Professional selection tests planned for thearticle 22 of the decree of 30 May 2003 referred to above for the establishment of the advance table at the first rank of the Clerks of Judicial Services are organized under the conditions set out in this Order.

A Seal Guard Order, Minister of Justice and Freedoms, sets out the number of positions open for professional examination, the closing date of registration, the date of the examination and the registration procedure.

Registration is made via telematics on the website of the Ministry of Justice and Freedoms, at the following address: www.justice.gouv.fr, "businesses".
In the event of a failure to register by teleprocedure, candidates retain the option of withdrawing the printed file established for this purpose to the public prosecutor's office in the court of large instance of the candidate's administrative place of residence.

Can be admitted to the selection examinations the clerks of the second grade who meet the conditions set out in thearticle 22 of the decree of 30 May 2003 referred to above.

The professional examination for access to the first rank of the Clerks of Judicial Services includes a written examination of eligibility and an oral examination of admission:
1° The written proof of eligibility consisting of a series of practical questions relating to situations relating to the procedure, personnel management, organization and operation of the services of a jurisdiction, central administration or regional administrative services (duration: one hour thirty minutes, coefficient 2). The programme of the test is attached to this order;
2° The oral admission test consisting of an interview with a jury to assess the personality, abilities of the candidate, including supervision, as well as his motivation and acknowledge the achievements of his professional experience. The jury has the file made up by the candidate for recognition of the achievements of the professional experience (duration: 25 minutes maximum, of which 10 minutes maximum of presentation, coefficient 3).
Each test is rated from 0 to 20.
Each rating is multiplied by the coefficient applicable to the test.
For the oral test, the candidates hand over to the organizing service, on the date fixed by the opening order, a record of recognition of the achievements of the professional experience. To conduct this interview, which has as its starting point a presentation from the candidate of his or her professional experience of up to 10 minutes, the jury has the file constituted by the candidate for recognition of the achievements of the professional experience. During this interview, the candidate may be questioned on matters related to his/her professional environment, general administrative knowledge or specific to the administration or jurisdiction or the regional administrative service in which he/she exercises.
The file is not noted. Only the interview with the jury gives rise to the rating.
The organizing service provides candidates upon registration with a standard file for the record of recognition of the achievements of the professional experience as well as all the useful information for the constitution of this file.
The record of recognition of the achievements of the professional experience and its methodological guide are available on the website of the Ministry of Justice and Freedoms. The file is forwarded to the jury by the organizing service of the examination after the establishment of the eligibility list.

At the end of the eligibility test, the jury sets out, in alphabetical order, the list of candidates authorized to take part in the admission test. No one may be declared eligible if he has not obtained a rating fixed by the jury that cannot be less than 10 of 20.

At the end of the admission test, the jury alphabetically establishes the list of candidates admitted.
No one can be declared admitted if he has not obtained, after applying the coefficients, a total of points fixed by the jury which cannot be less than 50 points.

The jury, appointed by order of the Seal Guard, Minister of Justice and Freedoms, includes a magistrate of the judicial order, president, and at least three officials of category, including at least two chief justice clerks of the judicial services and one officer of category belonging to an administrative or financial court.
Qualified examiners, with advisory voice, may be deputy to the jury. The jury may form groups of examiners.
In the event of equal sharing of votes, the president's voice is preponderant.
The Jury Composition Order designates a member of the jury who may replace the President in the event that the President is unable to continue his or her mission.

The Order of July 18, 2003 establishing the general organization, the nature of the trials and the program of the professional examination for access to the first rank of the Clerks of Judicial Services is repealed.
The decision of 18 July 2003 on the terms and conditions of the professional selection review for access to the first rank of the Clerks of Judicial Services and the composition of the jury is repealed.
