Annual Activity Report of the Autorité de la concurrence, which is responsible for enforcing French and European competition law and disseminating competition culture among public and private decision makers. It exercises its control over anti-competitive practices and concentrations and presents here the decisions and notices rendered, as well as the follow-up of decisions. The report also proposes a detailed analysis of the decision-making practice and the jurisprudence of the supervisory courts whose purpose is to provide a tool for competition law practitioners. The Court of Auditors presents the audit report of the General Social Security System for the fiscal year 2010. This is the fifth year for which it carried out the annual mission entrusted to it by the organic law of 2 August 2005 on the laws of financing social security. The Court must take a position on nine accounts: the five combined accounts of the sickness, occupational health, family and retirement branches and the recovery of the general regime; the four accounts of the relevant national funds and agencies (CNAMTS, CNAF, CNAVTS, ACOSS).
The report includes both the statement of audits carried out by the Court and the expression of its motivated positions for the certification of the regularity, sincerity and fidelity of the accounts of the general regime.

Court of accounts
The Court of Auditors publishes, as every year, a report on the situation and prospects of public finances for the policy debate to be held by Parliament. It is published by the Court after the certificate of certification of accounts and the report on the results and budgetary management of the State, as well as after the certification of the accounts of the general social security regime, for the fiscal year 2010. The first part presents the overall state of public finances at the end of 2010. It is compared to that of other European countries, and then the situation of each category of administration (state, social security and local authorities). The 2011 estimates are also considered. The second part examines the risks to the evolution of the deficit and debt by 2014 and in the longer term. It then presents directions and avenues to rebalance public accounts.
