In view of the Order of 29 November 2010 establishing and organizing the defence bases and establishing the powers of the commanders of the defence bases;
Considering the Order of 9 March 2011 establishing and organizing the Defence Support Staffs,
Stop:
It is established a Steering Committee of Defence and Citizenship Day in the Ministry of Defence.
The Defence and Citizenship Day Steering Committee:
1° Determines the general guidelines and guidelines for the day of defence and citizenship;
2° Examine and proposes to the Minister of Defence developments concerning the content, organization and conduct of the day of defence and citizenship, as well as the exploitation of the data collected during this day;
3° Coordinates the participation in the Day of Defence and Citizenship of the Staffs, Directorates and Services of the Ministry of Defence and the National Gendarmerie.
For this purpose, it follows the actions carried out in the course of the day of defence and citizenship.
It also ensures the adequacy between the common support needs expressed during the Defence and Citizenship Day and the benefits provided by the Defence Base Support Groups and the National Gendarmerie;
4° Develop the general subscription plan.
This document distributes, on the one hand, the Military Staff, the Directorates and Services of the Military Staff and, on the other, the General Secretariat for the Administration, the General Directorate of Arming and the General Directorate of the National Gendarmerie the responsibility to host and organize the Defence and Citizenship Day.
The general subscription plan is validated by the Chief of Staff of the Armed Forces, the Secretary General for Administration, the General Arming Officer and the Director General of the National Gendarmerie.
The Defence and Citizenship Steering Committee is chaired by:
– the Minister of Defence, when he meets in special session. The Secretary General for the Administration shall be pleaded to the Minister in the event of his absence or incapacity;
– the Director of National Service, when he meets in regular session.
The Defence and Citizenship Day Steering Committee includes:
1° In special session, the following members of the law:
– the Chief of Staff of the Armed Forces or his representative;
– the General Delegate for Arming or its representative;
the Secretary General for Administration or his representative;
the Director General of the National Gendarmerie or his representative;
– the Chief of Staff of the Army or its representative;
– the Chief of the Navy Staff or his representative;
- the Chief of Staff of the Air Force or its representative;
– Central Directors of Joint Support Services or their representatives;
- the delegate to the information and communication of the defence or its representative;
the Director of National Service or his representative;
– the head of the support centre or its representative.
2° In regular session, members of the law listed at 1°, as well as the following directors and heads of service:
the Director of Financial Affairs or his representative;
the Director of Human Resources of the Ministry of Defence or his representative;
the Director of Legal Affairs or his representative;
– the director of memory, heritage and archives or his representative;
– the head of the Paris support service of the central administration or its representative;
– the central director of the defence infrastructure service or its representative;
– the person responsible for each of the external bodies subordinate to the national service management or its representative.
The chair of the steering committee may invite any person without a deliberate vote whose presence is deemed to be useful to participate in the sessions of the committee.
The general control of the armies is informed of the holding and agenda of the sessions. He can be represented there.
The Steering Committee of the Day of Defence and Citizenship meets on the convocation of its President, at least once a year for ordinary sessions.
The Chair of the Committee sets out the agenda for the session, following the advice of the members of the law on ordinary sessions.
Members of law may request the inclusion of additional questions on the agenda of special sessions.
The National Service Directorate provides the secretariat of the Defence and Citizenship Day Steering Committee. At the end of each session, it shall prepare and distribute to the members of law a record signed by the chair of the committee.
A Territorial Steering Committee of the Day of Defence and Citizenship is established at each institution of the national service. This committee is chaired by the Chief of Institution.
It meets at least once a year on the convocation of its President, who sets the agenda for the session.
The members of this committee shall:
a representative of the General Directorate of Arms;
a representative of the General Secretariat for Administration;
- a representative of the Defence Support Staff in whose jurisdiction is the direction of the national service establishment, representing the armies;
– a representative of the gendarmerie region in the direction of the establishment of the national service.
In overseas departments and regions, in overseas communities and in New Caledonia, a territorial steering committee of the day of defence and citizenship is established at each centre of the national service.
The committee meets at least once a year, under the chairmanship of the superior commander of the armed forces or his representative, assisted by the director of the national service centre.
The members of this committee shall:
the superior commander of the armed forces or his representative;
– the Director of the National Service Centre;
a representative of the command of the overseas gendarmerie.
The chair of one of the Territorial Steering Committees established by Articles 5 and 6 of this Order may invite any person contributing to the implementation of the Day of Defence and Citizenship within the territorial jurisdiction of the Committee concerned to participate in the sessions of the Committee without a deliberate vote.
Each Territorial Steering Committee of Defence and Citizenship Day:
∙ disseminates the general guidelines and guidelines adopted by the Steering Committee of the Day of Defence and Citizenship;
― ensures, within the jurisdiction of the institution or the centre of the national service to which it is established, that it respects the general subscription plan and adapts it to local constraints, where necessary;
― ensures the quality of support for the day of defence and citizenship.
The secretariat of each Territorial Steering Committee of the Day of Defence and Citizenship is provided, in metropolis, by the establishment of the national service and, in overseas departments, regions and communities as well as in New Caledonia, by the National Service Centre.
At the end of each session, the Territorial Steering Committee shall prepare and distribute to its members a report signed by the chair of the committee.
The decision of 6 November 2003 establishing the Joint Steering Committee for the Defence Preparation Day is repealed.
The Chief of Staff of the Armed Forces, the Delegate General for Arming, the Secretary General for Administration, the Director General of the National Gendarmerie, the Chiefs of Staff of the Army of Land, the Navy and the Air Force, the Information and Communications Officer of the French Defence, the Director of the National Service and the Central Directors of the Joint Support Services are responsible, each with respect to the published Journal
