Judgment of February 29, 2012 setting out the general rules of organization, the nature and program of the tests of the external and internal competitions of the secretary of chancery

External and internal competitions for access to employment as Chancellery Secretary planned to I and II of Article 5 of the Decree of 19 March 2010 referred to above are open by an order of the Minister for Foreign Affairs that sets the number of places to be filled in each contest, the date of the tests and the registration procedure. The test programme is set out in the annex to the present order.

    Written proof of eligibility for the external competitive examination for access to employment as Chancellery Secretary are:
    Test #1: writing a note from the study of a practical case, provided in an administrative file, which may include graphs and figures as well as questions intended to guide the candidate's reflection. For this trial, the documentary file does not exceed twenty pages. (Duration: three hours; coefficient 3.)
    Test #2: a series of six to ten short-response questions on one of the following two options selected by the candidate during the examination:
    I. - Human resources management in organizations; accounting and finance.
    II. - Economic geography and institutional and administrative organisation of France and the European Union.
    Each question is accompanied by one or more documents. A single text can be used as a support for several questions. The documentary file for all questions does not exceed ten pages. (Duration: three hours; coefficient: 2.)
    Test #3: English test consisting of:
    ― the writing in French of a summary note from documents in English; the documentary file does not exceed ten pages;
    ― the English translation of a text written in French.
    (Total duration of the test: two hours; coefficient 2; any rating less than 10 of 20 is eliminated. )

    The oral examinations for the admission of the external competition for the employment of secretary of chancery are as follows:
    Test #1: interview with the jury, based on a short text on a topic of news or society with one or two questions, aiming to assess the candidate's abilities, personality and motivations as well as his ability to understand a concrete situation, if any in the form of a situation. (Preparation: twenty minutes; duration: thirty minutes, ten minutes of which are more than exhibited; coefficient 6.
    Test 2: English test consisting of an oral questioning from the reading, translation and commentary of a text written in English. (Preparation: twenty minutes; duration: twenty minutes; coefficient 2; any rating less than 10 of 20 is eliminated. )
    Test #3: optional language test chosen during the registration of the contest among the following languages: German, Arabic literal, Chinese (mandarin), Spanish, Italian, Japanese, Portuguese, Russian, Turkish. The test consists of an oral questioning from the reading, translation and commentary of a text written in this language. (Preparation: twenty minutes; duration: twenty minutes; coefficient 1.     Written proof of eligibility for the internal competitive examination for access to employment as Chancellery Secretary are:
    Test #1: Writing an administrative note, from a practical case, presented in a professional file, which may include graphics and figures as well as questions intended to guide the candidate's reflection. This test is a job placement of the candidate. For this trial, the professional file does not exceed twenty pages. (Duration: three hours; coefficient: 3.)
    Test 2: English test consisting of:
    ― the writing in French of a summary note from documents in English; the documentary file does not exceed ten pages;
    ― the English translation of a text written in French.
    (Total duration of the test: two hours; coefficient 2; any rating less than 10 of 20 is eliminated. )

    The oral examinations for the admission of the internal competition for the employment of secretary of chancery are as follows:
    Test #1: interview with the jury to assess the candidate's abilities, personality and motivations as well as his ability to understand a concrete situation, if applicable in the form of a professional situation, as well as to recognize the achievements of his professional experience. In order to conduct this interview, which has as its starting point a candidate's presentation on his professional experience, the jury has the candidate's file for recognition of the achievements of the professional experience. During this interview, the candidate may be questioned on matters related to his/her professional environment and his/her general administrative knowledge or specific to the administration or service in which he/she operates. (Duration: 30 minutes, of which ten minutes at most); coefficient 6.)
    Only maintenance with the jury results in a notation. The record of recognition of the achievements of the professional experience is not noted.
    For this test, the candidate shall prepare a record of recognition of the achievements of his professional experience annexed to this order, which he shall give to the organizing service at a date fixed in the opening of the contest.
    The file is forwarded to the jury by the contest manager.
    Test 2: English test consisting of an oral questioning from the reading, translation and commentary of a text written in English. (Preparation: twenty minutes; duration: twenty minutes; coefficient 2; any rating less than 10 of 20 is eliminated. )
    Test #3: optional language test chosen during the registration of the contest among the following languages: German, Arabic literal, Chinese (mandarin), Spanish, Italian, Japanese, Portuguese, Russian, Turkish. The test consists of an oral questioning from the reading, translation and commentary of a text written in this language. (Preparation: twenty minutes; duration: twenty minutes; coefficient 1.     The tests are rated from 0 to 20.
    No person may be eligible or admitted if he has not participated in all mandatory tests.
    Only candidates who have obtained, after applying the coefficients, a total of points for the qualifying examinations equal to or greater than 70 for candidates in the external contest and 50 for candidates in the internal contest.
    At the end of the eligibility tests, the jury sets out, in alphabetical order, the list of eligible candidates.
    At the end of the admission examinations, the jury determines, in order of merit, the list of candidates admitted. Where applicable, a supplementary admission list is established.
    If several candidates obtained the same number of points, the priority is given to the one who obtained the highest rating at the first admission test and, in case of new equality, to the one who obtained the highest rating at the first eligibility test.

    The composition of the jury is determined by order of the Minister of Foreign Affairs.
    This jury includes:
    1° A staff member who has or has served as Director or Chief of Service or Deputy Director of the Department of Foreign Affairs or his or her representative, President with a predominant voice;
    2° Officials assigned to the Ministry of Foreign Affairs belonging to one of the bodies recruited by the National School of Administration or other class bodies A of the Ministry of Foreign Affairs;
    3° An official belonging to the corps of the secretary of chancery;
    4° Designated personalities because of their speciality and skills.

    No dictionary is allowed in the language trials of external and internal competitions for employment at the access of secretary of chancery.

    The decision of February 12, 2007 on the organization of external and internal competitions for access to employment as Chancellery Secretary is repealed.

    The provisions of this Order come into force from the date of publication of the Order authorizing the opening of the external and internal competitive examinations for the employment of Chancellery Secretary organized under the year 2013 and no later than 30 September 2012.

    External Competition - 2nd Eligibility Test
    I. - "Human Resources Management in Organizations" option


    The questions must be addressed to the program below, which is based on that of the teaching of human resources management in the terminal class of the series "Science and Management Technologies" defined by the decree of 14 December 2004 published in the Official Gazette of 26 December 2004 and is contained in the Official Bulletin No. 2 of 24 February 2005 of the Ministry of National Education.

    The questions must relate to the program below, which is based on the program of accounting education and finance for terminal-class enterprises of the series "Science and Management Technologies" defined by the decree of December 16, 2004 published in the Official Journal of December 29, 2004 and included in the Official Bulletin No. 2 of February 24, 2005 of the Ministry of National Education.

    The different categories of fixed assets: intangible, tangible and financial.
