union follows, in conjunction with the General Secretariat of European Affairs, the external relations of the European Union with non-member States and international organizations, including the World Trade Organization, in conjunction with the general direction of globalization, development and partnerships. It defines, animates and coordinates the actions envisaged in the field of foreign policy and common security by the Treaty on the European Union, in conjunction with the Directorate of Strategic Affairs, Security and Disarmament, for aspects related to the common security and defence policy.
The sub-directions of Alpine and Adriatic Germany and Europe, Western and Nordic Europe, Central-Oriental and Baltic Europe and Mediterranean Europe follow the internal political, economic and social issues, the conduct of international relations and bilateral relations with France, the States of their respective geographical area, including cross-border cooperation with neighbouring countries.
The management of the European Union is the interlocutor of the General Secretariat of European Affairs within the Ministry of Foreign Affairs, without prejudice to the competence of the Directorate of Legal Affairs for matters affecting it.

To the general direction of globalization, development and partnerships:
I. ― The management of companies and the international economy contributes on behalf of the Ministry of Foreign Affairs, with the relevant administrations, to the definition and implementation of France's economic diplomacy. It supports the international development of French companies, including technologies and strategic sectors for the French economy, and participates in strengthening France's attractiveness to foreign investors. It contributes to the economic analysis of globalization and to the definition, at the European and international level, of its regulation and governance.
The mission of support to companies is, on behalf of the Ministry of Foreign Affairs, the business interlocutor, including SMEs, which it supports international development efforts. It participates, in connection with the administrations and operators concerned, in the development of the economic component of the embassy action plan and maintains a regular dialogue with the posts on the achievement of its objectives. It provides support to positions in the implementation of their action plan by facilitating the contact of operators and companies.
The mission of support to the strategic sectors follows, on behalf of the Ministry of Foreign Affairs, the activities of these sectors and contributes, in conjunction with the relevant administrations, to the definition of country strategies and the multilateral and bilateral regulatory framework for strategic technologies and sectors. In this context, it follows issues related to the energy and extractive industries sector and negotiations in this area with the exception of those related to climate change. It also deals with international negotiations on Internet governance.
The sub-direction of international economic affairs, together with the relevant administrations, contributes to international negotiations on the rules and governance of globalization. It is associated with the definition of economic and financial sanctions measures and the fight against illicit financial flows. It follows the business and market access issues of French companies and the trade strategies of third countries, in order to contribute to the definition of the ministry's positions in the relevant multilateral forums. It assists the Director-General in the preparation of the G8 and G20 summits and follows, in conjunction with the relevant branches and administrations, strategic and institutional issues concerning international economic organizations and regional banks. It produces, in conjunction with the centre of analysis and foresight, economic studies and contributes to the definition of the French strategy vis-à-vis emerging countries in the economic and commercial field. It develops, on behalf of the general management, relations with the relevant economic research bodies.
II. – The direction of development and global public goods defines French development strategies and policies on global public goods. It participates in negotiations, provides guidance and monitoring of cooperation on global public goods and ensures their implementation by development operators. It participates in the development of positions on development assistance that France defends in international forums. It contributes to the definition of the French strategy vis-à-vis emerging countries in its areas of competence. It defines policies to strengthen democratic governance and institutional capacities of partner States. It is in relation to French companies within its areas of competence, in conjunction with the management of companies and the international economy. It provides, on behalf of the Ministry of Foreign Affairs, the guardianship of the French Development Agency and France international expertise. It prepares meetings of the Inter-Ministerial Committee on International Cooperation and Development, which is the joint secretariat on behalf of the Ministry of Foreign Affairs.
The sub-direction of development policies develops French development strategies and ensures their articulation with those of other actors of international cooperation. It ensures the implementation of the principles of aid effectiveness and assesses the impact of development policies of French public actors and European and international agencies to which France contributes. It is responsible for the French Development Agency and France's international expertise. It participates in European and international negotiations in its area of competence. It monitors the European Development Fund in conjunction with the European Union leadership. It develops and coordinates partnerships with bilateral and multilateral donors. It monitors the debates on financing for development and the major issues of aid, in the UN framework and within the framework of G20 development and G8 Africa. It promotes innovative financing mechanisms for development. It ensures the development and implementation of private sector and growth initiatives in developing countries, particularly in Africa. It contributes to dialogue with partner countries and civil society actors.
The sub-direction of democratic governance develops and implements the programmes and projects devoted to strengthening the state of law and public freedoms, reform of the state and decentralization, in support of financial governance in third countries. It develops and implements the strategies and actions undertaken to facilitate the reconstruction of States in crisis or out of crisis, in conjunction with the relevant branches. It implements actions within the framework of migration, development and co-development policies. She participates in the animation of French governance expertise networks.
The sub-direction of health, food security and human development ensures the development and monitoring of the French strategy for international cooperation in health. It analyses and defines the directions for economic, trade and development issues affecting food security. It follows demographic, gender and social protection issues and monitors France's strategy and commitments in terms of post-primary education and vocational training. It follows, for the Ministry of Foreign Affairs, international initiatives for the control of major pandemics, access to medicines and the strengthening of health systems in developing countries. It follows the action of international organizations and ensures the animation of French networks of expertise in international health.
The sub-direction of the environment and climate, in conjunction with the relevant administrations, participates in the development of the strategy and the monitoring of international negotiations and processes related to climate change, water and biodiversity, desertification, forest, chemicals and waste treatment and disaster prevention. It participates in their promotion in international negotiations and debates. It contributes to the development cooperation policies in these sectors, particularly in the area of access to energy and low-carbon technologies. It is animating the network of job environment correspondents and following the actions of international funds, conventions and programmes for the global environment. It develops analyses on cross-cutting issues related to sustainable development and the environment, including their governance and objectives.
III. ― The direction of cultural, academic and research cooperation defines and implements, with the relevant operators and partners, France's radiance and influence policy. It participates in the definition and implementation of mobility and attrition policies. As such, it develops and implements cooperation programmes in the areas of higher education, graduate vocational training and research. It is responsible for France's cultural, audio-visual, linguistic and educational cooperation abroad and for supporting cultural development. It defines the strategies and implements the policies and programmes related to these missions, participates in strengthening French presence and expertise and animates the activities of the French cultural network abroad in its areas of competence. It provides, on behalf of the Ministry, the supervision and strategic leadership of the Agence pour l'enseignement français à l' étrangers, the Institut français, Canal France international and Campus France. It contributes to the strategic leadership of the external audiovisual of France and the operators of the Francophonie, including TV5 Monde. She is in charge of monitoring relations with the Alliance Française Foundation. It follows, in relation to the administrations concerned, the action of international organizations in its areas of competence and contributes to the development of French positions. It participates in multilateral audiovisual negotiations.
The mission of cultural exchanges and external audiovisual develops and implements policies and programmes of international cooperation in its areas of intervention: cultural and artistic action, heritage, cinema and outdoor audiovisual. It contributes to the promotion of cultural dialogue and diversity. It supports the promotion of cultural and creative industries, including the book, and the creation and export of French audiovisual and film production. In this context, it coordinates French interventions in the field of outdoor audiovisual and new media. It mobilizes and values French expertise and pilots partnerships with French and foreign operators. It coordinates the guardianship of the French Institute and Canal France International and the partnership with the French Alliance Foundation.
The mission of the French language and education ensures a monitoring function on the situation of the French language and on language policies around the world, in conjunction with the delegation of Francophone affairs. It defines, coordinates and pilots the policy of promoting French abroad. It contributes to the French strategy in the field of teaching foreign languages in France. It follows French-speaking multilateral cooperation in its areas of competence. It oversees the external school policy and, as such, the monitoring of the Agency for French Education abroad. She has a watch on educational policies in the world. It is responsible for developing cooperation between the French educational system and foreign education systems and promoting French education expertise. It coordinates international activities in the fields of sport and youth exchange. It follows, within the department, issues related to the enrichment of the French language, terminology and neology.
The sub-direction of higher education develops and implements programs and projects to develop partnerships in higher education and higher vocational training and to promote exchanges with foreign countries. It supports the development of university courses abroad and promotes, through scholarship programs, training in France of foreign students and training abroad of French students. It provides strategic monitoring of the evolution of the international market for higher education. It defines and implements France's policy and programs for foreign students.
The sub-direction of scientific research and exchanges develops and implements scientific cooperation programs and projects by developing partnerships and the construction of research networks, in support of the international activities of French research organizations and higher education institutions, including French foreign research institutes (IFRE), French missions and archaeological research abroad. It also participates in the development and monitoring of European and international research programmes and the integration of researchers from developing countries into international networks. It promotes bridges between the world of research and the world of the company.
IV. ― Program and Network Management assists the Director General with the strategic management of the network and the management of its programs.
It ensures the adequacy between the human resource needs of the cultural and cooperation network posts and the proposed profiles. It is associated, by human resources management, with the choice of candidates to fill these positions.
The programme mission ensures the financial management of management programmes. In conjunction with the Financial Affairs Directorate, it is responsible for the preparation of the budgets of these programs, the monitoring of their budget execution and the job ceiling. It contributes to the financial guardianship of the ministry on the operators of international cooperation. It establishes the programming of appropriations. It monitors performance through management control, accounting and financial audit, and the evaluation of policies, actions and instruments implemented by management.
The network's mission coordinates the activities of the network of cooperation and cultural action abroad with the sectoral branches of the general management, in accordance with the directions agreed with the department's geographic directions. Together with the general management of administration and modernization, it contributes to job programming and sets the job profiles. It defines the objectives and means assigned to cultural cooperation and action services and to financial self-government institutions, approves their budget and monitors its execution. It provides administrative guardianship of French research institutes abroad.
V. ― The delegation for the external action of the territorial authorities collects and analyzes information on the external action of the territorial authorities. It implements the State's strategy to support decentralized cooperation and ensures consistency between the external action of the State and that of the local public authorities. In conjunction with geographic directions, it advises communities on their external activities. It serves as the secretariat of the National Commission for Decentralized Cooperation. It is responsible for inter-ministerial coordination in this area. It follows the legal developments in the framework of the external action of the territorial authorities, including on cross-border cooperation and within the European Union. She advises prefects on the rule of law. It develops and implements co-financing programmes for decentralized cooperation.
VI. ― The delegation for relations with civil society and partnerships leads relations with French non-State actors involved in international relations. It is responsible for the dialogue, support and conduct of policies involving civil societies in France, within the European framework and the rest of the world. It monitors policy frameworks for non-governmental cooperation and partnerships. It promotes dialogue and support with representatives of local non-state actors. She, together with the various operators concerned, pilots the support for the initiatives of French NGOs. As such, it is responsible for monitoring volunteering for international solidarity and multi-stakeholder partnerships.

The General Directorate of Administration and Modernization carries out a general mission of administration, organization and modernization of central administration and networks abroad. It supports the overall direction of globalization, development and partnerships in the implementation of the budgetary, financial and personnel capacities of its activities.
The general management of administration and modernization ensures the collection and synthesis of all information relating to the diplomatic, consular, cultural and cooperation network, in conjunction with the other branches and services concerned. It contributes to interdepartmental work on the means of the State abroad and coordinates the preparation of its annual report. It serves as the secretariat of the interdepartmental commission to issue an opinion on the state's property transactions abroad. It coordinates contributions to international administrative cooperation.
I. ― The missions of the sub-directions and delegation of human resources management are as follows:
The sub-direction of human resources policy is responsible for the definition of human resources and statutory policies of the Ministry of Foreign Affairs. It is responsible for internal communication policy and social dialogue with staff representatives. It organizes the elections and the work of the advisory bodies. It ensures predictive work on staffing, trade and skills. It is responsible for managing the departmental employment ceiling and compensation policy. It prepares the budget in conjunction with the Financial Affairs Directorate. It is responsible for the management dialogue with programme managers, branches and diplomatic or consular posts. It coordinates the master's work in human resources computing and administers the nomenclatures of the human resources information system. She develops professional directories of the department. It is responsible for the investigation of civil pension records of officials of the Ministry of Foreign Affairs. It is competent in the areas of work and service accidents and occupational diseases. She attended the secretary of the medical committee of the reform committee and served as the secretariat of the pension commission.
The sub-direction of staff is responsible for relations with non-recruited officials and non-recruited staff on indefinite contracts of the Ministry of Foreign Affairs. It deals with the recruitment, assignments, evaluation and career paths of these staff. It is responsible for the organization of the work of the Joint Administrative Committees. It conducts a advisory and support mission to departmental officials in terms of job search, opportunities and career reorientation.
The sub-direction of contract staff is responsible for the recruitment and administrative management of non-recruited personnel recruited on fixed-term contracts, with the exception of those officers whose management falls within the competence of the General Affairs Directorate in Nantes. It is responsible for overseeing the management of personnel recruited on contracts subject to local law by the foreign affairs departments located abroad.
