The prevention of conflicts of interest meets a social, political and philosophical requirement to strengthen the confidence of citizens in their governments and all those involved in public action. However, the notion of "conflict of interest" is not used as such in French law, even if the reality to which it refers is taken into account in our right, under the angle, in particular, of the "illegal gain of interest".
The decree of 10 September 2010 established a think-tank for the prevention of conflicts of interest in public life. She chose to focus here on the prevention of conflicts between private interests and public interests. The commission first focuses on identifying the principles underlying the prevention of conflicts of interest and developing a definition of "conflicts of interest". It then produces an overview of all existing mechanisms in France, and then presents concrete mechanisms to ensure consistency in the prevention of conflicts of interest (which would be supervised by a Public Life Ethics Authority), their treatment and consequences. In particular, it ensures that appropriate arrangements are made for members of the Government, those responsible for public enterprises and public institutions, as well as officials with the highest responsibilities.

Why study industrial networks? In the early 1990s, a new network sector organization was decided at the European level. The various telecom, energy and railway packages, set of European directives and regulations are adopted and then transposed into French law. In these sectors, the issue of future regulatory developments is a major issue.
By analyzing the three sectors of this study: communications (postal services and electronic communications), energy and rail transport, complementing them with the study of legal frameworks and economic fundamentals, the National Foundation company and performance (FNEP) wanted to identify ten good practices to encourage, in order to help improve French and European regulations. The report is based on the comparative analysis of French regulatory structures and foreign systems (Germany, the Netherlands, Sweden, the United Kingdom), and interviews in Seoul, South Korea and the United States make it possible to integrate this reflection into an international movement.
