Judgment of 28 February 2012 setting out the terms and conditions of election to the National Council for Higher Education and Research of Students of Public Institutions of a Scientific, Cultural and Professional character

Having regard to the amended decision of 13 April 1994 on the national commission for the elections of representatives of the National Council of Higher Education and Research,

The elections of student representatives to the National Council of Higher Education and Research take place on Wednesday, 20 June 2012, the date of the election, as of Friday, 29 June 2012, at midnight, the date of the ballot.
The presidents and directors of public institutions of a scientific, cultural and professional nature inform electors of this election.

The list of electors can be consulted, starting Tuesday, May 22, 2012, at the Ministry of Higher Education and Research, 1, rue Descartes, 75231 Paris Cedex 5. Each institution displays the list of electors registered in the establishment.
Requests for rectification of this list should be received by Tuesday, 29 May 2012, at the establishments. The rectified list of electors can be consulted, starting on Thursday, May 31, 2012, at the Ministry of Higher Education and Research, 1, rue Descartes, 75231 Paris Cedex 05. Each establishment, if applicable, displays the rectified list of electors registered in the establishment. At that date, the list displayed is final and cannot be changed.

The lists of candidates and, where applicable, the model of the profession of faith of the list must be sent to the Ministry of Higher Education and Research (secretariat of the National Council of Higher Education and Research), 1, rue Descartes, 75231 Paris Cedex 05, no later than Thursday, May 31, 2012 at 11 a.m.
For the deposit, lists and professions of faith are printed in black ink on white paper, of a format 21 × 29.7 cm, on a single page for the lists of candidates and on a sheet recto verso to the maximum for the professions of faith.
Each list has as many names of incumbent candidates and alternate candidates as there are seats to be filled ( eleven incumbent candidates and eleven alternate candidates).
The names of the incumbent and alternate candidates are indicated in the preferential order, each alternate appearing in number bis after each holder.
Only the following should be listed:
- the title of the list, if any, with its representative acronym;
― the names and names of the candidates, together with the indication of the scientific, cultural and professional public institution in which they are regularly enrolled, the degree prepared and the current year of study indicated in all letters;
- where applicable, the name of the student, trade union or political, national or local organizations that present or support the list.
The original of the individual handwritten statement, signed by each incumbent candidate and each alternate candidate, must be annexed to the list filed and must also include the postal contact information (personal or family address) and telephone where the individual may be attached during all electoral operations. Each candidate attached to his statement a legible photocopy, recto verso, of his student card.
The lists of candidates serve as a ballot.

Lists of candidates received may be corrected, under the conditions provided for in the fourth paragraph of article D. 232-10 referred to above, within one day of the notification of the request for rectification.

Public institutions of a scientific, cultural and professional nature provide the impression of the professions of faith and lists of candidates who serve as ballot papers and polling instructions.

The Ministry of Higher Education and Research provides public institutions of a scientific, cultural and professional nature with envelopes No. 1, No. 2 bearing an alphanumeric number generated randomly and the mention: "elections to the National Council of Higher Education and Research" and No. 3 which must be used for the election.

Each establishment shall send to the personal or family address of each of the electors of the establishment, by 19 June 2012, the voting material and the professions of faith accompanied by the polling instructions.
Each elector must pass his or her vote, from the date of the opening of the election specified in Article 1 above, exclusively by mail, using the voting material provided by the administration: he inserts his ballot in envelope No. 1 with no distinguishing sign; it introduces envelope No. 1 in envelope No. 2, on which it applies its name, name and signature and indicates the public institution with a scientific, cultural and professional character in which it is regularly registered; it puts envelope 2 previously closed in envelope 3, which it addresses to the presidency of the national commission.

Folds containing the votes are retained by the national commission until the counting day, which takes place after the electoral list is demarcated.
Only the folds sent between June 20, 2012, the date of the opening of the ballot, and June 29, 2012, the date of the closing of the ballot (the stamp of the position being shown), and received no later than the opening of the counting operations, i.e. Friday, July 6, 2012, at 10 a.m.

The decision of 19 February 2010 setting out the terms and conditions of election to the National Council for Higher Education and Research of Students Representatives of Public Institutions of a Scientific, Cultural and Professional character is repealed.

This Order is applicable in French Polynesia, Wallis and Futuna Islands and New Caledonia.

The Director General for Higher Education and Professional Integration is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
