Professional examinations planned for 1° I and 1° of Article 25 of the Decree of 11 November 2009 referred to above for access to the grades of 2nd class higher engineering and manufacturing technician (TSEF2C) and senior engineering and manufacturing technician (TSEF1C) of the Ministry of Defence are organized in accordance with the provisions of this Order.
The professional examinations referred to in section 1 shall be opened by decrees of the Minister of Defence. These Orders set out the terms and conditions for examination registration, registration dates and the number of positions to be filled.
Authorized to take part in the professional examinations examinations for the advancement of the rank of senior technician of studies and manufacturing of the 2nd class of the Ministry of Defence and the rank of senior technician of studies and manufactures of the 1st class of the Ministry of Defence, officials belonging to the corps of senior technicians of studies and manufactures of the Ministry of Defence or who are detached from it and who meet the title, no later than 31 December of 1° of Article 25 of the decree of 11 November 2009 referred to above to be promoted to the 2nd class and the conditions of the 1st of the II of Article 25 of the same decree to be promoted to the 1st class.
For these examinations, the President and the members of the jury shall be appointed by order of the Minister of Defence from category A or assimilated officials of the technical sector or senior officers. The jury may form groups of examiners.
The decision appointing the jury shall designate the member of the jury to replace the president in the event that the president is unable to perform his duties.
The professional examination for the Department of Defense TSEF2C grade includes the following written examinations of eligibility and oral admission:
Written proof of eligibility (duration: three hours, coefficient 2): writing a note using the elements of a technical record with a maximum of twenty pages handed to the candidate;
Oral proof of admission (duration: 30 minutes, coefficient 3): interview with the jury to assess the candidate's abilities and motivation to perform the duties of superior technician of studies and 2nd class productions and to recognize the achievements of his professional experience.
To conduct this interview, which has as its starting point a candidate's presentation on his or her professional experience of up to 10 minutes, the jury relies on the candidate's file for recognition of the achievements of the professional experience.
During this interview, the candidate may be questioned on matters related to his/her professional environment, general administrative knowledge or specific to the administration or institution in which he/she exercises.
Only the interview with the jury gives rise to the rating. The record of recognition of the achievements of the professional experience is not noted. This file serves as a support for the conduct of the interview with the jury.
In preparation for the oral admission test, the candidate must make a record of recognition of the achievements of the professional experience with the entries listed in the appendix to this order, which he shall give to the organizing service at a date fixed in the opening of the professional examination. The organizing service forwards the file to the jury after the establishment of the eligibility list.
The record of recognition of the achievements of the professional experience as well as the filling guide are available on the Department of Defense's intranet and/or internet sites.
The written test is anonymous. A rating of 0 to 20 is assigned to each test. Each note is multiplied by the corresponding coefficient. Any rating less than 8 out of 20 to one of the tests, before applying the coefficient, is eliminated.
At the end of the written test, the jury determines the number of points required to be admissible and sets out, in alphabetical order, the list of candidates authorized to run the oral admission test.
At the end of the oral admission test, and after totalisation of the points obtained by the candidates during the eligibility and admission tests, the jury determines the total number of points to be admitted and establishes, in alphabetical order, the admission list.
No person may be declared eligible or admitted if he has not participated in all mandatory tests.
If several candidates have obtained the same number of points, the priority is given to the one who obtained the best note to the oral admission test.
The professional examination for access to the grade of TSEF1C includes the following written admission and oral examinations:
Written proof of eligibility (duration: three hours, coefficient 2) consists of a maximum of eight questions intended to enhance the candidate's career path and to verify his motivation and ability to perform the functions of TSEF1C. They can consist of occupational situations.
Oral proof of admission (duration: 30 minutes, coefficient 3): interview with the jury to assess the candidate's abilities and motivation to perform the duties of senior technician of studies and 1st class manufacturing, and to recognize the achievements of his or her professional experience.
To conduct this interview, which has as its starting point a candidate's presentation on his or her professional experience of up to 10 minutes, the jury relies on the candidate's file for recognition of the achievements of the professional experience.
