Order of March 28, 2011 authorizing under the year 2012 the opening of competitions for access to employment as Foreign Secretary (General)

By order of the Minister of State, Minister of Foreign and European Affairs, dated 28 March 2011, is authorized under the year 2012 to open two competitions, both external and internal, for access to the employment of Secretary of Foreign Affairs (General Framework).
The total number of places offered to the external and internal competitions for access to employment of the Foreign Secretary (General) is set at 13. These places are divided as follows:
External contest: 7 places.
Internal competition: 6 places.
The winners will receive a first assignment to the central administration in Paris.
Nationals of the Member States of the European Union, another State Party to the Agreement on the European Economic Area or the Swiss Confederation, if appointed in the body of the Secretaries of Foreign Affairs, will not be able to occupy a job whose powers are not separable from the exercise of sovereignty or involve direct or indirect participation in the exercise of prerogatives of public power. Their grade or body promotion will intervene with the same restrictions.
Three places will be offered by contract to the beneficiaries of the employment obligation referred to in section 27 of the Act of 11 January 1984.
Written examinations of the external and internal competitions will take place in Paris from 8 September 2011.
The terms and conditions of registration for the contests are:
Registration records will be open from May 24 to June 21, 2011.
Registration is made via telematics on the Ministry of Foreign and European Affairs website at the following address: www.diplomatie.gouv.fr, section "jobs, internships and contests". No records must be sent.
The deadline for the seizure on the Ministry of Foreign and European Affairs website is 21 June 2011, which is a time limit.
In the event of a failure to register electronically, candidates retain the option of withdrawing a registration file:
―on written request, at the following address: Ministry of Foreign and European Affairs, Competition Bureau and Professional Examinations, 57, boulevard des Invalides, 75700 Paris 07 SP. This mail, sent by post between May 24 and June 21, 2011 (the stamp of the position being authentic), must be accompanied by a format A 4 envelope labeled on the candidate's name and address, freed at €1.40. If not, no file will be sent;
― either directly to the host cell of the competition office, 57, boulevard des Invalides, Paris (7th) (times: 9:30 a.m. to 12 p.m. and 14 to 4:30 p.m., closed on Wednesday), between May 24 and June 21, 2011.
The deadline for filing (16:30 p.m.) or for sending the files (the stamp of the position in question) is June 28, 2011, the deadline for rigour, whether a written request or a withdrawal on site.
Any file filed or posted without delay may not be considered.
No change in the selection of mandatory tests and the optional language test for external and internal competitions will be taken into consideration after the registrations are closed. Failure to respect the choice made during the registration results in the cancellation of the test for the candidate.
The composition of the jury and the list of candidates admitted to the meeting were decided by the Minister for Foreign and European Affairs.
The candidates are summoned individually to undergo the tests. However, the lack of receipt of the summons cannot lead to the responsibility of the Ministry of Foreign and European Affairs.
