The provisions of this order apply to the competition provided for in 1 ° and 2 ° of article 3 of the Decree of 18 October 1989 referred to above.

Specialties likely to be open to the competition provided for in article 1 of this order are those leading to the issuance of a degree a graduate of graduate or a title or a degree classified at least at level II, the areas corresponding to fulfill the duties by statute of studies and manufacturing engineers and which the list is annexed to this order.
Specialties offered in the contest are determined by the order of opening.

The Board of each of the competition as defined in article 1 of this order is composed of at least five members, including the Chair is a member of the body of the civil or the body of control administrators or a senior officer of the rank of colonel or assimilated and members, chosen from officials of category A or similar technical sector or senior officers. The president and the Board members are appointed by order of the Minister of defence.
Qualified examiners designated by order of the Minister of defence may be called upon to participate, under the authority of the Board, to the study of records, correction of copies and admission test according to their specialty. They do not have voting rights. The jury may form groups of reviewers.
The order appointing the Board means the Board Member replacing the president where it would be unable to perform its function.

The external competition on securities includes a test of eligibility and an admission test.
It is awarded at each event a score of 0 to 20. Each note is multiplied by the corresponding factor.
A. ― event of eligibility: eligibility test (coefficient 2) consists of the consideration by the jury of the file submitted by the candidate to assess fitness to practise missions of engineering studies and fabrications and adequacy of professional profile especially in the concerned speciality.
During registration, the applicant's file includes the following compulsory parts: 1. A copy of the title or degree required;
2. a letter of motivation, limited to two pages typed;
3. a curriculum vitae limited to one page typed mentioning trainings and courses followed and indicating the languages read and spoken.
4. a note limited to three typewritten pages outlining the main features of training and extracurricular or associative, applicable occupational, in relation to the relevant specialty and main lessons which it has withdrawn on technical and professional.
Organizing service of valid contest all the documents transmitted by the candidate and, after anonymization, submits the dossier to the jury.
At the end of the examination of the dossiers, the jury determines the number of points needed to qualify and establishes, by speciality and alphabetically, the list of candidates authorised to take part in the admission test.
B. ― admission test: oral admission test (duration: 30 minutes; coefficient 3) consists of an interview, which starting point is a presentation by the candidate, lasting ten minutes more than his career and his professional project, allowing the jury to assess his personality, his knowledge, his motivation to perform the duties of engineer studies and fabrications, his coping skills as well as his management skills.

The internal competition has proof of eligibility and an admission test.
It is awarded at each event a score of 0 to 20. Each note is multiplied by the corresponding factor.
The internal examination in the specialty program is the level of knowledge for the acquisition of the teaching units of a degree a graduate of graduate studies or a title or degree classified at least at level II.
A. ― eligibility test: written test of eligibility (duration: four hours; coefficient 2) consists in one or more exercises, questions and/or problems bearing on the specialty in which the candidate is enrolled.
The written test is anonymous.
At the end of this test, the jury determines the number of points needed to qualify and establishes, by speciality and alphabetically, the list of candidates authorised to take part in the admission test.
B. ― admission test: oral admission test (duration: 30 minutes; coefficient 3) consists of an interview with the selection board to assess the personality of the candidate, his motivation to perform the duties of engineer studies and manufacturing skills to management, and to recognize the achievements of his professional experience.
To conduct this interview that a starting point for a presentation by the candidate for a period of ten minutes more on his professional experience, the jury has record by the candidate for the recognition of professional experience.
During this interview, the candidate can be queried on matters relating to his professional environment, to administrative knowledge General or specific administration or the institution in which it operates.
Only the interview with the jury gives rise to rating. The record of recognition of professional experience is not noted. This file provides support for the conduct of the interview with the jury.
For oral admission test, candidate establishes mandatory a folder of recognition of her professional experience acquired with the entries mentioned in annex II to this order to the service of organising a date fixed in the order of opening of competition.
The record of recognition of professional experience, as well as the guide to filling are available on the intranet or internet Ministry of defence sites. The file is forwarded to the jury by organizing the competition service after the establishment of the eligibility list.

At the end of the tests for admission of external securities and internal competitions, and after aggregation of points obtained by the candidates in the races for eligibility and admission, the Board determines the total number of points needed to be admitted and establishes the list of candidates for each competition, by specialty and by order of merit, admitted and where appropriate a supplementary list.
No person shall be declared eligible or allowed if it did not participate in all mandatory events.
For each of the competitions, if several candidates received the same number of points, priority is given to the one who posted the best score at the oral test for admission.

The Director of human resources of the Ministry of defence is responsible for the execution of this order, which will be published in the Official Journal of the French Republic.
