Judgment of May 23, 2012 setting out the terms and conditions of organization, program and the nature of the tests of the professional examination of recruitment in the rank of Senior Professional Assistant Librarian

Vu la Act No. 83-634 of 13 July 1983 amendments to the rights and obligations of civil servants, together with Act No. 84-16 of 11 January 1984 amended with statutory provisions relating to the public service of the State;
Vu le Decree No. 88-646 of 6 May 1988 amended with respect to the statutory provisions applicable to library store bodies;
Vu le Decree No. 2009-1388 of 11 November 2009 bringing common statutory provisions applicable to various bodies of civil servants in category B of the public service of the State;
Vu le Decree No. 2011-1140 of 21 September 2011 bearing special status of the body of specialized assistant librarians,

Professional examination scheduled for 3° of Article 9 of the decree of September 21, 2011 referred to above for recruitment in the rank of Senior Professional Assistant Librarian shall be organized in accordance with the provisions of this Order.

The professional examination referred to in section 1 shall be opened by order of the Minister responsible for higher education under the conditions fixed by theArticle 2 of Decree No. 2004-1105 of 19 October 2004 the opening of recruitment procedures in the public service.
The terms and conditions of registration, the list of examination centres and the date of the tests and the number of posts to be filled shall be determined by order of the Minister responsible for higher education.

Only are allowed to take part in the trials the library shoppers, governed by the decree of 6 May 1988 referred to above, fulfilling, as of January 1 of the year in which appointments are made, the conditions set out in 3° of Article 9 of the decree of September 21, 2011 referred to above.

The professional examination referred to in section 1 includes a written eligibility test and an oral admission test. The Professional Examination Program is set out in Appendix 1 to this Order.
The tests are rated from 0 to 20.
The eligibility test consists of the processing of questions and the resolution of practical cases relating to bibliographic information, its structure and its access (duration: three hours; coefficient 2). For this test, the use of official cataloguing and documentary processing standards is permitted.
The admission test consists of an interview with the jury to assess the ability and motivation of the candidate to perform the functions of a higher-class assistant librarian and to recognize the achievements of his professional experience. To conduct this interview, which has as its starting point a presentation from the candidate of his or her professional experience of up to five minutes, the jury has the file constituted by the candidate for recognition of the achievements of the professional experience. During this interview, the candidate may be questioned on questions relating to his/her professional environment, the production and dissemination of documents, and the organization and operation of libraries, documentation services and documentary networks (duration: 25 minutes, of which not more than five minutes for the presentation); coefficient 3).
Only the interview with the jury gives rise to notation. The record of recognition of the achievements of the professional experience is not noted.
For the oral admission test, the eligible candidate shall prepare a record for recognition of the acquired experience of his or her professional experience with the entries listed in Appendix 2 to this Order, which he or she shall give to the organizing service at a date fixed in the opening of the professional examination. The absence of a file or its transmission after that date (the cachet of the position in question) results in the removal of the candidate, who is not summoned to the admission test. No additional documents transmitted by the candidate after that same date (the stamp of the position in question) shall be taken into account.
The record of recognition of the achievements of the professional experience as well as a help guide to filling are available on the website of the Ministry of Higher Education.

At the end of the eligibility test, the jury alphabetically sets out the list of candidates authorized to take part in the admission test. No person may be declared eligible if he or she has obtained a grade of 5 out of 20.

At the end of the admission test, the jury determines by order of merit the list of candidates admitted.
If several candidates total the same number of points, the priority is given to the one who obtained the highest rating in the admission test.

The Director General of Human Resources is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
